Abstract

This article discusses the role of the Police Security Intelligence Unit in maintaining security and helping uncover criminal acts. The study focuses on the duties and functions of the Blora Police Security Intelligence Unit, as well as the obstacles it faces in carrying out its duties. The research concludes that the Blora Police Satintelkam faces several obstacles due to the insufficient number of personnel and lack of necessary facilities. The article suggests that the Blora Police should consider adding more personnel to the Satintelkam and improving its facilities to make it more effective in tackling crime in the Blora Regency area.

Abstract

Indonesia is a constitutional state with laws governing all aspects of social life, including the Indonesian National Police (Polri), which is responsible for maintaining public order and security, law enforcement, protection, and service to the community. To enhance community policing, Polri adopted the concept of "Polmas" in 2005. A study was conducted in Sempu Village, Kunduran District, Blora Regency, to examine the obstacles and efforts in maintaining security and order by the Bhabinkamtibmas unit. Bhabinkamtibmas carries out duties and functions, such as Sambang and appeal activities, and visits to the community. The study found that the Bhabinkamtibmas unit faces obstacles such as low human resources and dual duties. To overcome these obstacles, structured approaches to the community were taken, including inviting the community to chat and attend counseling activities, leading to better communication and gathering of information from the community

Abstract

This study examines the level of independence of internal and external oversight in the administration of public bureaucracy and its implications for the implementation of good governance principles. Oversight serves as a fundamental instrument in a rule of law state to limit the exercise of power and ensure administrative accountability. Although the legal framework regulates the roles of the Government Internal Supervisory Apparatus and external oversight institutions, oversight practices continue to face structural, cultural, and authority-related constraints that undermine independence. This research employs a normative juridical method using statutory and conceptual approaches. The findings indicate that weak oversight independence reduces the effectiveness of administrative control, increases the risk of maladministration, and hinders the consistent application of good governance. Strengthening regulatory frameworks, reforming oversight institutions, and improving bureaucratic culture are therefore essential to ensure objective and integrity-based oversight.

Abstract

The purpose of this study was to determine the effect of Problem Based Learning (PBL), Blended Learning (BL) models, and the Integration of BL-PBL, capability of evaluating and creativity toward student’s achievement. This experimental research was carried out in September to December 2013. The populations of research were all students in grade XI of SMA Negeri l Pati Academic Year 2013/2014 that consists of 262 students divided into eight study groups. The sample of research was consisted of three study groups; they were XI-IPA2, XI-IPA4 and XI-IPA6 determined by random cluster sampling technique. XI-IPA2 study group used BL model, XI-IPA4 study group used PBL model, and XI-IPA6 study group used the Integration of BL-PBL models. The data was collected by using the instrument of cognitive test, and questionnaires of affective, psychomotor, capability of evaluating and creativity. The data then was analyzed by using three-ways ANAVA with 3x2x2 factorial design with signification 5%, and it then was continued by using Scheffe test if there was interaction. Based on the data analysis, it can be concluded that: 1) There was no difference of effect of BL, PBL, and the Integration of BL-PBL models toward student’s cognitive, affective and psychomotor achievements; 2) There was difference of effect of capability of evaluating toward student’s cognitive, affective and psychomotor achievements; 3) There was effect of creativity toward student’s cognitive, affective and psychomotor achievements; 4) There was no interaction between BL, PBL, and the Integration of BL-PBL models with the capability of evaluating toward student’s cognitive, affective and psychomotor achievements; 5) There was interaction between BL, PBL models, and the Integration of BL-PBL with the creativity toward student’s cognitive, affective and psychomotor achievements; 6) There was interaction between capability of evaluating and creativity toward student’s cognitive, affective and psychomotor achievements; 7) There was no interaction between BL, PBL models, and the Integration of BL-PBL, capability of evaluating and creativity toward student’s cognitive, affective and psychomotor achievements.
