Abstract

Salah satu upaya pemerintah dalam sektor transportasi adalah peningkatan kualitas layanan transportasi di jalan bebas hambatan (jalan tol) dengan memberlakukan pembayaran transaksi nontunai. Kebijakan ini bertujuan untuk kemudahan transaksi dan efisiensi waktu transaksi. Penelitian ini bertujuan mengevaluasi kebijakan pembayaran non tunai, persepsi konsumen dan harapan dalam pelayanan di jalan tol. Metode penelitian adalah penelitian jenis survey dengan analisis sevara deskriptif kualitatif. Responden adalah pengguna jalan tol sebanyak 65 orang yang diperoleh dengan menggunakan kuisioner secara online. Hasil penelitian menjelaskan bahwa mayoritas masyarakat telah mengentahui kebijakan pembayaran non tunai ini. Namun dalam operasionalnya belum berjalan sesuai tujuan karena masih ditemukan penguna jalan tol yang gagal transaksi karena tidak membawa kartu atau saldo yang kurang. Persepsi masyarakat terhadap kebijakan sangat mendukung, namun menilai pelayanan pengelola rendah karena tidak menyiapkan fasilitas pengisian ulang, namun hanya penyediaan kartu baru. Masyarakat berharap pengelola jalan tol tetap menyediakan loket pembayaran tunai untuk mengantisipasi gagal transaksi.

Abstract

This study investigates the socio-economic impacts of the Center Point of Indonesia (CPI) development in Makassar City within the paradigm of Sustainable Urban Development. Utilizing a qualitative descriptive design, data were gathered through in-depth interviews with key stakeholders and direct field observations. The findings reveal that the CPI project has stimulated local economic growth through increased investment, tourism expansion, and job creation, particularly in the service and retail sectors. Nonetheless, the project has also triggered significant social and environmental concerns, including disruption of traditional livelihoods, social displacement, and ecological degradation due to coastal reclamation. Anchored in the 5E framework—Environment, Employment, Equity, Engagement, and Energy—this research underscores the need for integrative urban planning that prioritizes inclusive participation, regulatory accountability, and intersectoral coordination. The study contributes to the discourse on sustainable coastal urbanization in developing countries, offering practical insights for policymakers and urban developers

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi Peraturan Wali Kota Makassar Nomor 71 Tahun 2019 tentang Penataan dan Pengelolaan Ruang Terbuka Hijau, khususnya terkait larangan pemasangan alat peraga kampanye (APK) pada pohon. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif. Data dikumpulkan melalui observasi lapangan, wawancara, dan analisis dokumen resmi dari instansi terkait.Hasil penelitian menunjukkan bahwa meskipun regulasi ini telah disosialisasikan secara aktif oleh Dinas Lingkungan Hidup (DLH) kepada pemangku kepentingan, implementasinya di lapangan masih menghadapi tantangan signifikan. Pelanggaran pemasangan APK pada pohon terjadi secara masif dan berulang, bahkan setelah dilakukan penertiban. Dalam periode Oktober-November 2024, lebih dari 9.150 APK yang melanggar Perwali ini telah ditertibkan. Kerusakan pohon akibat pelanggaran tersebut mencapai lebih dari 10.000 pohon sejak Pileg 2023 hingga Pilwali 2024.Kerusakan ini diproyeksikan dapat menyebabkan kematian pohon dalam lima tahun mendatang jika tidak ada tindakan tegas. Diperlukan penguatan koordinasi antarinstansi, pemberlakuan sanksi yang lebih berat, serta rehabilitasi pohon yang terdampak untuk melindungi ruang terbuka hijau di Kota Makassar.Kata kunci: Alat Peraga Kampanye, Ruang Terbuka Hijau, Perwali Makassar

Abstract

Poverty remains a multifaceted issue with economic, social, political, and cultural dimensions that significantly hinder development, particularly in Baubau City, Southeast Sulawesi, Indonesia. Despite slight fluctuations in poverty rates, persistent structural challenges limit progress in poverty alleviation efforts. This study investigates the local government's role in mitigating poverty through empowerment programs and targeted policies. Utilizing a descriptive qualitative approach, data were collected via interviews, observations, and literature reviews, analyzed thematically, and triangulated to ensure validity. The findings highlight the government's regulatory, dynamizing, and facilitative roles, supported by policies like Mayor Regulation (Perwali) of Bau-Bau City Number 13 of 2023. Strategies include reducing the economic burdens of the poor, empowering communities, and developing micro-enterprises. However, challenges such as inconsistent poverty data and infrastructural limitations persist. This study emphasizes the need for sustainable, inclusive approaches to poverty reduction and provides actionable recommendations for refining existing programs.

Abstract

  This research analyzes the Stratification of Social Conflict in the Film Inch’ Allah by Anais Barbeau Lavallete. This research uses a qualitative paradigm with Max Weber's Sociology of Social Conflict Literature approach. The formal object in this research is Max Weber's Sociology of Literature, and the material object is Inch’ Allah Movie. The purpose of this research is to identify the form of social conflict and analyze the Stratification of Social Conflict that can provide a comprehensive framework. The results and discussion show an in-depth analysis of the form of social conflict, the structure of social conflict, and the factors that trigger social conflict. Which can be categorized in the form of differences in social interests and stratification due to the existence of power, privileges as well as social status. Inch'Allah film represents the reality of the Palestinian-Israeli conflict. the form of conflict reality that occurs in Inch'Allah film includes: tight security and inspection, searches, shooting, interrogating and threats made by the Israeli Army against the Palestinian population.

