Abstract

AbstrakPembentukan peraturan perundang-undangan yang berpijak pada asas keterbukaan adalah pengejawantahan dari negara demokrasi. Dalam penjelesan Pasal 5 huruf g dapat dilihat makna dari asas keterbukaan adalah bahwa dalam setiap proses pembentukan peraturan perundang-undangan haruslah bersifat transparan dan terbuka terhadap seluruh lapisan masyarakat. Namun kenyataannya saat ini proses pembentukan peraturan perundang-undangan di Indonesia terkesan terburu-buru dan menutup akses masyarakat untuk berpartisipasi dalam prosesnya. Padahal masyarakat memiliki peranan yang cukup signifikan dalam proses pembentukan peraturan perundang-undangan itu sendiri, hal ini dikarenakan yang akan mematuhi, menjalankan dan melaksanakan ketentuan peraturan perundang-undangan tersebut adalah masyarakat. Akan tetapi sangat disayangkan keterbukaan terhadap akses pemantau pembentukan peraturan perundang-undangan itu sulit untuk diperoleh oleh masyakat. Mirisnya lagi tanpa adanya pemberitahuan lebih lanjut banyak Undang-Undang yang tiba-tiba saja sudah di sahkan secara gamblang oleh para dewan legislatif bersama pemerintah. Maka dari itu penelitian ini mengangkat dua permasalahan yaitu Pertama, Bagaimana urgensi asas keterbukaan dalam pembentukan peraturan perundang-undangan di Indonesia? Kedua Bagaimana problematika asas keterbukaan dalam pembentukan peraturan perundang-undangan di Indonesia?. Penelitian ini ialah penelitian normatif atau penelitian kepustakaan. Penelitian normatif ialah jenis penelitian yang bertumpu pada sumber data sekunder sebagai data rujukan utama yang terdiri dari bahan hukum primer, bahan hukum sekunder dan bahan hukum tersier.

Abstract

The present study aims to bridge the gaps between limited Web-based Learning English (WBLE) focused on speaking ability enhancement and sophomore multilevel speaking students' perceptions and to design a qualitative narrative study using seven sophomore university students aged 20-24 years old. Students were chosen through purposive sampling and used mobile phones and personal computers for learning purposes. The results demonstrated the use of web-based language learning to encourage students to speak English as a Foreign Language. The students used two WBLE techniques, online and offline, both on- and off-campus. They accessed five recommended WBLE: British Broadcasting Corporation, PhraseMix, VOA Learning English, British Council, and TalkEnglish. Students used online WBLE to attend blended lectures agreed upon by their teachers. This study highlights the potential of WBLE to improve speaking skills among sophomore-level students, emphasizing the need for further research and development in this field.

Abstract

Babies are children with an age range of 0-12 months. The process of optimal growth and development for children is very important in shaping their personalities as high quality and tough individuals. According to the Indonesian Ministry of Health, around 16% of babies in Indonesia experience growth disorders. So it is necessary to provide education regarding the benefits of baby massage, with the aim of the community and mothers being able to understand baby massage so that later the community, especially mothers, will be able to apply it to babies and toddlers in order to optimize their growth and development and improve their health status. This activity was carried out on Wednesday 20 September 2023 in the framework of AKTABE's XVth Anniversary using the midwifery scientific webinar method consisting of lectures, discussions and questions and answers online via media (zoom). The results of the service showed that community service education activities about the benefits of baby spas for the growth and development of babies using this online method really helped the community increase their knowledge, especially regarding baby massage.

Abstract

This research is a field research with a qualitative approach that aims to determine the implementation of the Makassar BBPVP integrity zone, to determine the supporting and inhibiting factors of the implementation of the Makassar BBPVP integrity zone and to find out the strategy for achieving the Makassar BBPVP integrity zone. Data collection was carried out using interview techniques that refer to six indicators of the implementation of the Integrity Zone, namely change management, management arrangement, management system arrangement, strengthening work accountability, strengthening staffing, and improving the quality of public services. The data analysis technique is to adapt the design model for the construction of integrity zones. The results of this study show that: 1) the implementation of integrity zones seen from six levers criteria, namely change management, implementation of governance, structuring the HR management system, strengthening performance accountability, strengthening supervision and improving the quality of public services has been carried out properly and in accordance with applicable procedures or mechanisms. 2. The strategy to achieve the integrity zone towards WBK/WBBM at BBPVP Makassar has been well implemented, as seen from the six criteria for leveraging the integrity zone achievement strategy, namely Management optimization, Optimization of governance arrangement, HR Management System Arrangement, Optimization of accountability strengthening, Optimization of supervision strengthening, and Optimization of improving the quality of public services

