Abstract

Maritime security is an important issue that must continue to be studied along with the development of science and technology. The misuse of technology in the maritime sector makes Southeast Asia, a region dominated by water, receive threats in maritime security. This research examines the types of transnational crime, how the ASEAN Maritime Forum (AMF) plays a role in maintaining maritime security stability in ASEAN, and the factors behind the AMF's failure to be effective in ASEAN. This research uses a qualitative method by constructing the reality behind the AMF's role in maintaining maritime security stability in Southeast Asia. The results of this study show that transnational crimes in Southeast Asian waters are increasing, and the AMF has failed to realize its goal of eradicating threats to maritime security. The failure of the AMF to maintain maritime security stability in Southeast Asia is expected to be evaluated, and the implementationof existing policies is expected to be improved.

Abstract

Samalona Island, located in Makassar City, South Sulawesi, is one form of the richness of the diversity of islands in Indonesia. The livelihoods of business actors on this island depend on the number of tourists visiting the island. This study aims to determine how the role of culinary tourism business actors on Samalona Island continues to increase so that they can compete with other culinary tours. This study focuses on culinary tourism as an effort to develop and maintain a positive image of Indonesia in the international world through diplomacy, in this case, maritime diplomacy. Local and foreign tourists often visit this island to enjoy the natural beauty and coastal cuisine offered by business actors on this island. Business actors utilize various facilities on this island to continue managing their finances so that their lives remain sustainable and stable. Samalona Island, as a tourist island in Indonesia, needs to receive significant attention from the government and society so that this island remains one of the tourist choices for tourists who want to enjoy the beauty of the Indonesian maritime. The need for more data analyzing the role of culinary tourism business actors on Samalona Island is a novelty in this study.

Abstract

This research is entitled Manifestation of Collective Security in ASEAN as a Regional Organisation During the COVID-19 Pandemic. This research aims to identify ASEAN policies and efforts to realise collective security during the COVID-19 pandemic period. This research examines the manifestation of collective security in the Association of Southeast Asian Nations (ASEAN) as a regional organisation during the COVID-19 pandemic. The research method is to use a qualitative approach, combining desk research and data analysis. The results highlight ASEAN's important role in enhancing regional security through cooperation, particularly in the economic and diplomatic sectors, ASEAN utilises digital platforms for information exchange and coordination. The ASEAN Senior Officials Meeting on Health Development and the ASEAN Health Ministers Meeting facilitate open communication, allowing countries to share best practices and resources. For example, Thailand received early notification of COVID-19 through the ASEAN Emergency Operations Centre Network, enabling swift preparedness actions. The COVID-19 pandemic has demonstrated ASEAN's capacity to uphold its mission of regional stability and security. Through coordinated efforts, resource sharing, and international partnerships, ASEAN has effectively addressed the challenges posed by the pandemic. This experience underscores the importance of collective security and regional cooperation, reaffirming ASEAN's role as an important actor in maintaining stability and fostering resilience in Southeast Asia. This study concludes that ASEAN as a regional organisation plays an important role in ensuring the collective security of its members

Abstract

This study evaluates the Panmunjom Declaration's effectiveness in the Korean Peninsula's denuclearization process. This study uses a qualitative approach with an analysis of literature and case studies to assess the achievements, challenges, and implications of the existence of the Panmunjom Declaration, as well as the data collection method and type of secondary data used. The Panmunjom Declaration, signed on 27 April 2018 by the leaders of North and South Korea, pledges to work together towards peace, stability, and complete denuclearization in the region. The results show that while the Panmunjom Declaration created positive momentum for dialogue and reduced tensions on the Korean Peninsula, progress on denuclearization has been limited. This study highlights the complexity of security, political, and economic dynamics in the Korean Peninsula region. Major obstacles include lack of trust, divergent strategic interests, and international political dynamics. The study concludes that the Panmunjom Declaration requires more concrete and comprehensive efforts to achieve its ultimate goal. Policy recommendations, including increased multilateral diplomacy, are expected to encourage North Korea's commitment to denuclearization.

Abstract

Jaish Al-Adl is an ethnic Baloch Sunni Muslim militant group that has played a significant role in the escalation of conflict on the Iran-Pakistan border. Jaish Al-Adl was founded in 2012 and is largely composed of members of the Sunni Jundullah militia that was weakened after Iran captured the majority of its members. Jaish Al-Adl wants to liberate Sistan province in eastern Iran and Balochistan province in southwestern Pakistan. This paper will elaborate on the relationship between Iran and Pakistan, especially in the context of borders by using a qualitative approach that utilizes various secondary data that has a correlation with the role of Jaish Al-Adl in worsening relations between Iran and Pakistan. By using descriptive type, this paper will explain the situation and empirical facts accompanied by relevant arguments and show Jaish Al-Adl's controversial activities, so that Jaish Al-Adl is labeled as a militant group that further worsens relations between Iran and Pakistan.

Abstract

This study explores the phenomena of smuggling and human trafficking across Indonesia’s maritime borders, particularly in the regions of East Nusa Tenggara and North Kalimantan. These areas are considered vulnerable due to weak border surveillance, high levels of undocumented migration, and the presence of transnational networks. The research highlights structural factors, such as socio-economic conditions and limited institutional capacity, which contribute to the persistence of these illicit activities. Using a qualitative approach and field data, the study underscores the importance of cross-sector collaboration and improved surveillance capacity to comprehensively address these issues.

