Abstract

This community service aims to increase sales and product promotion through efforts to improve public speaking and copywriting skills for business actors. The target of this community service activity is business actors who are members and are fostered by the Integrated Business Service Center for Cooperatives and UMKM (PLUT-KUMKM) in Batu City, East Java. For this reason, the Department of Public Administration of Airlangga University will partner with the Integrated Business Service Center for Cooperatives and UMKM (PLUT KUMKM) in Batu City, East Java to hold a community service program at the location. Community service activities will provide public speaking and copywriting training for business actors who are members of the PLUT-KUMKM in Batu City. Activities will be carried out through three main stages: preparation, implementation, and evaluation. The preparation stage involves collecting and compiling relevant political and civil literacy materials. Furthermore, the implementation stage will involve counseling, workshops, and group discussions to provide in-depth understanding to business actors. The evaluation stage will be carried out to measure the effectiveness of the program and obtain feedback from participants. This activity is expected to provide a fundamental contribution to increasing sales, promotions, marketing coverage areas and the quality of MSME products. Through this community service activity, it is hoped that business actors in the PLUT KUMKM Batu City will become more aware of how public speaking and copy writing in a business product will compete in a dynamic environment by utilizing digital technology.

Abstract

This paper analyzes the impact of the Sidoarjo Governments in fostering Micro, Small, and Medium Enterprises (MSMEs) in Kampung Logam, Desa Ngingas, Waru, Sidoarjo using the Local Economic Development (LED) framework during the Covid-19 pandemic. Researchers discovered problems delegating tasks within the Department of Industry and Trade where overlapping functions across the industrial area, particularly Ngingas, impede MSME growth. Data were acquired through observations, document analysis, and in-depth interviews utilizing a descriptive qualitative methodology in Sidoarjo and Ngingas Village. Research demonstrates that although policies regarding privatization, demand generation, new firm formation, and transformation methods beneficially impact MSME growth, substantial enhancements in programming are required. This encompasses enhancing industrial technical services, fortifying workforce development, and establishing resilient long-term investment plans to guarantee sustainable growth for MSMEs.

Abstract

Pemerintah berupaya menjadikan Badan Usaha Milik Desa (BUM Desa) menjadi center perekonomian di desa. Tugas BUM Desa adalah meningkatkan Pendapatan Asli Desa (PADesa) dan pendorong dinamisasi perekonomian untuk kesejahteraan masyarakat. Minimnya penyertaan modal serta pandemi awal tahun 2020 mengharuskan Pemerintah Desa melakukan berbagai kebijakan untuk mempertahankan eksistensi BUM Desa. Tujuan penelitian ini adalah mengidentifikasi bagaimana munculnya inovasi kebijakan BUM Desa serta kontribusinya dalam meningkatkan PADesa. Penelitian ini menggunakan metode kualitatif eksploratif dimana informasi digali dengan wawancara mendalam. Para Informan merupakan aktor yang terlibat langsung dengan BUM Desa Larasati. Data penelitian dianalisis dengan perspektif Neo Institusionalisme. Penelitian ini menghasilkan, antara lain: pertama, inovasi kebijakan tidak terlepas dari peran aktor kunci di dalamnya; kedua, inovasi kebijakan yang telah dilakukan BUM Desa telah meningkatkan PADesa dalam tiga tahun terakhir sejak tahun 2020. Kata Kunci: BUM Desa, Inovasi, PADesa, Neo Institusinalisme Abstract The government is trying to make BUM Desa the center of the economy in the village. The task of BUM Desa is to increase village original income and drive economic dynamics for community welfare. The lack of capital investment and the pandemic early 2020 required the village government to implement various policies to maintain its existence. The goal of this research is to determine how the emergence of Village BUM policy innovations affects PADesa. This study uses exploratory qualitative methods, wherein the informants are collected through in-depth interviews. The informants are actors who are directly involved with BUM Larasati Village. The research data are analyzed using a neo-institutionalist perspective. The results of this research show that policy innovation is inseparable from the role of key actors in it, and these policy innovations have increased PADesa in the last three years since 2020. Abstract

This study analyzes the implementation of the DigiPay platform for MSME Empowerment and Proud of Indonesian Products from the perspective of New Public Governance (NPG), with Diffusion of Innovations Theory as the incorporated theory. The goal of DigiPay is to increase efficiency, transparency, and inclusion in government procurement of goods and services. The results show that DigiPay successfully integrates various stakeholders, including the government, the banking sector, and small and medium enterprises (MSMEs), in a digital ecosystem. This digital ecosystem supports MSME empowerment and local product marketing, and DigiPay also accelerates the procurement administration process. However, infrastructure and technological literacy still hinder the adoption of DigiPay. This research suggests improving ease of use and involving more people in adoption by using the Diffusion of Innovations Theory. To support sustainable and inclusive digital transformation, this research suggests that future researchers should strengthen cross-sector collaboration and digital education. This will also strengthen the MSME sector as part of the national economy.

