Abstract

Penelitian ini dilatar belakangi oleh pemerintah desa belum optimal berperan dalam melestarikan Budaya Rarakaan sebagai Kearifan Lokal di Desa Sukaharja Kecamatan Rajadesa Kabupaten Ciamis. Adapun tujuan penelitian ini adalah untuk mengetahui Peran Pemerintah Desa Dalam Melestarikan Budaya Rarakaan Sebagai Kearifan Lokal di Desa Sukaharja Kecamatan Rajadesa Kabupaten Ciamis. Metode yang digunakan dalam penelitian ini adalah deskriptif analisis. Informan sebanyak 8 orang. Teknik pengumpulan data adalah studi kepustakaan, studi lapangan (observasi dan wawancara) dan dokumentasi. Penulis mengunakan teknik analisis data kualitatif melalui pengolahan data hasil wawancara dan observasi untuk ditarik kesimpulan sehingga dapat menjawab permasalahan dalam penelitian. Berdasarkan hasil penelitian diketahui bahwa Pemerintah Desa telah berperan dalam Melestarikan Budaya Rarakaan Sebagai Kearifan Lokal di Desa Sukaharja Kecamatan Rajadesa Kabupaten Ciamis walaupun belum optimal karena adanya hambatan keterbatasan anggaran, kurangnya kesadaran generasi muda, keterbatasan sumber daya manusia, serta pengaruh modernisasi yang mempengaruhi minat masyarakat terhadap budaya lokal. Oleh karena itu diupayakan dengan mengalokasikan anggaran dari APBDes untuk kegiatan pelestarian budaya rarakaan, menggerakkan masyarakat untuk aktif dalam kegiatan budaya dan menyediakan fasilitas dan infrastruktur yang diperlukan untuk mendukung pelaksanaan kegiatan budaya.

Abstract

This research examines the role and effectiveness of DPRD Secretariat services in supporting the implementation of DPRD duties and functions in the "Pangandaran" Regency. The DPRD (Regional People's Representative Council) has three main functions: legislation, budgeting, and supervision, which require efficient administrative support from the DPRD Secretariat. Services provided by the Please remember the following text: "Pangandaran" Regency DPRD Secretariat include administrative, technical, financial, meeting and trial services, information and communication, as well as legal services. This research uses a qualitative descriptive methodology for data collection, which includes conducting interviews, making observations, and analyzing documents. The research results show that the Pangandaran Regency DPRD Secretariat has provided adequate services in supporting DPRD activities. However, there are still several obstacles that need to be overcome, such as limited human resources and supporting facilities. Administrative and financial services are considered quite good in helping DPRD members carry out their daily tasks, while technical and facilitation services still require improvement, especially in providing relevant data and policy analysis. Information and communication services also need to be improved to ensure openness and transparency in DPRD activities. In conclusion, although the Pangandaran Regency DPRD Secretariat has functioned well in supporting the implementation of the DPRD's duties and functions, there is room for improvement, especially in technical and communication aspects. The recommendations put forward include increasing human resource capacity, providing adequate facilities, and strengthening information and communication systems to support transparency and accountability in DPRD performance. It is hoped that this research can contribute to improving DPRD Secretariat services and improving the performance of the Pangandaran Regency DPRD as a whole.

Abstract

Financial management by the Bahara Village Government is one form of implementing the Village Government's authority to manage village assets, but this has not yet shown optimal implementation because there are still problems in managing village finances, namely: The Village Government is less than optimal in discussing and preparing Cost Budget Plans (WED). Making village financial plans still involves wasteful costs. The research objective to be achieved is to determine the effectiveness of village financial management by the Bahara Village Government, Panjalu District, Ciamis Regency, Fiscal Year 2022. The results of the research are that the effectiveness of village financial management by the Bahara Village Government, Panjalu District, Ciamis Regency, Fiscal Year 2022 has not been implemented optimally. Therefore, the Village Government should be more aware of the aspirations conveyed by the community, providing more firmness for supervisors and workers to pay attention to every direction and managerial time.

Abstract

The problem phenomenon that occurs in managing village assets is due to the lack of role of the Village Government, so that due to these limitations existing village assets are unable to be optimized as a potential for increasing village income. The research objective to be achieved is to describe the role of the Village Government in implementing village asset management in Pajaten Village, Sidamulih District, Pangandaran Regency. This research is descriptive qualitative research, the data obtained is primary data and secondary data. Data collection techniques include structured interviews, participant observation and literature study. The results of this research are that the role of the Village Government in Managing Village Assets in Pajaten Village, Sidamulih District, Pangandaran Regency has not been implemented optimally. The obstacle faced is the limited understanding of the Village Government regarding its authority in making a policy product in managing village assets

Abstract

The problem phenomenon faced by Micro Businesses is the limited ability to enter a larger and wider trade chain system, so that opportunities to develop are limited both in terms of market competition and business product innovation. The aim of the research is to carry out an analysis of the Formulation of Micro Business Development Strategies by the Ciamis Regency Small and Medium Enterprises Cooperatives and Trade Service. The method uses a descriptive qualitative research design, by obtaining data from the results of field studies and literature studies. Data analysis using data reduction, data display, and conclusion drawing/verification. The results of the research show that the formulation of the Micro Business Development Strategy by the Ciamis Regency Small and Medium Enterprises Cooperatives and Trade Service has not been implemented optimally, because there are problems with data on Micro Business actors in Ciamis Regency which have not produced accurate data. Officers are limited in carrying out Micro Business development because it is not proportional to the number of Micro Business actors. The management budget for empowering micro businesses is less than the budget for facilitating business permits.