Abstract

Abstract. The Taliban's return to power in Afghanistan in 2021 has sparked concern for the Afghan people and the international community. The Taliban's takeover of power not only impacts the country's security situation, but also affects the stability of public security in Afghanistan. Through this research, public security becomes an important aspect in knowing the impact of the new Taliban power. This research uses a qualitative method with a literature review and uses the concept of human security as an analytical framework. This research shows that some of the Taliban's policies since returning to power tend to be repressive and discriminatory, creating insecurity in the form of human rights violations, fear and individual freedom. The results of this research have shown that public security conditions in Afghanistan under the Taliban's second rule have not shown any improvement compared to their first period of power in 1996-2001. Although the Taliban managed to reduce the incidence of armed violence, public security stability still far from stable. This condition arises from the existence of rules and restrictions on access to education, employment, and health. The Taliban also resorted to violence, with persecution, arbitrary arrest and detention of people. The Taliban also face internal and external challenges in their efforts to maintain the stability of public security in Afghanistan.  Keywords: Taliban, Afghanistan, Public Security. Abstrak. Kembalinya kekuasaan Taliban di Afghanistan pada tahun 2021 telah memicu kekhawatiran bagi masyarakat Afghanistan dan dunia internasional. Pengambilalihan kekuasaan oleh Taliban tidak hanya berdampak pada situasi keamanan negara, tetapi juga berpengaruh terhadap stabilitas keamanan masyarakat di Afghanistan. Melalui penelitian ini, keamanan masyarakat menjadi aspek penting dalam mengetahui dampak kekuasaan Taliban yang baru. Penelitian ini menggunakan metode kualitatif dengan studi kepustakaan, serta menggunakan konsep keamanan manusia (human security) sebagai kerangka analisis. Penelitian ini menunjukkan bahwa beberapa kebijakan Taliban sejak kembali berkuasa cenderung bersifat represif dan diskriminatif, sehingga menciptakan ketidakamanan dalam bentuk pelanggaran hak asasi manusia, ketakutan, dan kebebasan individu. Hasil penelitian ini telah menunjukkan kondisi keamanan masyarakat di Afghanistan di bawah pemerintahan kedua Taliban, belum menunjukkan perbaikan yang lebih baik daripada periode pertama kekuasaan mereka pada tahun 1996-2001. Meskipun Taliban berhasil mengurangi insiden kekerasan bersenjata, namun stabilitas keamanan masyarakat masih jauh dari kestabilan. Kondisi tersebut muncul dari adanya aturan dan pembatasan terhadap akses pendidikan, pekerjaan, dan kesehatan. Taliban juga bertindak menggunakan kekerasan, dengan melakukan penganiayaan, penangkapan dan penahanan orang secara sewenang-wenang. Taliban juga menghadapi tantangan-tantangan internal dan eksternal dalam upaya menjaga stabilitas keamanan masyarakat di Afghanistan. Kata Kunci: Taliban, Afghanistan, Keamanan Masyarakat.

Abstract

This paper aims to discuss Indonesia's action in resolving the case of human rights violations of its seafarers on Chinese-flagged Long Xing vessels in 2020. In fact, there were 88 Indonesian seafarers who were distributed to fishing vessels named Long Xing owned by the Dalian Ocean Fisihing Co., Ltf group. However, it was revealed that there were violations of the seafarers' human rights on one of the vessels, Long Xing 629. These violations included drinking distilled seawater, working 18 hours per day, and salary deductions that ultimately affected the physical and mental health of the seafarers, leading to death and sea burial. This paper uses descriptive and analytical methods to explain what the Indonesian government did to resolve the viola tions of the Indonesian seafarers' human rights through diplomacy and law enforcement. As a result, the Indonesian Ministry of Foreign Affairs managed to hold a bilateral meeting with the Chinese Ministry of Foreign Affairs to confirm and conduct a thorough investigation. In addition, the Indonesian National Police named six suspects for distributing seafarers to Long Xing vessels in Indonesia for violating Law No. 21 of 2007. The Indonesian Ministry of Foreign Affairs represented by the Indonesian Embassy in Dakar successfully repatriated 88 Indonesian seafarers who worked at Long Xing vessels to return home safely after negotiations with the Senegalese government. The Indonesian government is committed to preventing similar cases against Indonesian seafarers from reoccurring.

Abstract

This study analyzes the implementation of the International Whaling Commission (IWC) in Japan during the Shinzo Abe administration (2015-2018) with a focus on scientific and commercial whaling programs. This study uses library research. Whaling constitutes an inherent part of Japanese society with historical and cultural roots that span over centuries. The Japanese government initiated a new special permit whaling program in Antarctica, called the New Scientific Whale Research Program in the Antarctic Ocean, replacing the JARPA II program. This initiative intends to enhance the precision of data on the biology and ecology of Antarctic minke whales, as well as explore the composition and dynamics of marine ecosystems in Antarctica. In November 2016, the Japanese government presented a proposal for a specialized permit program in the North Pacific, named the New Scientific Whale Research Program in the Western North Pacific. After leaving, Japan continued commercial whaling in its territory. This study highlights the complexity of a country's political, economic, and cultural dynamics in responding to international regulations, as well as its impact on whale conservation and marine ecosystems.

Abstract

This research focuses on how international rules are put into practice to combat unlawful fishing, using Argentina as a case study and examining the use of the Port State Measures Agreement (PSMA). Information collected by the Food and Agriculture Organization in 2020 reveals that illegal fishing results in annual global economic losses ranging from USD 10 billion to USD 23 billion. The methodology employed in this study is descriptive analysis, with secondary data being utilised. The findings of this research highlight the existence of global laws such as UNCLOS 1982 and PSMA that aim to tackle illegal fishing. Unlike Indonesia, which has ratified the PSMA through Presidential Decree No. 43 of 2016, Argentina is the only Latin American country that has not ratified the PSMA. This is due to a dispute over the Malvinas Islands. However, the Argentine government has made efforts to reform national laws by implementing a fine system and collaborating between state institutions to address illegal fishing practices in the Argentine Exclusive Economic Zone.
