Abstract

Demokrasi di Indonesia telah berkembang menjadi “industri politik” yang membutuhkan biaya yang sangat besar untuk berinvestasi. Tujuan penelitian adalah untuk mengeksplorasi tingginya biaya Pilkada langsung yang harus di keluarkan oleh kandidat untuk bertarung dalam kontestasi Pilkada, sehingga menjadi pintu masuk para cukong politik untuk mencari rente melalui Pilkada. Temuan kami menunjukkan bahwa Pilkada telah menjadi arena “pertempuran” antar cukong, dan daerah yang memiliki sumber daya alam yang melimpah menjadi rebutan cukong lokal dan nasional. Mereka bertarung melalui pendanaan dan pembiayaan semua kebutuhan kampanye kandidat. Sehingga pada lokus ini, mereka menguasai sumber daya alam dan merekalah yang menentukan siapa yang akan menjadi bupati, gubernur hingga siapa yang menjadi presiden. Penekanan pada SDA, khususnya tambang batu bara, sebagai salah satu sumber utama pendanaan untuk menggerakkan mesin politik, membawa dampak buruk pada tata kelola sumber daya alam dan lingkungan. Sehingga, isu SDA perlu menjadi agenda dalam setiap proses politik lokal dan nasional dan memutus mata rantai cukong politik dengan penguasa SDA yang transaksional.

Abstract

Kegiatan ini pengabdian ini dilaksanakan di Kampung Nolokla, Distrik Sentani Timur Kabupaten Jayapura. Adapun tema yang diusung adalah “Penataan Administrasi Kampung”. Metode yang digunakan melalui ceramah, diskusi dan fasilitasi, dengan tiga tahapan, yaitu; tahap awal, tahap inti dan tahap akhir. Tujuan kegiatan ini adalah untuk menambah wawasan dan pengetahuan kepala kampung dan perangkatnya kampung mengenai administrasi pemerintahan desa, serta menjadi acuan untuk kegiatan pengabdian lanjutan mengenai administrasi pemerintahan kampung. Hasil kegiatan pengabdian ini menunjukkan bahwa peserta kegiatan telah memahami dengan baik dan benar tentang administrasi pemerintahan kampung dan dapat mengisi ke dalam buku administrasi umum, buku administrasi penduduk, buku administrasi keuangan, buku administrasi pembangunan sesuai dengan pedoman yang terdapat dalam Peraturan Menteri Dalam Negeri Nomor 47 Tahun 2016 Tentang Administrasi Pemerintahan Desa. Kendati demikian, yang perlu diperhatikan adalah seperti pembuatan surat keputusan untuk setiap kegiatan dilaksanakan sehingga nantinya dapat diisi pada buku administrasi umum, khususnya di bagian buku surat keputusan kepala desa, termasuk pendataan penduduk yang lengkap, agar pemberian pelayanan kepada masyarakat semakin baik.

Abstract

Public service is the provision of goods or services to meet the needs of every citizen based on established service standards. Village officials' understanding of service standards is an important factor, in order to be able to develop service standards that are in line with community expectations. However, many service products still do not yet have service standards, which is a problem in the field, so the community has the right to know the service standards provided. The activities carried out in this community service program are establishing public service standards in Nolokla Village, East Sentani District, Jayapura Regency, by actively involving the community in every stage of activity and providing assistance to village officials to set public service standards. With the dedication of the FISIP campus, Cenderawasih University, Jayapura, regarding Minimum Service Standards (SPM), which are provisions regarding the type and quality of essential services that are Mandatory Government Affairs, every citizen has the right to receive at a minimum. Implementation of SPM starting from the data collection stage, calculating the need to fulfil Basic Services, preparing plans for fulfilling Basic Services and implementing fulfilling Basic Services, and facilitating the preparation of SOPs and Village Head Regulations as a reference for Public Service Standards in Nolokla Village

Abstract

This research aims to explore the role of political education in shaping the future of democracy in the Land of Papua. Democracy in Papua, as part of the Unitary State of the Republic of Indonesia, faces unique challenges related to political history, cultural identity, and limited access to education. This research identifies the importance of political education as a tool to increase citizen participation, political awareness, and understanding of democratic rights. Through a qualitative approach with interviews, surveys, and literature analysis, this study analyzes the impact of political education on social and political change in Papua. The research results show that although there are structural and cultural obstacles that influence the implementation of political education in Papua, there is great potential to strengthen democracy if political education is maximized.