Abstract

This study examines the role of religious motivators in enhancing the spiritual life of coastal communities at Pameungpeuk Beach. It focuses on three key aspects: the state of religious life prior to intervention, the identification of relevant religious materials, and the strategies employed by motivators to guide the community toward spiritual and social transformation. The study employs a qualitative descriptive method, gathering data through observations, interviews, and document analysis, with participants including fishermen, mosque administrators, and local leaders. The findings reveal that religious mentorship addressing the principles of faith, sharia, and morality significantly improved the community's spiritual engagement and understanding of Islamic practices. Faith-building initiatives tailored to the community's daily experiences strengthened their connection to religious teachings, while practical workshops on worship practices addressed prior knowledge gaps. Moral teachings fostered values such as honesty and cooperation, leading to broader social and economic improvements. This research highlights the transformative potential of a mosque-centered, contextual approach in addressing the unique challenges of coastal communities. It demonstrates the vital role of mosques as spiritual, educational, and social hubs, underscoring the importance of transparency and inclusivity in mosque management. The findings contribute to global discussions on community-based spiritual formation and offer a replicable model for similar contexts worldwide. By revitalizing the function of mosques and integrating religious teachings with everyday life, this study presents a sustainable pathway for fostering optimism, resilience, and social cohesion in underserved communities.

Abstract

2025 will be a crucial phase for Indonesia in maintaining fiscal sustainability amidst the increasing need for development financing and new tax policies, particularly the adjustment of the Value Added Tax (VAT) rate to 12% and the planned implementation of a carbon tax. This situation occurs when the government debt ratio is approaching 40% of GDP, thus creating political challenges as well as demands for effective public policy. This study aims to analyze the political dynamics accompanying the implementation of the new tax policy and public policy strategies in managing the national debt burden sustainably. The research method used is qualitative with a descriptive-analytical approach through literature studies, analysis of official documents (the 2025 State Budget, Financial Notes, tax regulations), and interviews with key informants. The results show that the success of fiscal consolidation in 2025 depends on three main factors: (1) the design of a selective VAT policy that takes into account aspects of social justice and purchasing power protection, (2) credible debt management through fiscal rule discipline and fiscal risk transparency, and (3) political legitimacy built through public communication and social compensation. The conclusion of this study confirms that the new tax policy can only be effective if supported by political stability, central-regional coordination, and an inclusive communication strategy. These findings are expected to provide academic and practical input in formulating Indonesia's fiscal policy in the consolidation era.

Abstract

The arrangement and management of green open spaces (RTH) is an important part of regional spatial planning policies that focus on sustainable development and improving the quality of public services. This study aims to apply the principles of good governance participation, accountability, effectiveness, efficiency, and transparency in governance in the management of green open spaces in Enrekang Regency. The study used a qualitative descriptive approach with data collection techniques through in-depth interviews, field observations, and reviews of regional planning documents. Data were analyzed using inductive reduction, presentation, and conclusion techniques. The results show that the application of good governance principles in the arrangement of green open spaces in Enrekang Regency is not optimal. The aspect of community participation is still symbolic because community involvement occurs more at the socialization stage than in substantive planning. Accountability for program implementation has not been measured transparently, especially in budget management and reporting of activity results. In addition, program effectiveness is hampered by limited human resource capacity and coordination between local government institutions. Despite the regional government's commitment to expanding green open space (GOS) as mandated by Law Number 26 of 2007 concerning Spatial Planning, its implementation still faces structural and institutional challenges. This study recommends strengthening environmental governance institutions by expanding meaningful public space participation, increasing transparency in planning and budgeting processes, and establishing a performance-based evaluation system to ensure the sustainability of GOS policies. These findings emphasize the importance of integrating good governance and environmental policies to improve the quality of public services and community welfare at the regional level.     Abstrak Penataan dan pengelolaan ruang terbuka hijau (RTH) merupakan bagian penting dari kebijakan tata ruang daerah yang berorientasi pada pembangunan berkelanjutan dan peningkatan kualitas pelayanan publik. Penelitian ini bertujuan untuk mengevaluasi penerapan prinsip-prinsip good governance partisipasi, akuntabilitas, efektivitas, efisiensi, dan transparansi dalam tata kelola pemerintahan pada pengelolaan RTH di Kabupaten Enrekang. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi lapangan, serta telaah dokumen perencanaan daerah. Data dianalisis menggunakan teknik reduksi, penyajian, dan penarikan kesimpulan secara induktif. Hasil penelitian menunjukkan bahwa penerapan prinsip good governance dalam penataan RTH di Kabupaten Enrekang belum optimal. Aspek partisipasi masyarakat masih bersifat simbolik karena keterlibatan publik lebih banyak terjadi pada tahap sosialisasi daripada pada perencanaan substantif. Akuntabilitas pelaksanaan program belum terukur secara transparan, terutama dalam pengelolaan anggaran dan pelaporan hasil kegiatan. Selain itu, efektivitas program terhambat oleh keterbatasan kapasitas sumber daya manusia dan koordinasi antarlembaga pemerintah daerah. Walaupun terdapat komitmen pemerintah daerah dalam memperluas RTH sesuai amanat Undang-Undang Nomor 26 Tahun 2007 tentang Penataan Ruang, pelaksanaannya masih menghadapi kendala struktural dan kelembagaan. Penelitian ini merekomendasikan perlunya penguatan kelembagaan tata kelola lingkungan dengan memperluas ruang partisipasi publik yang bermakna, meningkatkan transparansi dalam proses perencanaan dan penganggaran, serta membangun sistem evaluasi berbasis kinerja untuk memastikan keberlanjutan kebijakan RTH. Temuan ini menegaskan pentingnya integrasi antara tata kelola pemerintahan yang baik dan kebijakan lingkungan dalam rangka peningkatan kualitas pelayanan publik dan kesejahteraan masyarakat di tingkat daerah.

