Abstract

This paper aims to describe the challenges and proposed strategies and policies for the Development of Micro, Small and Medium Industries in Lubuklinggau City. This research design is descriptive qualitative, data collection is done through four steps namely; observation, semi-structured interviews, documentation and conducting FGDs. Data analysis consists of two main sub-processes: (1) data reduction and pattern identification, and (2) conclusion drawing and conclusion presentation. The results of the study concluded that there are challenges faced in the activities of Guidance and Development of Micro, Small and Medium Industries in Lubuklinggau City to develop five leading sectors namely; wholesale and retail trade sector, transportation and trade sector, accommodation and eating and drinking sector, real estate sector, corporate services sector, and health services sector. Pentahelix Model Design was designed by the Lubuklinggau City Government to organize the Guidance and Development of Micro, Small and Medium Industries by involving five elements namely academics, business, community, government, and media.

Abstract

The Ombudsman of the Republic of Indonesia (ORI) Representative of Bengkulu has experienced a significant increase in public complaints over the past five years while facing challenges such as limited human resources and a large working area. This study aims to evaluate the effectiveness of the Bengkulu Representative Ombudsman in handling and resolving public complaints. A descriptive qualitative approach was employed, utilizing semi-structured interviews, non-participant observation, and document analysis for data collection. Data analysis followed the Miles and Huberman approach. Results indicate that ORI Bengkulu Representative demonstrates effectiveness in four key areas: adaptation (through rigorous recruitment and comprehensive activities), integration (via external cooperation and effective communication), motivation (evidenced by employee engagement and adequate facilities), and production (reflected in improved complaint handling and public service compliance scores). Despite these positive outcomes, the office continues to grapple with resource limitations and the extensive geographical coverage of its jurisdiction. In conclusion, while the ORI Bengkulu Representative exhibits good overall effectiveness, there remains a need for capacity building to further enhance its role in monitoring and improving public service quality in Bengkulu Province. This study contributes to the understanding of ombudsman effectiveness in regional contexts and highlights areas for potential improvement in public service oversight.

Abstract

Efforts to develop remote villages frequently face complex challenges that require multi-stakeholder collaboration. This research examines the development efforts of Sungai Lisai Village, located in the Kerinci Seblat National Park area of Lebong Regency, Bengkulu, as a Remote Indigenous Community (KAT) using the Pentahelix model. The research objective is to identify stakeholder involvement in Pentahelix elements and analyze their respective roles in the context of village development. The research method used a descriptive qualitative approach with data collection through interviews, document analysis, and direct observation. Data analysis in this study used the Miles and Huberman interactive model. The results showed the involvement of stakeholders from four Pentahelix elements, namely: government (Pemda, Dinsos, PUPR, TNI AD), community (village institutions, residents, NGOs), academics (Bengkulu University), and media (RB TV, RMOL Bengkulu, Bengkulu Ekspress), while business elements have not been identified. Each stakeholder has a specific role, but the synergy between elements is still not very strong. The research also revealed the rejection of the proposal to recognize Sungai Lisai Village as KAT by the Ministry of Social Affairs in 2022, despite ongoing empowerment efforts. The recommendations based on the research results include strengthening collaboration between stakeholders, increasing the capacity of local communities, developing an integrated evaluation and monitoring system, and focusing on improving village accessibility. Thus, the Pentahelix approach can be more effective in supporting the development of Sungai Lisai Village, regardless of its status as KAT or not.

Abstract

This paper examines the Human Initiative organization in Indonesia and its efforts to provide education for orphans in Bengkulu City. It analyzes the organization's resource mobilization using various data collection techniques. Establishing an education center called the Home of Learning is seen as a social movement that successfully achieved its goals. The research considers five aspects proposed by Oberscall: social movement organization, leaders and leadership, resources and resource mobilization, networks and participation, and community opportunities and capacity. The research findings show that (Home of Learning) HOME in Bengkulu is a social movement that effectively implements quality education programs. This success is due to a clear institutional structure, effective leadership, resource mobilization, community participation, and opportunities for child development. Overall, this research highlights the effectiveness of the Human Initiative in providing education for orphaned children.

