Abstract

Tata kelola kawasan hutan menjadi tantangan utama dalam menegakkan fungsi hutan sesuai dengan aturan undang-undang. Investasi dalam bidang pengelolaan kawasan hutan sebagai objek wisata tidak jarang menjadi sebuah masalah. Tulisan ini bertujuan untuk menjelaskan berbagai upaya dalam penyelesaian konflik antara Pemerintah Daerah dan PT. Eco Solutions Lombok dengan menganalisis akar konflik dan memetakan konflik yang terjadi. Penelitian ini adalah penelitian empiris dengan metode penelitian kualitatif. Data diperoleh dari wawancara, buku, jurnal, laporan dan situs online. Ringkasan hasil penelitian adalah pemberlakuan Undang-undang 32 telah berdampak pada menurunnya eskalasi konflik secara signifikan antara Pemerintah Daerah dan PT. Eco Solutions Lombok dibuktikan dengan pencabutan gugatan di pengadilan dan memberikan perubahan pada sikap setiap aktor, transformasi aktor berjalan cepat sehingga konflik terurai ke arah positive peace.

Abstract

Tulisan ini bertujuan untuk melakukan eskplorasi terkait dengan liberalisasi jasa kesehatan. Lebih fokus lagi tulisan ini pada hakikatnya ingin melihat sejauh mana peluang Indonesia dalam kerangka kerjasama ASEAN di bidang kesehatan melalaui kerangka kerjasama AFAS Paket 10. Penelitian ini menggunakan konsep kerjasama dan rezim internasional dalam menjawab rumusan permasalahan. Jenis penelitian ini adalah deskriptif kualitatif. Adapun teknik pengumpulan data dilakukan melalui studi pustaka dan dokumentasi melalui jurnal, dokumen resmi yang diperoleh melalui situs-situs resmi dari organisasi ataupun situs resmi pemerintahan, serta artikel yang terpublikasi online. Hasil penelitian ini menunjukan bahwa terdapat peluang Indonesia dalam jasa kesehatan melalui AFAS Paket 10. Peluang-peluang tersebut direpresentasikan dari tingkat keterbukaan komitmen (Schedule of Commitment) dan tingkat mobilisasi tenaga kesehatan dalam mode 1, 2, 3 dan 4. Selain itu, Indonesia juga memiliki peluang untuk meningkatkan kapasitas sumber daya manusia khususnya dalam bidang kesehatan melalui penyetaraan standar (Mutual Recognition Arrangement) dan alih teknologi. Peranan sektor jasa kesehatan berpeluang untuk mendapatkan investasi fasilitas kesehatan dari negara-negara ASEAN, yang dimana hal tersebut dapat mendorong terciptanya pertumbuhan ekonomi Indonesia.

Abstract

This paper will discuss the motives behind the proposed and implementation of the Traffic Separation Scheme (TSS) in the Sunda and Lombok Strait during the first period of Joko Widodo's reign. During the first period of Joko Widodo's administration, Indonesia submitted a proposal for implementing TSS to the International Maritime Organization (IMO) in 2017. This policy is one of several policies of the Indonesian government in the actualization of the vision of the Global Maritime Nexus (GMN). The two straits, both the Sunda Strait and the Lombok Strait, are considered to have the potential to develop into a busier world shipping route due to their advantages and geostrategic values. In addition to improving shipping safety, applying and applying for a TSS cannot be separated from the aspects of legitimacy, identity and international norms as the motive, based on constructivism. This research uses the following data collection technique: interview, documentation and library study that compiles both primary and secondary data. This research also uses Miles & Huberman’s three stages of data analysis namely, data reduction, data display and drawing conclusions. This research concludes that identities and norms can influence state policies, in this case the submission and implementation of TSS in the Sunda and Lombok Strait.

Abstract

In the early part of 2008, a major political upset was pulled off in Malaysia when the ruling coalition, Barisan Nasional (National Front), lost its almost sixty years long-held parliamentary majority after the general elections. It is The Hindu Rights Action Force (HINDRAF) came out from a series of controversial actions perceived by the Malaysian Indian community as discriminatory such as the errant destruction of Hindu temples and the body-snatching cases of Tamil Hindus, thought to have been converted to Islam, as well as the state of poverty confronted by the Tamil Hindu community in Malaysia. The 2007 rally event had an overwhelming impact internationally, drawing attention to the plight of Malaysian Tamil Hindus. However, the aim of this study will demonstrate that by the subsequent two general Malaysian elections of 2013 and 2018, the Tamil Hindus, as represented by HINDRAF, had not achieved their goals. Enduring heavy-handed treatment by the Malaysian authorities previously and troubled by internal strife and leadership issues within HINDRAF, this movement of Tamil Hindus in Malaysia stand diluted and divided. The result showed that after the 14th general election of 2018, it seems that the leadership has also accepted a compromised position. Malay-Muslim majoritarianism remains dominant and the “New Malaysia” appears less than that heralded in the early days of the new Pakatan Harapan government. This research uses qualitative methods.

