Abstract

SIMOJJANG (Sistim Informasi Monitoring Jalan dan Jembatan Kabupaten Nganjuk) yang dikembangkan Pemerintah Kabupaten Nganjuk dalam hal ini oleh Dinas Pekerjaan Umum dan Penataan Ruang ini muncul sebagai inovasi digital untuk efektifitas, transparansi, dan akuntabilitas pelayanan publik khususnya pengelolaan jalan di Kabupaten Nganjuk. Studi ini menganalisis implementasi SIMOJJANG melalui perspektif New Public Governance (NPG) dengan menekankan pada pendekatan kolaboratif sebagai salah satu prinsip dalam NPG untuk mewujudkan pemerintahan yang inklusif dan responsif dalam meningkatkan pelayanan publik sesuai dengan perkembangan teknologi informasi. Dengan melakukan kolaborasi bersama pemangku kepentingan termasuk instansi pemerintah diberbagai tingkatan, pihak swasta, dan kelompok-kelompok masyarakat menunjukkan bahwa SIMOJJANG mencerminkan prinsip-prinsip NPG yang mengutamakan kolaborasi, kordinasi, dan kerjasama. Artikel ini membahas SIMOJJANG sebagai inovasi untuk dieksplorasi dengan kerangka teoritis NPG, melalui analisis kualitatif dan data sekunder, penelitian ini melihat dampak SIMOJJANG dalam meningkatkan transparansi dan akuntabislitas kepada masyarakat dan semua pemangku kepentingan. Namun, ada tantangan seperti pemerataan akses teknologi, resistensi terhadap perubahan administratif dan layanan publik dari konvensional ke digital, dan masalah teknis seperti gangguan sistim serta kesalahan input data yang memerlukan strategi yang adaptif. Temuan penelitian ini menunjukkan bahwa SIMOJJANG secara signifikan berkontribusi pada transformasi layanan publik dan dapat menjadi dasar perumusan kebijakan pengelolaan jalan oleh pemangku kepentingan. Rekomendasi meliputi perluasan kegiatan literasi digital, memperkuat infrastruktur teknologi, membangun komunikasi dan interaksi serta mendorong kolaborasi yang kebih intensif. Penelitian ini berkontribusi pada diskursus tentang inovasi pada sektor publik dan dasar perumusan kebijakan dengan menunjukkan bagaimana prinsip-prinsip NPG dapat dilaksanakan melalui inisiatif pelayanan publik berbasis teknologi informasi.

Abstract

Penanggulangan Tuberkulosis (TB) di Indonesia menjadi isu kesehatan yang sangat penting, mengingat tingginya angka kejadian dan dampak sosial-ekonomi yang ditimbulkannya. Di Kabupaten Magetan, khususnya di Kecamatan Panekan, angka TB dan stunting pada balita menunjukkan kondisi yang memprihatinkan, sehingga memerlukan intervensi yang inovatif. Salah satu solusi yang diterapkan adalah program PUSPA HUNTING (Puskesmas Panekan Hunter TB-Stunting) dimana menggunakan pendekatan proaktif melalui strategi "jemput bola" untuk mendeteksi dini TB pada balita stunting. Program ini disamping masuk dalam 28 Outstanding Public Service Innovations Tahun 2025 juga berhasil menurunkan prevalensi stunting sebesar 8% di tahun 2025 dan mencapai succes rate TBC sebesar 96% pada tahun 2024. Penelitian ini menganalisis PUSPA HUNTING melalui lensa Neo-Weberian State (NWS) dengan 3 (tiga) prinsip meliputi: (1) keseimbangan antara logika konsekuensi dan logika kepantasan dalam pengambilan keputusan pelayanan publik, (2) reafirmasi peran sentral negara dalam mengorkestrasikan tata kelola multi-aktor, dan (3) transformasi birokrasi melalui profesionalisasi manajerial. Hasil analisis menunjukkan bahwa PUSPA HUNTING berhasil mengintegrasikan deteksi TB dengan penanganan stunting, serta memperkuat kapasitas negara dalam memberikan pelayanan kesehatan yang inklusif dan berkeadilan. Analisis ini juga menggarisbawahi pentingnya peran negara sebagai pengatur dalam memfasilitasi kolaborasi antara berbagai aktor, serta pentingnya transformasi birokrasi untuk meningkatkan efisiensi dan responsivitas dalam menghadirkan layanan publik.

