Abstract

This study aims to analyze the effect of work ethics on employees' adaptive performance at the Department of Transportation of West Seram Regency, with transformational leadership as a mediating variable. The research uses a quantitative approach with the Partial Least Square Structural Equation Modeling (PLS-SEM) analysis technique. A total of 126 employees were selected using purposive sampling. The instrument used was a five-point Likert scale questionnaire that had passed validity and reliability tests. The results showed that work ethics had a positive and significant effect on adaptive performance. Work ethics also had a positive and significant effect on transformational leadership. Moreover, transformational leadership had a positive and significant effect on adaptive performance. Another important finding is that transformational leadership significantly mediates the influence of work ethics on adaptive performance. This indicates that strong work ethics not only directly affect employees' adaptability but also through the crucial role of transformational leadership within the organization. Therefore, strengthening work ethics should be a key focus in efforts to improve adaptive performance, particularly by fostering transformational leadership styles.

Abstract

The research was conducted to examine the implementation of government policy on charging frame energy (TCBM) as well as improving the well-being of staff at Yos Sudarso Ambon port. The results of the researchers' observations that the implementation of employee welfare standards has not been optimized in accordance with the regulations in force. Furthermore, wages paid to officials on the basis of boarding are not on the amount of income so it is still weak in the administration of financial administration. As for the research method used, it is qualitative descriptive by conducting in-depth interviews with the chosen informants. As for the findings of the research, (1). There's still recruitment of port workers based on the family system. Besides, there's still a weak motivation to do the hard work itself. (2). That the reality of a balanced and harmonious social life between the working groups in the port of Ambon can be used as an example of a good working relationship.

Abstract

This study aims to analyze the effectiveness of healthcare services at RSUD Masohi, Central Maluku Regency, using the five organizational effectiveness indicators proposed by Gibson Ivancevich Donnelly (1985), namely production, efficiency, satisfaction, adaptability, and development. A descriptive qualitative approach was applied, with data collected through in-depth interviews, direct observation, and document review. The findings indicate that in terms of production, the breakdown of critical facilities such as the CSSD hindered major surgical operations and reduced service capacity. Regarding efficiency, the manual claims administration system slowed down processes and reduced service accuracy. Patient satisfaction levels varied, with complaints about comfort, service speed, and facility completeness. The hospital’s adaptability to change remained reactive, lacking a comprehensive strategic plan, particularly in responding to facility crises and technological advancements. Development efforts were also limited, as reflected in minimal infrastructure investment, insufficient medical staff training, and restricted specialist services. These findings highlight the urgent need for a comprehensive and sustainable improvement strategy, encompassing infrastructure enhancement, adoption of health information technology, capacity building for human resources, and expansion of specialized healthcare services. Consequently, RSUD Masohi is expected to improve its service effectiveness and quality to optimally meet the healthcare needs of the community.

Abstract

This study aims to analyze the influence of administrative communication and work motivation on service quality at the Salahutu District Office, Central Maluku Regency. The research employed a quantitative survey approach, collecting data through questionnaires distributed to all office employees. Data analysis was performed using multiple linear regression, t-test, F-test, and the coefficient of determination (R²) to examine both partial and simultaneous effects of independent variables on the dependent variable. The results indicate that administrative communication has a positive and significant effect on service quality, with a regression coefficient of 0.539 and Beta value of 0.651, demonstrating the dominant role of communication in influencing service quality. Conversely, work motivation does not have a significant partial effect, although its influence is positive. Simultaneously, administrative communication and work motivation together significantly affect service quality with a significance level of < 0.001. These findings highlight the importance of synergy between effective internal communication and employee motivation in improving public service performance. The study provides practical implications for the Salahutu District Office management to enhance communication training, optimize digital media, promote a democratic communication culture, and increase employee motivation through rewards and adequate work facilities.

Abstract

This study aims to analyze the influence of technical, managerial, social, strategic, and ethical competencies on employee performance at the Personnel and Human Resources Development Agency (BKPSDM) of Central Maluku Regency. The research employed a quantitative survey method, collecting data through questionnaires from 46 employees. Data analysis was conducted using multiple linear regression to examine both partial and simultaneous effects of the variables. The results indicate that technical and managerial competencies have a positive and significant impact on employee performance, while social, strategic, and ethical competencies do not show significant individual effects. Simultaneously, all five competencies positively and significantly affect employee performance, with a coefficient of determination (R²) of 0.919, indicating that 91.9% of performance variations can be explained by the combination of these competencies. These findings highlight the importance of developing multiple dimensions of competencies in an integrated manner to enhance employee performance in public institutions. The study provides implications for human resource development policies, including technical training, managerial capacity building, and fostering social and ethical competencies.
