Abstract

DPRD is institution that represents the society to implement the government plan. DPRD as the governmentinstitution has role to carry legislative function, budgeting function, and monitoring function. Legislativefunction is to make policy with Governor. Budgeting function is to organize and set the APBD which iscontains of budget for functional, task and job description for DPRD Provinsi. Abstract

Abstract: Public service is the main task of the civil servant. The demand of the community to improve thequality of service is very strong nowadays. The society as the main character in implementation of thedevelopment is expected to take part actively in the process. Therefore, the business environment should beconducive with fast serving, accountable and safe.Service for the civil servant is very important because the government is the thinker, planner and executor ofthe development. Also as the supporter for the society; as the servant; control the society; encourage thesociety’s participation; educate the society and being responsive to the society’s aspiration.To determine the work effectiveness, which involve with public service, therefore can be determined with someindicators such as a. Level of education b. Abstract

Abstrak: Potensi sumberdaya alam yang ada di wilayah Kecamatan Wori masih sangat besar. Potensisumberdaya kelautan dan perikanan yang cukup besar dapat dilihat dari keanekaragaman ikan,potensi karang, serta hutan bakau yang dapat dimanfaatkan semaksimal mungkin untukpengembangan masyarakat nelayan di wilayah pesisir.Pembangunan bagi masyarakat nelayan menjadi bagian yang tak terpisahkan dari karakteristik dankehidupan masyarakat nelayan. Masyarakat di wilayah Kecamatan Wori adalah masyarakat yangheterogen karena terdiri dari berbagai macam suku, diantaranya adalah suku Sangir, Borgo, SukuBajo, Suku Minahasa, sebagian suku Jawa ,Gorontalo, Bugis dan sebagian pula berasal dari suku-sukulainnya yang di Indonesia. Melalui peningkatan integrasi sosial bagi masyarakat pesisir, maka akanmembangkitkan semangat bagi masyarakat nelayan serta mampu meningkatkan kebijakanpembangunan dan penyelenggaraan pemerintahan.Keywords: Social Community Integration, Policy and Development

Abstract

Community Empowerment Institution or LPM in Indonesian language is an organization formed bysociety initiatively as a partnership organization with the government to contain and deliver the society?sopinion especially about development.The position of LPM in the society is very important and strategic because this institution is the tool todeliver and contain the aspiration of the society and also an organization to encourage the society toparticipate in every aspect of development in the village. LPM basically is giving more space inimplementing the democracy especially for the society.LPM as the partner of the government can contain, facilitate and deliver the message or aspiration fromthe society. Abstract

One of the government entity is to give direct and indirect service to the society in the district orKecamatan. As the government sub-system in Indonesia, Kecamatan has the strategic position to playthe functional role in governance, service, administration, development also for the society itself.Camat has important role in implementing the society’s empowerment. The empowerment model bythe government is to give positive impact in business development and economic empowerment for thesociety.
