Abstract

Palm oil is one of the leading agricultural sectors which has an important role in Indonesia. In addition to being able to absorb new workers, the oil palm plantation business can also contribute to state revenues from crude palm oil (CPO) export levies, the demand for which is increasing every year. However, in recent years the level of productivity of oil palm plantations has decreased. This is due to the age of the plants that are getting older and not using superior and certified seeds at the start of planting. With this low level of productivity, it is necessary to carry out rejuvenation of oil palm plants. The target of this rejuvenation program is to be able to use both superior and certified seeds in order to increase plant productivity. This research uses normative juridical research methods, namely research conducted by researching and analyzing literature or secondary data only. The approach method is descriptive and qualitative research methods. The results showed that the government played an active role in implementing the oil palm rejuvenation program. This is evident from the many regulations made by the government or other stakeholders to support the smooth running of this program. In addition, as an effort to provide support in increasing palm oil productivity, especially in preparing funds for rejuvenation programs, the government has established the Oil Palm Plantation Fund (DPKS).

Abstract

This study aims to determine the role of the Bojonegoro Regency Health Office in Supervising the Pharmacy Technical Staff (TTK) Practice Permit at Pharmacies and the legal consequences received by Pharmacists as Pharmacy Manager Pharmacists (APA). This research is normative-empirical legal research (applied normative law), with a qualitative approach, combining a normative legal approach with the addition of various empirical elements. The data collection method used in this research is information obtained directly in the field in the form of interviews and document studies from various sources related to legal norms. The results showed that socialization, monitoring and guidance were gradually implemented by the Bojonegoro District Health Office if there were new rules and/or regulations from the government. There is a direct inspection to the field, but it is not optimal, because there are obstacles, namely the lack of Health Human Resources at the Health Office. The legal consequences received by pharmacists from violations of the governing laws and regulations include administrative sanctions, disciplinary sanctions, and criminal sanctions. The conclusion that can be drawn is that the Supervision of Utilization of TTK Practice Permits in Bojonegoro Regency in its implementation is still not optimal because the Bojonegoro Regency Health Office cannot carry out Supervision routinely due to the lack of Health Human Resources at the Bojonegoro Regency Health Office. As well as the legal consequences that can be received ranging from administrative, disciplinary, to criminal sanctions.

Abstract

Palm oil or crude palm oil (CPO) is one of Indonesia's leading export commodities. The high level of exports is not accompanied by the provision of subsidized fertilizer for independent community farmers. Through the Ministry of Agriculture (Kementan) it has decided to remove subsidized fertilizer for oil palm plantations. With the elimination of fertilizer subsidies for oil palm farming, it makes it difficult for farmers to meet their fertilizer needs. The policy of eliminating subsidized fertilizer assistance has a direct impact on the productivity of oil palm farmers. The problems studied are limited to: What impact will there be after the ratification of the Minister of Agriculture Regulation No. 10 of 2022 concerning Procedures for Determining the Allocation and Highest Retail Prices for Subsidized Fertilizers in the Agricultural Sector related to the elimination of fertilizer subsidies for oil palm plantations? and How to overcome the problem of no subsidized fertilizer for oil palm farmers? The research method used is the Empirical Juridical method. The research results show that there are many impacts that can occur with the elimination of subsidized fertilizers by the government, especially for oil palm plants. Fluctuating CPO prices tend to make farmers unable to predict their income and set aside to purchase non-subsidized fertilizer which is unaffordable. Then the countermeasure initiated by the government is to use organic fertilizer, but it can take a long time to process organic fertilizer and the results can only be seen one year later. This is different from chemical fertilizers where the results can be seen immediately in a matter of months.
