Abstract

There was a discussion activity conducted by a small club of the University of Indonesia called SGRC (Support Group and Resource Center on Sexuality Studies) at the beginning of January 2016. It did not only discuss sexuality such as sexual preferences but also conduct peer support for LGBT groups. However, it was reported illegal for many reasons. Although later the “illegal” stamp was dubbed as an "internal problem" of Universitas Indonesia, the effect was unbelievable. The activity of SGRC was reported by media as “LGBT’s attack on campus”, “LGBT is dangerous for campus”, et cetera. Moral, Eastern hemisphere norms, and religious excuses were the main excuses by media to judge and “punish” the LGBT groups. After the SGRC incident, particularly in 2016, the media, both mainstream and online, massively promoted homophobia through hate speech. The media reported the LGBT phenomenon as not only dangerous but also as entities that must be destroyed. Although not as splashy as online news, some television stations reported the case in their ways. TvOne, compared to other Indonesian TV stations, was the most often to discuss LGBT issues from 2016-2018 through a debate programme titled Indonesia Lawyers Club (ILC). The most controversial episode was the one aired on February 16 whose topic was “LGBT Issues is Rising, How Should We React?” in which a participant, a psychiatrist, was accused of delivering false information. His statement was even responded by a U.S.-based international psychiatrist association which later sent him a warning letter. This paper will explore media framing on tvOne’s debate programme using Robert Entman’s Framing Methods. The result shows that through inviting certain debate participants who voiced certain statements, the TV programme promoted not only anti-LGBT actions but also homophobia.

Abstract

Artikel ini membahas tentang diskursus ujaran kebencian pemerintah Indonesia di media daring di tahun 2016 dengan pendekatan analisis diskursus Sara Mills. Media daring yang dipilih adalah republika.co.id, viva.co.id, tempo.co, dan kompas.com. Hasil riset menunjukkan bahwa kelompok minoritas LGBT tidak pernah menjadi subjek media dan hanya menjadi objek yang dipinggirkan karena dominasi pemerintah atas diskursus tentang LGBT. Temuan ini ditunjukkan melalui tiga hal: pertama, ujaran kebencian dibangun oleh stereotip, stigma, dan nilai heteronormative berasas agama; kedua, kurangnya pengetahuan di kalangan jurnalis tentang seksualitas, terutama LGBT; ketiga, kata-kata kebencian menjadi bagian dari kekuasaan ideologi heteronormative yang menindas dan didistribusikan melalui media daring.

Abstract

Municipal solid waste has become one of major environmental issues and pollution sources. In cities of developing countries, the amount of waste is inversely proportional to the land area available for landfills. Cipayung Landfill in the city of Depok, Jakarta’s southern border, cannot support the volume of waste generated by the city’s 11 districts. This study presents the case of a community group in Tugu Village, Cimanggis, Depok, where a waste separation program had been adopted since 2014 but low rates of participation are still recorded. Earlier observations reveal uneven distribution and location of communal organic bins and transportation of mixed waste. Earlier researches discussed over relationship between waste management and people participation, information dissemination, environmental knowledge, attitude, behavior, facility availability, partially. Thus, this study aims to integrate all these notions by examining the correlations between participation, information exposure, environmental knowledge, environmental attitude and other conditions that may promote participation in waste separation practices. Quantitative approach with quantitative and qualitative methods is implemented. Questionnaires, interviews, and observations are used to collect data. Spearman correlations reveal that participation is very strongly correlated with information exposure, and environmental knowledge, but weakly correlated with environmental attitude. Other conditions include respondents’ daily activities, residence period in the community, family welfare level, facilities provision, and role of community leaders. This study confirms the importance of information dissemination on a routine basis, valid and persuasive messages, facilities provision, and leading actor’s role at the community level to help increase public participation in waste separation