Abstract

This study looks at the implementation of the Village Financial System (SISKEUDES), developed by the Financial and Development Supervisory Agency (BPKP), as a strategic step in efforts to foster accountability and transparency of village finances in the perspective of New Public Governance (NPG). SISKEUDES assists village governments in financial management from planning to reporting. Even though this system has helped improve village financial governance, there are still some issues that need to be addressed. These include limited access to technology, lack of digital knowledge, and low community participation. In the context of NPG, active community participation and collaboration with various responsible parties are considered essential to create inclusive, transparent, and accountable public governance. This research uses a qualitative approach based on library research. The results show that the implementation of SISKEUDES should be supported by increased capacity of village officials, wider access to technology, and more active community participation in sustainable village development.

Abstract

Penelitian ini ingin mengkaji dan membangun open government dengan menggunakan perspsektif dari Bernard Stiegler. Bahwa pemakian teknologi informasi dalam lingkungan Pemerintahan adalah keharusan dan memberikan manfaat, tapi juga memberikan efek racun. Metode yang digunakan dalam artikel ini adalah artikel kualitatif pada studi kasus dengan analisis data spiral, adapun Langkah analisis, mengorganisir data, membaca dan mencatat ide, mendeskripsikan kode menjadi tema, membangun dan menilai interpretasi, mewakili dan visualisasi data. Temuan artikel ini bahwa framework open government telah memberikan public value di desa Pejambon namun ternyata juga memberikan masalahnya tersendiri. Fokus pada teknologi akan mengesampingkan keberlanjutan. Fokus pada inovasi, akan mengesampingkan pemberdayaan masyarakat. Fokus pada teknologi akan melahirkan kelompok yang termarjinalkan. Oleh karena itu untuk mencapai public value, framework open government harus juga mengembangkan keberlanjutan, minat dan kemampuan masyarakat, adanya keseimbangan kewenangan, dan juga pemerataan.

Abstract

Isu perubahan iklim telah mencapai titik kritis dan secara luas diakui sebagai wicked public problem yang bersifat multidimensi, kompleks, dan tidak memiliki solusi tunggal. Model tata kelola publik konvensioan seperti Old Public Administration (OPA) yang hierarkis maupun New Public Management (NPM) yang berorientasi pasar terbukti memiliki keterbatasan dalam merespons kompleksitas tersebut. Karena itu muncul kebutuhan untuk beralih menuju paradigma New Public Governance (NPG) yang menekankan penciptaan nilai publik melalui kolaborasi lintas aktor, berbasis jaringan, dan partisipasi inklusif. Salah satu mekanisme operasional kunci dalam NPG adalah Co-Creation. Kajian ini menawarkan kebaruan konseptual dan empiris dengan memasukkan perspektif NPG ke dalam konteks mitigasi dan adaptasi iklim lokal, sebuah pendekatan yang belum banyak dieksplorasi dalam studi Proklim maupun penelitian aksi iklim berbasis komunitas di Indonesia. Selain itu, penelitian ini memberikan kontribusi metodologis dengan mengintegrasikan kerangkan Co-Creation: shared resources, shared knowledge, dan joint innovation ke dalam analisis implementasi SUPERMIE. Sebuah inovasi lokalisasi Program Kampung Iklim (ProKlim) yang diperkaya dengan elemen Smart Environment. Temuan penelitian ini menunjukkan bahwa terjadi pergeseran nyata peran pemerintah dari pelaksana administratif menjadi fasilitator jaringan, sementara komunitas RT/RW bertransformasi menjadi produsen nilai publik. Co-Creation termanifestasi melalui kontribusi non moneter warga, integrasi pengetahuan teknokratis pemerintah dengan kearifan lokal, serta kemunculan inovasi kontekstual seperti sistem Bank Sampah Digital Sederhana. Implikasi menajerial utama dari praktik ini adalah meningkatnya rasa memiliki warga terhadap program, yang pada gilirannya menjamin keberlanjutan jangka panjang upaya adaptasi dan mitigasi iklim menuju Smart Environment. Hasil ini mempertegas bahwa Co-Creation merupakan variabel mediasi penting yang menghubungkan paardigma NPG dengan efektivitas tata kelola lingkungan lokal.  Co-Creation Analysis in the Development of Climate Villages: Toward Smart Environment–Based Climate Change Mitigation  The issue of climate change has reached a critical point and is widely recognized as a wicked public problem that is multidimensional, complex, and lacks a single solution. Conventional public governance models such as the hierarchical Old Public Administration (OPA) and the market-oriented New Public Management (NPM) have proven limited in addressing this complexity. Therefore, there is a need to shift to the New Public Governance (NPG) paradigm, which emphasizes the creation of public value through cross-actor, network-based collaboration, and inclusive participation. One of the key operational mechanisms in NPG is Co-Creation. This study offers conceptual and empirical novelty by incorporating the NPG perspective into the context of local climate mitigation and adaptation, an approach that has not been widely explored in Proklim studies or community-based climate action research in Indonesia. Furthermore, this study makes a methodological contribution by integrating the Co-Creation framework: shared resources, shared knowledge, and joint innovation into the analysis of SUPERMIE implementation. This is a localized innovation of the Climate Village Program (ProKlim) enriched with Smart Environment elements. The findings of this study indicate a significant shift in the government's role from administrative implementer to network facilitator, while neighborhood units (RT/RW) are transforming into producers of public value. Co-creation is manifested through non-monetary contributions from residents, the integration of government technocratic knowledge with local wisdom, and the emergence of contextual innovations such as the Simple Digital Waste Bank system. The primary managerial implication of this practice is an increased sense of community ownership of the program, which in turn ensures the long-term sustainability of climate adaptation and mitigation efforts toward a Smart Environment. These results emphasize that co-creation is a crucial mediating variable linking the NPG paradigm with the effectiveness of local environmental governance.