Abstract

Based on the research background, it analyzes the effectiveness of utilizing the Recapitulation System application in the simultaneous 2024 general election process in Hegarsari Village, Pataruman District, Banjar City (Case study on the Presidential & Vice Presidential and Legislative elections). This research method uses descriptive qualitative with data collection techniques through interviews, observations, and documentation. The research results show that the effectiveness of utilizing the Recapitulation System application in the simultaneous 2024 general election process in Hegarsari Village, Pataruman District, Banjar City is not yet optimal, as it is hindered by network system issues, the inability of the recapitulation application to fully read the numerical text on Form C due to inaccurate scanning, and many KPPS members still lacking the ability to operate the recapitulation application. This research contributes to expanding the understanding of the practical benefits of the effectiveness of using the Sirekap application in the simultaneous general election process in 2024.

Abstract

On the research of background, it is analyzed that the Implementation of the Population Administration Policy Through a Fast, Safe and Friendly Service System at the Population and Civil Registration Office of Ciamis Regency. The purpose of this study is to determine the implementation of the Si Lancer application service at the Population and Civil Registration Service of Ciamis Regency. This research method uses descriptive qualitative with data collection techniques through interviews, observation, and documentation. The results of the study indicate that the Implementation of the Population Administration Policy Through a Fast, Safe and Friendly Service System at the Population and Civil Registration Office of Ciamis Regency is not optimal, namely constrained by human resources in the Office, lack of facilities at the Population and Civil Registration Office of Ciamis Regency, lack of implementing attitudes where employees prefer conventional services, no application updates from the initial year of publication, namely 2021, and no fragmentation or group bodies specifically tasked with Si Lancar application services. This study contributes to broadening understanding of the practical benefits of implementing the use of the Si Lancar application at the Population and Civil Registration Office of Ciamis Regency.

Abstract

This study aims to determine how the implementation of infrastructure development policies in Dewasari Village, Cijeungjing District, Ciamis Regency. Infrastructure plays an important role in supporting community activities and local economic growth. However, in its implementation, infrastructure development in Dewasari Village has not been running optimally. The problems identified include low community participation, limited budget, lack of supervision, and infrastructure quality that does not meet the Indonesian National Standard (SNI). This study uses a qualitative descriptive method with data collection techniques through interviews, observations, and documentation. Informants in this study consisted of village heads, village officials, community leaders, and local residents. The results of the study indicate that the implementation of infrastructure development policies in Dewasari Village still faces various obstacles, both in terms of technical, managerial, and social aspects. Therefore, it is necessary to increase the capacity of village officials, budget transparency, and active community involvement to achieve more effective and sustainable development results.

Abstract

Bukit Pilar, a tourist attraction located in Pangkalan Village, Karang Taruna, Langkaplancar District, Pangandaran Regency, is the subject of research conducted by Karang Taruna of Pangkalan Village with the aim of identifying how the tourism potential of Bukit Pilar is managed. This research uses a descriptive or narrative approach, applying qualitative methods to understand or describe the studied phenomenon. A comprehensive evaluation of all collected data from various sources, such as interviews, observational studies, documents, and conclusions, is the initial step in the data analysis procedures. The results of this research provide insights into how Karang Taruna in Pangkalan Village, Langkaplancar District, Pangandaran Regency, manages the tourism potential of Bukit Pilar. Several factors have contributed to the failure in management, including: (1) The absence of a formal body with a clear hierarchy of responsibilities and a lack of experienced human resources in the fundamentals of tourism and public service. (2) Limited promotion of tourism through social media content creation (e.g., Instagram, TikTok) and the lack of tourism package offerings. (3) Lack of collaboration among local government, investors, and academics in developing sustainable tourism. The obstacles identified in each of these indicators include: (1) The village government has not issued an official decree (SK) assigning Karang Taruna the authority to manage the Bukit Pilar tourism site. There is also a lack of skilled human resources capable of managing the tourism object. (2) Social media has not been effectively utilized, and tourism packages have not been developed to promote Bukit Pilar. (3) The management of Bukit Pilar has not yet coordinated with the tourism office and potential investors. In response to these challenges, the managers of Bukit Pilar are approaching the village government to initiate coordination with the tourism office. However, the management of the Bukit Pilar tourism object still faces various obstacles, resulting in the dimensions and indicators of tourism management not being optimally achieved.

Abstract

To provide faster, safer, and friendlier population administration services to the community, the Ciamis District Population and Civil Registration Office launched an innovation through the Quick, Safe, and Friendly Service System program (Silancar). This study aims to analyze the role of the Ciamis Disdukcapil through the Silancar program in improving the quality of public services, as well as to identify various constraints and challenges that arise during its implementation process. This research uses a qualitative method with a descriptive approach. Data collection was carried out through interviews, direct observation, and documentation techniques. The theoretical approach used refers to the role of the Government according to Sondang P. Siagian, which includes roles as Stabilisator, innovator, modernizer, pioneer, and executor. The results of the study show that the implementation of the Silancar program has been carried out but has not yet fully reached the optimal level. Several indicators of the government's role still show weaknesses, particularly in the availability of technological infrastructure, the effectiveness of socialization, and the role as a role model for institutions. Several technical constraints such as unstable internet connections, limited number of computer devices, and the low digital literacy of the community also hinder the effectiveness of online services. To achieve this, the development of infrastructure, technology education, and a more intensive socialization approach is required. With the strengthening of institutional roles and collaboration among stakeholders, the online service program has the potential to become an inclusive, efficient, and sustainable digital service to support the improvement of the quality of civil registration services in Ciamis Regency.