Metode penelitian dalam penelitian ini adalah metode penelitian deskriptif dengan pendekatan analisis data kualitatif. Aspek dalam penelitian adalah aspek pemenuhan pengungkit dan aspek pemenuhan hasil. Kedua aspek tersebut harus dipenuhi dengan Lembar Kerja Evaluasi dari Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi yang kemudian diupload ke aplikasi Penilaian Mandiri Pembangunan Zona Integritas. Hasil penelitian menyatakan bahwa pembangunan zona integritas menuju Wilayah Bebas dari Korupsi di Pengadilan Negeri Arga Makmur belum terlaksana sesuai dengan Permenpan RB Nomor 90 Tahun 2021, hal ini terlihat dari belum berhasilnya Pengadilan Negeri Arga Makmur meraih predikatWBK dari Kemenpan RB sampai dengan tahun 2023 berdasarkan Surat Keputusan Sekretaris Mahkamah Agung RI Nomor 1351/SEK/SK.PW.1 .1.1/XII/2023 tentang Penetapan Hasil Evaluasi Pembangunan Zona Integritas Menuju Wilayah Bebas dari Korupsi Secara Mandiri pada 60 Satuan Kerja. Berdasarkan penelitian yang telah dilakukan, salah satu penyebab gagalnya Pengadilan Negeri Arga Makmur meraih predikat WBK pada tahun 2023 adalah adanya beberapa catatan dari Tim Penilai Internal (TPI) terhadap aplikasi Penilaian Mandiri Pelaksanaan Zona Integritas pada setiap area pembangunan yang belumditindaklanjuti.

Abstract

Penelitian ini bertujuan untuk mengevaluasi penerapan Pokok Pikiran Kebudayaan Daerah (PPKD) dalam pemajuan kebudayaan di Kabupaten Bengkulu Tengah dengan pada Sanggar Seni Kencana Bukit Kandis. Penelitian ini menggunakan metode kualitatif dengan teknik wawancara dan observasi untuk mengumpulkan data. Hasil penelitian menunjukkan bahwa penerapan PPKD masih menghadapi berbagai kendala, termasuk keterbatasan anggaran dan kurangnya pemahaman tentang program kebudayaan. Namun, upaya pelestarian budaya lokal tetap berjalan dengan baik berkat inisiatif dari komunitas seni setempat.

Abstract

Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis peran serta posisi pemangku kepentingan dalam formulasi kebijakan pengelolaan sampah di Kota Lubuklinggau. Menggunakan pendekatan kualitatif deskriptif, data dikumpulkan melalui wawancara mendalam, observasi, dan analisis dokumen selama tiga bulan, dan melibatkan 15 informan kunci dari berbagai kategori pemangku kepentingan. Uji keabsahan data dilakukan melalui triangulasi sumber dan perpanjangan keterlibatan, dengan analisis data menggunakan model interaktif Miles dan Huberman. Hasil penelitian menunjukkan dominasi aktor pemerintah dalam proses formulasi kebijakan, sementara keterlibatan aktor non-pemerintah dan masyarakat masih terbatas. Pemetaan stakeholder mengungkapkan variasi tingkat ketertarikan dan kekuatan di antara para aktor, dengan Walikota, DPRD, dan Dinas Lingkungan Hidup sebagai pemain utama. Berdasarkan temuan ini, penelitian merekomendasikan untuk dilakukannya penelitian lanjutan dengan berfokus untuk mengidentifikasi secara lebih detail subkelompok atau individu kunci dalam setiap kategori pemangku kepentingan dan mengembangkan suatu model atau kerangka kerja untuk mengaktivasi dan mengoptimalkan peran berbagai pemangku kepentingan dalam pengelolaan sampah. Dengan adanya penelitian lanjutan dari penelitian ini, diharapkan dapat menghasilkan pemahaman yang lebih mendalam tentang jaringan aktor dalam kebijakan pengelolaan sampah di Kota Lubuklinggau, serta menghasilkan strategi konkret untuk mengoptimalkan kolaborasi multi-stakeholder.

