Abstract

This paper aimed to examine Indonesia's means in 2009-2014 to deal with Indonesian nationalism problem at West Kalimantan-Sarawak border. The means of it divided into two categories: securing the border and political nationalism. The disparity between Indonesian and Malaysian at West Borneo-Sarawak border became the cause of societal security problem. National identity problem showed with the rising problem of Indonesian people nationalism at the research site. The research method used in this paper was a qualitative method with a descriptive case study technic. Data collection did by interview and documentation study. Securing the border means was done by guarding the border area and state frontier. Added by the diplomacy toward Malaysia in border issues. Political nationalism means was done firstly by showing state attention and existence. This means was done by doing physical development and delivering aid. Secondly, by giving education and empowerment to the people. Indonesia has done some means to deal with nationalism problem. However, there were still some obstacles, such as coordination and communication problem, human resources quality, and the lack of commitment.

Abstract

Tulisan ini bertujuan untuk menjelaskan upaya negara Singapura membentuk NSCS (National Security Coordination Singapore) sebagai strategi kebijakan luar negeri yang baru untuk mengantisipasi masalah terorisme. Munculnya terorisme di Singapura didukung dengan perkembangan Al-Qaeda, sebagai sebuah jaringan global, di berbagai belahan dunia dan saling mendukung dengan pertukaran dana, peralatan dan keahlian. Penulis menggunakan teori counterterrorism dalam menganalisis keberadaan terorsime, teori decision making process untuk menganalisis strategi dan efektivitas upaya pengamanan isu terorisme di Sngapura. Penulis menggunakan metode penelitian deskriptif dengan pendekatan kualitatif yang didukung dengan pengumpulan data studi kepustakaan dari sumber buku, literatur, jurnal penelitian, serta dari media berita. Hasil penelitian menunjukkan besarnya peran strategi pertahanan dalam menghadapi isu terorisme. Terbukti dengan pembuatan kebijakan luar negeri melalui pertahanan militer serta menjaga perdamaian dan keamanan dalam ruang lingkup regional serta internasional. Pada akhirnya, negara Singapura berhasil membuktikan efektivitas kebijakan luar negeri Singapura melalui strategi pertahanan total dalam menghadapi isu terorisme.

Abstract

Tulisan ini bertujuan untuk untuk mengetahui metode pembelajaran yang diterapkan kepada mahasiswa Program Studi Ilmu Hubungan Internasional dan Ilmu Politik. Permasalahan dua program studi (prodi) di FISIP UNTAN yang memiliki rumpun ilmu yang sejalan membuat beberapa dosen saling mengajar kedua prodi tersebut. Namun, pada praktiknya terdapat perbedaan dalam kualitas proses belajar mengajar yang terjadi pada kedua prodi tersebut. Kondisi fasilitas dan prose evaluasi dari fakultas yang belum memadai menjadi kendala utama yang ditemui. Penelitian ini berupaya mengulas perbandingan proses belajar mengajar di Program Studi Ilmu Hubungan Internasional dan Ilmu Politik. Kajian dilakukan dengan didukung oleh faktor-faktor yang mempengaruhi keberhasilan metode pembelajaran, yang terdiri dari faktor fasilitas, hubungan sosial, dan lingkungan sekitar. Dengan menggunakan metode kualitatif, penelitian ini berupaya menampilkan perbandingan metode pembelajaran yang diterapkan pada Program Studi Ilmu Hubungan Internasional dan Ilmu Politik dengan kajian konsep metode pembelajaran. Temuan penelitian adalah penerapan metode pembelajaran di kedua prodi memiliki kesamaan, tetapi perbedaan yang mencolok pada proses belajar mengajar di kedua prodi tersebut adalah jumlah dan kualitas mahasiswa, referensi belajar dan intensitas dosen mengajar di kelas.

Abstract

This reasearch article aims to know and describe the effort of Posyandu revitalization as one of Indonesian way to increase soft power in conducting global health diplomacy. Using Qualitative Methods, also global health, Posyandu, public-private partnership, and soft power concepts, research find that Indonesia has done a lot of health diplomacy in the international arena. The improvement of the Posyandu model with the private sector can be one of Indonesia's softt power in conducting diplomacy in the global health sector.

Abstract

This paper aims to analyze the issue of Indonesia's migrant domestic workers within the framework of ASEAN Community beyond 2015. With the government's plan to stop the sending of Indonesia's migrant domestic worker abroad in 2017, one of possible direct effects would be the rise of unemployment rate. On other hand, one of the consequences of the integrated ASEAN Economic Community is the free movement of people, commodities and services between ASEAN member countries. Higher level of people's flow will increase connectivity as well competition. Using a qualitative approach of method, this paper elaborates the discourse of the Indonesia's migrant domestic workers, using the societal and economic security perspective as analytical framework.