Abstract

The GASPOL (Joint Movement of Regional Apparatus, Organizations, and Institutions) innovation in the Quality Family Village (KB) of Sleman Regency is a strategic effort by the local government in strengthening collaborative and sustainable public service governance. This innovation is motivated by various problems in the implementation of KB Villages, such as weak cross-sector coordination, fragmentation of programs between agencies, and inequality of capacity and roles between actors involved. This study aims to analyze the implementation of GASPOL innovation through the perspective of New Public Governance (NPG), with an emphasis on the aspects of plurality of actors, co-coordination, and co-production in the implementation of public services. The research method used is a qualitative approach with literature study techniques and analysis of official documents, including regional policies, program reports, and regulations related to KB Villages. The results of the study show that GASPOL is able to build a collaborative network involving regional apparatus, community institutions, village governments, KB Village working groups, and the community as co-producers in the planning and implementation of the program. This collaboration encourages program integration, improved service efficiency, and strengthens community participation. However, the implementation of GASPOL still faces challenges in the form of potential power imbalances between actors, complex coordination, and the risk of program overlap. This study confirms that GASPOL represents the real practice of the New Public Governance paradigm and has the potential to become a model of collaborative governance innovation that can be replicated in other regions.

Abstract

Public service innovation through the Online Administrative Services Information System (SIOLA), developed by the Ministry of Home Affairs (Kemendagri), represents a strategic effort to modernize public administration by promoting efficiency, transparency, and accountability in service delivery. SIOLA is designed to integrate various administrative services into a unified digital platform, enabling online submission, monitoring, and evaluation of administrative processes while reducing bureaucratic complexity and service delays. This study aims to analyze the role of SIOLA in transforming public service governance within the Ministry of Home Affairs and to assess its alignment with contemporary public administration paradigms. The research employs a qualitative descriptive approach, utilizing secondary data obtained from academic articles, official government reports, policy documents, and relevant literature. The findings indicate that SIOLA has significantly improved administrative efficiency, enhanced transparency through traceable service processes, and strengthened accountability by providing measurable performance indicators. Moreover, SIOLA supports the broader agenda of digital bureaucracy transformation by reinforcing standardized procedures and professional work mechanisms within public institutions. From a theoretical perspective, the implementation of SIOLA reflects the principles of the Neo-Weberian State, particularly the strengthening of the state’s coordinating role, the professionalization of public services, and the integration of managerial efficiency with legal-rational authority. Despite its positive impacts, the study also highlights challenges related to technological readiness and human resource capacity. Overall, SIOLA demonstrates substantial potential as a model of digital public service innovation for other government institutions.

Abstract

The digital transformation of government and strengthening public information disclosure policies have encouraged local governments to develop legal information services that are transparent, participatory and responsive. However, nationally, the achievement of information openness still faces challenges, as reflected in the 2025 Public Information Openness Index (IKIP) value of 66.43, down 9.22 points compared to 2024 of 75.65. This condition shows that information disclosure, especially legal information services at the regional level, has not been effectively institutionalized. One of the instruments used is the Legal Documentation and Information Network (JDIH), although its management is still administrative and focuses on providing legal documents. This research aims to analyze the development of JDIH Nganjuk Regency based on co-creation within the New Public Governance (NPG) framework. A qualitative approach was used with a case study design through in-depth interviews, observations and documentation studies which were analyzed thematically and interpretively. The research results show that although JDIH Nganjuk Regency has run well administratively and received institutional recognition, management is still government centric and has not provided meaningful participation space for the community. The main principles of NPG, especially governance networks and co-creation, have not been systematically institutionalized due to institutional limitations, low public legal literacy, and the unavailability of clear participation mechanisms. The conclusion of this research confirms that the development of JDIH based on co-creation in the NPG paradigm is a strategic need in improving legal information services and strengthening the legitimacy of regional policies, which requires support by strengthening governance networks, increasing management capacity, and sustainable participatory development

Abstract

This study analyzes the impact of the Digital Public Service Mall (Digital Public Service Mall/D-PSM) innovation implemented in Bangkalan Regency on improving the quality of public services, particularly in terms of responsiveness, neutrality, accountability, and legal compliance as core principles of the Neo-Weberian State (NWS). The D-PSM innovation was developed to modernize public service delivery through digitalization by integrating various administrative services from multiple agencies into a single, accessible, and efficient digital platform. This study employs a qualitative descriptive approach using secondary data sources, including official government reports, internal evaluation documents, policy regulations, and relevant academic literature. The findings indicate that D-PSM has significantly improved service accessibility, processing speed, and transparency, thereby reducing bureaucratic complexity and enhancing public trust. The implementation of digital systems has also strengthened accountability mechanisms through traceable service processes and standardized procedures. However, the study identifies persistent challenges, particularly related to limited internet connectivity, uneven digital literacy, and unequal access to services in remote and rural areas of Bangkalan Regency. Despite these constraints, official evaluations by the Ministry of Administrative and Bureaucratic Reform (Kemenpan-RB) categorize D-PSM Bangkalan as “active,” reflecting positive institutional performance. This study concludes that D-PSM represents a meaningful step toward NWS-oriented governance and recommends strengthening digital infrastructure, expanding technical capacity, and improving inclusivity to achieve a more responsive, neutral, and accountable public service system.

