Abstract

This study aims to analyze the implementation of child protection policies for victims of violence by the Office of Women Empowerment and Child Protection (DP2PA) in Samarinda City using Edward III's implementation model as the analytical framework. The model emphasizes four key indicators: communication, resources, disposition, and bureaucratic structure. This qualitative research employs a descriptive method through in-depth interviews, observation, and documentation with key informants from government agencies, social institutions, and the general public. The findings show that the policy implementation has been carried out relatively well, especially regarding communication and disposition. DP2PA and UPTD PPA actively engage in public outreach and inter-agency coordination and demonstrate a strong commitment to handling child abuse cases. However, limited human resources and budget constraints remain significant challenges, mitigated through regular training and efficient budget management. The bureaucratic structure is considered adequate, as evidenced by precise task distribution and integrated standard operating procedures (SOPs). These findings suggest that the success of policy implementation is influenced not only by the existence of regulations but also by the synergy among stakeholders, the commitment of implementers, and effective communication strategies. Theoretically, this study reinforces the applicability of Edward III's model in the context of social policy. At the same time, practically, it offers valuable insights for local governments to strengthen holistic child protection systems.

Abstract

Penelitian ini bertujuan untuk mendeksripsikan dan menganalisis Kinerja Sekretariat DPRD dalam mendukung pelaksanaan fungsi DPRD Kota Balikpapan serta menganalisis dan mengidentifikasi factor penghambatnya. Jenis penelitian ini adalah deskriptif kualitatif dengan lokasi penelitian pada kantor Sekretariat DPRD Kota Balikpapan. Informan penelitian ini sebanyak 6 (enam) orang yang terdiri dari informan kunci yaitu Ketua DPRD Kota Balikpapan dan Sekretaris DPRD Kota Balikpapan, Ketua Komisi I DPRD, Ketua Bapemperda DPRD serta Pejabat/ Staf di lingkungan Sekretariat DPRD Kota Balikpapan. Data yang digunakan adalah data primer dan data skunder serta analisis data menggunakan analisis model interaktif. Secara umum, hasil penelitian ini menyimpulkan bahwa kinerja Sekretariat DPRD dalam pelaksanaan fungsi DPRD telah dilaksanakan namun belum optimal, hal ini karena pada aspek produktivitas sejauh ini telah menunjukkan kinerja yang baik dalam pelaksanaan tugasnya. Aspek kualitas pelayanan saat ini belum ada Standar Operasional Prosedur (SOP) untuk pelayanan anggota DPRD dan ketersediaan sarana dan prasarana yang kurang memadai. Namun, saat ini Sekretariat DPRD juga melakukan inovasi, seperti aplikasi e-Reses dan E-pokir, serta pendirian Sistem Informasi Agenda Kerja DPRD (SIAK) untuk meningkatkan transparansi.  Pada aspek responsivitas, sekretariat DPRD telah dalam mendukung DPRD dan masyarakat dalam mengambil langkah yang positif dan dapat menjadi dasar untuk peningkatan lebih lanjut dalam mendukung tugas dan fungsi DPRD Kota Balikpapan. Pada aspek responsibilitas, telah mematuhi dasar hukum yang mengatur organisasi mereka. Adanya komitmen Sekretariat DPRD dalam integritas dan etika kerja yang mendukung akuntabilitas dan transparansi, sehingga langkah-langkah ini mendukung kinerja yang lebih responsibilitas dan meningkatkan kepercayaan masyarakat. Pada aspek akuntabilitas yaitu melelui evaluasi berkala dan konsistensi dalam pelaksanaan perjanjian kinerja juga menjadi komponen penting dalam memastikan akuntabilitas yang lebih baik. Meskipun ada peningkatan, namun perlu perhatian khusus untuk terus meningkatkan akuntabilitas mereka. Faktor yang menghambat kinerja Sekretariat DPRD Kota Balikpapan, dimana faktor utama adalah keterbatasan sumber daya manusia, baik dalam hal kuantitas maupun kualitas. Dengan jumlah anggota DPRD yang relatif besar, dan kurangnya koordinasi dan konsolidasi.

Abstract

The purpose of this study was to identify the factors that influence the implementation of government policies in eradicating infectious diseases (HIV-AIDS) in the city of Bontang. The basic analysis used in this study is qualitative, which produces descriptive information. The type of analysis used is descriptive analysis which aims to produce a transparent picture of the implementation of the duties and functions of the KPA in eradicating HIV/AIDS in Bontang City. Information was collected through recordings, interviews, coordinate perception, participatory perception and the physical environment. In addition, the information obtained is simplified to be unique, especially efforts to encapsulate bits, shapes, and information. Another preparation is drawing conclusions and confirming after the information presented in expressive frames and coherent clarification has been captured. The emergence of this thought shows that there is potential for human resources in the Bontang City Government Office. However, in carrying out the obligations and capacities of the KPA, communication between organizations has not been ideal, resulting in wasteful organizational communication, inadequate working conditions and often poor work execution. The working capacity of development planning that has not been maximized needs to be managed carefully so that it does not become a threat to the eradication of HIV/AIDS in Bontang City. The communication factor between non-independent institutions and the bureaucracy actually greatly influenced the AIDS response process in Bontang City. Therefore, the organization formulated a plan to make KPA an independent organization and no longer subject to the City Government of Bontang.

