Abstract

The damage to Brantas River Basin (Watershed) has been increasingly critical due to forest encroachment and land use ignoring the rules of soil and water conser- vation. This study aims to examine the problems in the management of upper Brantas Watershed in Batu City, Indonesia. The method used in this research was descriptive-qualitative and the data were collected using participative observa- tion in the field, in-depth interviews with the community of Brantas Watershed- Caring Farmer Group (Komunitas Petani Penyelamat Daerah Aliran Sungai Brantas- KPPDAS), discussion with experts, and Focus Group Discussion (FGD). This paper succeeded in extracting information about the fundamental problems causing damage to Brantas Watershed in Batu City. Those fundamental problems con- sisted of pragmatic behavior and ways of thinking of land use in the upper wa- tershed of Brantas, government policies that were not aligned to the upstream conservation of Brantas Watershed, the low public awareness to actively partici- pate in the upstream conservation of Brantas Watershed. Therefore, the man- agement of upper Brantas Watershed needs to strengthen the cooperation (part- nership) among stakeholders to savejointly the upstream of Brantas River Basin or Watershed.

Abstract

In Jombang, total vehicle transportation in 2018 is calculated from June. It reached 628,273 million units, including 578,855 million units of motorcycles, 34,931 million units of cars, 16,516 million units of freight cars, 920 bus units and 51 units of heavy equipment transportation. In addition, the number of vehicles registering subscription parking in Jombang district, two wheeled vehicles which registered subscription parking is 181,225 units, while four-wheeled vehicles are 17,493 units. From the statistical data shows that the Jombang community in its transportation needs every year has increased the government issued a regulation No.04 of 2017 for the sake of the creation of parking service needs. So far the problems faced in the subscription parking services in Jombang Regency are official carving services to users of subscription parking services that are not good or discretion occurs in the field. The research method used is descriptive qualitative to provide a description of street level bureaucrats in subscription parking services in Jombang. Data collection techniques are carried out through the process of observation, interviews and documentation. The theory used is the street level bureaucrat theory put forward by Michel Lipsky street level bureaucrat. The results show that subscription parking services in Jombang Regency are still not optimal due to several factors, namely first, the demand of the community continues to develop, secondly, the lack of understanding of official parking interpreters. Third, in the supervision system that is still lacking, the fourth attitude in making service to the community can still be said to be less than optimal, the fifth client relationship feels disadvantaged, the six transportation agencies do not have SOP as implementation management, the seventh development of complaints systems has no innovation, and the eight is low community participation.

Abstract

Covid-19 was first discovered in Wuhan, Hubei Province in China at the end of 2019 to be precise in December. The entry of Covid in the middle of our lives, we are preoccupied with a series of dense activities in the days that we pass, Covid-19 changes all the structures of our lives and our patterns of life, from Covid-19 we are able to learn to be more careful, we are required to continue live a healthy life, wash your hands more actively and maintain a healthy diet and sleep. The method used in this research is qualitative, using a content analysis approach in its presentation using descriptive methods. In this study, researchers used documents in the form of text, images, symbols, news, and newspapers as sources of research data. By using this analysis, it is used to obtain data information that comes from online news. This research was conducted by collecting data in the media or online news related to changes in society after the Covid-19 pandemic in Malang. Persons' thinking is the existence of a process of differentiation, which assumes that every society is composed of a set of different subsystems based on its structure and functionalism for the wider community. Social changes in society due to Covid-19 have resulted in changes in behavior.Talcott Parsons gave birth to a Functional theory of change. As has been argued by his predecessors, Parsons also makes an analogy of social change in society, such as growth in living things.

Abstract

Since political reform in 1998, the Indonesian government has decentralized governance practices in order to provide a space for local governments to develop the local potential of each region. Consequently, the local government should be responsive to people’s needs and more accountable for regional development. Therefore, local governments should be willing to involve local citizens in the public policy-making process. On the other side, local communities should actively engage in development processes, particularly in budget policy planning. This article reports on a study to determine to what extent the local government is responsive and accountable to the local citizens in Malang Municipality in Indonesia. A qualitative approach was applied to the process of data collection and data analysis. The results show that the local government has low responsiveness and accountability to local citizen’s needs and local preferences. The findings reveal a lack of willingness on the part of local government to involve local citizens and civic groups in budget planning, and elected officials demonstrate little responsibility in arranging budget policy support to achieve social welfare, one of the main points of decentralization. These findings show that central government should pay more attention to improving the awareness of local governments and the capacity of local communities so that decentralization may be supported.

Abstract

Ontology is the process of discussing knowledge from a philosophical point of view. Therefore, this research aims to explain the nature of government studies based on ontology, which is a governmental science used to carry out periodic paradigm shifts. Data was collected from the Scopus database and reviewed using the systematic method. The results showed that government studies are associated with the management of the executive and legislative branches, their leadership, and the relationship between central and local government and between government and society. The study of government science progress is in three phases; the first determines the essence of science in governance and ends with the third phase, which is the development of the concept of good governance. The governance concept is considered a solution to the crisis of lack of public trust in the government and their participation, effectiveness, accountability, and coherence in community activities. This becomes the wheels of government by mono and multi-stakeholder. Collaborative correlation is the initiation by the government to involve the public and the private sector.