Abstract

Tulisan ini bertujuan untuk menjelaskan kolaborasi antara akademisi dan komunitas sosial dalam melakukan pemberdayaan masyarakat berbasis masjid. Beberapa tahun ke belakang, Badan Intelejen Nasional (BIN) Republik Indonesia mengeluarkan rilis bahwa radikalisme telah menyebar di kalangan masjid. Keberadaan remaja masjid sering kali masih belum menjadi perhatian untuk membendung radikalisme yang banyak menyasar anak muda. Kampung Caping dirancang untuk menjadi destinasi wisata terpadu dengan kearifan lokal yang menyediakan beragam paket wisata di satu tujuan. Kemungkinan meningkatnya pengunjung dari banyak kalangan dan asal lokasi membuat kawasan tersebut perlu untuk disiapkan penyangga, khususnya dalam hal penyebaran isu radikalisme. Kegiatan pengabdian dilakukan dengan metode kolaborasi antara komunitas sosial dan akademisi, melalui ceramah dan diskusi terpimpin. Hasil kegiatan menunjukkan bahwa upaya menyambung ilmu di kalangan akademisi dengan perantara komunitas sosial berhasil dilakukan. Pola komunikasi dan pendekatan yang lebih membumi membuat sambutan dari warga lokasi kegiatan sangat baik.

Abstract

Tulisan ini disajikan guna menjawab pertanyaan penelitian bagaimana Nawa Cita dapat dimanfaatkan sebagai pendorong pembangunan kawasan perbatasan di Kalimantan Barat. Kawasan perbatasan tersebut kurang diperhatikan oleh pemerintah. Masalah yang ditemui di sana, antara lain adalah buruknya infrastruktur, penegakan hukum yang tidak maksimal, dan pemanfaatan sumber daya alam dan manusia yang tidak optimal. Penulis menggunakan Teori Pilihan Rasional sebagai turunan dari perspektif dalam kebijakan luar ngeri dengan pengumpulan data didapatkan melalui teknik studi literatur yang berasal dari bab buku, artikel di dalam jurnal, dan artikel daring. Hasil dari penelitian ini menunjukkan bahwa perwujudan kebijakan Nawa Cita di kawasan perbatasan di Kalimantan Barat telah dilakukan dengan pergeseran arah kebijakan, pembangunan Pos Lintas Batas Negara, infrastruktur penunjang, dan pengamanan perbatasan. Indonesia juga merevitalisasi peran dan fungsi Badan Nasional Pengelola Perbatasan (BNPP), meningkatkan perlindungan terhadap sumber daya alam, dan melakukan penyelarasan pendekatan kesejahteraan dan keamanan untuk mengurangi tingkat kemiskinan.

Abstract

This article examines how state territorial regulation can encourage development in Indonesia's border regions. This article also tries to explain the need for better management of borders between countries because there are several obstacles in implementing cross-border regulations. This research uses qualitative methods by taking the perspective of international law and constitutional law and collecting data through field research and reviewing related literature. Field research was carried out for 3 months by conducting in-depth interviews with several informants. Secondary data was obtained from reviewing books, journals, writings and mass media regarding international law, international relations and constitutional law. This research shows that the idea of ​​reforming border management between countries must be based on several aspects, namely law, institutions, development approaches and spatial planning. Abstract

This article aims to analyse the extent to which the regulatory authority established by Law Number 43 of 2008 has been implemented to manage the development of Indonesia’s border areas. The central and regional governments envision the forefront of the state to optimise the welfare of people living in Indonesia's border areas with neighbouring countries. Due to the widening economic gap with Sarawak, less optimal coordination between central and regional governments in handling state border areas, and limited infrastructure and social facilities, the border area poses a complex threat to the sovereignty of Indonesia. We conducted descriptive normative research by exploring several sources from the laws and regulations, books, journal articles, and online news articles. Additionally, we incorporated field research as our data collection method in West Kalimantan Province. The author observed the border area and conducted expert interviews with the local government, the manager of the border gate at Entikong, Sanggau Regency, and the West Kalimantan Provincial government representative. Normatively, the authority has been divided and defined in Law Number 43 of 2008. However, a lack of coordination in implementing the law was caused by the ambiguous hierarchy of authority among the stakeholders due to the physical capabilities to reach the areas. We argue that the closest coverage of authoritative bodies in giving services to the people will boost the people’s welfare in the border areas.

Abstract

This paper seeks to explain the implementation of the ASEAN Consensus 2017 on the issue of migrant workers’ protection. Entikong was chosen as a research object because of its position as Indonesia’s border gate that distributes migrant workers to Malaysia. The problem of migrant workers still an obstacle to ASEAN member states. The consensus brings a new hope towards a better protection on the issue of migrant workers. Nevertheless, Indonesia has been struggling with the cases of migrant workers. This paper employs the concept of multilevel governance and human security. We argue that at the national and local level, the implementation was quite good. There were some different understandings regarding the consensus. Local government or vertical institution in the region was not well informed about the document, but their acts on the issue of migrant workers were implementing the spirit of the consensus. On the international level, Indonesia also participated in conducting an action plan on the implementation of ASEAN Consensus and promoted other ASEAN members to create a legally binding instrument on the issue of migrant workers protection in Southeast Asia.
