Abstract

The Tourism Program Bintan Regency aims to develop and enhance the region's tourist attractions, destinations, and creative economy. The program focuses on developing and managing tourist attractions, monitoring and evaluating their management, and providing infrastructure and facilities. Marketing is also a crucial aspect, aiming to promote the region's attractions to domestic and international audiences. The SWOT and PEST analysis highlights Bintan Regency's strengths, including its natural attractions, rich cultural heritage, and friendly local community. However, it also identifies weaknesses, such as limited infrastructure, limited human resources, and limited marketing budget. The PEST analysis emphasizes the importance of considering multiple factors when analyzing the current situation of tourism in Bintan Regency. The Political factor influences the industry through government policies and regulations, while the Economic factor drives growth through investment and revenue generation. The Social factor contributes to sustainable tourism development through community engagement and participation, while the Technological factor increases accessibility and reach through mobile technology and online travel agencies. To overcome potential obstacles and challenges, such as limited infrastructure and amenities, competition from other destinations, climate change and environmental concerns, effective planning and management, and human resource development, Bintan Regency must leverage its strengths, address its weaknesses, consider external factors, and acknowledge potential challenges. By doing so, it can establish itself as a competitive tourist destination that attracts visitors from around the world.

Abstract

Indonesia has been establishing Special Economic Zones (SEZs) across the country, with the Sorong SEZ being one of them. The Sorong SEZ is expected to become the first new center of economic growth in the Papua region. Several potential sectors include agriculture, fisheries, forestry, tourism, creative industries, and other natural resource utilization. This article aims to examine the effectiveness of the Sorong SEZ and to explore its implications for Indonesia and the wider region. It argues that the establishment of the Sorong SEZ is not only effective due to support from both regional and central governments but also offers significant geoeconomic and geostrategic benefits. In terms of geoeconomic advantages, the Sorong SEZ not only fosters regional economic development in eastern Indonesia and serves as a center for natural resource processing in Papua, but also functions as a gateway for trade in the Asia-Pacific region. From a geostrategic perspective, it strengthens Indonesia's sovereignty and cross-border economic diplomacy with Papua New Guinea and is expected to attract increased foreign investment, particularly China, due to its strategic location bridging Asia and Pacific. Abstract

Permasalahan pengelolaan sampah di Kota Tanjungpinang menjadi tantangan serius bagi upaya mewujudkan lingkungan yang bersih dan berkelanjutan. Kegiatan Pengabdian kepada Masyarakat ini bertujuan meningkatkan kesadaran, keterampilan, dan partisipasi warga dalam pengelolaan sampah berbasis komunitas melalui penerapan prinsip ekonomi sirkular. Metode yang digunakan meliputi penyuluhan, Focus Group Discussion (FGD), dan pendampingan teknis kepada pengurus serta masyarakat di Bank Sampah Berkah, Kelurahan Sei Jang. FGD berfungsi untuk mengidentifikasi permasalahan utama, seperti keterbatasan fasilitas, rendahnya keterampilan teknis, dan lemahnya jaringan pemasaran produk daur ulang. Hasil kegiatan menunjukkan adanya peningkatan signifikan dalam perilaku pemilahan sampah rumah tangga, penguatan kapasitas pengurus, dan munculnya inovasi produk berbasis daur ulang, seperti kompos dan kerajinan plastik. Kegiatan ini juga berhasil memperluas jejaring kemitraan antara masyarakat, pemerintah, akademisi, dan pelaku usaha, yang menjadi kunci dalam mewujudkan sistem pengelolaan sampah berkelanjutan. Kesimpulannya, pendekatan partisipatif melalui FGD dan pendampingan berkelanjutan terbukti efektif dalam memperkuat pengelolaan sampah berbasis komunitas dan mendukung penerapan ekonomi sirkular di tingkat lokal. Model Bank Sampah Berkah Sei Jang diharapkan menjadi praktik baik yang dapat direplikasi di wilayah perkotaan lainnya di Indonesia.

Abstract

This study examines Indonesia’s trade relations with non-ASEAN member countries under the Regional Comprehensive Economic Partnership (RCEP). The RCEP, signed in 2020, presents Indonesia with significant opportunities to expand market access, particularly with key partners like China, Japan, South Korea, Australia, and New Zealand. However, challenges persist, particularly in terms of trade imbalances and competitive pressures. The research employs a mixed-methods approach, combining quantitative data from trade flow statistics and tariff reductions with qualitative insights from interviews and focus group discussions with key stakeholders. The Importance Performance Analysis (IPA) method was applied to assess the effectiveness of RCEP provisions. Results show that while Indonesia benefits from improved market access, significant trade deficits remain, especially with China and Australia. Stakeholders, including government agencies and private sector exporters, play pivotal roles in mitigating these challenges by addressing non-tariff barriers and enhancing trade facilitation. In conclusion, Indonesia must strategically leverage the RCEP framework to address trade imbalances and improve export competitiveness. Policy recommendations include enhancing stakeholder collaboration, improving infrastructure, and increasing awareness among small and medium enterprises (SMEs) to fully utilize RCEP benefits. These efforts will ensure Indonesia remains competitive in global trade.

Abstract

The cultural wealth of Indonesia, particularly from border regions such as the Kepulauan Riau, is increasingly threatened by external claims and lack of international recognition. One prominent case involves Penyengat Island, a significant historical and cultural site in Tanjungpinang, rich in Malay heritage and once a center of the Riau-Lingga Sultanate. Recognizing the island’s cultural and historical value, the Government of Kepulauan Riau Province has initiated efforts to nominate Penyengat Island as a UNESCO World Cultural Heritage Site. This study aims to examine the paradiplomatic strategies employed by the local government in this international cultural diplomacy effort. Using a qualitative descriptive approach, the research collects data through interviews with key officials from the Tanjungpinang Department of Culture and Tourism, field observations, and document analysis. The findings reveal that the local government has undertaken significant initiatives, including the revitalization of historical sites, the preparation of comprehensive documentation and cultural dossiers, and the lobbying of national institutions to support the nomination. The concept of paradiplomacy where sub-national governments engage in international relations proves central to these efforts. While challenges such as limited administrative authority and bureaucratic hurdles persist, the strategic collaboration with the central government and UNESCO-aligned bodies demonstrates the growing agency of local governments in global cultural advocacy. The study concludes that effective paradiplomacy can serve as a critical tool for promoting local heritage on the world stage, emphasizing the need for sustained intergovernmental cooperation and cultural diplomacy frameworks.