Abstract

This study aims to analyze public services in Central Mamberamo Regency with a focus on licensing and non-licensing services implemented by the Investment and One-Stop Integrated Service Office. To conduct an in-depth analysis, the method used is descriptive qualitative. Direct observation to the research location, interviews using question guidelines, and conducting studies of various documents related to the research topic are a series of data collection techniques that are classified into two types of data, namely primary data and secondary data. All completed data collection processes are continued with data analysis in three stages. Starting from sorting the results of the data that has been obtained into important parts according to the focus of the research. Second, describing the field findings in narrative form into the discussion. And finally analyzing the results of the data presentation in a conclusion related to licensing and non-licensing services. The results of this study found that facilities, low service room support capacity, and the time to complete licensing applications did not support the licensing and non-licensing service process so that the quality of service was not yet qualified. Coupled with low employee discipline, inadequate number of officers, and minimal training for service officers are factors that fall into the category of service systems and officer capabilities that affect licensing and non-licensing services in Central Mamberamo Regency. Abstract

This study aims to analyze and determine the implementation of the additional employee income policy in the Yalimo Regency Government. This study uses a qualitative descriptive method, data collection through interviews at the Jayawijaya Police. A total of 9 informants were selected as key informants. In conclusion, the implementation of the TPP in the Yalimo Regency Government has been carried out in accordance with the procedures and in accordance with the TPP policy, namely Perbup Yalimo No. 4 / 2022 and the Regulation of the Minister of Empowerment of State Apparatus and Bureaucratic Reform of the Republic of Indonesia No. 65 / 2020. The classification of Additional Employee Income (TPP) in Yalimo Regency is in accordance with the standards for determining job classes that have been set by the government. Control and supervision in the form of sanctions for cutting TPP are ineffective because Perbub Yalimo No. 7/2023 itself does not regulate in detail the sanctions for employees who violate discipline with absence values ​​​​that do not meet the criteria, as a result, this policy weakens other policies, namely Article 11 number 1 of Perbup Yalimo No. 7/2023 concerning the Provision of TPP for ASN in the Yalimo Regency Government Environment. Factors that influence the implementation of additional employee income policies in the Yalimo Regency Government. 1) Human resources, financial resources and supporting resources including facilities and infrastructure have a very large influence on the implementation of additional employee income policies. 2) Disposition in the form of attention from actors or policy implementers in the form of providing incentives or rewards for policy implementers who excel greatly influences the implementation of additional employee income policies in the Yalimo Regency Government. 3) A large bureaucratic structure with a large number of employees and no clarity of duties, this causes waste and decreases performance, but employees have a good level of cooperation.  Keywords: Policy Implementation, Additional Employee Income

Abstract

Cases of violence against women and children in Indonesia continue to increase from year to year. At the same time, the government issued various policies to overcomeproblemTherefore, the government, both from the national level to the local level, has broad authority to deal with cases of violence that occur. This study explores the phenomenon that occurs in violence against women and children which is then linked to the Child Protection Index (IPA) and the Gender Development Index (IPG) which have not yet been identified to reach global achievement targets for human development based on UN and WHO indicators. This study uses a qualitative research approach to describe various phenomena related to the topic being studied. Our results show that level the province has formedDP3AKB to implement various policies, as well as development and empowerment programs for women and children. However, the performance and role of the DP3AKB institution in prioritizing women's empowerment through gender mainstreaming (PUG) and child protection have not yet reached the target as indicated by the Papua Province IPA and IPG figures which are still far behind compared to other provinces in Indonesia. The reason is that structural and cultural factors dominate in empowering women and children in Papua Province. So that to realize gender equality and the creation of justice, equality, independence, and welfare of women and children in Papua, it must be supported by consistent, targeted policies, and collaboration of stakeholders through the role of "three furnaces" (Government, Religion, and Customs) to realize justice from a gender perspective

Abstract

The circulation of alcoholic drinks in Jayapura City is increasingly widespread and can even be said to be out of control. Alcoholic drinks are openly sold in shophouses adjacent to housing or residential areas of community members. The implementation of the Regional Regulation on Alcoholic Drinks in Jayapura City has not been successful in lowering the amount of alcoholic beverages in circulation. The purpose of this study is to determine what factors impede the implementation of the policy for supervision and control of sales of alcoholic beverages in Jayapura City, Papua Province, as well as issues pertaining to its implementation throughout the city. Descriptive and qualitative research methods were employed in this study. Techniques for documentation, interviews, and observation were used to gather data. The findings of the study demonstrate that this strategy may be effective provided it is backed by thorough and unambiguous policy text as well as an environment that is favorable to its implementation, such as agency cooperation, community involvement, and enough funding. However, a number of obstacles prevent theJayapura City's application of this policy, including economic and political interests that support the sustainability of the alcohol industry, a community culture that considers alcohol to be part of social tradition, as well as limited human resources and budget for effective supervision. Apart from that, the lack of understanding and consistency of implementing officials in enforcing policies is also a big challenge

