Abstract

Konflik antara Israel dan Palestina kembali memuncak pada Oktober 2023 dimana kedua negara melancarkan aksi saling serang karena dilatarbelakangi oleh adanya sengketa wilayah. Eskalasi konflik menjadi semakin kompleks sebab penggunaan senjata bom fosfor putih oleh Israel kepada Palestina pada 11 Oktober 2023 telah melanggar hukum perang yang berlaku selama konflik bersenjata, seperti Hukum Humaniter Internasional, prinsip kemanusiaan (humanity), dan Konvensi Jenewa 1949. Penelitian ini berfokus untuk mengkaji dampak penggunaan bom fosfor putih kepada para korban berdasarkan pendekatan Human Security yang ditetapkan oleh (United Nations Development Programme). Metode penelitian yang digunakan ialah kualitatif deskriptif berdasarkan analisis data sekunder yang didapatkan melalui literature review. Hasil penelitian membuktikan bahwa Human Rights Watch telah mengkonfirmasi penembakan bom fosfor putih oleh Israel di atas Pelabuhan Kota Gaza. Penggunaan fosfor putih dilarang jika dilakukan dengan sengaja dan ditembakkan ke daerah padat penduduk sebab dapat memberikan kerugian yang besar kepada wilayah sasarannya. Dampaknya dapat menghasilkan luka bakar yang hebat sampai ke tulang bagi manusia, kebakaran lingkungan, dan kematian hewan karena bom ini bereaksi di udara. Dengan demikian, fosfor putih telah melanggar konsep personal security, health security, dan environmental security sebagai spesifikasi dari Human Security. Hal ini krusial untuk dianalisis sebab memberikan kerugian non-fisik jangka panjang kepada korban.

Abstract

Europe is the region with the highest incidence of anti-Muslim discrimination worldwide, primarily driven by policy issues, according to the 14th report on Islamophobia by the OIC, which documents Islamophobic attacks and anti-Muslim hatred between December 2020 and January 2022. The influence of European Islamophobia extends globally, contributing to what is known as the globalization of Islamophobia. This trend is significant as it illustrates the spread of anti-Muslim sentiment across the political spectrum on a global scale. This study aims to explore the development and manifestation of Islamophobia in Europe and analyze its impact on the rise of global Islamophobia. Utilizing a qualitative approach, the research was conducted from August 2023 to August 2024, with data gathered through a literature review. The paper argues that Islamophobia in Europe is expanding and manifests through six key indicators: discrimination, hate speech and online hatred, Islamophobic policies, right-wing political movements, verbal and physical attacks, and insults directed at the niqab, hijab, and burqa. Key factors influencing the global spread of Islamophobia include the Great Replacement conspiracy theory, white supremacist manifestos, right-wing parties promoting Islamophobic discourse, and the adoption of Islamophobic policies by other countries.

Abstract

The U.S.–India Civil Nuclear Agreement, signed in 2008, marked a significant turning point in India's nuclear development. This landmark agreement ended decades of international isolation for India’s civilian nuclear program, enabling access to global nuclear technology and fuel markets. By fostering collaboration with major nuclear suppliers, the deal aimed to boost India's nuclear energy capacity while reinforcing its non-proliferation commitments. This study aims to show that the U.S.–India Civil Nuclear Agreement plays a crucial role in the development of domestic energy capacity by increasing nuclear energy capacity, while also enhancing India's global status by strengthening its international legitimacy as a country with a peaceful nuclear program free from NPT restrictions. Additionally, the agreement opens access to advanced reactor technology and global markets, strengthens strategic capabilities through dual-use technology, but also presents challenges such as legal barriers, social resistance, and geopolitical risks from neighboring countries.

Abstract

The civil war that erupted in Yemen in 2015 caused the creation of the worst humanitarian crisis in Yemen's history, and this humanitarian crisis is also categorized as the worst humanitarian crisis in the history of modern humanity. The coalition of Arab countries became one of the actors involved in Yemen's civil war after receiving a request for military intervention from President Hadi over the threat of a coup carried out by the Houthis. The coalition of Arab states then carried out a military operation into Yemeni territory aimed at eliminating the threat posed by the Houthis and restoring President Hadi's government as the official government of the Yemeni state. However, the military operation carried out by the coalition of Arab countries is considered the beginning of the worst humanitarian crisis in Yemen's history. This research then aims to analyze the impact of the involvement caused by the coalition of Arab countries on the humanitarian crisis in Yemen's civil war.