Abstract

The demand to reconstruct the image and function of public libraries in the digital age has driven the emergence of transformative initiatives. This descriptive qualitative research aims to analyze the implementation of the Surabaya Library Data Bank (BANPUSBOYO) application by the Surabaya City Library and Archives Office as a strategy to change the service paradigm. By focusing on the internal perspective of organizers, this study reveals how digital innovation is constructed, mobilized, and operationalized to go beyond mere instrumental functions and touch the level of paradigmatic change in viewing the relationship between the state and citizens. Data was collected through semi-structured interviews with five key informants, in-depth observations at three service points, as well as analysis of policy documents and performance reports for the 2021-2025 period. The findings of the study show that BANPUSBOYO functions as a boundary object that brings together the logic of conventional bureaucracy with the demands of the digital society. The implementation of this application triggered a philosophical shift from the custodial paradigm to the paradigm of curatorial access to knowledge. However, this transformation faces a tension between innovation ambition and the realities of existing institutional and regulatory capacity. Based on the analysis, the research concludes that the success of the transformation of the public service paradigm depends on the ability to create narrative alignment between digital vision, institutional structure, and regulatory ecosystem. Abstract

This study analyzes the governance crisis in tourism management at Kampung Ketupat, a community-based tourism destination in Banjarmasin, Indonesia, in 2024. The city government promoted the area as a community-based tourism destination; however, over time, it experienced a decline in visitor numbers and ceased operations in early 2024. This research employs a qualitative approach through in-depth interviews with local communities, government officials, and tourism stakeholders, complemented by field observations and analysis of relevant policy and planning documents. The data were analyzed using thematic analysis to examine patterns of collaboration, forms of participation, and power relations among actors. The findings indicate weak collaborative governance, the dominance of top-down decision-making, and limited community participation that remains largely symbolic. Although formally involved, local communities lack substantive influence over planning, management, and benefit distribution processes. Government and non-community actors continue to dominate policy direction, financial management, and spatial utilization. This condition reflects social exclusion and spatial injustice, in which communities are marginalized from spaces they have historically and culturally inhabited. The study emphasizes that the governance crisis is not merely technical or administrative in nature, but is rooted in unequal power relations, weak accountability, and institutional failure to ensure meaningful citizen participation.

Abstract

Sebagai bagian penting dari kajian administrasi dan kebijakan publik, gagasan demokrasi telah mendorong perubahan paradigmatik dalam pelayanan publik secara luas. Hal ini berimplikasi pada pergeseran dominasi paradigma New Public Management menjadi New Public Service yang menempatkan pendekatan berbasis kewargaan sebagai unsur utama dalam pelayanan publik berbasis teknologi, terutama di sektor tata kelola sumber daya manusia aparatur. Menggunakan teori citizen-centric approach, penelitian ini menggali data kualitatif berbasis studi pustaka dan observasi partisipatoris untuk menemukan praktik empiris transformasi pelayanan publik yang dijalankan oleh Badan Kepegawaian Negara melalui inovasi aplikasi SIASN (Sistem Informasi Aparatur Sipil Negara). Hasil penelitian ini menemukan praktik optimis dalam implementasi kebijakan tata kelola sumber daya manusia aparatur berbasis SIASN yang relevan dengan nilai keterbukaan (opennes), transparansi (transparency), partisipasi (participation), dan responsif (responsiveness) sebagai nilai dasar pelayanan publik berbasis kewargaan dan demokrasi. Penekanan empiris pada nilai tersebut, menunjukkan substansi penting perspektif bottom-up dalam mengkonstruksi kebijakan pelayanan publik secara komprehensif.

Abstract

This study explores the symbolic use of language in Surabaya's cultural heritage preservation policies using the Interpretive Policy Analysis (IPA) approach. It analyzes policy documents and interviews with stakeholders and communities related to Hotel Majapahit, Tugu Pahlawan, and Tanjung Perak Main Harbormaster Building. The findings highlight how language in policy is not merely communicative but symbolic, reflecting community values, beliefs, and emotional ties to heritage. The paradigm shift in policy, from conservative to progressive and localistic approaches, is reflected in the change from "object" to "area", which expands the meaning of cultural heritage from physical aspects to social and environmental contexts. This study contributes theoretically to public policy and practically recommends inclusive language strategies for heritage policy.
