Abstract

Dalam pengabdian ini permasalahan yang dihadapi mitra adalah; 1) Partisipasi dan keterampilan pegawai Badan Pemusyawaratan Desa (BPD) se-Kecamatan Eris Kabupaten Minahasa dalam pengembangan kapasitasnya dalam melaksanakan tugas tanggung jawab pekerjaan yang dinilai belum optimal; 2) Perealisasian Wewenang, Hak dan Kewajiban Desa dalam pelaksanaan implementasinya berdasarkan UU No. 6 tahun 2014 yang dinilai masih belum maksimal; 3) Fungsi BPS se-Kecamatan Eris Kabupaten Minahasa lebih didominasi fungsi pengawasan, dibandingkan fungsi legislasi yakni menyepakati Rancangan Perdes dan manampung aspirasi masyarakat. Solusi yang di tawarkan adalah dilakukan sosialisasi dan penyuluhan dengan judul Pelatihan Pengembangan Kualitas Badan Permusyawaratan Desa (BPS) dalam Mendukung Penyelenggaraan Pemerintahan di BPS se- Kecamatan Eris Kabupaten Minahasa

Abstract

Penelitian ini bertujuan mendeskripsikan dan menganalisis pengelolaan sampah di Dinas Lingkungan Hidup Kota Manado sesuai Perda Kota Manado No. 1 Tahun 2021 tentang Pengelolaan Sampah. Pendekatan kualitatif digunakan dengan teknik observasi partisipatif, wawancara mendalam, dan studi dokumen. Sumber data mencakup masyarakat, petugas kebersihan, staf, dan Kabid PSLB3 di Dinas Lingkungan Hidup. Hasil penelitian menunjukkan pengelolaan sampah di Manado belum optimal karena sistem pengelolaan yang tidak efektif, rendahnya kesadaran masyarakat, keterbatasan SDM, anggaran, serta infrastruktur yang tidak memadai. Penulis merekomendasikan agar Pemkot meningkatkan manajemen pengelolaan sampah secara profesional, melibatkan masyarakat, meningkatkan kualitas SDM, memperbesar anggaran, dan memperkuat infrastruktur pendukung. Selain itu, penting untuk membangun lingkungan pengelolaan sampah yang berkelanjutan dalam aktivitas ekonomi.

Abstract

Penelitian ini bertujuan mendeskripsikan kinerja Pegawai Negeri Sipil (PNS) pada Sub Bagian Umum Perencanaan, Kepegawaian, dan Hukum Dinas Pendidikan dan Kebudayaan Daerah Kota Tomohon. Penelitian menggunakan metode kualitatif dengan teknik pengumpulan data melalui observasi, wawancara semi terstruktur, dan analisis dokumen. Berdasarkan laporan Rekapitulasi Kehadiran Tahun 2023, ditemukan bahwa dari 44 PNS, terdapat 2 pegawai yang mendapatkan hukuman disiplin ringan dan 2 lainnya menerima teguran tertulis, dengan total akumulasi keterlambatan mencapai 6.842 menit. Hasil penelitian juga mengacu pada laporan Kemendagri (2022) yang mengidentifikasi bahwa 30% PNS dinilai memiliki kualitas rendah, 30% kurang mampu memberikan pelayanan maksimal, dan 10% gagal mencapai target kerja. Evaluasi ini mengacu pada Peraturan Pemerintah Nomor 30 Tahun 2019 dan Undang-Undang Nomor 5 Tahun 2014 yang menegaskan pentingnya objektivitas dalam penilaian kinerja berbasis sistem prestasi dan karier. Temuan ini menunjukkan perlunya peningkatan disiplin, etos kerja, dan kualitas pelayanan PNS.

Abstract

This study aims to analyze the policies of the Tomohon District Police (Polres Tomohon) in preventing traffic and road transport violations in Tomohon City. A qualitative descriptive approach was employed, with data collected through field observation, in-depth interviews, documentation, and literature review.Data were analyzed through successive stages of data reduction, data presentation, and conclusion drawing. The findings reveal that Tomohon Police's policies are implemented through two principal approaches: preventive measures, including roadside vehicle inspections; and repressive measures, encompassing violation enforcement, follow-up investigations, and legal proceedings ranging from traffic citations to court trials. Despite yielding reasonably positive outcomes, policy implementation continues to face notable challenges, including limited personnel, insufficient public legal awareness, and uncooperative behavior from certain violators in the field. This study concludes that policy effectiveness needs to be strengthened through more intensive public outreach programs, continuous improvement of community legal awareness, and the optimization of law enforcement mechanisms in order to achieve orderly, safe, and unimpeded traffic conditions in Tomohon City.