Abstract

Bhur'maen is a social entity in Madurese terminology that is pinned on certain people or forms of society that are accustomed to begging for daily activities in the form of harvests or money whose modus operandi is to visit people's homes. This study aims to understand by describing the phenomenon of social problems in the context of the habits of the bhur’maens in Madura which have been carried on for generations (regeneration), thereby popping the pragmatic model of the bhur’maen community in the perspective of social construction. The analytical approach used is a qualitative approach. In the interest of this research the research paradigm rests on the paradigm of social definition by using the dialectical model of Peter L. Berger and Thomas Luckmann's Social Construction as a theoretical foundation for a sociological perspective, which focuses on the social construction of society towards the reality of bhurmaens in the Tlanakan area of Pamekasan Madura which is stigmatized as a sub-district of bhurmaen . Data collection is done by observation, interview, documentation and focus group discussion (FGD) techniques. The results and in-depth discussion in the research show: First, that the socio-cultural construction of bhur'maen is formed based on the knowledge and experiences of individuals and or actors in understanding the reality of bhur'maens in Madura. Secondly, that the bhur’maen socio-cultural construction is formed based on the values that are held by individuals and or actors in understanding the reality of bhur’maens in Madura. Third, that the socio-cultural construction of bhur'maen is formed based on the recognition (legitimacy), beliefs and beliefs of individuals and / or actors in understanding the reality of bhur’maen in Madura.

Abstract

The purpose of this study is to analyze the problems and supporting factors of the implementation of the Covid-19 vaccination policy carried out by the East Kutai District Health Office in North Sangatta District. This research is important to do in order to enrich research on the implementation of the Covid-19 vaccination policy so that it can be used as a reference and comparison for further research. The theory used in this research is the theory of policy implementation according to George Edward which states that there are four crucial variables in policy implementation. In this study using a descriptive approach with qualitative research methods. Sources of data used are secondary data and primary data taken from interviews with several respondents who are the people of North Sangatta District and also from the Health Office of East Kutai Regency, both interviews and data in other forms. The findings obtained are that people who carry out the second dose of vaccination tend to decrease for several reasons, one of which is that some people only follow the first vaccine as a condition for traveling outside the region. In general, the implementation of the Covid-19 vaccination in North Sangatta District itself has been carried out well according to the technical instructions for the Covid-19 vaccination implementation, but there are several things that still need to be improved so that the implementation of the Covid-19 vaccination in North Sangatta District is getting better. to the future.

Abstract

Penelitian ini bertujuan untuk mengetahui secara mendalam tentang pemberdayaan masyarakat dalam pengembangan pariwisata berbasis masyarakat atau Community Based Tourism (CBT). Selain itu dalam penelitian ini, penulis juga melihat dan membandingkan kelebihan dan kekurangan dari penelitian-penelitian yang telah dilakukan sebelumnya kemudian melakukan analisis lebih lanjut. Penelitian ini dilakukan dengan menggunakan metode literature review yang diambil dari beberapa artikel dari database Scopus yang kemudian dianalisis menggunakan aplikasi VOSviewer. Kajian ini mengungkapkan bahwa meskipun terdapat beberapa kendala, penerapan Community Based Tourism (CBT) dinilai sangat efektif dalam membantu meningkatkan sektor ekonomi dan sektor pariwisata yang berdampak langsung pada masyarakat sekitar. oleh pemerintah terhadap pembangunan daerah, maka program ini harus dilaksanakan secara optimal agar hasilnya dapat membantu dalam membangun daerah.

Abstract

The COVID-19 pandemic has forced all elements of society to use digital technology in almost all aspects of life. Teenagers are potentially most affected by cybercrime due to the misuse of the internet and other social media networks.  The activities to improve students' writing competence by emphasizing the values of nationalism and Pancasila among adolescents reported in this paper aim to support the Indonesian government's digital literacy program and help SMA Aisyiyah Boarding School Malang to publish their school magazine. Internalization of national identity is carried out through the digital literacy program of education by several steps: tutorial, peer-group discussion, review short video, writing competition, demonstration, and technical assistance on publishing management. The results of capacity building consist of 1) improve student writing competency to present as their school magazine contributors, 2) arrange a new editorial team, and 3) publish latest issue of e-magazine through the school's website. Finally, the workshop and technical assistance activities are able to strengthen the awareness of the teenager community toward the era of digital transformation. It has been shown by the result of the quizzes and the student ideas that representing from their essay.

Abstract

This study aims to explain the problems in government programs in the provision of social assistance to the poor which are not appropriate. Based on the direction of President Joko Widodo through Ratas on March 16, 2016 states that social assistance is provided on a non-cash basis, one of which is through the BPNT program based on Permensos No.11 2018 which is a transformation of the Rastra program which has problems in distribution. The BPNT program is expected to reduce the burden of spending in meeting the basic needs of poor families, as social protection and poverty reduction. Batu City is one of the areas chosen as a Pilot Project since the BPNT program was formed in 2017. The implementation of the BPNT program in each region is not the same. There are even KPM who do not know if they receive BPNT Social assistance. So to find out the implementation of the BPNT program in Batu, monitoring and evaluation is needed in its implementation. The method in this study uses descriptive qualitative approach, providing an overview of developments in the application of the BPNT program in poverty alleviation. Data collection techniques are done by observation, interview and documentation. The research theory of the BPNT Program uses Monitoring and Evaluation of policies according to William Dunn who argues that monitoring is an internal and ongoing activity, a source of information which will later be used as an evaluation material to find out whether a policy is successful or not. The results of this study indicate that the implementation of monitoring and evaluation of the BPNT Program in Batu has implemented the principles of monitoring and evaluation and has been running quite well by BSP facilitators and the BPNT program is considered to have been on target, so as to accelerate the implementation of poverty reduction. BPNT program has been given to KPM Kota Batu as many as 5,649 KPM in 2018 then decreased in 2019 which is as many as 3,992 KPM. The inhibiting factors in monitoring and evaluating the BPNT program are first the capacity of Human Resources (HR) second, namely time.
