Abstract

ABSTRACT The development of the Poco Leok Geothermal Power Plant (PLTP) in Manggarai Regency is part of Indonesia's national energy transition policy toward the utilization of renewable energy. The implementation of this project has generated socio-political dynamics at the local level, particularly regarding the role of customary institutions in responding to development initiatives. This study aims to analyze the role of Tu'a Teno in Lungar Village in the development process of the Poco Leok Geothermal Power Plant, with a particular focus on Tu'a Teno from gendang (customary clans) that support the project as the representation of the phenomenon under study. The research employs Michel Foucault's Micro-Power Theory to examine how power relations, knowledge, and discourse shape community support for development. This study uses a qualitative case study approach, with data collected through in-depth interviews, observation, and documentation. Informants were selected using purposive sampling and further developed through snowball sampling. Data were analyzed through the stages of data reduction, data presentation, and conclusion drawing. The findings indicate that Tu'a Teno plays a strategic role as a social mediator, a source of customary legitimacy, and a bridge between the community, the government, and the project developer. Through customary mechanisms such as lonto leok and tabe gendang, Tu'a Teno facilitates deliberation, strengthens communication, and reinforces the legitimacy of collectively agreed decisions. Project socialization functions as a process of knowledge production that shapes community understanding of development, energy needs, and public welfare. From the perspective of Michel Foucault's Micro-Power Theory, power operates productively and is dispersed through networks of social relations, the production of knowledge, and development discourse. Consequently, community acceptance of the Poco Leok Geothermal Power Plant development is determined not only by state authority but also by the legitimacy constructed through customary structures and authorities. This study demonstrates that Tu'a Teno serves not only as the guardian of customary institutions but also as an actor who mediates interests and shapes community acceptance of development.
