Abstract

Probolinggo Regency is one of cities in Indonesia located on the north coast of Java which has a relatively flat and plain. This condition causes Probolinggo to hava a potential for various disaster risks, one of which is tidal flooding. The three sub-districts that are areas with the highest intensity of tidal flooding are Kraksaan District, Paiton District and Gending District. The coastal area in Kraksaan District, Probolinggo Regency is a lowland with an altitude of 0-100 m above sea level which is prone to tidal flooding. The tidal flood incident in Kraksaan District mostly inundated Kalibuntu Village which is a fishing village and has the highest population density of 7,989 km2 (BPS Probolinggo Regency, 2020). Many community business areas were inundated by tidal flooding such as 496.80 ha of ponds which caused crop failure for pond farmers, community rice fields covering an area of 311.12 ha caused damage to the commodities planted (Pratama et al, 2017). These losses will have a negative impact on the sustainable livelihoods of people living on the coast if tidal floods continue to occur repeatedly. Based on these conditions, it is necessary map disaster vulnerability using 4 vulnerability parameters, namely physical, social, economic and environmental vulnerability. Areas with high vulnerability due to very high population and settlement density can cause the area to be vulnerable to disasters. After the level of vulnerability is known, an assessment of the resilience of the Kalibuntu coastal area to tidal flood disasters will be carried out by several selected respondents using the ANP (Analitycal Network Process) method with the final output is determining priority criteria and selecting the best alternatives that can be used as recommendations for increasing the resilience of Kalibuntu coastal area to tidal flood disasters. The main priority in increasing the resilience of Kalibuntu coastal area is optimizing the improvement of tidal flood mitigation infrastructure.

Abstract

Fenomena urban heat island (UHI) menggambarkan kelebihan atmosfer panas pada kawasan perkotaan dibandingkan dengan kawasan pedesaan. Salah satu kawasan yang mempunyai spekulasi terjadinya fenomena UHI adalah perkotaan Banyuwangi karena menjadi pusat kegiatan wilayah yang menyebabkan tingginya aktifitas manusia dan transportasi di dalamnya. Penelitian ini berfokus pada solusi mengurangi dampak kenaikan suhu yang disebabkan oleh fenomena urban heat island menggunakan metode overlay variabel NDVI, THI, kepadatan penduduk dan penggunaan lahan dengan output berupa penyediaan lokasi ruang terbuka hijau. Hasil penelitian menunjukan total luas lokasi potensial RTH pada perkotaan Banyuwangi sebesar 60,1 Ha atau 0,92% dari total luas wilayah perkotaan Banyuwangi sebesar 6551,04 Ha. Data tersebut menunjukan kenaikan sebesar 2,48% dari total luas gabungan lokasi potensial RTH sebesar 60,1 Ha dan RTH eksisting sebesar 102,4 Ha. Kenaikan persentase RTH secara tidak langsung menambah jumlah media pengontrol iklim mikro sehingga dapat mereduksi suhu panas dan memberikan efek nyaman akan termal bagi masyarakat.

Abstract

Infrastructure plays an important role in developing regions, particularly in the economic, social, cultural, and environmental aspects. One of the regions experiencing development is Banyuwangi Regency, particularly in the tourism sector, as it has the greatest tourist attractions, thus having the potential to support economic growth. Kampe Beach is one of the designated tourism areas with natural tourist attractions in Banyuwangi Regency. Based on the 2012-2032 Banyuwangi Regency Spatial Plan, Kampe Beach is included in the Tourism Development Area (WPP) I. The infrastructure owned by Kampe Beach is still inadequate and there are several supporting tourism infrastructures that are not yet available. Therefore, there is a need for infrastructure development directions that can support tourism activities at Kampe Beach so that it can assist the Banyuwangi Regency government in developing the region. This study aims to determine the existing condition of Kampe Beach and the level of importance and performance of Kampe Beach infrastructure so that directions for Kampe Beach infrastructure development can be formulated to support the tourism sector in Banyuwangi Regency. The methods used in this study are descriptive analysis to identify existing conditions, the Importance-Performance Analysis (IPA) method to determine the level of importance and performance of each research variable, and triangulation analysis to formulate infrastructure development directions. This study determined the sample using the Lemeshow formula and produced 67 respondents to determine the level of importance and performance of the predetermined variables. The results of the study indicate that infrastructure that requires development directions is located in quadrant I consisting of waste, road networks, road signs, parking lots, and security posts. Development directions that need to be carried out at the research location include conducting socialization and training, procuring infrastructure that is not yet available, and placing road signs more strategically.

Abstract

Sumbersari District, one of the urban areas in Jember, meets the problems of a limited number of temporary disposal sites (TDS). The paper aims to determine an alternative location for a new temporary disposal site (TDS) in the Sumbersari District by combining the Analysis Hierarchy Process (AHP) and Geographic Information System (GIS) methods. The AHP method is applied to determine the priority land with predetermined variables and the GIS method is applied for weighting physical aspects and spatial to make decisions through buffering and overlay techniques. The results of the study show that AHP weighting obtains priority to land, namely areas that are dominated by land with ownership rights of the State, Property Rights, and Use Rights, land that has a distance of more than 1000 m from the existing TDS, and land that has existing TDS conditions with a storage capacity of more than 100 %. Meanwhile, based on the GIS method through buffering and overlay techniques on physical and priority land aspects, 10 alternative location points were obtained with a value of 26 (Quite feasible and priority). These points were then carried out by eld observations, resulting in 2 suitable locations, namely A1 in the Antirogo Village and K1 in the Kranjingan Village.