Abstract

Upaya manajemen bencana alam yang terjadi di Indonesia saat ini memerlukan dukungan dari media massa dalam melakukan komunikasi kepada masyarakat. Degradasi lingkungan dan global warming menyebabkan wilayah Indonesia menjadi rawan bencana. Informasi mengenai situasi pra bencana, saat kejadian, dan pasca bencana menentukan terbentuknya keamanan dan kemampuan warga menghadapi bencana. Media massa dapat berperan sebagai early warning system dan melakukan edukasi bagi masyarakat. Konvergensi media saat ini memberikan kemudahan bagi masyarakat untuk mengakses informasi mengenai bencana penting yang dapat mendukung efisiensi manajemen bencana. Kajian ini bertujuan untuk memberikan gambaran mengenai pengemasan informasi bencana di media massa, baik media cetak dan online sebagai bentuk komunikasi bencana kepada masyarakat. Konsep yang digunakan sebagai dasar kajian adalah jurnalisme bencana, komunikasi risiko bencana dan manajemen bencana. Metode penelitian menggunakan studi literatur dan analisis teks framing pada media cetak dan online yang memberitakan berita bencana, dengan pilihan kasus pada pemberitaan oleh Kompas. Hasil dari kajian ini menunjukkan bahwa peran komunikasi bencana menentukan keberhasilan pemerintah untuk memberikan informasi bagi keamanan masyarakat dan mengatasi bencana yang terjadi. Kajian ini memberikan kontribusi bahwa optimalisasi komunikasi bencana secara terpadu penting dalam manajemen bencana, sinergi dengan pelibatan media massa dan masyarakat dalam distribusi informasi melalui pemanfaatan media.

Abstract

Penelitian ini bertujuan untuk memetakan faktor-faktor yang menyebabkan masyarakat tetap tinggal di Kawasan Rawan Bencana (KRB) III Gunung Merapi. Penelitian ini dilakukan dengan pendekatan mixed method. Penentuan jumlah responden dengan rumus Slovin dengan batas toleransi 7 persen dan terpilih sebanyak 151 responden. Analisis yang digunakan untuk mengetahui faktor-faktor yang menyebabkan masyarakat tetap tinggal di daerah rawan bencana menggunakan analisis deskriptif statistik. Hasil penelitian menunjukkan bahwa sebesar 61,6 persen masyarakat merasa nyaman dan tenteram tetap tinggal di daerahnya meski daerahnya rawan bencana. Kenyamanan ini dikarenakan faktor lingkungan, ekonomi, dan sosial. Faktor lingkungan terutama kesuburan tanah, potensi pasir, kerikil dan batu. Sebanyak 56,9 persen penduduknya berpenghasilan lebih besar dari upah minimum regional kabupaten yang sebesar 1,4 juta rupiah per bulan. Sebanyak 92,7 persen mereka mempunyai kerabat yang masih tinggal di satu lokasi dan 95,4 persen aktif dan ikut serta dalam kegiatan kemasyarakatan seperti arisan, pengajian, dan perkumpulan lainnya.Kata kunci: Bencana, Erupsi, Kesiapsiagaan, Kawasan Rawan BencanaEnglish Title: Analysis the Causes That Make People Remain in Disaster Prone Area of Mount Merapi (Study in Mount Merapi Slope of Cangkringan Subdistrict, Sleman District, Yogyakarta Special RegionABSTRACTThis study aims to map the factors that cause people to stay in Disaster Prone Areas (KRB) III of Mount Merapi This research is conducted by mixed method approach. Determination the number of respondents carried out by Slovin formula with a tolerance limit of 7 percent and selected  151 respondents. Determination the factors that cause people to stay in disaster prone areas using descriptive analysis. The results showed that 61.6 percent of people feel comfortable and peaceful stay in their area despite the disaster-prone areas. This convenience is due to environmental, economic, and social factors. Environmental factors, especially soil fertility, the potential of sand, gravel, and stone. 56.9 percent of the population earns more than the district minimum wage of 1.4 million rupiahs per month. Abstract

The development of news about Covid-19 that hit almost the entire world, was conveyed massively by the mass media. The work process of journalists in reporting makes them vulnerable to infection. Photojournalists have to rack their brains to keep sending news. During the pandemic, female photojournalists experienced more obstacles and discrimination than before the pandemic. A strong patriarchal system gives rise to gender discrimination in the male-dominated photojournalist profession. This research is qualitative research with a critical paradigm. Researchers want to see the extent of discrimination against three female photojournalists in Indonesia during the pandemic. This research used qualitative methods, with semi-structured interviews, to explore the experiences of female photojournalists during the Covid-19 pandemic. The findings of this study are the existence of double burden gender discrimination, maternal discrimination, and layoff for those who have high salaries (discrimination based on pay) from the media where they work.

