Abstract

Anggaran pro-poor memegang peranan krusial sebagai instrumen fiskal strategis dalam agenda global pengentasan kemiskinan dan pencapaian Sustainable Development Goals (SDGs). Meskipun alokasi anggaran negara terus mengalami peningkatan, realitas menunjukkan bahwa hal tersebut sering kali tidak berkorelasi positif dengan penurunan tingkat kemiskinan yang signifikan, sehingga menciptakan sebuah paradoks kebijakan yang persisten. Penelitian ini bertujuan untuk menginvestigasi dinamika implementasi dan tantangan struktural anggaran pro-poor dalam pengelolaan keuangan publik. Melalui desain studi literatur deskriptif-komparatif terhadap 12 artikel jurnal terpilih, penelitian ini menyintesiskan bukti empiris dari konteks desentralisasi di Indonesia dan studi komparatif di Afrika. Analisis dilakukan dengan membedah kesenjangan antara komitmen perencanaan dan realisasi anggaran menggunakan lensa teori kapabilitas Amartya Sen. Temuan utama mengungkap bahwa hambatan terbesar bukan terletak pada ketiadaan kapasitas fiskal, melainkan pada distorsi alokasi dan ekonomi politik. Secara spesifik, studi ini mengidentifikasi tiga hambatan krusial: (1) Inkonsistensi alokasi anggaran, di mana belanja pegawai dan operasional birokrasi mendominasi dan menggerus porsi belanja pemberdayaan masyarakat; (2) Fenomena elite capture dalam forum partisipatif seperti Musrenbang yang secara sistematis meminggirkan aspirasi kelompok miskin; serta (3) Hambatan teknis berupa inclusion/exclusion error pada basis data penerima bantuan sosial. Studi ini menyimpulkan bahwa instrumen desentralisasi fiskal, seperti Dana Desa, terbukti pro-poor secara nominal namun gagal menjadi pro-equality secara substantif akibat rendahnya kualitas belanja (spending quality). Implikasi kebijakan menuntut transformasi paradigma dari pendekatan administratif menuju intervensi yang berfokus pada penguatan modal manusia serta reformasi mekanisme partisipasi yang lebih inklusif dan akuntabel.

Abstract

This study analyses the influence of cooperative literacy and organizational experience on students' interest in becoming cooperative members, with a case study of UNIMED Faculty of Economics students. The low participation of Generation Z in cooperatives and the fact that 68.9% of FE UNIMED students have never joined a cooperative prompted this study. Quantitative methods were used with data collection through an online questionnaire to 178 respondents (a sample of 3,558 population). Multiple regression analysis tested the effect of independent variables (cooperative literacy and organizational experience) on interest in becoming a cooperative member. The results show that cooperative literacy has a positive effect (sig. 0.003; β = 0.260), and organizational experience also has a positive and significant effect (sig. 0.000; β = 0.759). F test (246,631 > 3.05) and Adj. R² (0.829) proved that the two variables together had a significant effect of 82.9%. The findings conclude that in addition to improving literacy, organizational experience is a key factor in driving student interest. Research recommendations include integrating cooperative education into the curriculum and increasing organizational opportunities for students.

Abstract

This study reveals the fascinating story behind North Sumatra's iconic commodities and how the financial services sector can act as a hidden hero to strengthen their development. Through multiple regression analysis on rubber, arabica coffee, and palm oil production data as well as the 2010-2023 agricultural sector GRDP obtained from the North Sumatra Central Bureau of Statistics, it was found that arabica coffee and rubber significantly boosted regional economic growth, while the potential of palm oil has not been maximized. Like a masked hero, the financial services sector, which includes banks, micro institutions, and fintech, has the ability to provide “superpowers” for North Sumatra's leading commodities. By providing effective access to finance, they can help improve the productivity, quality, and competitiveness of these iconic products. This research proposes smart policy recommendations to strengthen the synergy between the financial services sector and commodity development, bringing North Sumatra towards more inclusive and sustainable economic growth.

Abstract

This study analyzes the effect of interest rates (BI rate) and money supply (M1) on inflation in North Sumatra Province by looking at the role of Bank Indonesia as the monetary authority. Quantitative methodology with multiple regression analysis is used in data processing in this study and uses annual data (2005-2020) obtained from the Central Bureau of Statistics of North Sumatra, Bank Indonesia and the Indonesian national website which is also a source of analysis. The results show a positive and significant impact of interest rates on inflation, while money supply (M1) has a positive but insignificant impact. With a coefficient of determination of 67.36%, most of the variation in inflation is explained by interest rates (BI rate) and money supply (M1). The results have important implications for economic policy formulation and effective decision making in maintaining price stability at the regional level by Bank Indonesia

Abstract

This article is an economic review of government policies in the management of natural resources in Indonesia during the era of President Joko Widodo (Jokowi). Through a desk-based research method, it analyzes a series of policies implemented, such as the forest and plantation permit moratorium, forest restoration program, One Map initiative, Oil and Gas sector management, renewable energy development, and raw material export ban. From an economic perspective, this article evaluates the impact of these policies on economic growth, environmental resilience, and community welfare. The analysis identifies positive aspects and challenges in the implementation of natural resource management policies, and emphasizes the importance of striking the right balance between economic growth and environmental sustainability in formulating future policies
