Abstract

Cyberspace is a new threat to state security, especially in Indonesia. The increase of internet users in Indonesia is followed by several policies Jakarta takes to adapt to the fast pace of cyberspace challenges. To manage cyberspace in Indonesia, the government has developed ITE Law to regulate Indonesia’s cyberspace and prevent threats coming from within. Moreover, realizing cyberspace offers many opportunities. The government also cooperates with other actors like ASEAN to formulate ASEAN Digital Masterplan to enhance cyberspace contribution toward economic recovery after the COVID-19 pandemic. However, there is a contradiction between ITE Law, especially the Regulation of the Minister of Communication and Informatics No. 5 of 2020, and the cyberspace cooperation that the government tries to impose. These phenomena raise the question of why the Indonesian government takes contradiction policy on cyberspace between domestic and international levels. This research examined the reason behind the paradoxical policy of the Indonesian government’s ITE Law and the ASEAN Digital Masterplan regarding cyberspace policy, especially from 2016 to 2021. A qualitative method was employed to achieve the objective, with disciplined configurative reports and government documents regarding its cyber policy as the data. The data were analyzed using the theory of neoclassical realism to identify the Indonesian government’s cyberspace policy behavior on domestic and international levels. This paradoxical situation between the domestic and international levels of the Indonesian government’s cyberspace policy was created by how the Indonesian government identified threats. The Indonesian government still faced instability at the domestic level to identify the category of threats toward the regime due to the inheritance of the authoritarian regime government model it experienced before. The opposite response at the international level occurred because the socialization and institutionalization in the region have created strategic culture. Accordingly, the strategic culture of cyberspace has restricted the Indonesian government from applying the same idea at the domestic level. The Indonesian government should adapt the popular strategic culture at the international level to ensure prestige.

Abstract

The Belt and Road Initiative (BRI), the signature project of the Xi Jinping regime, has established a wide range of lofty goals that would usher in a new chapter of China's integration into the global market system and expand Chinese influence. Notably, China's now-powerful digital companies and cyberspace power actively sought a significant position in this massive statist effort under the policy banner of establishing a Digital Silk Road. Under this project, Beijing has multiple policy mechanisms to spread its digital power. Indonesia's enormous digital economy potential has become a significant target of this project. Using the qualitative method and analyzing two-level games by Robert D Putnam, this research will explain the relationship of Indonesian domestic actors concerning China's digital silk road. This research argues that the digital silk road in Indonesia has made more progress than other BRI projects because the DSR has integrated with the government, private sectors, and parliament's need for digital transformation. When the approval rating of domestic stakeholders is high, the success of the cooperation will be high too.

Abstract

Indonesia and Australia are neighboring countries with fluctuate bilateral relations. In 2018, they formed Indonesia-Australia Comprehensive Strategic Partnership (IA-CSP) to enhance their partnerships in strategic sectors for the stability of regional security in the Indo-Pacific. However, the problem came up in 2021 when Australia established trilateral defense cooperation AUKUS with the United Kingdom and the United States. This cooperation facilitates Australia to have nuclear-powered submarines to strengthen its military power. This cooperation has raised the eyebrows of Indonesia as it is against IA-CSP’s pillars, particularly pillar on securing the two countries and the region’s shared interest, and pillar on contributing to Indo-Pacific stability and prosperity. Therefore, Indonesia regretted Australia’s participation in AUKUS because the former deemed the latter to have violated its commitment on IA-CSP. This research aims to analyze IA-CSP’s opportunities and challenges post-establishment of AUKUS. It used a qualitative method, with interviews and literature review in place to collect data. The authors used regional security complex theory and strategic partnership concept for analysis. This research found that AUKUS does not disrupt the implementation of IA-CSP because the cooperation instead provides opportunities that Indonesia can utilize for its national interest. However, AUKUS poses challenges that Indonesia needs to tackle.

Abstract

This research aims to examine how Australia's domestic political turmoil produces foreign policy related to regional dynamics through the 2+2 meeting with Indonesia in 2023. The threat of AUKUS nuclear-powered submarines as a form of US and Chinese rivalry in the region attracted international attention. The US together with AUKUS tried to match China's strength in the Asia Pacific region. The following year Australia held a meeting with Indonesia to discuss regional dynamics. This research uses descriptive qualitative methodology based on social phenomena in the form of descriptive explanations. This research uses the Adaptive Model Foreign Policy Theory which argues that external and internal changes will affect Foreign Policy to adapt to these changes. In this study, researchers found that in addition to international pressure, there was political turmoil that caused Australia to change its foreign policy orientation, through defense cooperation with Indonesia.

Abstract

This article aims to examine the Carbon Footprint Calculator (CFC) program carried out by the Indonesian government to realize sustainable tourism in Indonesia. The CFC program facilitates travelers to calculate the carbon emissions they produce during their trips. The calculation of the carbon footprint left by the travelers is then converted into the amount of money that they need to pay as their responsibility for polluting the environment. The CFC program will use the money to restore the environment through various carbon offset initiatives, such as the trees-planting initiative and eco-tourism development. To formulate the CFC program, the Indonesian government teamed up with a non-state actor, Jejak.in, which invented the technology of calculating carbon emissions. As such, this article seeks to describe how the CFC program operates in Indonesia and what causes explain the program. To that end, we employ a qualitative research method. This method allows us to combine interviews with a systematic literature review to explore the CFC program. Using the human security concept, we argue that the government rolled out the CFC program because carbon emissions generated in the tourism industry have posed a bigger threat to human security in the country, causing issues in environmental security, health security, and economic security. In the CFC program, the state actor not only expects the travelers to have a greater awareness of the carbon emission threat to the three securities above but also urges them to take responsibility for the emissions they produce and take part in realizing low carbon and sustainable tourist destinations. CFC works in a way that the government and Jejak.in utilize the website indonesia.travel to facilitate travelers to count and offset their carbon footprint.