Abstract

This research examines the readiness of implementation of electronic sertificate issuance services at the Bengkulu Province BPN Regional Office. The urgency of this research lies in the need to address the various problems that arise from the use of analog certificates, such as forgery and land disputes. This research uses a qualitative approach with a case study method, involving in depth interviews, observation, and document analysis. The results show that despite significant efforts in adopting digital technology, there are still challenges related to implementing IT infrastructure, human resource competencies, and system integration. Key recommendations include comprehensive and ongoing training for officers, and improved service system. Implementation of these recommendations is expected to imptove the efficiency and accuracy of electronic certificate issuance as well as strength then public trust in land administration services. Penelitian ini mengkaji Kesiapan Implementasi Layanan Penerbitan Sertifikat Elektronikdi Kantor Wilayah BPN Provinsi Bengkulu. Urgensi penelitian ini terletak pada kebutuhan untuk mengatasi berbagai masalah yang muncul dari penggunaan sertifikat analog, seperti pemalsuan dan sengketa tanah. penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus, melibatkan wawancara mendalam, observasi, dan analisis dokumen. Hasil peneitian menunjukkan bahwa meskipun ada upaya signifikan dalam mengadopsi teknologi digital, tetapi masih terdapat tantangan terkait pengaplikasian infrastruktur IT, kompetensi sumber daya manusia, dan integrasi sistem. Rekomendasi utama meliputi pelatihan komprehensif dan berkelanjutan bagi petugas, serta peningkatan sistem layanan. Implementasi rekomendasi ini diharapkan dapat meningkatkan efisiensi dan akurasi penerbitan sertifikat elektronik, serta memperkuat kepercayaan publik terhadap layanan administrasi pertanahan.

Abstract

Urban waste management in Lubuklinggau City, Indonesia, encounters systemic challenges, including limited service coverage, insufficient infrastructure, low levels of public participation, and weak integration between technical regulations and spatial planning. This study explores context-specific strategies aimed at strengthening urban resilience within waste governance systems. Utilizing an exploratory mixed-methods approach, the research integrates SWOT analysis with the Analytical Hierarchy Process (AHP) to identify and prioritize strategic alternatives. Data were collected through field observations, reviews of regional regulations, spatial planning documents, and institutional reports. Twelve strategic options were developed from internal and external factors, then organized hierarchically and weighted through pairwise comparison. Findings indicate that the highest-priority strategy involves accelerating the formulation of technical regional regulations aligned with spatial and fiscal planning frameworks (priority weight = 0.229), followed by the development of a controlled landfill system supported by public-private partnerships (PPP) and corporate social responsibility (CSR) initiatives. The AHP model achieved a consistency ratio of 0.054, confirming the model’s logical validity. The study concludes that regulatory reform, cross-sectoral coordination, and community-based initiatives are critical to enhancing the adaptive capacity of medium-sized cities. These findings offer theoretical contributions to resilient city frameworks and practical insights for urban regions facing institutional and environmental challenges.

Abstract

This community service activity aimed to strengthen participatory planning processes in Cahaya Negeri Village, Seluma Regency. Lack of community participation in development planning has resulted in programs that are less responsive to local needs and aspirations. The service implemented a three-pronged approach: raising community awareness about the importance of participation, building capacity in communication and decision-making skills, and facilitating participatory planning processes through Focus Group Discussions. The implementation used Participatory Rural Appraisal (PRA) and Community Development models. Results showed increased community awareness regarding their role in village development planning, improved communication skills among participants, and more active engagement in development planning forums. The participatory approach fostered greater community ownership over development programs and improved relations between village administrators and residents. This initiative demonstrates how a well-designed participatory planning facilitation can enhance local democracy, strengthen village governance, and contribute to more sustainable rural development.