Abstract

Abstract. The Taliban's return to power in Afghanistan in 2021 has sparked concern for the Afghan people and the international community. The Taliban's takeover of power not only impacts the country's security situation, but also affects the stability of public security in Afghanistan. Through this research, public security becomes an important aspect in knowing the impact of the new Taliban power. This research uses a qualitative method with a literature review and uses the concept of human security as an analytical framework. This research shows that some of the Taliban's policies since returning to power tend to be repressive and discriminatory, creating insecurity in the form of human rights violations, fear and individual freedom. The results of this research have shown that public security conditions in Afghanistan under the Taliban's second rule have not shown any improvement compared to their first period of power in 1996-2001. Although the Taliban managed to reduce the incidence of armed violence, public security stability still far from stable. This condition arises from the existence of rules and restrictions on access to education, employment, and health. The Taliban also resorted to violence, with persecution, arbitrary arrest and detention of people. The Taliban also face internal and external challenges in their efforts to maintain the stability of public security in Afghanistan.  Keywords: Taliban, Afghanistan, Public Security. Abstrak. Kembalinya kekuasaan Taliban di Afghanistan pada tahun 2021 telah memicu kekhawatiran bagi masyarakat Afghanistan dan dunia internasional. Pengambilalihan kekuasaan oleh Taliban tidak hanya berdampak pada situasi keamanan negara, tetapi juga berpengaruh terhadap stabilitas keamanan masyarakat di Afghanistan. Melalui penelitian ini, keamanan masyarakat menjadi aspek penting dalam mengetahui dampak kekuasaan Taliban yang baru. Penelitian ini menggunakan metode kualitatif dengan studi kepustakaan, serta menggunakan konsep keamanan manusia (human security) sebagai kerangka analisis. Penelitian ini menunjukkan bahwa beberapa kebijakan Taliban sejak kembali berkuasa cenderung bersifat represif dan diskriminatif, sehingga menciptakan ketidakamanan dalam bentuk pelanggaran hak asasi manusia, ketakutan, dan kebebasan individu. Hasil penelitian ini telah menunjukkan kondisi keamanan masyarakat di Afghanistan di bawah pemerintahan kedua Taliban, belum menunjukkan perbaikan yang lebih baik daripada periode pertama kekuasaan mereka pada tahun 1996-2001. Meskipun Taliban berhasil mengurangi insiden kekerasan bersenjata, namun stabilitas keamanan masyarakat masih jauh dari kestabilan. Kondisi tersebut muncul dari adanya aturan dan pembatasan terhadap akses pendidikan, pekerjaan, dan kesehatan. Taliban juga bertindak menggunakan kekerasan, dengan melakukan penganiayaan, penangkapan dan penahanan orang secara sewenang-wenang. Taliban juga menghadapi tantangan-tantangan internal dan eksternal dalam upaya menjaga stabilitas keamanan masyarakat di Afghanistan. Kata Kunci: Taliban, Afghanistan, Keamanan Masyarakat.

Abstract

Laut Sulu-Sulawesi, jalur pelayaran internasional penting yang menghubungkan Indonesia, Malaysia, dan Filipina, menghadapi ancaman signifikan dari kejahatan transnasional, termasuk perdagangan narkoba dan pembajakan. Kerja Sama Trilateral (INDOMALPHI) didirikan untuk mengatasi tantangan ini melalui patroli maritim bersama. Namun, kesenjangan teknologi dalam pemantauan dan pengawasan menghambat efektivitasnya. Studi ini mengeksplorasi bagaimana peningkatan kolaborasi teknologi antara ketiga negara dapat meningkatkan keamanan maritim. Kerangka teoritis mengenai kejahatan transnasional, keamanan maritim, dan kerja sama trilateral memandu analisis ini. Dengan menggunakan metode kualitatif dan penelitian kepustakaan, penelitian ini meninjau literatur dan praktik yang ada dalam keamanan maritim. Temuan menunjukkan bahwa mengintegrasikan teknologi canggih seperti Vessel Traffic Monitoring Systems (VTMS) dan Automatic Identification Systems (AIS) dapat memperkuat kapasitas operasional INDOMALPHI. Kebaruan penelitian ini terletak pada usulan diplomasi teknologi sebagai komponen penting dalam kerja sama trilateral di Laut Sulu-Sulawesi. Kesimpulannya menekankan bahwa peningkatan kolaborasi teknologi sangat penting untuk memerangi kejahatan transnasional dan menjamin keamanan maritim jangka panjang di kawasan.

