Abstract

Penelitian ini mengkaji secara mendalam efektivitas pengelolaan intelijen di Lapas Kelas IIB Boalemo dalam mencegah gangguan keamanan dan ketertiban (kamtib). Pendekatan kualitatif dengan metode studi kasus digunakan untuk memahami bagaimana kegiatan intelijen berkontribusi pada terciptanya lingkungan Lapas yang aman. Pengumpulan data dilakukan melalui wawancara dengan petugas Lapas, narapidana, pihak eksternal terkait, serta analisis dokumen seperti laporan kejadian, catatan intelijen, dan data statistik kamtib. Hasil penelitian menyoroti peran signifikan pengelolaan intelijen dalam mencegah berbagai gangguan kamtib, termasuk perkelahian antar narapidana, upaya pelarian, dan peredaran narkoba di dalam Lapas. Meskipun demikian, penelitian ini juga mengidentifikasi sejumlah tantangan yang menghambat efektivitas pengelolaan intelijen, seperti keterbatasan sumber daya manusia dan anggaran, koordinasi yang kurang optimal antar unit kerja, serta resistensi terhadap perubahan dan inovasi dari sebagian petugas. Kesimpulan penelitian ini memberikan implikasi praktis bagi upaya peningkatan pengelolaan intelijen di lembaga pemasyarakatan secara umum, serta dapat menjadi referensi bagi penelitian selanjutnya yang tertarik untuk mendalami isu serupa.Kata Kunci: Pengelolaan Intelijen, Lembaga Pemasyarakatan, Pencegahan Gangguan Kamtib, Efektifitas Intelijen, Deteksi Dini, Koordinasi Intelijen

Abstract

Prestasi atlet merupakan salah satu indikator keberhasilan pembinaan olahraga di daerah. Kabupaten Gorontalo Utara memiliki potensi besar dalam menghasilkan atlet berbakat, namun capaian prestasi pada tingkat regional maupun nasional masih belum optimal. Penelitian ini bertujuan untuk menganalisis strategi yang dapat diterapkan dalam meningkatkan prestasi atlet di Kabupaten Gorontalo Utara. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data berupa wawancara mendalam, observasi, dan studi dokumentasi terhadap 25 informan yang terdiri atas atlet, pelatih, pengurus KONI, pejabat Dinas Pemuda dan Olahraga, serta tokoh masyarakat.Hasil penelitian menunjukkan bahwa strategi peningkatan prestasi atlet meliputi penguatan sistem pembinaan berjenjang sejak usia dini melalui sekolah dan klub olahraga, peningkatan kapasitas pelatih melalui sertifikasi, workshop, dan studi banding, pemenuhan sarana dan prasarana latihan yang sesuai standar, penyediaan dukungan pembiayaan yang konsisten dari pemerintah daerah, serta pemanfaatan sport science dan teknologi digital untuk monitoring dan evaluasi kinerja atlet. Kendala utama yang dihadapi meliputi keterbatasan anggaran, minimnya fasilitas olahraga yang memadai, lemahnya manajemen organisasi olahraga, dan rendahnya dukungan masyarakat.Strategi yang dinilai efektif dalam penelitian ini adalah kolaborasi lintas sektor antara pemerintah daerah, KONI, lembaga pendidikan, sponsor swasta, serta keluarga atlet. Kesimpulannya, peningkatan prestasi atlet di Kabupaten Gorontalo Utara membutuhkan sinergi berkelanjutan, komitmen politik, serta inovasi dalam sistem pembinaan. Dengan penerapan strategi yang terintegrasi, diharapkan Gorontalo Utara mampu mencetak atlet unggul yang berdaya saing di tingkat nasional maupun internasional.Kata Kunci: Prestasi, Atlet, Kabupaten Gorontalo Utara.

Abstract

Management capacity building requires an effective approach in improving Tourist management practices in the region. This research aims to explain the implementation of a top-down approach in the program for Tourist destination managers and the level of its effectiveness in Boalemo Regency. This research is conducted by using descriptive evaluative design trough qualitative and quantitative approaches. The results showed that the top-down approach provided a low level space of participation for participants because the program was designed, directed and controlled from top side. This approach has proven only effective in the process of program implementation, but less effective at the follow-up stage caused by relevance of material, participants, capacity and authority

Abstract

This study aims to analyze the management of public participation in the formulation of development planning at the Regional Development Planning Agency (Bappeda) of Gorontalo City. The study employs a qualitative approach with a case study design, enabling an in-depth exploration of processes, actor dynamics, and institutional contexts in the implementation of public participation. Data were collected through in-depth interviews, observation, and documentation, and analyzed using the interactive model of Miles, Huberman, and Saldaña. The findings reveal that the management of public participation is carried out through three main stages: planning, implementation, and evaluation with follow-up actions. At the planning stage, Bappeda conducts stakeholder mapping and develops participation mechanisms based on regulatory frameworks. During the implementation stage, participation is facilitated through Musrenbang (Development Planning Deliberation) and public consultation forums, although challenges remain in terms of representation and the quality of participation. At the evaluation stage, some community proposals are accommodated in planning documents; however, feedback mechanisms remain suboptimal. This study concludes that public participation is still at a consultative level and has not yet fully achieved substantive participation. Therefore, strengthening institutional capacity, improving the quality of facilitation, and developing more inclusive and transparent participation mechanisms are necessary to enhance the effectiveness of regional development planning.

Abstract

The purpose of this study was to describe the role of the Family Welfare andEmpowerment Team (PKK) in reducing the number of stunting cases in LitoVillage, PaguyamanPantai District, Boalemo Regency.In this study, the research approach used is a qualitative approach with descriptiveresearch type. Data collection is carried out in natural settings (natural conditions),primary data sources and data collection techniques that are mostly involved inobservation as well as in-depth interviews and documentation. The data analysistechnique used is a data analysis technique by processing data using the Miles andHuberman model.The results showed that 1) the role of the Lito Village Family Welfare andEmpowerment Mobilizing Team in promotive services for stunting reduction inLito Village, PaguyamanPantai District, Boalemo Regency was running well. Therole of the Lito Village Family Empowerment and Welfare Mobilizing Team inpreventive services for stunting reduction in Lito Village, PaguyamanPantaiDistrict, Boalemo Regency is in accordance with the provisions laid down. there is.The only weakness lies in the lack of good cooperation in carrying out stuntingprevention. And 3) The role of the Lito Village Family Welfare and EmpowermentMobilization Team in curative services for stunting reduction in Lito Village,Paguyaman Pantai District, Boalemo Regency has been running conducively, thebiggest problem is the lack of budget in maximizing stunting healing for childrenand toddlers in Lito Village.

Abstract

This research aims to: 1) Evaluate the role of Bolugo Village-Owned Enterprises (BUMDes) in developing village tourism in East Boroko Village, Kaidipang District, North Bolaang Mongondow Regency; 2) Identify the determinant factors influencing the performance of BUMDes in this sector. This study employs a qualitative approach with an intrinsic case study design. Data were collected through field observations, documentation, and structured interviews with key informants, including BUMDes managers and village officials. The results indicate that the role of BUMDes Bolugo in tourism development is currently suboptimal. This ineffectiveness is driven by a lack of community empowerment, the absence of strategic partnerships with higher education institutions, and the continued reliance on traditional, non-digital promotional methods. Furthermore, the study identifies facility development, inconsistent local government support, and the lack of benchmarking (orientation studies) as the primary determinant factors hindering tourism acceleration. The findings suggest that a shift toward participatory governance and digital integration is required to revitalize the village’s coastal tourism potential.
