Abstract

The continuous development of information technology brings significant changes in various fields of community life. Society and the internet have a very complex and significant relationship, especially in terms of using the internet as a means of socialisation and interaction. In the context of social media abuse, people are often trapped in complex issues that lead to hoaxes and hate speech. This study examines policies, control measures, and punishment for hoax spreaders in the South Sumatra Regional Police jurisdiction. This research employs qualitative research using empirical studies and a legal, sociological framework. This research aims to contribute to the corpus of literature and information regarding the perpetrators of spreading false news (hoax) at the South Sumatra Regional Police. The findings of this study reveal that criminal law enforcement against fake news spreaders (hoaxes) in the South Sumatra Regional Police have procedures or efforts to resolve cases of fake news (hoax); the procedure includes receiving reports/complaints, investigations, investigations, sending SPDP (Notice of Commencement of Investigation), sending case files, and transferring suspects and evidence. Law enforcement entities involved in combating fake news are the Police, Prosecutors, and Judges. This research provides the latest data in 2022 regarding cases of spreading fake news (Hoax) in the South Sumatra Regional Police.

Abstract

The purpose of this research is to understand and analyse the impact of regional expansion in the context of local government with a study of Musi Rawas Regency and North Musi Rawas Regency.  The research method used is qualitative research. This research focuses on three parameters that become criteria and objectives in regional expansion, namely economic growth, regional financial performance, and community welfare which are tested using the impact evaluation method, namely comparative before - after from Finsterbusch & Motz (1980) in the dimension of ‘difference between actual and expected impact’ from Langbein (1980). Data collection techniques used interviews, observation, and documentation. The technique of determining informants is purposive sampling and snowball sampling analysis. The data analysis technique uses data analysis developed by Robert K. Yin (2016), namely compile database, disassemble data, reassemble data, interpret data, & conclude. The results showed that regional expansion in the parent region and DOB had an actual impact that was positive as expected through the parameters of economic growth, regional financial performance, and community welfare, but there were also unexpected and negative impacts. The positive impacts received by the community and local governments have not been proportional to the burden on the state budget for the expansion process and the transfer of funds each year to local governments. The results of this study indicate the need for strategies from the Mura and Muratara governments to improve and oversee community empowerment and regional superior commodities, infrastructure, and PAD, as well as equal distribution of teachers and health workers.

Abstract

This study aims to map the digital literacy competencies of Indonesia’s State Civil Apparatus (ASN) as a foundation for assessing e-government (SPBE) readiness. Focusing on Muara Enim Regency, South Sumatra, the research examines the relationship between ASN characteristics and their levels of digital literacy to develop a comprehensive readiness model. Employing a mixed-method approach with quantitative data from 238 respondents and qualitative validation through interviews, the study utilizes Law et al.’s (2018) Digital Competence Framework alongside the Ministerial Regulation on ASN Competencies. The findings reveal that 60.5% of respondents possess a high level of digital literacy, corroborated by the 2023 SPBE evaluation by KemenpanRB, which rated Muara Enim’s SPBE implementation as “good” (score 3.00). The analysis produces an ASN Digital Literacy Mapping Model consisting of four interrelated dimensions: (1) operationalization of analytical technology tools, (2) digital data and information management, (3) digital interaction and collaboration, and (4) digital security knowledge. This model contributes a new analytical framework for assessing digital readiness within Indonesia’s public sector and supports the integration of digital literacy assessment in SPBE self-evaluation. Although limited to one regency and cross-sectional data, the model provides a replicable foundation for broader regional and longitudinal studies.

Abstract

This study aims to examine the application of Collaborative Governance in poverty alleviation efforts through food self-sufficiency policies in South Sumatra Province. The focus of the research is on actor collaboration within food self-sufficiency policies as a strategy to reduce poverty. This study uses Weber’s theory, which includes vertical, horizontal, and partnership dimensions. Data were collected through public documentation and online videotapes and analyzed qualitatively. The study concludes that the vertical dimension has been met, as there is a legal basis for food self-sufficiency policies; the horizontal dimension is evident through the involvement of non-governmental actors, such as Bank Sumsel Babel; and the partnership dimension is also fulfilled due to binding negotiations between actors, positive partner perspectives, as well as the availability of human resources, political support, and financial resources for policy implementation. However, there are still challenges related to trust levels. Therefore, ongoing socialization of food self-sufficiency policies is needed to build trust among partners. Once this is addressed, food self-sufficiency policies could likely become a viable solution for poverty alleviation across Indonesia.

Abstract

The problem of waste management in Sungailiat District, Bangka Regency, shows high complexity along with the increase in waste generation, limited infrastructure, and the lack of optimal institutional capacity and community participation. The management pattern, which is still dominated by a collect-transport-throw approach, emphasizes the need for a paradigm shift towards more collaborative governance. This study aims to analyze collaborative governance practices in waste management in Sungailiat District using a qualitative approach and case study design. Data was collected through in-depth interviews, field observations, and documentation studies, then analyzed using the Collaborative Governance Regime (CGR) framework which includes the context of the system, collaborative dynamics, collaborative capacity, and shared actions and results. The results of the study show that collaboration between actors has emerged, but it is still partial, ad hoc, and has not been strongly institutionalized. Low trust, mutual commitment, and limited capacity of non-governmental actors are the main inhibiting factors. This study concludes that strengthening collaborative governance that is more structured, inclusive, and long-term oriented is needed to realize sustainable waste management at the sub-district level.
