Abstract

Penelitian ini bertujuan untuk menjelaskan bagaimana lahirnya strategi baru akibat dari adanya kemajuan tekhnologi serta pengaplikasian dari strategi tersebut. Strategi-strategi yang dulu bersifat klasik kemudian berubah menjadi modern tatkala perkembangan teknologi tersebut semakin meningkat. Perkembangan tersebut kemudian membawa manusia kepada era yang disebut dengan era nuklir sebagai hasil dari kemajuan tekhnologi. Nuklir yang merupakan senjata pemusnah massal pertama kali digunakan pada masa Perang Dunia II ketika Amerika Serikat melakukan penyerangan terhadap Jepang. Besarnya korban jiwa serta dampak yang ditimbulkan dari penggunaan senjata tersebut kemudian mendorong untuk ditemukannya startegi baru dalam era nuklir. Penelitian ini menggunakan metode deskriptif kualitatif dengan menjelaskan bagaimana lahirnya strategi deterrence. Implementasi konsep detterence dapat dilihat hingga saat ini ketika banyak negara-negara berusaha untuk mengembangkan nuklir sebagai stratregi pertahanan negara mereka.

Abstract

This research aims to explain Independent Village Innovation through the integration of agile governance and sustainable development in village governance. The main focus of the research is on the efforts of the governments of Lobuk Village, Sumenep Regency, East Java and Srimulyo Village, Bantul Regency, Yogyakarta in development innovation through the principles of agile governance. The agile governance approach emphasizes the responsiveness and flexibility of governments that move quickly and agilely in administering government, services and development. Qualitative research method with a case study approach. Data were collected through in-depth interviews, policy document analysis, and participatory observation. The number of informants was 10 people, including village heads, village officials, businesspeople, village youth, community leaders, and experts in policy and development. The results of the study explain the success of village development innovation through the integration of agile, adaptive, and sustainable governance. The agile governance approach encourages a flexible and responsive government in meeting public needs and implementing development. The achievements that have been made are service digitization, high community participation, economic growth, education improvement, infrastructure fulfillment, and accessibility of public mobilization. This research has implications as a guide for village governments in optimizing development strategies to achieve sustainable goals at the local level.

Abstract

Social media has a big role in promoting ekasoghi beach tourism. Promotion through social media tiktok, Instagram and Facebook is a strategy carried out by Ekasoghi beach tourism managers in an effort to increase of the visitors. Open access to information is expected to provide information to potential tourists to obtain accurate information according to the information needed. In addition, the presentation of information through social media is able to persuade visitors so that in the next process it encourages them to visit Ekasoghi beach tourist destinations. This study uses a qualitative approach to the method of collecting observational data. The research results show that 1) many destinations have become viral or known to the wider community because the destinations difused on social media, 2) Tiktok is used to share cinematic videos and Ekasoghi beach vlog videos, 3) Instagram is used to disseminate various facilities on Ekasoghi Beach, 4) Facebook is used as a marketing medium to a wide audience to promote various Ekasoghi beach tourism products.

Abstract

Agriculture is a strategic sector in meeting food needs and significantly impacts people's lives. For the agricultural sector to always grow productively, it is very necessary to modernize agriculture by utilizing technological aspects. Increasing agricultural needs and extreme weather fluctuations make it imperative for agricultural aspects to carry out reforms. So this service activity is to explain to the farmer group community about the use of smart farming through a field monitoring system. The method used is qualitative with 4 stages, 1) preparation: coordination, study, and creation of materials, 2) implementation: lectures, visualization, discussions, and collaboration mapping, 3) evaluation: community understanding, and encouragement from the village government, 4) reporting: report manuscripts and publications. The results that can be obtained from this activity are the socialization and education of agricultural technology through the use of smart farming. The community has high enthusiasm and a high spirit of reform but has weaknesses in human and financial resources. So the results of this PkM activity also recommend the openness of the Somor Sokon farmer group to the minds of young people and the awareness of young people to be involved in the development of village agriculture. Abstract

