Abstract

National cookbook Mustikarasa composed by president Sukarno shows the importance of Indonesian gastronomy in the practice of his gastrodiplomacy. This study aims to examine gastronomic assets documented in Mustikarasa, exploring Sukarno’s gastrodiplomacy maneuver that led to the making of the cookbook. To that end, this study uses Joseph Nye’s soft power theory and employs a qualitative method, which combines a systematic literature review with expert interviews. This method allows this study to find that Sukarno composed Mustikarasa because he perceived Indonesian gastronomy as soft-power resource. He deemed gastronomy to become soft-power resource because it contains cultural, historical, and philosophical values, which he sought to use to build the image and position of the nation on the international stage. For the president, those values were important because they were part of Indonesian identity that he liked to introduced and promote globally through gastrodiplomacy post-independence. This study contributes to enriching existing literature on Mustikarasa as this cookbook witnessed Indonesia’s first gastrodiplomacy maneuver in the implementation of Indonesian foreign policy

Abstract

This study examines the Sustainable Development Goals (SDGs) as an international regime, focusing on their role in shaping the Bandung–Kawasaki sister city partnership. The collaboration emphasizes joint efforts in waste management, water resource management, and air quality improvement. This research raises this question: “How do the SDGs influence the formation of the sister city partnership between the two cities?” Using a qualitative method and drawing on Martha Finnemore and Kathryn Sikkink’s Norm Life Cycle theory, the study finds that the rules, norms, and principles embedded in SDG Goals 11 and 12 prompted the city government to collaborate with Kawasaki in adopting this regime to address Bandung’s environmental challenges, particularly severe trash management issues. Through this partnership, Bandung seeks to leverage Kawasaki’s expertise and technology to advance its sustainable development agenda. Using the Bandung–Kawasaki partnership as a case study, this research contributes to shedding light on the role of SDGs as an international regime.‎

Abstract

Indonesia and Australia are neighboring countries with fluctuate bilateral relations. In 2018, they formed Indonesia-Australia Comprehensive Strategic Partnership (IA-CSP) to enhance their partnerships in strategic sectors for the stability of regional security in the Indo-Pacific. However, the problem came up in 2021 when Australia established trilateral defense cooperation AUKUS with the United Kingdom and the United States. This cooperation facilitates Australia to have nuclear-powered submarines to strengthen its military power. This cooperation has raised the eyebrows of Indonesia as it is against IA-CSP’s pillars, particularly pillar on securing the two countries and the region’s shared interest, and pillar on contributing to Indo-Pacific stability and prosperity. Therefore, Indonesia regretted Australia’s participation in AUKUS because the former deemed the latter to have violated its commitment on IA-CSP. This research aims to analyze IA-CSP’s opportunities and challenges post-establishment of AUKUS. It used a qualitative method, with interviews and literature review in place to collect data. The authors used regional security complex theory and strategic partnership concept for analysis. This research found that AUKUS does not disrupt the implementation of IA-CSP because the cooperation instead provides opportunities that Indonesia can utilize for its national interest. However, AUKUS poses challenges that Indonesia needs to tackle.

Abstract

This study aims to examine the securitization carried out by RDI Urban Refugee Research Group (RDI UREF) through the art exhibition Let’s Walk My Journey in 2022. The group used works of art as a medium to securitize human security issues faced by refugees who are in transit in Indonesia. The issues ranged from uncertain resettlement in a third country to lacking human rights access to legal employment and education in Indonesia. This study uses a qualitative method, with the securitization theory by Barry Buzan and Ole Wæver in place. The author found that the securitization carried out by RDI UREF aims to draw the attention of the Indonesian public to make them aware of refugee issues. The group expected the bigger public awareness of the issues to become a stronger force in urging the government to guarantee refugee rights. Let’s Walk My Journey enables UREF to become a securitization actor, with refugees in transit as a referent object and the Indonesian people and government as a targeted audience. In the exhibition, the group uses artworks as speech acts to make the public and government realize that refugee issues are an existential threat they must address and solve together for the sake of humanity.