Abstract

The development of digital technology can affect the performance of data management systems carried out by both government and private agencies, various digital-based activities that have an impact on efficiency in performance. Data leaks obtained through electronic media are valuable things such as population registration numbers, family cards, and identity cards. The importance of protecting personal data so that there is no data exploitation by irresponsible parties. The results of this study answer the problem, namely, first, the PDP Law has not been able to provide legal protection to citizens if the government as the data controller has been negligent over personal data. This, legal accountability for the government's negligence in protecting the personal data of its citizens still refers to government actions that are not in accordance with the general principles of good governance or abbreviated as AUPB as regulated in Law Number 30 of 2014 concerning Government Administration. Second, Legal Protection for the Community Experiencing Personal Data Leaks in Facebook account data leaks can be carried out through a State Administrative Dispute Lawsuit as based on Article 17 paragraph (1) and paragraph (2) letter c of Law Number 30 of 2014 concerning Government Administration in the form of abusing authority. The basis for the State Administrative Lawsuit against the Government is because the act of leaking data on Facebook accounts belonging to Indonesian citizens has violated the provisions of the General Principles of Good Governance (AUPB), especially accuracy, public interest, and good service as regulated in Article 2 of Law Number 30 of 2014 concerning Government Administration. However, the government can also be sued in a civil manner if there is negligence in controlling personal data belonging to citizens as regulated in Article 12 of Law Number 27 of 2022 concerning Personal Data Protection.

Abstract

Permasalahan dalam penelitian ini adalah apakah kualitas produk dan customer relationhip management berpengaruh kepuasan peserta, serta apakah kualitas pelayanan memperkuat pengaruh kualitas produk dan customer relationship management terhadap kualitas peserta di BPJS Ketenagakerjaan Cabang Wajo. Untuk menjawab rumusan masalah maka tujuan penelitian ini adalah untuk menganalisis pengaruh kualitas produk dan customer relationship management terhadap kepuaan peserta, serta menganalisis kualitas layanan memoderasi pengaruh kualitas produk dan customer relationship management terhadap kepuasan peserta di BPJS Ketenagakerjaan Cabang Wajo. Penelitian ini menggunakan pendekatan kuantitatif, pengumpulan data melalui observasi dan kuesioner, dengan teknik analisis data menggunakan metode analisis regresi liniear berganda dan Moderated Regression Analysis (MRA) dengan SPSS Versi 23. Hasil penelitian diperoleh temuan bahwa kualitas produk dan customer relationship management berpengaruh siginifikan dan positif terhadap kepuasan peserta. Hasil uji moderasi diperoleh temuan bahwa kualitas layanan memoderasi dan memperkuat pengaruh kualitas produk dan customer relationship management terhadap kepuasan peserta pada BPJS Ketenagakerjaan Cabang Wajo. The problem in this study is whether product quality and customer relationship management affect participant satisfaction, and whether service quality strengthens the influence of product quality and customer relationship management on participant quality at BPJS Ketenagakerjaan Wajo Branch. To answer the formulation of the problem, the purpose of this study is to analyze the influence of product quality and customer relationship management on participant satisfaction, and to analyze service quality moderating the influence of product quality and customer relationship management on participant satisfaction at BPJS Ketenagakerjaan Wajo Branch. This study uses a quantitative approach, data collection through observation and questionnaires, with data analysis techniques using multiple linear regression analysis methods and Moderated Regression Analysis (MRA) with SPSS Version 23. The results of the study found that product quality and customer relationship management have a significant and positive effect on participant satisfaction. The results of the moderation test obtained findings that service quality moderates and strengthens the influence of product quality and customer relationship management on participant satisfaction at BPJS Ketenagakerjaan Wajo Branch.