Abstract

Kecamatan Ambulu memiliki potensi pariwisata, mulai dari obyek wisata alam, buatan hingga budaya terdapat di Kecamatan Ambulu , dengan total keseluruhan delapan (8) obyek wisata. Potensi pariwisata yang dimiliki Kecamatan Ambulu berbanding lurus dengan kebijakan yang ada di Kabupaten Jember. Kabupaten Jember ditetapkan masuk dalam kluster ijen dimana kluster ijen merupakan kluster yang terentuk dari kesamaan sektor unggulan yakni agrowisata (sektor pariwisata, perkebunan dan perikanan), selain itu pada RPJMD Jatim 2019 - 2024 Kabupaten Jember juga termasuk dalam koridor pariwisata dan maritim itu berarti kondisi eksisting Kabupaten Jember sangat mendukung berkembangnya sektor pariwisata. Namun dalam perkembangannya belum ada kebijakan atau arahan mengenai pariwisa ta, hanya ada pada salah satu misi di RPJMD Kabupaten Jember 2016 – 2021 yakni “Meningkatkan kontribusi sektor pariwisata dalam rangka mewujudkan jember sebagai salah satu destinasi wisata utama Jawa Timur”, hal tersebut menjadi kontras dimana Kecamatan dengan Potensi terbesar justru tidak ada arahan strategi khusus mengenai pariwisata. Pemecahan masalah pengembangan obyek wisata unggulan di Kecamatan Ambulu dilakukan dalam metode Mix Methods yakni mencari data kualitatif dengan metode kuantitatif. Adapun analisis yang digunakan untuk memecahkan permasalahan ini adalah analisis skoring dan analisis AHP (Analytical Hierarchy Process). Analisis skorinng digunakan untuk mencari klasifikasi perkembangan obyek wista di Kecamatan Ambulu yang belum diketahui sebelumnya, dan persepsi wisatawan terhadap obyek wisata sehingga didapatkan strategi pengembangan sesuai dengan klasifikasi. Sementara AHP digunakan untuk menyusun arahan strategi yang didasarkan pada prioritas pengembangan yang yang telah di pilih oleh para pakar, adapun pakar yang dipilih berasal dari Dinas Pariwisata dan Kebudayaan Kabupaten Jember, OPD Kecamatan Ambulu dan POKMAS yang ada pada Kecamatan Ambulu. Hasil akhir yang di harapkan dari studi ini adalah arahan strategi dapat dijadikan sebuah masukan kepada Pemerintah Kabupaten Jember sebagai salah satu perwujudan atau opsi dalam penyusunan kebijakan mengenai wisata sesuai dengan misi RPJMD Kabupaten Jember, serta meningkakan dan membangun kesadaran masyarakat Kecamatan Ambulu tentang pentingnya pengembangan suatu kawasan wisata dalam meningkatkan taraf hidup dalam sektor perekonomian.

Abstract

Mengidentifikasi perkembangan wilayah dapat dilakukan dengan menggunakan berbagai pendekatan. Umumnya, tingkat perkembangan wilayah dilakukan dengan mentapkan pusat pertumbuhan menggunakan analisis Indeks Sentralitas dengan mempertimbangkan jumlah fasilitas, infrastruktur yang disesuaikan dengan kondisi masyarakat untuk menentukan hierarki pusat daerah. Namun, terdapat keterbatasan dengan Indeks Sentralitas, terutama ketepatan temporal dan spasial, karna mengacu pada data sensus yang tidak mewakili seluruh area secara real-time. Untuk itu, terdapat inovasi dalam melihat perkembangan wilayah menggunakan metode Visible and Infrared Imaging Radiometer Suite (VIIRS), yang merupakan salah satu instrumen di Suomi-NPP (National Polar-orbiting Operational Environmental Satellite System Preparatory Project). Metode VIIRS memanfaatkan cahaya di malam hari karna adanya aktivitas masyarakat. Data tersebut selanjutnya diklasifikasikan menjadi delapan interval kelas di mana semakin besar angka kelas, semakin besar intensitas emisi cahaya dan dengan demikian semakin aktif penduduknya. Hasil analisis menunjukkan bahwa kecamatan dengan tingkat perkembangan wilayah tertinggi berada pada Kecamatan Kaliwates dan area Sumbersari. Sedangkan kecamatan dengan perkembangan wilayah terendah berada pada Kecamatan Arjasa, Kecamatan Jelbuk, Kecamatan Jombang, Kecamatan Mayang, Kecamatan Pakusari, serta Kecamatan Sukorambi. Abstract