Abstract

Nation branding adalah praktik umum bagi negara-negara untuk membangun citranya dalam rangka promosi diri mereka kepada dunia, dengan menciptakan representasi khusus –melalui kata-kata dan gambar visual atau hanya melalui ide dan konsep– yang akan ditangkap oleh negara lain. Hasil dari representasi ini bertujuan untuk mendapatkan pengakuan nama dan penghormatan global. Dalam banyak kasus, negara-negara yang disebut branding didanai oleh pemerintahnya melalui serangkaian kampanye branding dengan harapan membawa manfaat positif dan luas bagi negara mereka, seperti ekonomi yang lebih kuat melalui peningkatan perdagangan dan investasi, modal politik yang lebih besar untuk dimanfaatkan dalam negosiasi, atau peningkatan pendapatan negara yang diperoleh dari sektor pariwisata. Oleh sebab itu, guna menunjang visi besar Indonesia akan diplomasi publik –yang diantaranya diplomasi ekonomi dan diplomasi budaya– sebagai arena nation branding melalui wonderful Indonesia, maka konsep gastrodiplomacy muncul sebagai sebuah entitas soft power Indonesia

Abstract

This research aims to explore the analysis of the New Social Movement Black Lives Matter which fights for racial justice and defends the rights of black people in the United States and throughout the world. Black people experienced injustice and systemic events carried out by the United States Government with many police cases and murders that killed black people that occurred during the Donald Trump era. Black Lives Matter conducts protests and campaigns to fight for its mission. By using the theory of new social movements according to the thoughts of Ernesto Laclau and Chantal Mouffe and the concept of Connective action by Bennett and Segerberg as an analytical knife, this paper will dissect the Black Lives Matter social movement to find out the pattern of movement, substance, actors involved and the strong discourse spread by Black lives matter so that it can mobilize the masses and influence the 2020 United States presidential election as an effort to make social change, namely achieving racial justice in the United States and the world.

Abstract

The COVID-19 pandemic has become a threat to national and global health issues. Not only health issues, but the Covid-19 pandemic also threatens various other crucial sectors such as the economy, security, social, and even global politics. Therefore, health issues are the main priority of every country during the Covid-19 pandemic. Vaccines are one way to increase human immunization and reduce the impact and spread of the virus. In order to obtain the availability of vaccines and national health facilities, the government of Indonesia has approached various countries and international forums both bilaterally and multilaterally through vaccine diplomacy. Indonesia's interest in this diplomacy is to obtain the availability of national vaccines and to participate in voicing and supporting other countries to obtain global vaccine availability. By using a qualitative approach, this paper analyzes the impact of the Covid-19 pandemic and Indonesia's strategy in dealing with this pandemic. Data collection techniques in research using library research. The theory used in this research is Vaccine Diplomacy, developed by Peter J. Hotez and Health Security from UNDP. Finally, this research found that through vaccine diplomacy, Indonesia was able to obtain the availability of vaccines to meet its national interests. With the availability of vaccines that had been obtained, Indonesia succeeded in carrying out the vaccination program to achieve the target of 70% of the national population, which was followed by the development of the national health level, which was marked by improving Indonesia's condition in various sectors, such as economy, tourism, education, social and even politics

Abstract

The objective of this research is to elaborate the strategic advance that will be gained by China both in economic and political sectors. China’s transforming as a new global power, entered in five main destinations for foreign investment, become the consumer of 20%-25% of the world’s iron, steel, aluminum and third consumer of world oil production. China's ability in operating high technology attracts the world to admit China’s role in world politics. High-speed railway (HSR) technology started to investigate in 2004 and entered the production process in 2008; HSR becomes strategic tool for China when it promotes to Southeast Asia. By initiating HSR, China will be able to control the mobility of China's products in the region; the catalyst of the China’s southwestern growth; improving trade and the industrial sector. Supporting one belt one road policy and transforming the bad image of China will be the strategic way in the political sector. The elaboration of the soft power concept by Joseph Nye, Joshua Kurlantzick, and the Chinese conception is the guideline in this study. Qualitative analysis in library research is the main method. Data is taken from books, journals, reports, and websites.

Abstract

Melalui kerangka One Belt One Road Cina secara masif membangun konektivitas kawasan melalui laut, dan darat. Salah satunya membangun jalur kereta api di kawasan Asia Tenggara, Laos menjadi negara pertama yang terintegrasi dengan jalur kereta cepat Cina. Secara geografis Laos bukan negara dengan sumber daya alam melimpah, volume ekspor Laos ke Cina berada pada urutan 7 dari negara Asia Tenggara lain dengan komoditas utama berupa hasil pertanian. Tulisan ini berusaha menggambarkan motivasi Cina membangun jalur kereta cepat Cina-Laos dengan biaya fantastis hampir sepertiga gross domestic product (GDP) Laos. Laos menjadi starting point Cina dalam mendorong integrasi Cina dengan negara-negara lain di kawasan Asia Tenggara lain.