Abstract

This study analyzes the implementation of the Lentera Disabilitas program at the Banjarbaru Land Office as an example of inclusive public service focused on serving citizens and advancing the public interest. The program aims to enhance accessibility for persons with disabilities by providing disability-friendly facilities such as ramps, inclusive waiting rooms, special service counters, and multilingual service materials. It also emphasizes a cultural shift toward empathetic and respectful service behavior. This research uses a descriptive qualitative approach through in-depth interviews with an internal staff member (whose identity is anonymized upon request), direct observation, and document analysis. The findings show that the program enhances employee participation, fosters humanistic service values, and strengthens public trust, particularly among persons with disabilities. However, challenges remain, including the need for more trained staff and strengthened infrastructure. The program offers important lessons on the role of empathy, collaboration, and responsiveness in building inclusive public services.

Abstract

The Samarinda Customs Service Information System (SIPESUT) is a digital innovation developed by Samarinda Customs and Excise Office (KPPBC TMP B Samarinda) designed to simplify bureaucratic procedures and enhance service efficiency in customs administration. This study analyzes SIPESUT through the integration of various public service paradigms, including Old Public Administration (OPA), New Public Management (NPM), and Digital Era Governance (DEG), reflecting a lean, efficient, and responsive public service model. The paper begins by discussing the digital transformation in public administration and the challenges of conventional bureaucracy. It then introduces SIPESUT as an innovative response and explores its conceptual foundation within the framework of multiple public service paradigms. Using qualitative analysis and field observation data, this study highlights SIPESUT’s impact on streamlining procedures, improving efficiency, and optimizing resources, while also identifying technical, infrastructural, and human resource challenges. The findings emphasize the necessity for system integration, human resource capacity building, and infrastructure enhancement as strategic steps to support SIPESUT’s sustainability. This research contributes to the discourse on public service innovation and inspires the development of inclusive and sustainable digital public service initiatives.

Abstract

PUTIKSARI is one such community-based collaborative innovation in Indonesia. In recent years it has attracted national attention through several awards and its adoption as a replication model in other regions. This study examines how the programme is implemented by looking specifically at how local government actors understand and carry out co-production within the initiative. Using a qualitative interpretive approach, data were collected through semi-structured interviews with five officials from the subdistrict and village levels, supported by a review of relevant documents. The findings show that PUTIKSARI has gradually shifted the role of citizens from passive recipients of services to active contributors involved in planning, developing, and evaluating thematic village activities. The government notes several positive outcomes from this process, including stronger social legitimacy and better use of local village potential. However, implementation is not without challenges, particularly regarding the uneven participation of community groups and the limited involvement of private actors in programme support and evaluation. Based on these findings, the study suggests that local governments need to strengthen facilitation strategies to build community capacity and ensure broader and more consistent participation.