Abstract

The Women's Empowerment and Child Protection Agency (DPPPA) of North Minahasa Regency recorded budget realization of 84.19% in Fiscal Year 2025 and was in the fifth lowest position of all regional agencies, with three programs recording the lowest realization: the Special Child Protection Program at 70.31%, the Supporting Program at 83.45%, and the Women's Protection Program at 84.69%. Budget absorption as a fundamental dimension in regional financial management makes this condition require further study based on North Minahasa Regency Regulation Number 6 of 2022 concerning Regional Financial Management, particularly on the principles of orderliness and effectiveness, while identifying the factors that influence it. This study used a descriptive qualitative approach with four informants: Acting Head of the Service, Head of the KAG and PKH Division, Planner, and Counselor of the UPTD PPA. Data were collected through in-depth interviews and document review, then analyzed using the Miles and Huberman model with source triangulation and technique triangulation. The results of the study indicate that implementation is not optimal. In terms of orderliness, the aspect of timeliness is met, but the aspect of appropriateness has not been fully met because several budget items cannot be executed according to their objectives, namely SILPA DAK Non Fisik of Rp70,368,650.00 which cannot be disbursed, remaining employee expenditure due to vacant ASN formations, and remaining BOPPA due to the reactive characteristics of the program. In terms of effectiveness, services to 46 victims are running well and confirmed by a satisfaction survey, but the benefits of socialization and prevention activities have not fully reached the wider community. Inhibiting factors include employee vacancies, coordination between agencies, DAK technical capabilities, and the reactive characteristics of the program, while supporting factors include internal employee conditions and service commitment.

Abstract

This study aims to analyze the implementation of the policy on duties and functions of seaport management by the Bitung Class I Harbormaster and Port Authority Office (KSOP) and to identify the determinants influencing the implementation of the policy. This study uses a qualitative approach with descriptive methods. The research location was at the Bitung Class I KSOP. Data collection techniques were carried out through in-depth interviews, observation, and documentation. Research informants consisted of KSOP officials, operational employees, port service users, and other related parties. Data analysis was carried out through the stages of data reduction, data presentation, and conclusion drawing, while data validity was tested through source and technique triangulation. The results of the study indicate that the implementation of the policy on duties and functions of seaport management by the Bitung Class I KSOP has not been running optimally. In its regulatory function, there are still inconsistencies in the application of regulations and delays in port administration processes. In its supervisory function, limited human resources and supporting facilities have resulted in less than optimal supervision of port activities. Meanwhile, in the function of port service providers, the quality of task implementation has not fully met the principles of speed, accuracy, transparency, and responsiveness as mandated by Law Number 25 of 2009. The determinant factors that influence policy implementation include aspects of communication, human resources, apparatus disposition, and bureaucratic structure. This study concludes that the effectiveness of the implementation of seaport management policies at KSOP Class I Bitung requires strengthening inter-agency coordination, increasing human resource capacity, simplifying administrative procedures, and optimizing technology-based work systems.

Abstract

This study aims to analyze and describe the Sailing Approval Letter issuance service and identify inhibiting factors in the Sailing Approval Letter issuance service at the Bitung Class I Harbormaster and Port Authority Office. This study uses a qualitative research method with a descriptive approach. Data collection was conducted through observation, interviews, and documentation. Research informants consisted of officials and officers of the Bitung Class I KSOP and users of the SPB issuance service. Data analysis was carried out through the stages of data reduction, data presentation, and conclusion drawing. The results of the study indicate that the Sailing Approval Letter issuance service at the Bitung Class I KSOP has not been running optimally because various obstacles are still encountered. The inhibiting factors found include the stability of the electronic service system that does not fully support smooth operations due to network disruptions, delays in data synchronization, and unstable server performance; the capacity of human resources to adapt to digital-based services that is still not optimal, resulting in frequent data input errors and document discrepancies; and support for information technology infrastructure and coordination between service units that have not been implemented in an integrated manner, thus affecting the effectiveness and speed of the SPB issuance service. The conclusion of this study shows that the implementation of INAPORTNET-based SPB issuance services at KSOP Class I Bitung has supported the modernization of maritime public services, but its effectiveness is still influenced by technical factors, human resources, and institutional coordination.

Abstract

This study aims to analyze the implementation of public services for the shipping of the State Ship (KN) Miangas in supporting the maintenance of Navigational Aids (SBNP) in the Bitung Class I Type A Navigation District , and to identify the supporting and inhibiting factors for the effectiveness of the shipping as an instrument of public navigational services. This study uses a qualitative approach with a descriptive research type. The research location was conducted in the Bitung Class I Type A Navigation District . Research informants were determined by purposive sampling , including the Head of the Navigation Section, the Captain of the KN Miangas, and the SBNP Maintenance Technical Officer. Data collection techniques were carried out through in-depth interviews, observation, and documentation. Data analysis used the interactive model of Miles and Huberman (data reduction, data presentation, conclusion drawing). Data validity was tested by triangulation of sources, techniques, and time. The results of the study indicate that the shipping of the KN Miangas is quite effective in supporting the maintenance of SBNP, but not yet fully optimal.

Abstract

This study aims to analyze the effectiveness of Integrated Social Welfare Data (DTKS) control in realizing targeted food assistance in South Likupang District, North Minahasa Regency. The study used a qualitative approach with a case study design. Data were collected through in-depth interviews, participatory observation, and documentation studies of key informants, then analyzed using the Miles and Huberman interactive model. The results of the study indicate that: (1) in the data updating and recipient suitability indicators, DTKS control has not been running effectively because the updating process is static, incidental, and dependent on a central database, so that field verification tends to be subjective and minimal community participation; (2) in the inhibiting factor indicator, technical obstacles were found in the form of the lack of integration of the village information system with the SIKS-NG application, minimal operator training, and limited digital infrastructure, as well as managerial obstacles that include weak cross-agency coordination, non-standardized distribution procedures, informal intervention by local figures, and the absence of a verified backup data mechanism. Based on these findings, it is recommended that data updates be conducted routinely and in a participatory manner, that digital capacity and human resources of civil servants be improved, that distribution procedures be standardized, and that a coordination forum and transparency of backup data be instituted to ensure accuracy of targeting.