Abstract

The escalation of the conflict between Russia - Ukraine began to experience significant changes to a broad scope and no longer only emphasized the security system on the use of military aspects. Both Russia and Ukraine have made cyberspace important as another part of modern conflicts in the form of cyber wars by focusing on cyber security defense strategies. The significance of this conflict then prompted the creation of the Wizard Spider and the IT Army as cyber-specific organizations as well as supporting actors who play a direct role in the conflict realm. This study uses a qualitative descriptive research method by collecting data from literature studies. The results of the study found that the cyber security system as an attack strategy in the Russia – Ukraine conflict has encouraged the creation of a more modern conflict through confrontational actions in cyberspace carried out by Wizard Spider and the IT Army. This organization has indirectly become a dominant actor through its role in carrying out cyber threats and attacks as well as being a determining actor in the direction of the Russia-Ukraine cyber war conflict.

Abstract

The Russia-Ukraine conflict, which began in 2022, has enormous significance, so that the war continues to flare up, inviting international organizations to react. Various acts of war carried out both in order to achieve victory. Starting from gun battles in border areas, cyber-attacks to the most severe cases where there are indications of war crimes. So that this war ended up inviting an international reaction, especially the International Court of Justice. The emergence of ICC accusations against Russia for adopting Ukrainian children. Making Vladimir Putin accused of war crimes and will be made a suspect by the ICC Court.This study uses a qualitative descriptive research method by collecting data from literature studies. The results of this study found that in international law the ICC could not arrest Vladimir Putin for war crimes against the adoption of children in Ukraine. In its jurisdiction, the ICC has absolutely no power to convict Putin as a suspect in these war crimes. Not to mention the power that Vladimir Putin has in the international world. With the power he has, Vladimir Putin is not affected by the threat of an arrest warrant by the ICC. Abstract

Abstract Since Russian President, Vladimir Putin, carried out a "special military operation" to Ukraine on February 24, 2022, Russia is actively using the services of the Wagner Group, one of the Private Military Companies (PMC) to control several cities in Eastern Ukraine such as Soledar City and Bakhmut City. Even though Russia and the Wagner Group did not show official relations, the emergence of the PMC as a non-state actor gave rise to another discourse on the study of international security and conflict. This study aims to explain the relationship between Russia and Ukraine with principal-agent theory through several questions such as, what is the existence of PMC in Russia, what was the relationship between Russia and the Wagner Group before the Russia-Ukraine conflict in 2022, and how is the output given by the Wagner Group to Russia in the 2022 Russia-Ukraine conflict. In this study, the author uses a qualitative research method that collects data in the form of articles and online links to then analyze it explanatorily. The results of this study are that Russia is increasingly actively using PMC services as a result of the Gerasimov Doctrine in 2014 even though PMC status in Russia remains illegal and the Wagner Group has become a prominent PMC since the annexation of Crimea in 2014 and its involvement in the Russia-Ukraine conflict in 2022. Analysis of relations between Russia and The Wagner Group through principal-agent theory shows that there is a relationship due to the desire to fulfill the national interests of Russia and the interests of the company's sustainability from the Wagner Group. Abstract

This research focuses on analysing the Fiji government's policies and efforts in dealing with environmental security threats after receiving diplomacy from the Indonesian parliament. Using the desk research method, this study collected and analysed data to assess the effectiveness of Indonesian parliamentary diplomacy. The data was analysed using induction and deduction techniques, allowing general conclusions from specific data and specific conclusions from general data. Parliamentary diplomacy, as one component of multi-track diplomacy, plays an important role in post-Cold War international relations. Parliaments, including the Indonesian Parliament, play an active role in bilateral and international cooperation to advance national interests and ensure the implementation of international agreements. DPR RI demonstrates its commitment to disaster management and climate change through its participation in international forums such as the APPF and IPU. Indonesia also initiated regional cooperation through IPPP, which highlights the importance of marine resource sustainability and mitigation of climate change impacts. Fiji, as an island nation vulnerable to natural disasters and climate change, has shown a positive response to Indonesia's parliamentary diplomacy. Fiji's national policies, such as the Republic of Fiji National Climate Change Policy, reflect agreements reached in IPPP meetings, demonstrating the significant impact of parliamentary diplomacy in Fiji's environmental policies. This research concludes that Indonesia's parliamentary diplomacy has a significant influence in supporting the Fiji government's policies in dealing with environmental security threats, demonstrating the success of parliamentary diplomacy in the context of international cooperation for environmental and climate change issues.
