Abstract

This study aims to analyze the dynamics of government decentralization in Indonesia before and during the New Order era, as well as its impact on local government. The method used is a literature review, examining various legal sources, policy documents, and relevant academic studies. The data used in this research is entirely derived from secondary data, which is obtained through the examination of existing literature and scientific documents. These data sources include official government documents such as Law No. 5 of 1974 on the Basic Principles of Regional Government, the Outline of State Policy (GBHN), and the Five-Year Development Plan (Repelita) that formed the basis of national policies during the New Order era. In addition, the study also uses academic books discussing decentralization theory, regional government systems, and development policies in Indonesia. Additional data sources are obtained from journal articles, research reports published between 1990 and 2020, focusing on decentralization and centralization in the Indonesian government. The search tools used to find academic literature include Google Scholar, JSTOR, and ScienceDirect. The findings of the study reveal that before the New Order, decentralization was limited due to political instability and weak regional bureaucratic capacity. During the New Order, although legally reinforced through Law No. 5 of 1974 on the Basic Principles of Regional Government, the practice of decentralization was, in fact, illusory, as the central government maintained primary control over policies, budgets, and the appointment of local leaders. Strong centralization did indeed create stability and uniform development, but it also led to disparities between regions, low public participation, and limited local innovation. Therefore, decentralization during the New Order was more administrative than substantive and serves as an important lesson for strengthening regional autonomy in the reform era.

Abstract

Kota Pekanbaru sebagai salah satu pusat pertumbuhan ekonomi di Sumatera tengah berpacu mewujudkan smart governance melalui implementasi Sistem Pemerintahan Berbasis Elektronik, namun realitas lapangan menunjukkan kesenjangan yang signifikan antara ambisi digital yang dicanangkan dengan tingkat adopsi masyarakat yang masih rendah. Penelitian ini bertujuan mengkaji proses transformasi digital governance di Kota Pekanbaru, mengidentifikasi faktor pendorong dan penghambat implementasinya, serta merumuskan rekomendasi strategis menuju smart governance yang inklusif. Metode yang digunakan adalah kualitatif deskriptif dengan pengumpulan data melalui wawancara mendalam, observasi lapangan, dan studi dokumentasi terhadap dua belas informan kunci yang dipilih secara purposif. Hasil penelitian menunjukkan bahwa Kota Pekanbaru telah mengoperasikan delapan platform digital aktif dengan tingkat kematangan yang bervariasi, namun menghadapi tiga tantangan struktural utama yaitu ketimpangan infrastruktur jaringan antara pusat dan pinggiran kota, kesenjangan kapasitas digital aparatur pemerintah, serta rendahnya literasi digital masyarakat yang menyebabkan tingkat partisipasi warga dalam layanan digital baru mencapai 42 persen. Penelitian menyimpulkan bahwa keberhasilan smart governance di Kota Pekanbaru memerlukan sinergi antara kepemimpinan yang visioner, regulasi adaptif, penguatan infrastruktur yang merata, dan program pemberdayaan digital yang menyasar seluruh lapisan masyarakat tanpa terkecuali.

Abstract

The supervision of the use of foreign workers (TKA) is an important instrument to ensure compliance with labor and immigration regulations. This issue emerged when 13 foreign workers from China were found allegedly working illegally at PT Gamindra Mitra Kusuma (GMK), West Pasaman Regency, thereby indicating that weaknesses remain in supervision, particularly in interagency coordination. This study aims to analyze collaborative supervision of the use of foreign workers in West Sumatra, identify challenges in supervising illegal foreign workers, and describe the efforts made to address these problems. This study used a qualitative method with a descriptive approach. Data were obtained through interviews, documentation, and literature study, and were then analyzed using the Miles and Huberman model, which includes data reduction, data display, and conclusion drawing. The results showed that collaborative supervision of foreign workers in West Sumatra has been implemented through the Foreign Nationals Monitoring Team (TIMPORA), involving the Manpower and Transmigration Office of West Sumatra Province, the Regional Technical Implementation Unit for Labor Supervision Region II, the Agam Class I Non-TPI Immigration Office, and other relevant agencies. This collaboration is realized through coordination, information exchange, document examination, field supervision, and joint operations in accordance with the duties and authority of each agency. Based on Sondang P. Siagian’s theory of the supervision process, the stages of establishing work standards, measuring work results, and taking corrective action have been implemented, but the effectiveness of supervision has not been optimal because there are still differences in perspectives between labor and immigration supervision, miscommunication within TIMPORA, a limited number of supervisors, the broad scope of the supervision area, limited budget and operational facilities, and a lack of corporate transparency in reporting the use of foreign workers. The efforts undertaken include strengthening field supervision, providing guidance and socialization to companies, reinforcing coordination through TIMPORA, implementing integrated supervision, and optimizing the Aplikasi Pengawasan Orang Asing (APOA). The conclusion of this study affirms that the effectiveness of foreign worker supervision in West Sumatra is highly dependent on cross-agency collaboration that is coordinated, integrated, and supported by an adequate supervision information system. The implications of this study provide practical contributions to strengthening the governance of foreign worker supervision and preventing violations related to the illegal use of foreign workers at the regional level.

