Abstract

The existence of citizenship administration service is quite crucial for a country, apart from being able to register data every resident in its territory, it is also influential to the further development plans. The aim of this research is to determine the conformity of the implementation of Kemayoran District service in accordance with George Edward III's theory and its effectiveness in serving the community. The chosen and implemented method in this research is descriptive qualitative with data acquisition techniques through interviews, field observasions, and documentation studies. The obtained data will be analyzed and processed by using several stages, namely data collection, data reduction, data presentation, and data conclusion. The result of this research is the existence of the conformity of citizenship administration service implementation in accordance with George Edward III's theory and it is effectively implemented so as it obtain the high satisfaction from the community..

Abstract

The implementation of Digital Population Identity (IKD) has become an important innovation in an effort to simplify the administrative process and increase access to public services, especially for the people of Keputran Village. However, the success of implementing digital population identity is very dependent on the level of digital literacy of the community. This article explores the role of increasing digital literacy in supporting the implementation of digital population identity in an inclusive and sustainable manner for the people of Keputran Village. By paying attention to the challenges and opportunities related to digital literacy, this article presents several strategies and approaches to improve people's digital understanding and skills in the context of digital population identity (IKD). Through a qualitative approach, training and equal access to technology, it is hoped that all residents of Keputran Subdistrict can feel the benefits of implementing digital population identity without exception. Thus, this article not only strengthens the urgency of increasing digital literacy in facing the digital revolution, but also underlines the importance of aspects of inclusion and equality of access in the transformation process towards more efficient, safe and sustainable public services.

Abstract

Land is very important for the life and economy of every human being. In Indonesia, the relaxation of land certification poses legal threats to owners. The PTSL program aims to provide legal clarity through certification, increase protection and facilitate easier access to services and land rights. However, implementation faces challenges, such as slow and complicated procedures, as seen in Gilang Village, Sidoarjo. This research aims to identify and analyze the implementation of PTSL policies in Gilang Village using a qualitative case study approach and purposive sampling. The results show that despite challenges in consistent communication and distribution of information, the PTSL program was overall successful. However, there are a few obstacles due to the use of existing resources and the high commitment of implementers. Improving communication and information management can increase program effectiveness in the future. The PTSL program has been implemented well in accordance with Minister of Agrarian Regulation Number 12 of 2017, with achievements in resources, disposition and bureaucratic structure. However, the main obstacle is communication, miscommunication between program implementers and the Gilang Village community causes confusion and dissatisfaction. The lack of effective communication media during the socialization process also hampers the process.

Abstract

This research examines the role of the government in developing Romokalisari tourism in Surabaya, the importance of motivation and encouragement from the government in this effort. The research found that there are several obstacles faced, including difficulty involving the community in organized training, lack of adequate facilities, and the need for infrastructure improvements. The government has taken initiatives through outreach and training as part of its development strategy, but still faces challenges in actively involving the community. In addition, improving facilities and promoting tourism is considered important to attract more tourists. This research recommends increasing community motivation to participate more actively, improving existing facilities, and encouraging close collaboration between the government and local communities. Further synergy between the government and the community is needed to achieve sustainable and competitive tourism development in Romokalisari.

Abstract

Waste management in Jombang Regency, East Java, is a strategic issue that requires comprehensive and sustainable handling. This research aims to analyze the strategy of the Jombang Regency Environmental Agency (DLH) in waste management, focusing on the strengths, weaknesses, opportunities, and threats faced. The research method used is qualitative with SWOT analysis techniques, involving interviews, observation, and documentation. The results of the analysis show that waste management in Jombang, strengths, namely, local government support, the achievement of the Banjardowo landfill, 14 Adipura awards, cross-sector collaboration, the Waste Bank program, and the Jogoroto TPS 3R strategy reflect the success of waste management in Jombang Regency. Weaknesses, namely, low waste management services, increasing volume, lack of participation, depending on APBN/APBD, not optimal sorting, limited human resources, lack of socialization, uneven TPS. Opportunities, namely, Potential to increase public participation through education, collaboration with the private sector for innovation, development of Waste Bank and digitalization, stronger regulations for TPS construction, and application of new technology for efficiency and sustainability. Threats, namely, The increase in waste volume can cause landfills to be exceeded, dependence on unstable APBN/APBD funding, changes in government policies, inconsistent community responses, and cross-sector coordination challenges.

Abstract

This research examines the implementation of waste management policies in Sampang Regency using Edward III's policy implementation theory. The research method used is descriptive qualitative with data collection through observation, interviews and documentation. The research results show that the implementation of waste management policies in Sampang Regency has not been optimal. Analysis based on Edward III's four indicators which reveal Communication, Resources, Bureaucratic Structure and Disposition. This research hopes to increase facility assistance, human resource training and coordination between parties to optimize waste management in Sampang Regency.