Abstract

Korupsi merupakan kejahatan luar biasa (extra ordinary crime) yang memerlukan perhatian khusus di Indonesia. Tidak hanya merugikan keuangan negara, namun korupsi juga menghilangkan legitimasi penegakan hukum dengan menghancurkan kepercayaan masyarakat terhadap hukum. Tentu dalam upaya pemberantasan korupsi tersebut tidak akan berjalan lancar jika masih terdapat pihak-pihak yang berupaya menciderai proses penegakan hukum berupa menghalangi dan merintangi proses penegakan hukum atau dikenal dengan istilah Obstruction of Justice. Namun dalam pengaturannya, Obstruction of Justice masih menyisakan masalah. Dimana, Pasal 21 Undang-Undang Nomor 31 Tahun 1999 tentang Pemberantasan Tindak Pidana Korupsi sebagaimana diubah dengan Undang-Undang Nomor 20 Tahun 2001 tentang Pemberantasan Tindak Pidana Korupsi (selanjutnya disebut UU PTPK) yang mengatur Obstruction of Justice memunculkan kerancuan dalam memahami maksud delik ini. Khususnya dalam frasa “sengaja mencegah, merintangi, atau menggagalkan secara langsung atau tidak langsung”. Menjawab persoalan tersebut, maka perlu diketahui bagaimana eksistensi pengaturan Obstruction of Justice dalam perkara tindak pidana korupsi berdasarkan UU PTPK dan bagaimana pula penegakan hukum dan kendala yang dihadapi untuk menindak Obstruction of Justice tersebut. Metode Penelitian yang digunakan adalah penelitian normatif yang bersifat deskriptif. Hasil penelitian mengungkapkan bahwa eksistensi pengaturan Obstruction of Justice perlu ditata ulang sehingga dapat ditentukan apakah suatu perbuatan tersebut dianggap sengaja untuk menghalangi proses hukum berdasarkan parameteter yang telah ditentukan. Studi ini menyarankan perlunya merevisi UU PTPK, memperkuat sinergitas antar lembaga penegak hukum, memanfaatkan undang-undang terkait korupsi yang ada, meningkatkan profesionalisme aparat penegak hukum, dan meningkatkan kesadaran publik. Upaya ini penting dilakukan sebagai pendekatan di masa depan dalam melawan korupsi.

Abstract

To support the implementation of the implementation of political party activities cannot be separated from the existence of large financial support. In the process of traveling political parties, political party funds come from contributions from party politicians, legitimate contributions in accordance with legal provisions; as well as financial assistance from the APBN and APBD from the government. Through the funds generated, an accountable and transparent report is needed to the public in order to create legal certainty and prevent acts of corruption originating from the party's funds. So through this research the authors underline the 2 (two) formulation of the problem that is important to be discussed. First, what is the urgency of disclosing political party financial information in preventing cultural practices of corruption in Indonesia? And Second, how is the accountability of political party financial funds sourced from APBN and APBD funds in Indonesia? This research uses the type of normative juridical research. The data used in the research comes from primary legal materials, secondary legal materials and literature studies from various literatures. The results of this study note that the form of political party financial reporting must record all sources of receipt of funds for the party and not only be accountable for funds originating from the APBN and APBD, then with regard to sanctions there must be strict action taken by the government not only the imposition of administrative sanctions imposed against a party.

Abstract

Dismenorrea is a pain during menstruation that interferes with a woman's daily activities and encourages sufferers to have an examination or consultation with a doctor, or come obstetrics. Based on preliminary studies, the number of students experiencing menstrual pain (dysmenorrhea) was 89.1% greater than the number of students who did not experience menstrual pain (dysmenorrhea) of 10.8%. The goal is to analyze the Difference in Effectiveness of Giving Yoga And Warm Compresses to The Level of Dismenor Pain in Students of Faculty of Health Sciences Unversitas Kadiri in 2019. sampling in research using purposive sampling methods. This research is pre experimental. The sample in this study was 32 people. This research was conducted at the Faculty of Health Sciences of Kadiri University in August 2019. Analyze data on comparative hypothesis tests using paired, ratio-shaped data. The study used paired t test and Wilcoxon Signed Rank Test. The results showed there was an influence of Yoga and warm compresses on the decrease in menstrual pain in students of the university's faculty of health sciences kadiri in 2019. Mann-Whitney's different test results showed that p 0.047 < α (0.05) so that H1 received H0 was rejected which meant there was a difference in the effectiveness of Yoga and warm compresses where warm compresses were more effective than Yoga against a decrease in the menstrual pain scale in students of the university's faculty of health sciences kadiri in 2019.