Abstract

Although public communication strategies in social health insurance programs have received attention in various studies, research specifically discussing the communication patterns of first-level health facilities in encouraging community participation in the National Health Insurance Program (JKN) remains limited. This study aims to describe the public communication patterns implemented by Puskesmas Andalas in increasing community participation in the JKN Program and to identify obstacles and solutions in conveying information about the program. This study used a qualitative method with a descriptive approach. Data were collected through observation, in-depth interviews, and documentation involving health center staff, BPJS Kesehatan representatives, and community members who were users and non-users of JKN. The data were analyzed through data reduction, data display, and conclusion drawing. The results showed that Puskesmas Andalas implemented integrated public communication patterns through primary face-to-face communication, secondary communication through print and digital media, group communication through health education activities, and two-way communication that provides space for the community to ask questions and submit complaints. These communication patterns contributed to an increase in new participant registration, membership reactivation, and utilization of the free BPJS program. However, their implementation still faced internal obstacles, including weak information coordination with BPJS Kesehatan and the absence of dedicated BPJS officers at the health center, as well as external obstacles, including low public understanding of JKN regulations, economic limitations related to family-based contribution obligations, and the digital divide in the use of social media. The conclusion of this study affirms that continuous, multichannel, and trust-based public communication is an important factor in expanding health coverage at the primary care level. The implications of this study include theoretical contributions to the development of public health communication studies and the application of diffusion of innovations theory, as well as practical implications for primary health institutions and policymakers through the strengthening of scheduled health education activities and the appointment of dedicated officers for JKN Communication, Information, and Education (CIE).

Abstract

Violence against children remains a social problem that requires serious attention, including in South Solok Regency, although the local government has enacted Regional Regulation Number 1 of 2023 concerning the Implementation of Child-Friendly Regency as an instrument for child protection. This study aims to analyze the implementation of the Child-Friendly Regency policy in addressing violence against children in South Solok Regency. This study used a descriptive method with a qualitative approach through interview and documentation techniques. The data were analyzed through the stages of data reduction, data display, and conclusion drawing using George C. Edwards III’s policy implementation theory. The results show that the implementation of the Child-Friendly Regency policy in addressing violence against children has not been optimal. In the aspect of communication, policy socialization has been carried out, but it has not been consistent and has not been supported by the optimal use of information media. In the aspect of resources, there are still limitations in the number of human resources, the unavailability of child psychologists, and inadequate budget allocation. In the aspect of disposition, policy implementers have strong commitment, but community participation in preventing and reporting cases remains low. In the aspect of bureaucratic structure, cross-sectoral cooperation is already in place, but coordination among agencies has not been optimal. The conclusion of this study emphasizes that the effectiveness of the implementation of the Child-Friendly Regency policy requires strengthening policy communication, improving resource capacity, enhancing community participation, and optimizing cross-sectoral coordination so that child protection in South Solok Regency can be implemented more effectively.

Abstract

Southeast Asia is one of the fastest-growing social media regions in the world, where digital platforms increasingly shape the formation and prioritization of public issues. This study aims to analyze the role of social media in promoting issues to the public and policy agendas, the factors influencing its effectiveness, and the structural limitations that constrain this process. The study applies Agenda Setting Theory and Framing Theory through a Systematic Literature Review (SLR) following the PRISMA 2020 guidelines. Literature was collected from Scopus, Web of Science, SAGE Journals, Taylor & Francis Online, and Frontiers, focusing on open-access articles published between 2018 and 2026 that examined Indonesia and other Southeast Asian countries. A total of 10 articles met the inclusion criteria. The findings identify three major themes: issue mobilization and digital civic participation, issue framing and its influence on policy dynamics, and structural weaknesses including algorithmic bias, misinformation, and digital repression. Social media can serve as an effective agenda-setting catalyst; however, its influence remains highly dependent on the interaction of technological, political, and civic capacity factors.
