Abstract

The Paser Belengkong Animal Health Center Technical Implementation Unit (Puskeswan) was established in the context of developing animal health services and to support the prevention and control of strategic and contagious animal disease (zoonosis) programs. The concept of UPT Puskeswan Paser Belengkong is to be the spearhead of animal health services in its working area which is modern, advanced, effective, efficient, safe, comfortable. Therefore, to support the implementation of achieving these goals, it is necessary to know the extent of performance conditions and determine strategies for improving the performance of human resources for animal health services at UPT Puskeswan in Paser Belengkong District. Data analysis in this study uses SWOT analysis. SWOT stands for S: Strength, W: Weakness, O: Opportunity, T: Threts (threat). This SWOT analysis is basically a strategy by taking into account the organization's internal consisting of strengths and weaknesses and external conditions consisting of opportunities and threats. Internal conditions are conditions that are controllable (can be influenced/controlled), while external conditions are more uncontrollable (cannot be influenced/controlled). Based on the results of the SWOT research, it was concluded that the strategy for improving HR performance at UPT Puskeswan Paser Belengkong is a strategy: (1) HR arrangement according to work capacity; (2) Continue education (CE) or continuing education; (3) Increase promotion to the public.

Abstract

This research was conducted in June-August 2020 in Badi Island pangkep regency of South Sulawesi province.. The research method is a case study by following directly the operation of catching 26 squid fishing rods on the capture trip. Observations were made on a squid fishing rod based in the Badi Island environment with relatively the same size and construction. Data taken 25% of the fishing population fishing fishing squid Productivity of squid fishing in each respondent is different. CPUE (Catch Per Unit Effort) value of fishing rod catch in June – August has an increase in value. CPUE for the last five years of 2015-2019 has a very significant difference in value, but there are several factors that affect, among others, the efficiency of fishing gear operations, oceanography, increasing number of capture fleets and increasing number of trips. The area of capture is located around Badi Island and Lumu-Lumu Island. The time it takes to get to the arrest area is about ± 2 hours. Potential fishing area of squid fishing rod in the waters of Badi Island Pangkep Regency supported by several aquatic oceanographic parameters namely sea surface temperature, chlorophyll-a, salinity, current speed, depth and substrak waters.

Abstract

Abstract The nadran tradition or sea alms is a tradition that developed in several coastal areas in Indonesia, one of which is in Muara Gading Mas Village, East Lampung Regency. For most of the wider community, especially religious communities, ritual actions that are not based on the teachings of a particular religion are considered incorrect. However, rituals that often appear in the life of certain communities also often cannot be separated from the use of religious symbols such as prayers. This tradition is interpreted as a manifestation of gratitude for the abundant marine products and hope for safety when going to sea. This research is qualitative research with a sociological approach that tries to explore the relationship between religion and the people of Muara Gading Mas Village towards the Nadran tradition. Furthermore, the social motives for this traditional celebration will be analyzed. The results of this research are that people understand this tradition in various ways. Among the people's understandings are as a spiritual force to bring safety and prosperity to them, as a reinforcement of social values among them, and as a form of preserving the original culture of their ancestors. Meanwhile, the motives for social action against this tradition are also varied, such as the motive for traditional social action, value rationality action, and instrumental social action. Abstrak Tradisi nadran atau sedekah laut adalah tradisi yang berkembang di beberapa daerah Pesisir di Indonesia, salah satunya ada di Desa Muara Gading Mas, Kabupaten Lampung Timur. Bagi kebanyakan masyarakat luas, terutama masyarakat beragama, tindakan ritual yang tidak dilandaskan pada ajaran agama tertentu dianggap tindakan yang tidak benar. Namun, ritual yang sering nampak dalam kehidupan komunitas tertentu juga seringkali tidak dapat dilepaskan dari penggunaan simbol-simbol agama seperti doa-doa. Tradisi ini dimaknai sebagai perwujudan rasa syukur atas hasil laut yang melimpah dan pengharapan keselamatan dalam melaut. Penelitian ini adalah penelitian kualitatif dengan pendekatan sosiologis yang mencoba menggali relasi antara agama dan masyarakat Desa Muara Gading Mas terhadap tradisi nadran. Lebih jauh, motif sosial terhadap perayaan tradisi ini akan dianalisis. Hasil dari penelitian ini adalah masyarakat memahami tradisi ini bermacam-macam. Di antara pemahman masyarakat tersebut adalah sebagai kekuatan spiritual untuk membawa keselamatan dan kesejahteraan pada mereka, sebagai penguat nilai sosial di antara mereka, dan sebagai bentuk pelestarian budaya asli leluhur mereka. Sedangkan, motif tindakan sosial terhadap tradisi ini juga beragam, seperti motif tindakan sosial tradisional, tindakan rasionalitas nilai, dan tindakan sosial instrumental. Abstract