Abstract

Abstract This study aims to analyze the role of Village-Owned Enterprises (BUMDes) in supporting the achievement of the Sustainable Development Goals (SDGs) at the village level in Gilireng District, Wajo Regency. BUMDes serves as a local economic institution with a strategic function in strengthening sustainable development through the management of local economic, social, and institutional potential. This research employed a qualitative descriptive approach with data collected through in-depth interviews, participatory observation, and document analysis. Informants included BUMDes managers, village heads, community leaders, and beneficiaries. The results show that BUMDes contributes significantly to enhancing local economic activities, creating employment opportunities, and increasing village income. However, the effectiveness of BUMDes in supporting SDGs achievement remains constrained by limited human resource capacity, weak institutional governance, and insufficient policy integration at the regional level. Moreover, BUMDes initiatives have yet to fully incorporate the principles of sustainable development, as most activities remain focused on short-term economic gains. Strengthening institutional capacity, promoting business innovation, and enhancing policy synergy between village governments, local authorities, and communities are essential for maximizing BUMDes’ contribution to SDGs implementation. This study provides both empirical and conceptual insights for developing a sustainable and inclusive governance model for BUMDes within the broader framework of village development management. Abstrak Penelitian ini bertujuan untuk menganalisis peran Badan Usaha Milik Desa (BUMDes) dalam mendukung pencapaian Sustainable Development Goals (SDGs) Desa di Kecamatan Gilireng, Kabupaten Wajo. BUMDes sebagai lembaga ekonomi lokal memiliki fungsi strategis dalam memperkuat pembangunan berkelanjutan di tingkat desa melalui pengelolaan potensi ekonomi, sosial, dan kelembagaan. Pendekatan yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi partisipatif, dan telaah dokumen. Informan penelitian meliputi pengurus BUMDes, kepala desa, tokoh masyarakat, dan masyarakat penerima manfaat. Hasil penelitian menunjukkan bahwa BUMDes memiliki kontribusi nyata terhadap peningkatan aktivitas ekonomi masyarakat, pembukaan lapangan kerja, dan peningkatan pendapatan desa. Namun, efektivitas BUMDes dalam mendukung pencapaian SDGs Desa masih menghadapi sejumlah kendala, terutama keterbatasan kapasitas sumber daya manusia, lemahnya tata kelola kelembagaan, dan minimnya dukungan kebijakan daerah yang terintegrasi. Peran BUMDes juga belum sepenuhnya menginternalisasi prinsip pembangunan berkelanjutan, karena orientasi kegiatan masih berfokus pada aspek ekonomi jangka pendek. Oleh karena itu, penguatan kapasitas kelembagaan, inovasi usaha, serta sinergi kebijakan antara pemerintah desa, daerah, dan masyarakat menjadi kunci untuk meningkatkan kontribusi BUMDes terhadap pencapaian SDGs Desa. Penelitian ini memberikan kontribusi empiris dan konseptual bagi pengembangan model tata kelola BUMDes yang berkelanjutan dan inklusif dalam kerangka manajemen pembangunan desa.

Abstract

This paper examines technology-based governance (E-Government) and the impact of an information technology-based financial management system (hereinafter referred to as Siskeudes) in the village. Village Law No. 6 of 2014 has opened space for financial autonomy as well as encouraging technology-based financial management models (Siskeudes) in the village. The purpose of this study was to examine the impact of Siskeudes in Panaikang Village, Gowa Regency, South Sulawesi Province using qualitative research method. Data collection techniques were carried out through direct observation and interviews with village officials such as the village treasurer, the Siskeudes operator, and a village staff member. Furthermore, the results of the study were reduced, then described by linking several secondary data and field notes. The data obtained was finally presented as a result of the study. The results found that the Siskeudes triggered a disparity between technological developments and the availability of human resources in the village. The disparity referred to here is the unequal social gap. On the one hand, the development of E-Government in the village, especially the village governance went rapidly; while on the other hand, the capability and skills of human resources are still lagging.