Abstract

The high unemployment rate in Papua Province, reaching 65,000 people, is one of the main challenges in achieving regional development goals, especially in the employment sector. This unemployment is spread across various districts/cities in Papua and is an obstacle to achieving the targets of the Papua Provincial Government's technical institutions, namely the Department of Industry, Trade, Cooperatives, Small and Medium Enterprises and Manpower (Perindagkop UKM dan Manpower), which is regulated by Gubernatorial Regulation Number 34 of 2019. This regulation only regulates employment matters but does not cover aspects of workforce placement, which should be an important part of reducing unemployment. This research aims to describe and analyze the evaluation of employment policies in Papua Province, especially those related to Gubernatorial Regulation Number 34 of 2019 concerning the organization and work procedures of the Department of Industry and Trade, UKM, and Manpower, and identify the obstacles that exist in implementing these policies. Abstract

Dinas Kependudukan dan Pecatatan Sipil Kabupaten Asmat menghadapi berbagai kendala dalam implementasi kebijakan KTP-El. Oleh karena itu, perlu dilakukan evaluasi terhadap kebijakan tersebut. Permasalahan dan keberhasilan implementasi kebijakan KTP-El tentunya juga tergantung pada pihak Dinas Kependuudkan dan Pencatatan Sipil Kabupaten Asmat, selaku lembaga pelaksana teknis. Tujuan dilaksanakannya penelitian ini adalah untuk mengetahui implementasi kebijakan KTP-El di Kabupaten Asmat apabila ditinjau dari faktor Komunikasi, Sumber Daya, Disposisi dan Struktur Birokrasi. Berdasarkan pendekatan yang digunakan, penelitian ini termasuk dalam jenis penelitian kualitatif. Penelitian ini dilaksanakan pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Asmat. Objek yang diteliti pada penelitian ini adalah implementasi kebijakan KTP-El. Pengumpulan data dilakukan melalui wawancara, observasi dan studi pustaka. Analisis data dilakukan secara deskriptif kualitatif melalui reduksi data, penyajian data dan pengurus dan verifikasi data. Hasil penelitian menunujukkan bahwa dalam implemetasi kebijakan KTP-EL di Kabuapten Asmat sudah cukup baik, namun masih menghadapai beberapa permasalahan. Ini terlihat dari pelaksanaan di lapangan yang masih menunjukkan kekurangan yang dialami oleh pemerintah daerah kabupaten Asmat. Namun Dinas Kependudukan dan Pencatatan Sipil Kabupaten Asmat terus berupaya dalam memberi pelayanan terhadap KTP-EL. Bentuk kegiatan implemetasi dari kebijakan Kemendagri tentang program KTP-EL adalah dengan melakukan pelaksanaan pembuatan KTP secara eletronik yang sebelumnya secara manual. Tujuan pemerintah membuat kebjiakan pelaksanaan program KTPP-EL adalah agar terciptanya tertib administrasi dan mencegah dampak negatif dari penggunaan KTP manual yang dilakukan oleh pihak-pihak yang tidak bertanggung jawab yang dapat merugikan pemerintah dan mayarakat.Kata Kunci: Implemetasi, Kendala, dan Upaya Kebijakan KTP-El.ABSTRACTThe population and civil regsitration regency in Asmat Distric is face various constrains in the implementation of e-ID Card policy, Therefore, it is need to carry out the evaluation toward its policy. The problems and succes of the implemetation policy for e-ID program are also depending on the population and civil registration regency in Asmat Distric, as the technical implementation instituion. The purpoes of this research are knowing the implentation of e-ID in Asmat Distric. Based on approach used, this kind of research is qualitative research. This research implemented in the population and civil registration regency in the Asmat Distric. The object investigated in this research is the implementation policy of e-ID program. The data collection techniques used is through interview, observation, and the literature study. The data anlysis used is descriptive qualitative through data reduction, the presentation of data and the verifiacation data. The result of the research showed that the implementation of e-ID cards in Asmat District is good enough, but still faces some problems. This is seen from the execution on the ground that still show deficiencies experince by the local government Asmat Distric. Form of implementation of the policy activities of the Ministry of Interal afffairs of e-ID card program that was previously manually. The purpose of government to make policy implemetation of e-ID card is for the creation of orderly administration and prevent the negative impact of the use of manual ID card made by parties who are not responsible for harm to the government and societyKeywords: The Implementation Policy, Constrains and Efforts of the Electronic Identity Card (E-ID)