Penulisan artikel ini berasal dari reformasi birokrasi yang terjadi di Mahakam Ulu melalui pendekatan Good Governance. Fokus kajian ini adalah pada Bagian Protokol dan Komunikasi Pimpinan Sekretariat Daerah Kabupaten Mahakam Ulu dengan menggunakan teori Good Governance dari Grindle (2007) yang menekankan pentingnya efektivitas pemanfaatan sumber daya publik, akuntabilitas, serta pengawasan dalam meningkatkan kualitas layanan publik. Reformasi dilakukan melalui pelatihan pegawai, penerapan Standar Operasional Prosedur (SOP), serta digitalisasi administrasi. Namun, reformasi ini menghadapi tantangan berupa terbatasnya jumlah dan kapabilitas SDM, lambatnya adaptasi terhadap teknologi baru, serta lemahnya tata kelola dan pengawasan. Penelitian ini menggunakan metode deskriptif kualitatif dengan triangulasi data (observasi, wawancara, dan dokumentasi). Hasilnya menunjukkan bahwa tanpa perbaikan kualitas sumber daya manusia, percepatan adaptasi digital, dan penguatan pengawasan, dampak reformasi akan terbatas. Karena itu, dibutuhkan pendekatan Good Governance yang berkelanjutan guna memperkuat komunikasi lintas unit dan meningkatkan kinerja berbasis indikator reformasi birokrasi.

Abstract

This study investigates the role of Rambu Solo funeral rituals and Tongkonan ancestral houses in fostering interfaith harmony and social cohesion in Rembon, Tana Toraja, Indonesia. The research aims to explain how these traditions, beyond their symbolic functions, operate as practical mechanisms for conflict resolution and community solidarity in a highly plural society. This focus is crucial given Indonesia’s recurring challenges in managing religious diversity, where pluralism, if not effectively governed, can lead to social tension and communal conflict. A qualitative case study design was employed, drawing on in-depth interviews with traditional leaders, religious figures, and community members, complemented by participant observation and document analysis. Data were analyzed using thematic analysis to uncover the mechanisms, values, and processes embedded in Rambu Solo and Tongkonan. The findings reveal that Rambu Solo serves as a site of interfaith cooperation through collective participation in rituals, while Tongkonan provides a deliberative forum for consensus-building on social and religious issues. The implications suggest that Toraja traditions can serve as models for multicultural policy and practice, particularly in promoting local wisdom as instruments of peacebuilding. Adaptive strategies, including simplifying ritual obligations, integrating cultural values into education, and fostering interfaith dialogue between adat and religious leaders, are recommended to sustain harmony. The originality of this research lies in its demonstration that interfaith harmony emerges not only from doctrinal ideals or abstract principles but from living cultural institutions that embed pluralism into daily practices. By bridging Durkheim’s concept of collective consciousness and Weber’s theory of communal solidarity with empirical evidence from Toraja, this study contributes a distinctive model of sustainable pluralism rooted in indigenous traditions.
