Abstract

Tulisan ini mengkaji tentang tingkat kepercayaan publik terhadap DPRD Sulawesi Tenggara. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskrpitif kuantiatif. Teknik pengumpulan data digunakan melalui metode angket, teknik dokumentasi, teknik wawancara, dan focus group discucssion. Hasil penelitian menujukkan bahwa tingkat kepercayaan publik terhadap DPRD Sulawesi Tenggara berada dalam kategori sedang dengan skor tingkat kepercayaan publik 3,23 skala likert dengan rentang kriteria sebesar 64,47 % . Penelitian ini merekomendasikan strategi meningkatkan kepercayaan publik, meliputi: a). Peningkatan akuntabilitas dan transparansi DPRD; b). Penguatan kelembagaan DPRD; c). Peningkatan pemahaman masyarakat tentang DPRD; d). Meningkatkan dukungan administrasi dan teknis terhadap pelaksanaan fungsi dan tugas DPRD; e). Peningakatan dukungan tenaga ahli/staf ahli; f). Optimalisasi peran Humas DPRD; g). Perwujudan teknologi informasi dan komunikasi yang terintegrasi; h). Pengelolaan website, penggunaan media sosial dan penyediaan TV dan Radio Parlemen serta majalah parlemen.

Abstract

This article aims to explain the governance of mining permits after the reform of the mining law and the issuance of the law on job creation. The research design used descriptive qualitative. The results of the study found: First, the Ministry of energy and mineral resources is the leading sector in the management of the mining sector at the national level. Meanwhile, at the local government level, the provincial and district/city offices of energy and mineral resources are played. Second, in Central Sulawesi Province mining business permits are issued by the One Stop Service Investment Office. Before the omnibus law, there are at least five stages that are passed in the licensing process, namely the application for a mining business area permit, an application for an exploration mining business permit, an application for a principle permit for the use of national strategic area space, and an application for an Environmental Feasibility Decree and Environmental Permit, as well as an application for a production mining business permit. Third, the issuance of law number 11 of 2020 concerning job creation (omnibus law) reduces the authority of local governments in managing mining permits in Central Sulawesi. In addition, the omnibus law provides convenience in environmental management, where environmental permits are replaced with environmental approvals that are integrated with business permits.

Abstract

Artikel ini mengeksplorasi keterkaitan antara interaksi kekuasaan (power interplay) kepala daerah dan perubahan suara partai politik di tingkat lokal. Tulisan ini mengambil kasus perubahan suara Partai Nasional Demokrat (NASDEM) di Kabupaten Muna Barat, dan Partai Keadilan Sejahtera (PKS) di Kota Kendari pada pemilu 2019. Tulisan ini bertujuan menguraikan praktek interaksi kekuasaan kepala daerah, serta menjelaskan dampak interaksi kekuasaan terhadap perubahan suara partai politik. Tulisan ini menemukan kepala daerah melakukan interaksi kekuasaan untuk mempengaruhi aparat sipil negara (ASN), mempengaruhi masyarakat, mempengaruhi camat, lurah dan kepala desa dan mempengaruhi partai politik. Permainan kekuasaan yang diperankan kepala daerah sangat efektif dalam meningkatkan jumlah kursi dan memenangkan partai politik pada pemilu 2019. Partai NASDEM Kabupaten Muna Barat yang didukung oleh Bupati berhasil memenangkan Pemilu dan meningkatkan perolehan kursi legislatif dari 2 menjadi 9 kursi (kenaikan 350 %). PKS Kota Kendari yang dipimpin Walikota Kota Kendari berhasil memenangkan Pemilu dan menaikan perolehan kursi dari 4 menjadi 7 kursi (kenaikan 75 %). Peningkatan suara dua partai ini berhasil mendudukan kadernya sebagai Ketua Dewan Perwakilan Rakyat Daerah,  jabatan yang belum pernah diraih sebelumnya. Pencapaian ini merupakan prestasi yang sangat spetakuler.

Abstract

This paper explains how money politics and ethnic politics work at the same time, and which one of them is more influential when the two are confronted. By examining the 2017 regional election in the city of Kendari, this paper finds that both ethnic politics and money politics were used by contestants running in the election to gain voter support. Nevertheless, ethnic politics failed to maintain voter loyalty when contested with money politics that was designed carefully, massively, right on target, well-structured, and was supported by a solid and militant team.