This research focuses on Sumbermujur Village in Lumajang Regency, Indonesia, which possesses significant potential for natural, man made, and cultural tourism. The research aims to explore the implementation of the pentahelix Model for developing integrated and sustainable tourism. The research is motivated by the challenges of fostering sustainable tourism in rural areas and the need for a collaborative approach that involves key stakeholders, highlighting the urgency of this research. Utilizing the Delphi method, this research engages various stakeholders, including local government, community members, tourism operators, academics, and research institutions, to achieve consensus on a sustainable tourism development model. The research process includes identifying key tourism challenges, designing the pentahelix model through cross-sector collaboration and community involvement, validating the model, and providing policy recommendations. The research results show that in tourism development in Sumbermujur Village, four stakeholders have had cooperative relationships, namely academics, local communities, government, and media. In contrast, private business people involved in tourism have not been involved in the cooperation. To achieve integrated and sustainable tourism development based on the pentahelix model, closer collaboration is needed, especially by involving private businesses. Optimal cooperation between stakeholders in this Penta helix model can positively impact increasing the tourism economy and maximizing the utilization of tourism potential.

Abstract

Jember's urban area has experienced economic development and has become the third-largest educational hub in East Java. To address the transportation congestion caused by large activities in urban areas, an effective and affordable public transportation system is essential. The coverage of bus stops plays a key role, as evident from their proximity to residential and public areas, as well as the reach of passengers. This research aims to evaluate the coverage of bus stops in the Jember urban area and optimize the locations of new stops. Using the network analyst service area, buffer area, and kernel density, the research defines service coverage within a 400-meter area based on a person's willingness to walk. Additionally, the scoring method used to evaluate the feasibility of bus stops is based on the standardization of bus stop design. The results show that 10 bus stops are not suitable for standardization, while the other nine are moderately suitable. Currently, only 48.7% of the urban area is served by public transport stops. The studies proposed 12 new bus stop locations, which will increase the coverage area to 79.1% and cover 216 out of 273 identified facilities.

Abstract

Heterogenitas jenis daya tarik wisata dan jumlahnya yang terbanyak dibanding kecamatan lain menjadikan Kecamatan Ambulu sebagai kecamatan dengan potensi daya tarik terbesar di Kabupaten Jember. Keragaman destinasi tersebut memunculkan urgensi untuk dikembangkan sebagai upaya pemerataan destinasi wisata Kecamatan Ambulu guna pengoptimalan kontribusi sektor pariwisata terhadap Pendapatan Asli Daerah. Penelitian ini bertujuan untuk merumuskan prioritas pengembangan pariwisata berdasarkan komponen Attraction, Amenities, Accessibility, Activity, Accomodation, Ancillary (6A) sebagai upaya peningkatan dan pemerataan kunjungan wisatawan pada seluruh destinasi wisata di Kecamatan Ambulu. Penelitian ini menggunakan metode regresi linier berganda untuk menganalisis keterkaitan antar komponen 6A serta pengaruhnya terhadap keputusan berkunjung wisatawan yang kemudian dianalisis menggunakan Analytical Hierarchy Process (AHP) guna menentukan prioritas pengembangan pada komponen terpenting yang memberi dampak terbesar berdasarkan persepsi berkunjung wisatawan. Hasil penelitian menunjukkan bahwa seluruh komponen 6A memiliki nilai Sig. = <0,001 yang menandakan pengaruh signifikan komponen 6A terhadap keputusan berkunjung wisatawan dengan pengaruh sebesar 71,2%. Karena hasil regresi dari keenam komponen mempunyai pengaruh secara simultan terhadap keputusan berkunjung, maka keenam komponen dianalisis menggunakan AHP untuk menetapkan prioritas pengembangan. Analisa AHP menghasilkan faktor prioritas dimana pengembangan pada komponen Atraksi (daya tarik wisata) merupakan prioritas pengembangan utama berdasarkan pendapat para stakeholder dengan nilai eigen sebesar 0,656.

Abstract

Global warming is an urban problem that affects critical environmental conditions due to the process of urbanization, one of which is the city of Jember. Increased urbanization in the city of Jember is marked by an increase in population density of 100 people/km² in the last five years, which is exacerbated by changes in the natural landscape. The purpose of this study is to analyze the dynamics of environmental criticality in Jember City and its relationship with built-up land in order to formulate appropriate adaptation strategies. This study uses Landsat data to extract Land Surface Temperature (LST), Normalized Difference Vegetation Index (NDVI), and Normalized Difference Built-up Index (NDBI) to produce an Environmental Criticality Index (ECI). In addition, the relationship between built-up land (supervised classification) and ECI is determined through Ordinary Least Squares (OLS) and Geographically Weighted Regression (GWR), and strategies are formulated through the Analytic Hierarchy Process (AHP). The results of the study show that the level of environmental criticality in Jember City has increased by 2,499.36 Ha over ten years (2015-2025). This condition is related to an increase in the area of developed land, as indicated by a higher R-squared value in 2025 of 0,811. The results provided the basis for the AHP assessment, which highlighted climate-responsive spatial planning and enhanced water resource infrastructure management as the priority strategies for addressing environmental criticality.
