Abstract

Purpose: This study aims to design integrative transcendental planning based on exploring phenomena in Rawabogo Village. Since 2011, Rawabogo Village has been designated as a tourism village with customs and cultural heritage. However, the development of tourism village planning has yet to show significant progress. Research Methodology:  Descriptive qualitative with a symbolic and critical hermeneutic approach, which produces integrative transcendental planning. The data is collected through remote observation and understanding of the information unit. Results: The results provide an explanation and understanding that Rawabogo Village has the potential to be developed as a tourism village with the oral traditions of the Mount Nagara Padang site and local cultural life as the main attraction. This attraction must be aligned with stakeholder planning and understanding by sustainably implementing economic, innovation, cultural landscape, and community strategies. This strategy will have implications for tourism village planning in Rawabogo Village. Limitations: The limitation of this research lies in the process of meaning, which is not too deep, and methods can only be implemented in small planning scopes. Contributions: Integrative transcendental planning is a new contribution to the development of village planning and development paradigms because it does not only consider instrumental approaches but also communication and phenomenological approaches that are appropriate for village phenomena. Customs and cultural heritage are a phenomenon with significant potential that needs to be packaged sustainably to become a tourist attraction in Rawabogo Village.

Abstract

Purpose: This study aims to design the flow of the e-budgeting system to develop the village financial system, as well as to increase transparency and accountability of the web-based budget system and minimize the occurrence of corruption loopholes in the village. Method: The design system uses the waterfall method to analyze a model systematically. The model development step starts with the design of the system, database, menu structure, and interface. The design of the e-budget information system is built using PHP and MySQL programming in the form of web-based applications. Results: This study developed a web-based e-budgeting application using the waterfall method to manage village finances. The online system increases flexibility, allowing access from any device. It runs smoothly on computers, with all menus functioning as designed, and is expected to simplify village financial management. Limitations: The researchers’ capability in designing the system is not optimal, as the researchers do not have the basis of informatics engineering, so the results obtained and delivered are not too detailed. Contributions: This system is expected to be useful to facilitate the process of financial management at the village government level. Novelty: The novelty of this study lies in the design of a village e-budgeting system with features like automatic Standard Unit Price calculation, automated tax management, and tracking of village income (PADes) for transparency. This application aims to enhance financial management, ensuring transparency and accountability in the village.

Abstract

This study aims to strengthen clean water governance and fire risk reduction in Kampung Adat Kuta, Ciamis Regency, West Java, through a community-based empowerment approach. Using a participatory Community Partnership Program (PKM), the methods included community socialization and problem mapping, technical training for 20 residents, installation of a simple hydrant and clean water distribution network using HDPE pipes, and institutional strengthening through the establishment of a Community Water Management Group (KPA) and Standard Operating Procedures (SOPs). The results show increased technical capacity and awareness among residents, the formation of a functional local water management institution, and the availability of infrastructure supporting both daily water needs and fire emergency response. The program demonstrates that integrating local wisdom with appropriate technology effectively enhances community resilience. In conclusion, the Kampung Adat Kuta experience offers a replicable model of community-based water governance that supports heritage preservation, disaster risk reduction, and sustainable tourism development.