Abstract

Indonesia, as an archipelagic country, is highly vulnerable to climate change, experiencing sea-level rise, intensified floods and droughts, and altered rainfall patterns affecting food security, coastal areas, and natural resources. In response, the government has outlined mitigation and adaptation strategies, including commitments under the Paris Agreement through the Nationally Determined Contributions (NDCs), aiming for a 29% emissions reduction by 2030, with up to 41% achievable with international support. Local initiatives such as the Climate Village Program (ProKlim) focus on community-based adaptation, while renewable energy is targeted to constitute 23% of the national energy mix by 2025. This qualitative study, based on a literature review of policy documents, international reports, and scientific articles, uses content analysis to explore climate change mitigation, adaptation, financing, and implementation challenges in Indonesia. The findings highlight key policies like RAN-GRK, RAN-API, and ProKlim, with mitigation efforts focused on deforestation, ecosystem restoration, and clean energy. Adaptation strategies center on community empowerment and local resource management. However, challenges remain, including weak coordination, law enforcement, limited private sector engagement, and inadequate domestic financing. Recommendations include improving coordination, enhancing green investment incentives, optimizing financing, and strengthening regulatory enforcement. This study aims to inform more effective and sustainable climate change policies in Indonesia.

Abstract

This study explores the implementation of the Livable House Priority Program in East Kalimantan Province as a strategic effort to address the problem of inadequate housing and support sustainable regional development. As part of the provincial government’s commitment to achieving the Sustainable Development Goals (SDGs), especially Goal 11 Sustainable Cities and Communities the Livable House program aims to reduce the number of uninhabitable houses by providing decent, safe, and healthy housing for low-income families. The initiative integrates corporate social responsibility (CSR) through collaboration between the government and private companies operating in the region, aligning with the mandate of East Kalimantan Governor Regulation No. 27/2021. This research adopts a qualitative approach through in-depth interviews, participatory observation, focus group discussions (FGDs), and document analysis. The study focuses on three priority regions: Bontang City, Berau Regency, and Paser Regency. Findings indicate that while the program has made tangible progress in reducing uninhabitable housing and improving settlement environments, its implementation is hindered by limited corporate participation, logistical and administrative challenges, and inconsistent regional policy enforcement. The role of the private sector remains suboptimal, often due to unclear implementation guidelines, shifting political commitments, and lack of incentives. Despite these obstacles, the Livable House program has demonstrated significant potential in contributing to poverty reduction, improving social welfare, and promoting stakeholder synergy. However, to ensure long-term sustainability and scalability, the study recommends enhancing intersectoral collaboration, strengthening regulatory frameworks, fostering corporate engagement, and adopting adaptive policy models. This research contributes to public policy discourse by offering insights into the dynamics of decentralized policy implementation, highlighting the importance of collaborative governance in addressing complex social issues in developing regions.

Abstract

This study explores the implementation of the Electronic Performance System for State Civil Apparatus at the Tenggarong Seberang Sub-District Office, Kutai Kartanegara Regency. The system was developed as part of the Indonesian government's broader strategy to improve bureaucratic performance and accountability through the application of digital governance (e-government). The research applies to a qualitative descriptive method with data collected through field observations, in-depth interviews, document analysis, and literature review. Key aspects examined include communication, resource availability, disposition or willingness of implementers, and bureaucratic structure drawing from the policy implementation model of George C. Edwards III. The findings reveal that while the transmission and clarity of the E-Kinerja policy are adequately established through training and socialization activities, the consistency of its application varies among staff. A significant challenge lies in the limited understanding and technical capacity of certain employees to operate the system effectively. In addition, the absence of specific financial resources to support the digital infrastructure and recurring system errors further hinder smooth implementation. However, a strong disposition among the staff and legal support from national regulations such as BKN Regulation No. 7/2023 act as positive factors reinforcing the system’s use. This research concludes that the successful implementation of E-Kinerja depends not only on the system's technical robustness but also on human resource readiness, leadership commitment, and the integration of organizational routines. The case of the Tenggarong Seberang Sub-District Office illustrates both the opportunities and constraints that local governments face in translating central government digital policy into effective administrative practice. The study offers insights for future improvements in performance-based management systems within Indonesia’s public sector.

Abstract

This study adopts an explanatory design aimed at examining how leadership and workplace conditions affect outcomes on employee morale at the Regional Secretariat of East Kutai Regency. This study analyzes the Independent variable of leadership (X1) with indicators of Guiding, Building and motivating, Driving the organization, Establishing good communication. The work environment variable (X2) with indicators of Facilities and Infrastructure, Work Relations, Tranquility, Lighting and Cleanliness and the Dependent variable of Work Morale (Y) with indicators of absenteeism, cooperation, job satisfaction and discipline. Data analysis used is Data were analyzed through association testing, explanatory power assessment, and linear modeling via SEM-PLS morale with a p value of 0.000 <0.05, T statistic 10.486 > 1.96 and a positive path coefficient of 0.576. The direction of the positive influence indicates that the better the leadership, the better the employee's work morale will be. And workplace conditions significantly affect employee enthusiasm as indicated by statistical testing of 0.000 <0.05, T statistic 7.640 > 1.96 and a positive path coefficient of 0.450. The direction of this positive influence indicates improvements in workplace quality lead to higher employee motivation.