Badan Permusyawaratan Desa sebagai Lembaga representative publik memiliki peran dan fungsi strategis dalam memperjuangkan kepentingan publik melalui pengawasan kepada pemerintah desa dan kritik-saran untuk mewujudkan kebijakan desa yang berkualitas, pembangunan yang merata serta pengelolaan pemerintahan yang baik. Upaya menguatkan peran fungsi BPD sebagaimana diamanahkan dalam UU No.6 tahun 2014 sangat penting dan strategis untuk menjaga terpeliharanya kepentingan dan kebutuhan publik melalui kebijakan pemerintah desa dan pemerataan pembangunan desa. Tujuan pengabdian ini untuk menghuraikan secara terperinci penguatan peran dan fungsi badan permusyawaran desa dalam meningkatkan kualitas kebijakan dan pemerataan pembangunan desa Banuaju Barat Kecamatan Batang-batang Kabupaten Sumenep. Metode yang digunakan dalam pengabdian ini kualitatif diskriptif dan eksplanatif. Metode secara diskriptif tetantang permasalahan mitra dan dijelaskan secara mendalam tawaran solusi atas persoalan mitra. Hasil pengabdian penguatan peran dan fungsi BPD ini dikelompokkan dalam tiga unsur uama diantaranya: 1) pelatihan pemahaman peran dan fungsi BPD secara yuridis dan sosiologis; 2) pelatihan pendekatan aspiratif dan solutif; 3) analisis kebijakan dan implementasi kebijakan. Rangkaian hasil tersebut, dilakukan untuk menciptakan tatakelola pemerintahan yang baik sehingga menghasilkan kebijakan yang berkualitas, dan pembangunan yang merata dan berkeadilan. Strengthening the Role and Function of the Village Consultative Body in Improving the Quality of Government Policies and Equity in Rural Development The Village Consultative Body as a public representative institution has a strategic role and function in fighting for the public interest through supervision of the village government and criticisms to realize quality village policies, equitable development, and good governance management. Efforts to strengthen the role of BPD functions as mandated in Law No. 6 of 2014 are very important and strategic to maintain the maintenance of public interests and needs through village government policies and equitable village development. The method used in the service is qualitative and explanative. The method is descriptively about partner problems and explained in-depth solutions to partner problems. In the service of strengthening the roles and functions of the BPD, three agendas are carried out including 1) training in understanding the roles and functions of the BPD in a juridical and sociological manner; 2) training on aspirational and solution approaches; 3) policy analysis and policy implementation. The role and function of the BPD need to be continuously improved to create good governance so as to produce quality policies and equitable and just development

Abstract

This article seeks to explain the influence of competence and work motivation on the performance of BUMDes Camar management in Parsanga Village, Sumenep City District, both partially and simultaneously. BUMDes as an organization that manages the economic growth of rural communities is expected to have good management performance in order to maximize the roles and functions of the organization. Performance is closely related to competence and work motivation. The method used is mixed, beginning with quantitative and continuing with qualitative. Quantitative data collection through questionnaires on 24 respondents. Data analysis techniques are multiple linear regression, t test and F test. The results of the competency variable t test (X1) have a significance level of 0.011. While the tcount value is 2.809 and ttable is 2.080 (2.809> 2.080), meaning that it has a significant effect. The results of the t-test for the variable work motivation (X2) show a significance level of 0.001. Meanwhile, the tcount is 4.063 and the ttable is 2.080 (4.063 > 2.080), meaning that it has a significant effect. F test results show a significance level of 0.000. While the value of Fcount r 18.175 and Ftable 3.44 (18.175> 3.44) means that competence and work motivation simultaneously have a positive and significant effect on performance. The coefficient of determination (R2) of 0.634 means that performance is influenced by competence and work motivation by 63.4%, the remaining 36.6% is influenced by other variables not examined in this study. Then qualitatively it shows that the importance and significance of loyalty in competence and work motivation is to maintain and foster the work enthusiasm of Camar BUMDes management.

Abstract

Poteran Village is the island with the largest moringa producer in Sumenep Regency. The results of the Moringa plant are then processed into various food products such as Moringa noodles, Moringa tea, Moringa flour and Moringa capsules. Based on this potential, it is important to develop it into a tourist destination based on educational tourism with an empowerment management strategy. As is known, Moringa tourism studies have not received much attention from academics. Therefore, research was conducted to find out how Moringa can be managed as a culinary tourism attraction based on educational tourism using resource strategies. The research uses a qualitative method with focus group discussion as a data collection method. The results of this research show 1) readiness of facilities as the responsibility of stakeholders, 2) Optimization of human resource empowerment related to community empowerment as the main actor, 3) Utilization of financial resources as the main driver in launching the Moringa educational tourism development program, 4) institutional strategy is a strategy that used in order to seek the role of institutions in developing education-based Moringa tourism destinations.

Abstract

Sumenep Regency has 126 islands within its territory, divided into 19 sub-districts on the mainland and 8 sub-districts in the marine or island areas. In the past five years, the rate of maritime accidents in Sumenep Regency has been relatively high, with a history of shipwreck incidents. The government needs to offer appropriate solutions to address these naval accidents. An innovation from the government concerning the issues in Sumenep Regency is creating the SiKaPal program (Maritime Safety System) as a tangible form of the government’s concern for Sumenep Regency. This study aims to understand the maritime safety mitigation system and explain the SiKaPal model as an innovation in the governance of marine safety. This research uses a descriptive qualitative method with data collection and analysis conducted through primary data obtained from interviews with key ship informants regarding the implementation of security management operations that have been carried out so far, including the obstacles encountered in the implementation of SiKaPal. The Sumenep Regency government, through the Communication and Information Agency (Diskominfo), initiated SiKaPal (Maritime Safety System) to address the occupational safety issues of fishermen in Sumenep Regency. Maritime safety innovation has become a solution and an answer to the existing problems. SiKaPal (Maritime Safety System) is the only innovation that uses AIS (Automatic Identification System) and is available only in Sumenep Regency. Governance innovation can enhance the capacity of public sector innovation because it is often seen as an alternative rather than a complement. The integration of the SiKaPal system and safety mitigation measures serves as an innovation model for more effective ship safety management.