Abstract

UMKM based on marine products in Panggang Island, Kepulauan Seribu, play an essential role in the coastal economy, yet sanitation and hygiene aspects still need strengthening through environmentally oriented approaches to ensure product quality and business sustainability. This study aims to enhance the capacity of UMKM actors through an initial socialization of community-based partnership empowerment. The activities were conducted using a Participatory Action Research (PAR) approach with a hybrid format, combining face-to-face and online sessions, along with participatory observation and group discussions. The main materials focused on Good Manufacturing Practices, production space management, raw material handling, and local product communication strategies to build consumer trust. The results indicated an increase in collective awareness among UMKM actors regarding hygienic practices, the ability to identify production constraints, and readiness to engage in follow-up training and intensive mentoring. These findings highlight that multi-stakeholder collaboration involving academia, government, and the community can strengthen the UMKM ecosystem, support local economic sustainability, enhance product competitiveness, and reinforce environmental communication strategies.

Abstract

Abstract  This study aims to examine the public diplomacy conducted by the World Health Organization (WHO) in promoting the importance of COVID-19 vaccination in Indonesia. WHO engaged in public diplomacy to address vaccine hesitancy caused by hoaxes and misinformation surrounding COVID-19 vaccines. This study raises the following research question: “How did WHO implement public diplomacy to attract the Indonesian public to COVID-19 vaccination?” To answer this question, the study employs public diplomacy theory and the concept of soft power, using a qualitative research method. Data were collected through a literature review and analyzed in three stages: data reduction, data display, and conclusion drawing/verification. The findings indicate that WHO implemented public diplomacy by utilizing social media, conducting social campaigns, and collaborating with news agencies to counter hoaxes about COVID-19 vaccines and encourage vaccine uptake among the Indonesian public. Through these efforts, WHO exercised public diplomacy as a form of soft power to influence public attitudes toward vaccination. This study contributes to a better understanding of the role of WHO as a non-state actor in public diplomacy.   Keywords: Vaccine, Soft Power, Pandemic, Social Campaign, Hoaxes     Abstrak  Penelitian ini bertujuan untuk mengkaji diplomasi publik yang dilakukan oleh Organisasi Kesehatan Dunia (WHO) dalam mempromosikan pentingnya vaksinasi COVID-19 di Indonesia. WHO melakukan diplomasi publik untuk mengatasi keraguan terhadap vaksin yang disebabkan oleh hoaks dan disinformasi seputar vaksin COVID-19. Penelitian ini mengajukan pertanyaan penelitian sebagai berikut: “Bagaimana WHO mengimplementasikan diplomasi publik untuk menarik masyarakat Indonesia agar bersedia melakukan vaksinasi COVID-19?” Untuk menjawab pertanyaan tersebut, penelitian ini menggunakan teori diplomasi publik dan konsep soft power (kekuatan lunak) dengan metode penelitian kualitatif. Data dikumpulkan melalui studi literatur dan dianalisis melalui tiga tahap, yaitu reduksi data, penyajian data, serta penarikan dan verifikasi kesimpulan. Hasil penelitian menunjukkan bahwa WHO mengimplementasikan diplomasi publik melalui pemanfaatan media sosial, pelaksanaan kampanye sosial, serta kerja sama dengan media massa untuk melawan hoaks terkait vaksin COVID-19 dan mendorong peningkatan penerimaan vaksinasi di kalangan masyarakat Indonesia. Melalui berbagai upaya tersebut, WHO mempraktikkan diplomasi publik sebagai bentuk soft power untuk memengaruhi sikap dan persepsi publik terhadap vaksinasi. Penelitian ini berkontribusi pada pemahaman yang lebih mendalam mengenai peran WHO sebagai aktor non-negara dalam praktik diplomasi publik.   Kata kunci: Vaksin, Kekuatan Lunak, Pandemi, Kampanye Sosial, Hoaks

Abstract

The Indo-Pacific region is currently at risk of developing into a regional security complex. The Indo-Pacific saw a rise in enmity patterns among states in this region. This issue arises because China’s more assertive regional policy, especially the United States, makes other states uneasy. This paper questioned whether China’s aggressiveness was the only factor driving the establishment of AUKUS. Using a qualitative method with interpretative analysis, this paper, therefore, aims to research further the Indo-Pacific’s rising amity and enmity patterns that led to the AUKUS establishment. The authors will employ four variables from Barry Buzan and Ole Wæver’s regional security complex theory, namely boundary, anarchic structure, polarity, and social construction, to comprehend and explain these patterns. Based on the findings, the authors concluded that each of these four variables played a part in changing the Indo-Pacific strategic environment and encouraged the United States, the United Kingdom, and Australia to deepen their partnerships through AUKUS.
