Abstract

Perkembangan industri pariwisata di Kabupaten Garut saat ini terbilang sangat pesat. Situ Bagendit adalah salah satu tujuan wisata alam terkenal di Kabupaten Garut, terletak di Desa Bagendit Kecamatan Banyuresmi. Peningkatan jumlah pengunjung dan kegiatan yang dilakukan untuk mendorong pertumbuhan ekonomi akan berdampak pada peningkatan volume sampah. Penelitian ini bertujuan untuk menganalisis strategi pengelolaan sampah di wisata Situ Bagendit dengan menggunakan pendekatan kualitatif. Metode penelitian melibatkan wawancara mendalam dengan Dinas Lingkungan Hidup, pihak pengelola wisata, petugas kebersihan, dan pengunjung, serta observasi langsung di lokasi wisata Situ Bagendit. Teori yang digunakan dalam penelitian ini yaitu menggunakan teori manajemen strategis dari J. David Hunger dan Thomas L. Wheelen yang terdiri dari 4 tahapan yaitu pengamatan lingkungan, perumusan strategi, implementasi strategi, serta evaluasi dan pengendali. Hasil penelitian menunjukkan bahwa terdapat beberapa strategi pengelolaan sampah yang telah diterapkan di wisata Situ Bagendit, termasuk penempatan Tempat Penampungan Sementara yang dekat dengan wisata sehingga memudahkan dalam pembuangan sampah dan upaya pemanfaatan tanaman eceng gondok menjadi lukisan atau bahan pupuk. Namun, terdapat beberapa hambatan yang dihadapi, seperti ketersediaan petugas kebersihan yang tidak memadai, kurangnya fasilitas dan peralatan kebersihan, serta kurangnya partisipasi pengunjung dalam menjaga kebersihan.

Abstract

Improving public services is the primary goal of governance, which is focused on community welfare. One critical sector in enhancing the quality of public services is residential area management. This article examines the role of residential area management in supporting public service improvement, focusing on implementing the Regional Development and Housing Plan (RP3KP) in Tana Tidung Regency. The study aims to analyze the contribution of RP3KP to public service improvement in the housing sector and identify key success factors and challenges in its implementation. This research employs a qualitative approach with a case study method. Data was collected through policy document analysis, interviews with relevant stakeholders, and field observations. The results indicate that RP3KP has positively contributed to improving the quality of public services in the housing sector through integrated and participatory planning. The successful implementation of RP3KP is influenced by policy synergy between central and local governments, active community involvement in planning, and effective coordination among local government agencies. However, this study also identifies several challenges, such as limited resources, inadequate spatial data, and difficulties in cross-sectoral coordination. The implementation of RP3KP can potentially become a strategic model for optimizing public services in the housing sector, provided it is supported by consistent policies, efficient resource management, and enhanced institutional capacity. Practical recommendations for local governments include strengthening residential area management as an integral part of inclusive and sustainable public services.

Abstract

This study investigates the essential yet frequently ignored function of trust in data governance networks for poverty alleviation programs in Garut Regency, Indonesia, based on Actor-Network Theory (ANT). The research employed a qualitative method which included 35 in-depth interviews with government officials from Social Service, Regional Planning Agency, and Baznas together with beneficiary community members and Focus Group Discussions with Regional Government Organizations and Village Heads. The research demonstrates that poor trust between human actors (government-community) and non-human actors (Poverty Data) creates major obstacles for essential poverty alleviation programs including Non-Cash Food Assistance and the Family Hope Program. The main obstacles that emerged during the study included strong sectoral egos, uncoordinated and non-unified data systems and unclear data management transparency practices. According to ANT "translation" analysis the network faces important challenges at interest and enrollment stages which prevent successful mobilization. The research reveals two potential trust-building approaches through the productive training provided by Baznas and the local Lapad Ruhama initiative, but success depends on better coordination and community participation. The research contributes new understanding through its analysis of poverty alleviation networks using ANT while addressing a major theoretical and empirical gap about data governance in Indonesia. This study proposes three practical recommendations to boost poverty alleviation program effectiveness in Garut Regency: data integration improvement, inter-organizational synergy promotion, continuous community empowerment training and enhanced data  verification transparency through community involvement.