Abstract

ABSTRAKPerubahan paradigma masyarakat mengenai sampah perlu dilakukan secara berkelanjutan. Edukasi kesadaraan dan keterampilan warga untuk pengelolaan sampah dengan penerapan prinsip reduce, reuse, recycle dan replant (4R) penting dalam penyelesaian masalah sampah melalui pengelolaan sampah sejak dari sumbernya. Bank sampah yang berbasiskan partisipasi warga perempuan merupakan modal sosial dalam pengelolaan sampah berbasis masyarakat. Bank sampah yang diintegrasikan dengan prinsip 4R dilaksanakan di Kampung Karangresik, Tasikmalaya, Indonesia. Kegiatan bank sampah merupakan konsep pengumpulan sampah kering dan dipilah serta memiliki manajemen layaknya perbankan tapi yang ditabung bukan uang melainkan sampah. Pemberdayaan warga melalui kegiatan penyuluhan, edukasi, pelatihan dengan metode partisipasi emansipatoris (interaksi dan komunikasi), serta dialog dengan warga di komunitas. Selain itu diperlukan dukungan kemitraan dengan membangun jejaring dan mekanisme kerja sama kelembagaan antara warga pengelola bank sampah dengan stakeholder terkait. Bank Sampah Pucuk Resik (BSPR) di Kampung Karangresik ini telah memberikan manfaat kepada warga, terutama manfaat langsung dengan berkurangnya timbulan sampah di komunitas, lingkungan menjadi lebih bersih dan asri, serta kemandirian warga secara ekonomi. Selain manfaat secara ekonomi, dimana dari tabungan sampah memperoleh uang untuk membayar listrik dan membeli sembako, juga terwujudnya kesehatan lingkungan, dengan kondisi komunitas yang lebih bersih, hijau, nyaman, dan sehat. Pengelolaan sampah terintegrasi dapat menstimulasi kreativitas dan inovasi dari masyarakat sehingga meningkatkan kesejahteraan warga.ABSTRACTChange of paradigm in community about the waste needs to be done with sustainable action. Education of awareness and skills of citizen for waste management with the application of the principle of reduce, reuse, recycle and replant (4R) is important in solving the waste problem through waste management from the source. Bank sampah (the waste bank) with participation of women in community are the social capital of community-based waste management. Bank sampah integrated with 4R principles implemented in at Kampung Karangresik, Tasikmalaya, Indonesia. Activity of bank sampah is the concept of dry waste collection and sorting as well as having appropriate management of banking, not the money saved, but trash. Empowerment of citizens through counseling, education, training with the method of participation-emancipatory (interaction and communication), as well as dialogue with the citizens in the community. Besides of that, the necessary of partnerships, networking and institutional cooperation mechanism between the citizens of the waste bank managers with local stakeholders. Bank Sampah Pucuk Resik (BSPR) in Kampung Karangresik provides benefits to citizens, especially the direct benefits with reduced waste generation in the community, the environment becomes more clean and beautiful, as well as the economic independence of citizens. In addition to economic benefits from saving litter, citizens earned money to pay for electricity and buy groceries, as well as the realization of environmental health with the condition of environment that is more clean, green, comfortable, and healthy. Integrated waste management can stimulate creativity and innovation so as to improve the welfare of the community.

Abstract

Human population growth, the rapid development of urban areas, and climate change were causing a scarcity of freshwater resources. Providing water and sanitation is important to protect the health during a pandemic. However, North Jakarta still faces problems in meeting the water demands of its residents. The COVID-19 pandemic expands the challenges faced by vulnerable individuals living in poverty and without access to health services, water, sanitation, and adequate housing, especially for women. During the COVID-19 pandemic, woman's responsibilities became even heavier; aside from paying attention to their safety and health, women were often burdened with domestic roles towards their families and their responsibility for collecting water supplies for the household. This study examines the situation of women's vulnerability in household water management in the urban environment of North Jakarta, especially during the COVID-19 pandemic. A quantitative approach with descriptive statistical analysis was used in this study. The result of this study portrays women's vulnerability in household water management during the COVID-19 pandemic in North Jakarta in two categories, 49.26% have a high level of vulnerability, and 50.74% have a low level of vulnerability. The level of exposure, sensitivity, and response capacity assessed the vulnerability components. This study is expected to be a reference for sustainable water management, considering gender roles and conditions in urban environments, especially during disasters.
