Abstract

This research aims to find out the government's role in stabilizing rice prices. This research focuses on what things are being done by the government, in this case Perum Bulog and Disperindag, Central Sulawesi to reduce the increase in rice prices. The method used is qualitative. Collection uses observation, interviews, documents and internet searching. The location of this research includes the city of Palu, Kab. Parigi Moutong, Kab. Donggala, and Kab. Sigi. The theory used is the role of government in the economy based on its activities which consist of the role of government as regulator, producer and consumer. The results of the research show that the government's role is not optimal, it can be seen from the government's role as a regulator, to implement various policies and programs, the government has a basis, namely the government purchasing price (HPP) and the highest retail price (HET), which then created the SPHP rice program by Bulog and cheap market by Disperindag. The role of the government as a producer, the government has constraints or problems with the amount of rice stock, the lack of stock it has means that the efforts made do not run optimally so that it has not been able to stabilize or withstand the increase in rice prices. The role of the government as a consumer, the government has difficulty absorbing local rice and imported rice, HPP regulations seem to make it difficult for the government because prices at the milled farmer level are high above HPP and importing countries impose export restrictions and some even stock exports.

Abstract

The Covid-19 pandemic has hit Indonesia, affecting various sectors including Micro, Small and Medium Enterprises (MSMEs). MSMEs as a pillar of national economic growth have been significantly affected. The government provides various policies and support, but the challenges faced by MSMEs are still enormous. This research focuses on the resilience of hamlet-based MSME actors in Bantaeng Regency identified through Social Support (I Have), Personal Strength (I Am), and Ability to Do (I Can). Data were obtained through observation, interviews, and documentation. The results of this research show the resilience of hamlet-based MSME actors in Bantaeng Regency. Government support through programs and policies, the courage of MSME actors in taking action, and interpersonal skills determine resilience. Specific government support and special training are needed for MSME actors, especially in the use of e-commerce. The utilization of e-commerce is expected to make MSME actors more resilient.

Abstract

This paper aims to show how the parliamentary threshold's implications for simplifying the party system in Indonesia. In addition, this paper also shows the role of political parties in democracies. This is important because political parties are pillars of democracy. The simplification of political parties is carried out as a consequence of the ideals of reform and constitutional amendments to strengthen the presidential system, where the presidential system is considered incompatible with the multi-party system, and the parliamentary threshold is believed to be one way to simplify political parties. The study compared the parliamentary threshold of 2.5% in the 2009 election with the parliamentary threshold of 3.5% in the 2014 election against the simplification of political parties. In the end, this paper shows that the increase in the parliamentary threshold from 2.5% in the 2009 election to 3.5% in the 2014 election has no implications for simplifying political parties at the time.

Abstract

Penelitian ini bertujuan untuk mengkaji sejauh mana etika pelayanan publik diterapkan di Kantor Dinas Kependudukan dan Catatan Sipil Kota Makassar. Menggunakan pendekatan kualitatif deskriptif, penelitian ini mengumpulkan data melalui observasi, wawancara, dan dokumentasi terhadap lima informan yang dipilih secara proporsional. Penelitian ini juga menggunakan software Nvivo 12 Pro untuk menganalisis terkait hasil penelitian. Adapun hasil penelitian menunjukkan bahwa secara umum, pelayanan yang diberikan oleh Disdukcapil Kota Makassar telah memenuhi standar yang diharapkan. Proses pendaftaran penduduk, penerbitan dokumen seperti KTP dan akta kelahiran, serta layanan lainnya umumnya berjalan efisien dan akurat, memenuhi kebutuhan administratif masyarakat. Standarisasi prosedur dan pemanfaatan teknologi informasi turut berkontribusi pada peningkatan kualitas pelayanan. Namun demikian, penelitian ini juga mengidentifikasi beberapa area yang perlu ditingkatkan, seperti misalnya optimalisasi layanan online dan peningkatan kapasitas sumber daya manusia. Selain itu, pemerintah perlu meningkatkan pemahaman pegawai untuk meningkatkan pelayanannya terutama terkait etika terhadap masyarakat sebagai sasaran dalam pelayanan agar dapat meningkatkan kepercayaan masyarakat terhadap pemerintah.

