Abstract

This study analyzes the tourism industry and the implementation of Regional Regulation (PERDA) No. 3 of 2017 concerning Disability Groups in Labuan Bajo, East Nusa Tenggara. Data collection methods include interviews, observations, and documentation, with primary data from interviews and secondary data from written references. The data includes qualitative information about obstacles in the implementation of PERDA and quantitative data on tourism statistics. The purposive sampling technique is used to select informants from various clusters, including the government and the hospitality industry. Data validation is carried out through triangulation of sources and techniques, while data analysis follows the Miles & Huberman method, which consists of data reduction, data presentation, and conclusion drawn. The results show that the West Manggarai local government has launched an awareness program to highlight the importance of employing workers from disability groups. These programs involve mass media, seminars, and workshops, as well as education and training for employers on hiring and supporting workers with disabilities. The implementation of PERDA No. 3 of 2017 concerning Disability Groups includes the development of disability-friendly job portals and internship programs. However, challenges remain, including infrastructure limitations, social stigma, and a lack of experts and training. Although one hotel employs workers with disabilities through an internship program, there are still many obstacles that need to be overcome to achieve optimal inclusion of workers with disabilities in the hospitality industry. Collaborative efforts from the government, the hospitality industry, and the wider community are needed to address these challenges.

Abstract

This study examines the strategic role of the housekeeping department in increasing room occupancy at Parlezo Hotel, Labuan Bajo. Employing a qualitative descriptive approach, data were collected through interviews, observations, documentation, and internal occupancy reports from 2023–2024. Fieldwork was conducted over a two-month period (November–December 2024) and involved five informants, including one housekeeping supervisor and four housekeeping staff. The findings reveal that personalized services—such as towel art for returning guests, birthday surprises, and extra amenities for long-stay visitors—play a key role in enhancing guest satisfaction and loyalty. Infrastructural limitations, such as the absence of an elevator, are mitigated through empathetic service and real-time room coordination using GuestPro, a cloud-based Property Management System (PMS). Operational efficiency is further supported by structured task delegation, regular briefings, quality assurance routines, and responsive communication. Notably, the occupancy rate increased by 5.82% from 2023 to 2024, with a two-year average of 77.19%, reflecting the effectiveness of targeted housekeeping strategies. The study concludes that a well-trained and strategically coordinated housekeeping team is instrumental in maintaining service excellence and improving hotel performance in a competitive tourism environment.

Abstract

This research aims to find the mental meaning of the lexicon contained in the Kelan beach information banner and also the construction of words and sentences on the text of the Kelan beach information banner. This research is a qualitative study. This research uses the language image theory proposed by Witgenstein, 1983 in Starks 2019 and the Proposition theory by Van Dijk 1983. Apart from that, Stylistics theory is also used to look at the language styles contained in the text. The results of the research show that the words contained in the attached text contain a mixture of colloquial loan words such as healing and sunset. Sentence construction is also a type of spoken language sentence where the subject of the sentence is not included but the reader is placed as the subject. Furthermore, there are consecutive verbs in sentence construction, but all of these verbs carry noun meanings.

Abstract

Batu Karas Beach is a prominent marine tourism destination in Pangandaran, Indonesia, renowned for its surf-grade wave characteristics. However, these physical attributes harbor significant environmental risks, necessitating a robust safety management framework. This study employs a descriptive qualitative approach to evaluate the implementation of Occupational Safety, Health, and Security  as a fundamental instrument of destination resilience. The conceptual framework integrates spatial-temporal visitor dynamics with hazard identification, specifically targeting dominant risk factors such as rip currents and breaking waves. The research further assesses the functional effectiveness of the Life Guard (Balawista) in incident mitigation and emergency response. Analysis reveals a critical discrepancy between field officer ratios and visitor fluctuations during peak seasons. While a supervisory structure exists, this operational imbalance increases maritime vulnerability and potential accident rates. The current safety infrastructure remains largely traditional, lacking integration with modern preventive systems. Research findings recommend integrating digital technologies such as QR-Code-based information systems and modernizing safety equipment to strengthen Health Safety and Security standards. Enhancing personnel capacity through international certification and preventive education for tourists are crucial prerequisites for establishing Batu Karas Beach as a safe, globally competitive, and sustainable destination.
