Abstract

Indonesia is a country with a high frequency of disaster occurrences. The role of humanitarian volunteers in disaster management activities was very important. However, managing volunteers remained a major challenge for non-profit organizations such as the Indonesian Red Cross (PMI). This study aimed to examine how volunteer management affected volunteers’ intention to continue, with organizational commitment as a mediating variable among PMI KSR volunteers in West Java. This study used a quantitative approach with an explanatory method. Data were collected through a questionnaire survey. The data were analyzed using Structural Equation Modeling (SEM). The results showed that volunteer management had a positive and significant effect on organizational commitment, while organizational commitment had a positive and significant effect on intention to continue as a volunteer. In contrast, volunteer management showed a negative direct effect on intention to continue as a volunteer. In addition, organizational commitment was proven to significantly mediate the relationship between volunteer management and intention to continue as a volunteer, indicating the presence of a competitive mediation effect. These findings emphasized the importance of strengthening organizational commitment as a key mechanism to enhance volunteer sustainability and improve the effectiveness of volunteer management practices in humanitarian organizations.

Abstract

Quality-based training is a critical component in the pharmaceutical industry, where strict regulatory standards require employees to consistently comply with established procedures. However, training effectiveness is often assessed only based on participation and knowledge improvement, without adequately measuring its impact on workplace behavior. Therefore, this study aims to analyze the effectiveness of quality-based training at PT Bio Farma (Persero) using the Kirkpatrick evaluation model at Levels 1–3, namely reaction, learning, and behavior. This research employs a quantitative descriptive approach using secondary data derived from the Quality Training Effectiveness Report for the third quarter of 2025, supported by relevant literature. The analysis covers 44 internal training programs categorized into document, Good Manufacturing Practice, and knowledge training. The results indicate that most training programs are effective, with average scores above the company standard at Levels 1 and 2, reflecting positive participant responses and increased understanding. Level 3 shows a generally high level of behavioral application, although several programs demonstrate less optimal behavioral outcomes. These findings suggest that while training has been effectively implemented, strengthening post-training support is necessary to ensure consistent behavioral change and long-term organizational impact.

Abstract

Innovative work behavior has become an essential requirement for public sector organizations in responding to increasingly dynamic workplace changes. However, at the Center for Competency Development of Bina Marga, employees' innovative work behavior has not developed optimally despite their participation in competency development programs. This condition is presumed to be associated with employee involvement and employees' ability to adapt to changes in the workplace. This study aims to examine the relationship between employee involvement and innovative work behavior through workforce agility as a mediating variable. The study employed a quantitative approach using descriptive and explanatory research methods. The research population consisted of 831 training program alumni from the Center for Competency Development of Bina Marga, with the sample selected using proportionate stratified random sampling. Data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The results indicate that employee involvement is positively associated with workforce agility, workforce agility is positively associated with innovative work behavior, employee involvement is positively associated with innovative work behavior, and workforce agility significantly mediates the relationship between employee involvement and innovative work behavior. These findings suggest that fostering innovative work behavior is associated with strengthening employee involvement and workforce agility alongside competency development initiatives.