Abstract

Kompetensi kepala desa belum banyak diteliti dibandingkan dengan aparatur pemerintah desa, padahal kepala desa adalah pimpinan di dalam pemerintahan desa yang menentukan keberhasilan pembangunan desa dan pencapaian target-target di dalam RPJMDes. Penelitian ini menyusun dimensi-dimensi kompetensi kepala desa berdasarkan hasil kajian literatur. Hasilnya adalah empat dimensi kompetensi kepala desa yang terdiri dari kompetensi teknis dan non-teknis. Keempat dimensi tersebut adalah: kemampuan teknis dalam pelaksanaan tahap pembangunan desa, kemampuan berkoordinasi dengan pemerintah kabupaten/kota dan pihak-pihak lainnya, kemampuan meningkatkan partisipasi masyarakat, dan kepemimpinan. Keempat dimensi ini dapat dikembangkan di dalam penelitian selanjutnya dalam konteks kompetensi kepala desa dan keberhasilan pembangunan desa. Secara praktis dimensi-dimensi ini dapat menjadi input bagi pemerintah pusat dan daerah dalam menyusun program-program peningkatan kompetensi kepala desa dan kaderisasi calon kepala desa.

Abstract

Penelitian ini mengkaji efektivitas program bimbingan sejawat di Dinas Pariwisata dan Kebudayaan Kabupaten Garut. Tujuan penelitian ini untuk mengetahui seberapa efektif pelatihan guru dalam meningkatkan produktivitas pegawai di Dinas Pariwisata dan Kebudayaan Kabupaten Garut. Penelitian ini menggunakan metodologi deskriptif kualitatif dengan menggunakan teknik narasumber gambar lilin, observasi di Dinas Pariwisata dan Kebudayaan Kabupaten Garut, serta studi dokumentasi melalui buku, jurnal, artikel ilmiah, dan sumber lainnya. Pelatihan yang dilaksanakan di Dinas Pariwisata dan Kebudayaan Kantor Garut terdiri dari tiga jenis pelatihan yaitu struktural, keuangan, dan kearsipan. Pelatihan yang dilakukan oleh para instruktur di Dinas Pariwisata dan Kebudayaan Kabupaten Garut Meskipun sebagian besar pelatihan tersebut efektif, masih ada beberapa permasalahan dalam cara pembayaran upah kepada para pekerja. Programa pegawaian sangat efektif karena dapat meningkatkan pemahaman pegawai tentang bagaimana mengatur waktu mereka secara efektif.

Abstract

In order to improve the economy in Indonesia, especially in villages and as a form of regional autonomy, the government issued a policy for each village to establish Village Owned Enterprises (BUMDes). Citangtu Village, is one of the areas that implemented a policy regarding BUMDes in 2015 and was established under the name "Surya Mekar Motekar". There are three business fields run by BUMDes Surya Mekar Motekar, including the trade sector with products produced in the form of goods, namely groceries, the social sector (serving) with products produced in the form of services, namely the provision of the Healthy Village program by providing recycling waste collection services for the community, and finally the rental sector with the product produced in the form of a cart rental service. The Analytical Hierarchy Process (AHP) approach in this study is used to find the potential to be developed. Based on the results of the AHP analysis of the leading business of BUMDes Surya Mekar Motekar, cart rental is the top priority with a weight value of 0.058, then basic food is the second priority with a weight value of 0.026 and Garbage Banks are the last priority with a weight value of 0.024.

Abstract

This study the implementation of parking policies in the Orderly Traffic Area of ??Jalan Jendral Ahmad Yani (Pengkolan) Garut Regency. This study uses qualitative methods with descriptive analysis. Data collection techniques used observation, interviews, and documentation. Data analysis techniques include data reduction, data presentation and drawing conclusions. In implementing the policy, local governments carry out persuasive communications through various media and counseling, take firm action in the form of raids and eviction of motorized vehicles parked illegally in the Pengkolan area. The human resources for implementing the policy, Department of Transportation and Satpol PP, are sufficient both in quality and quantity. Official parking facilities are still limited and cannot accommodate the number of vehicles. The inhibiting factors are the lack of enforcement of sanctions, the lack of outreach to the people who come to the Pengkolan area, the lack of public understanding of the function of official parking lots. As for suggestions, the local government should look for parking facilities that are close to shops in the Pengkolan area, take strict action against illegal parking that is rampant along Pengkolan, maintain the attitude of the apparatus who have a strong commitment to achieving K3 Pengkolan.