Abstract

How do oligarchs finance local elections, and what motivates their involvement? This study aims to examine the involvement of oligarchs in funding elections campaigns in Central Sulawesi. The research design uses case studies. This study found that oligarchs were, directly and indirectly, involved in local election activities. They become part of candidates’ campaign teams, finance political activities, play a role in issuing parties’ recommendations, mobilise mass campaigns, pay political consultants, control public opinion, distribute social assistance and design political parties coalitions. The involvement of oligarchs in local election activities is motivated by their desire to promote political parties in Central Sulawesi and the interests of running a business. This orientation of growing political parties is more dominant in influencing oligarchs to be involved in local elections, rather than the orientation of maintaining their business continuity. This finding shows that there is a shift in the orientation of entrepreneurs in providing political support. From previously conducting such support secretly, now oligarchs are bolder to appear in public as administrators of political parties, success teams and supporting political financing.

Abstract

This study discusses the implementation of regional head elections in Indonesia which took place during the Covid-19 pandemic. The study focuses on explaining the high level of voter turnout when Covid-19 hit Indonesia in 2020 which exceeded the turnout rate in normal situations and contrary to the trend of declining global voter turnout. This research uses descriptive qualitative methods with secondary data obtained from official government institutions (especially the election commission and Ministry of Health), mass media both newspapers and other social media, as well as the results of research conducted by other researchers. The results showed that the high level of voter turnout during the Covid-19 pandemic was an anomaly of democracy in the midst of activity restrictions and the trend of declining global voter turnout. The high voter turnout during the Covid-19 pandemic was inversely proportional to the economic downturn and public confidence in government. This study found that the main factor for increasing voter turnout during the Covid-19 pandemic was the massive mobilization of social assistance funds from the government. Theoretically, this is a synthesis of the mobilization model and the general incentives model of participation in a pragmatic context.

Abstract

Sektor sumber daya alam merupakan salah satu area rawan korupsi. Korupsi di sektor sumber daya alam adalah kejahatan yang mengancam hajat hidup orang banyak. Korupsi dapat dicegah dengan menerapkan prinsip good governance dan good corporate governance. Pelibatan masyarakat sipil atau non government organization merupakan salah satu elemen yang dapat berperan dalam pencegahan dan pemberantasan korupsi. Kegiatan PKM Pemberdayaan Masyarakat Sipil Melalui Corruption Risk Assesment bertujuan memberikan penguatan dan pelibatan masyarakat sipil dalam pencegahan korupsi. Kegiatan ini dilakukan dengan metode sosialisasi pada kelompok masyarakat sipil di Sulawesi Tengah. Sosialisasi ini melibatkan empat organisasi yaitu Jaringan Masyarakat Tambang, Wahana Lingkungan Hidup, Yayasan Tanah Merdeka, dan Konsorsium Pembaharuan Agraria. Keempat organisasi masyarakat sipil tersebut menginisiasi pencegahan korupsi sektor sumber daya alam dengan membangun asosiasi atau forum bersama dengan nama Fraksi Bersih-Bersih Sulawesi Tengah.

Abstract

This article aimed to explain the modus operandi of corrupt practices and identify potential state losses due to corruption in the nickel mining sector in Central Sulawesi. Elite capture theory, with a focus on the appropriation of natural resources by political and economic elites, was used as the analytical framework in this article. This study employed a qualitative-descriptive approach. The data was collected through literature and field studies. To identify the positions and relations of actors in the nickel mining business, the Social Network Analysis (SNA) method was used with the help of the Gephi software. This study found that the actors involved in the nickel mining business came from diverse backgrounds, including politicians, businessmen, bureaucrats, central government officials, regional officials, military personnel, and law enforcement officials. Network relations between actors were identified in five forms/patterns: business networks, family networks, party networks, government networks, and mass organization networks (social and religious). The modus operandi of actors and elites to obtain nickel mining concessions in Central Sulawesi was through land buying, selling and leasing, submitting legal opinions, buying and selling documents, rent extraction, shadow beneficial ownership, and illegal mining. Estimated potential state losses due to corruption in the mining sector since the growth of nickel in Central Sulawesi from 2011 to 2021 was estimated at approximately US$ 100 billion. As a novelty in literature, this research found that elite capture is not only realized through bribery (corruption) but also through intimidation and business cooperation.