Abstract

Nonetheless, the project has also triggered significant social and environmental concerns, including disruption of traditional livelihoods, social displacement, and ecological degradation due to coastal reclamation. Anchored in the 5E framework—Environment, Employment, Equity, Engagement, and Energy—this research underscores the need for integrative urban planning that prioritizes inclusive participation, regulatory accountability, and intersectoral coordination. The study contributes to the discourse on sustainable coastal urbanization in developing countries, offering practical insights for policymakers and urban developers

Abstract

This study aims to analyze the application of the Sub-District leadership style in creating a conducive work culture in Bonebone Sub-District, as well as identify its supporting and inhibiting factors. Using a qualitative approach, data was collected through interviews, observations, and doscumentation. The results showed that the Sub-District head applied a participatory and consultative leadership style as dominant. This style has proven to be effective in building cooperation between staff, increasing motivation, and creating transparent communication. Supporting factors include the provision of facilities and infrastructure, the implementation of regular meetings, and strong team collaboration. On the other hand, the obstacles found include less than optimal work facilities and low motivation and discipline of staff. This study recommends the development of an e-system to improve the efficiency of public services and regular training to strengthen staff competencies. The results of the study are expected to be a reference for leadership development at the Sub-District level, especially in areas with similar characteristics. With a more adaptive and innovative approach, a conducive work culture can be more easily achieved, supporting the improvement of overall organizational performance.

Abstract

Pariwisata merupakan hal yang sangat penting bagi perkembangan dan kemajuan suatu wilayah. Dari hasil pariwisata di Indonesia dapat menjadi salah satu sumber pendapatan pajak Negara Indonesia. Tujuan penelitian ini untuk untuk mendeskripsikan Upaya Yang Telah Dilakukan Oleh Pemerintah Daerah Dalam Pengembangan Pariwisata Di Kabupaten Jeneponto. Metode penelitian ini yaitu penelitian kualitatif deskriptif dengan pendekatan jenis pendekatan fenomenologi, tujuan untuk menggambarkan dan mengeksplorasi Upaya Yang Telah Dilakukan Oleh Pemerintah Daerah Dalam Pengembangan Pariwisata Di Kabupaten Jeneponto, Pendekatan metode kualitatif digunakan pada penelitian ini Pedoman wawancara disusun berdasarkan indikator model penelitian, serta hal-hal yang dibutuhkan dalam penelitian ini. Berdasarkan hasil penelitian yang telah dilakukan, dapat disimpulkan bahwa kebijakan pengembangan pariwisata di Kabupaten Jeneponto telah tertuang dalam Peraturan Daerah No 3 Tahun 2018 Tentang RIPERKAP (Rencana Induk Pengembangan Pariwisata Kabupaten). Melalui peraturan tersebut, strategi-strategi telah dirancang untuk meningkatkan sektor pariwisata di wilayah tersebut. Langkah-langkah strategis tersebut mencakup pengembangan daya tarik wisata dan atraksi, peningkatan fasilitas, pelayanan, dan pengelolaan pariwisata, serta perbaikan aksesibilitas dari dan ke destinasi pariwisata. Meskipun demikian, proses pengembangan pariwisata di Kabupaten Jeneponto tidak berjalan tanpa hambatan. Beberapa faktor pendukung meliputi keberagaman potensi wisata yang dapat dikembangkan. Namun, terdapat pula faktor penghambat seperti infrastruktur jalan yang belum memadai, dukungan pemerintah yang belum optimal, serta keterlibatan masyarakat setempat yang masih perlu ditingkatkan dalam upaya pengembangan pariwisata. Oleh karena itu, diperlukan upaya bersama dari pemerintah dan masyarakat untuk mengatasi hambatan tersebut dan memaksimalkan potensi pariwisata di Kabupaten Jeneponto diinginkan.

Abstract

Village development plays a crucial role in enhancing community welfare in Indonesia, with the Village Fund serving as a key financial instrument under Law No. 6/2014. This study evaluates the effectiveness of Village Fund utilization in physical development projects in Akuni Village, South Konawe Regency, Southeast Sulawesi Province. Adopting a qualitative case study approach, data were collected through in-depth interviews with village officials and community representatives, as well as document analysis. The evaluation framework is based on six key indicators: effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The findings indicate that while physical infrastructure development in Akuni Village has shown significant progress, challenges persist in fund allocation flexibility, budget adequacy, and bureaucratic constraints, leading to delays in some projects. Additionally, limited community participation in decision-making has affected the alignment of development priorities with local needs. To enhance the impact of the Village Fund, this study recommends strengthening transparency, optimizing budget planning, and fostering greater community engagement. These insights provide valuable guidance for policymakers and village administrators in designing more efficient and sustainable rural development strategies.
