Abstract

Successful implementation of a program is the goal of program design. However, currently, many programs fail to be implemented due to the failure of efforts to prevent the occurrence of failure factors. Especially in the era of digital governance such as today, the planning of various smart city programs has a large potential risk of implementation failure. The Semarang City of Smart PJU, for example, the implementation of the use of analytics-based SMART PJU requires long and careful preparation. Not only management preparation but risk management is also needed for the program. This research aims to analyze the map of potential risks in the Semarang City SMART PJU of IoT program along with analyzing how the risk management of the program. This research is based on qualitative research with primary and secondary data collection techniques. Primary data collection by interviewing related informants purposively, then the data is analyzed based on qualitative analysis. The findings of this research are that the highest level of risk occurs in the shortage of human resources and SMART PJU operators because there are no human resources who are data analytic experts and Artificial Intelligence experts. Other high risks are database errors / down; SMART PJU devices using old technology; long loading dashboards; and no Fiber Optic connection in internet management.

Abstract

Technology transformation in the smart city concept begins with the implementation of policy transfer to local governments. Wonogiri Regency is one of the districts that implement smart city policy transfer from the central smart city policy. So it is necessary to analyse regional strategies in implementing smart cities. Regional smart city strategy analysis is an analysis carried out to assess the strengths weaknesses opportunities and threats in order to get a picture of the capacity and capability of the region in implementing smart city development programmes. This research aims to analyse the smart city development strategy of Wonogiri Regency. With the regional strategy analysis, Wonogiri Regency can map the right programme according to the dimensions of smart city. So that the implementation of this smart city can run smoothly in accordance with the goals of the Indonesian smart city movement. This study took a locus in Wonogiri Regency, which has a sufficient SPBE index and was chosen to be one of the implementers of the Indonesian smart city movement. Researchers used qualitative methods to analyse the strengths, weaknesses, opportunities and threats of Wonogiri Regency to develop appropriate strategies for these conditions. Researchers found that the smart city strategy is combined with other strategies to solve the problems of the Wonogiri community. The smart city action plan is formed from action plans for smart governance, smart environment, smart society; smart living; smart economy, and smart branding. The action plan must adjust to the strategy formed. The focus of the Action Plan from Wonogiri Regency is to provide integrated services ranging from data to applications.

Abstract

The development of the world's digital governance era has reached the development of smart city 4.0. Not many cities can make that happen. In Indonesia, the movement towards smart cities is still starting to be echoed. So it is necessary to prepare and have the will of the region to implement a smart city because of the difficulty in preparing to implement a smart city. Wonogiri Regency is one of the districts selected for smart city implementation because the achievement of the Electronic-Based Government System (SPBE) indicator has increased. The purpose of this study was to analyze the readiness of implementing a smart city master plan in the Wonogiri Regency. This research is a qualitative type with data collection techniques through in-depth interviews with 8 purposively selected informants. The researcher found that the readiness of the five components (nature, structure, infrastructure, superstructure, and culture) was 51% in good condition, 32% in moderate condition, and 17% in poor condition. This means that it is necessary to increase the structural and superstructure components where conditions are still bad. Recommendations in increasing readiness for smart city implementation include making regional smart city policies; improving the quality of the relevant apparatus to improve the quality of ICT capabilities; increasing the amount of budget in the smart city program; and preparing supporting institutions
