Abstract

This research provides a comprehensive exploration of global market development strategies, business strategy adaptation, and international supply chain management in the globalization era. The study aims to understand the complex interplay of factors shaping contemporary business practices and to derive insights for enhancing competitiveness in international markets. The research adopts a qualitative inquiry approach, synthesizing existing literature and scholarly perspectives to analyze the phenomena under investigation. Through a thorough review of relevant literature, the study identifies key themes and theoretical frameworks, providing a nuanced understanding of global business dynamics. The findings highlight the diverse strategies employed by firms to navigate international markets, adapt to changing business environments, and manage global supply chain networks effectively. Insights gleaned from the research underscore the importance of strategic adaptation, dynamic capabilities, and collaboration in driving business success in the global marketplace. Moreover, the study elucidates the significance of supply chain resilience, agility, and digitalization in mitigating risks and capitalizing on opportunities in an interconnected world. The implications of the research extend to both theoretical and managerial domains, informing evidence-based strategies for sustainable growth and competitiveness in the globalization era.

Abstract

The existence of regulations regarding civil servant discipline mandates that these employees exhibit high levels of discipline to deliver exceptional service, thereby fulfilling the government's objective of forming Civil Servants who serve society effectively. This study aims to examine the implementation of civil servant discipline, identify the inhibiting factors, and explore efforts to overcome obstacles in enforcing discipline among civil servants at the Samarinda City Personnel and Human Resources Development Agency Office. The research employs a qualitative approach with descriptive methods, utilizing both primary and secondary data sources. Data collection techniques include observation, interviews, and documentation. The theoretical framework is based on Hasibuan's theory of employee discipline indicators. The findings reveal that civil servant discipline at BKPSDM Samarinda City, based on the Discipline Indicator Theory, is generally good. However, several issues hinder the implementation of discipline, such as the long distance to the office, which affects mobility and time efficiency, and personality factors of undisciplined employees, who often misuse time after checking in and develop habits that are hard to change. Additionally, there is a lack of understanding among some employees regarding disciplinary regulations. Efforts to address these challenges include persuasive and firm reminders according to civil servant discipline rules, strict sanctions for rule violations, and dissemination of the latest disciplinary regulations to ensure understanding. The author suggests that BKPSDM Samarinda City should provide rewards for outstanding employees, address obstacles to discipline implementation more comprehensively, and be more explicit in sanctioning rule violations.

However, the study also highlights several challenges in adopting agile governance, including resistance to change, leadership gaps, and the need for a supportive organizational culture. The findings suggest that while agile governance can significantly enhance organizational agility, its successful implementation requires a comprehensive cultural transformation, the development of agile leadership competencies, and the strategic integration of digital tools. Additionally, the study calls for further research on the long-term impact of agile governance, its industry-specific applications, and the role of leadership in fostering agile environments. This research contributes to both theoretical development and managerial practice by offering insights into how agile governance can be effectively implemented in the digital era, ensuring organizations can navigate the complexities of digital transformation.

Abstract

This research is a field research with a qualitative approach that aims to determine the implementation of the Makassar BBPVP integrity zone, to determine the supporting and inhibiting factors of the implementation of the Makassar BBPVP integrity zone and to find out the strategy for achieving the Makassar BBPVP integrity zone. Data collection was carried out using interview techniques that refer to six indicators of the implementation of the Integrity Zone, namely change management, management arrangement, management system arrangement, strengthening work accountability, strengthening staffing, and improving the quality of public services. The data analysis technique is to adapt the design model for the construction of integrity zones. The results of this study show that: 1) the implementation of integrity zones seen from six levers criteria, namely change management, implementation of governance, structuring the HR management system, strengthening performance accountability, strengthening supervision and improving the quality of public services has been carried out properly and in accordance with applicable procedures or mechanisms. 2. The strategy to achieve the integrity zone towards WBK/WBBM at BBPVP Makassar has been well implemented, as seen from the six criteria for leveraging the integrity zone achievement strategy, namely Management optimization, Optimization of governance arrangement, HR Management System Arrangement, Optimization of accountability strengthening, Optimization of supervision strengthening, and Optimization of improving the quality of public services

Abstract

The digital transformation of public administration has become a crucial aspect of governance, particularly in developing countries like Indonesia, where efforts to modernize the public sector are underway. This study examines digital technologies' impact on Indonesia's bureaucratic structures and governance processes, focusing on the opportunities and challenges associated with integrating digital tools into public administration. The research adopts a qualitative approach, primarily relying on a comprehensive literature review of scholarly articles, government reports, and relevant case studies. This methodology enables a nuanced understanding of how digital governance is implemented and its implications for bureaucratic reform in Indonesia. The findings reveal significant progress in service delivery, transparency, and citizen engagement, with e-government platforms facilitating easier access to public services and promoting greater accountability. However, several challenges persist, such as resistance to change among public sector employees, a digital literacy gap, infrastructure disparities between urban and rural areas, and concerns about data security. The research concludes that while Indonesia has made substantial strides in adopting digital governance, overcoming these barriers requires strategic investments in digital infrastructure, fostering innovation within bureaucratic structures, and ensuring equitable access to digital services. The study also highlights the importance of a flexible and inclusive approach to digital governance to address Indonesia's unique socio-political and cultural challenges.

Abstract

Pengabdian ini bertujuan meningkatkan efisiensi layanan publik di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kota Makassar melalui optimalisasi manajemen SDM dan teknologi OSS (Online Single Submission). Tantangan utamanya adalah rendahnya kompetensi SDM, resistensi terhadap teknologi baru, lambatnya proses perizinan, dan kurangnya evaluasi kinerja yang terukur. Pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi terkait kebijakan SDM dan pelayanan publik. Hasilnya, pelatihan terstruktur berhasil meningkatkan kompetensi pegawai, mempercepat perizinan, dan mengurangi resistensi terhadap teknologi. Sistem evaluasi kinerja berbasis target dan indikator meningkatkan produktivitas dan kualitas pelayanan. Koordinasi antarunit juga meningkat berkat teknologi digital yang mempercepat alur kerja dan komunikasi. Rekomendasi utama mencakup pentingnya pelatihan berkelanjutan, manajemen kinerja, dan strategi perubahan untuk mendukung transformasi digital. Pengabdian ini berkontribusi pada peningkatan pelayanan publik yang lebih responsif, cepat, dan transparan di sektor perizinan.

Abstract

The services provided by the government to the community continue to undergo renewal, both in terms of paradigm and service format in line with the policies issued from these agencies as well as in the increasing demands of the community and changes in the government that are satisfactory even the community is still positioned as a helpless party and is realized in the framework of services.  This research includes quantitative descriptive research using a percentage formula. The population was 124 people, while the selected sample was 62 people.  The results showed that the results of the data processing showed that the average openness dimension was 14.87  in the good category. The simplicity dimension is 10.68 which is in the excellent category.  The certainty dimension is 14.77 is in the good category.  Justice is 10.82 which is in the excellent category. Safety and comfort is 13.71 is in the good category. Responsive dimension is 17.20 is in the good category
