Abstract

Population growth in Sidoarjo Regency has increased quite high every year. This then causes an increase in the need for land as residential land to meet the population’s housing needs. To overcome this problem, efforts are needed from the Sidoarjo Regency Government through development planning and development of residential areas. This research discusses the application of Interactive Planning in development planning and development of residential areas in Sidoarjo Regency as well as coordination between relevant stakeholders in developing residential areas in Sidoarjo Regency. The aim of this research is to determine the application of interactive planning in development planning in Sidoarjo Regency as well as the coordination carried out between stakeholders in implementing the development of residential areas in Sidoarjo Regency. The theory used in this research is the Interactive Planning theory put forward by Ackoff Russel. The Method used is a descriptive qualitative research method with data collection techniques through observation, interviews, and documentation. The results of this research are that the application of interactive planning in development planning and development residential areas in Sidoarjo Regency is already underway but hasn’t been implemented optimally. This is based on the success factors of interactive planning which include participative principal, continuity principal, and holistic principal which are still not optimally fulfilled. Apart from that, coordination between stakeholders in the implementation of residential area development is still not optimal.

Abstract

Waste management in Jombang Regency, East Java, is a strategic issue that requires comprehensive and sustainable handling. This research aims to analyze the strategy of the Jombang Regency Environmental Agency (DLH) in waste management, focusing on the strengths, weaknesses, opportunities, and threats faced. The research method used is qualitative with SWOT analysis techniques, involving interviews, observation, and documentation. The results of the analysis show that waste management in Jombang, strengths, namely, local government support, the achievement of the Banjardowo landfill, 14 Adipura awards, cross-sector collaboration, the Waste Bank program, and the Jogoroto TPS 3R strategy reflect the success of waste management in Jombang Regency. Weaknesses, namely, low waste management services, increasing volume, lack of participation, depending on APBN/APBD, not optimal sorting, limited human resources, lack of socialization, uneven TPS. Opportunities, namely, Potential to increase public participation through education, collaboration with the private sector for innovation, development of Waste Bank and digitalization, stronger regulations for TPS construction, and application of new technology for efficiency and sustainability. Threats, namely, The increase in waste volume can cause landfills to be exceeded, dependence on unstable APBN/APBD funding, changes in government policies, inconsistent community responses, and cross-sector coordination challenges.

Abstract

This research examines the implementation of waste management policies in Sampang Regency using Edward III's policy implementation theory. The research method used is descriptive qualitative with data collection through observation, interviews and documentation. The research results show that the implementation of waste management policies in Sampang Regency has not been optimal. Analysis based on Edward III's four indicators which reveal Communication, Resources, Bureaucratic Structure and Disposition. This research hopes to increase facility assistance, human resource training and coordination between parties to optimize waste management in Sampang Regency.

Abstract

Penelitian ini dilatarbelakangi oleh Industri pariwisata yang saat ini berkembang pesat dan menjadi sektor andalan di berbagai Daerah. Industri pariwisata merupakan rangkuman dari berbagai macam bidang usaha yang secara bersama-sama menghasilkan produk-produk maupun jasa-jasa, layanan-layanan atau servis yang nantiya baik secara langsung ataupun tidak langsung akan dibutuhkan oleh para wisatawan. Industri pariwisata akan menghasilkan pajak dan retribusi bagi Pemerintah Daerah.Semakin berkembangnya industri pariwisata, maka akan Meningkatkan jumlah Pendapatan Asli Daerah (PAD). Penerimaan Pendapatan Asli Daerah adalah suatu penerimaan Daerah dari berbagai usaha penerimaan Daerah untuk mengumpulkan dana, guna keperluan Daerah yang bersangkutan.Permasalahan dalam penelitian ini yaitu : (1) Bagaimana Peran Pemerintah Daerah dalam pengembangan industri pariwisata pantai prigi (2) Apa saja Faktor pendukung dan penghambat industri pariwisata pantai prigi, (3) Bagaimana Kontribusi industri pariwisata pantai prigi terhadap Pendapatan Asli Daerah di Trenggalek. Sumber data yang digunakan dalam penelitian ini adalah data primer dan data sekunder di lingkungan Dinas Pariwisata dan Kebudayaan di Kabupaten Trenggalek. penelitian ini menggunakan Teori Middle Range karena dapat diandalkan dalam melihat sebuah fenomena, dengan Menggunakan metode Pendekatan Fenomenoloogi serta teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi.Adapun hasil yang diperoleh dalam penelitian ini adalah peran yang dilakukan oleh Dinas Pariwisata dan Kebudayaan Kabupaten Trenggalek dalam mengembangkan industri pariwisata pantai prigi dengan membangun berbagai fasilitas wisata, promosi lewat media masa, maupun pameran wisata, pembinaan usaha pariwisata dan mengembangkan sumber daya manusia (SDM) yang sesuai dengan Standard Operating Prosedure (SOP). Dalam pengembangan Industri Pariwisata Pantai Prigi terdapat Faktor pendukung seperti terdapatnya daya tarik, sarana prasarana yang mumpuni, sikap ramah tamah masyarakat, namun dalam mengembangkan industri pariwisata pantai prigi juga mengalami kendala seperti kualitas dan kuantitas sumber daya manusia yang masih kurang, masih terbatasnya dana infrastruktur. Kontribusi industri pariwisata pantai prigi terhadap Pendapatan Asli Daerah masih kecil walaupu setiap tahunnya mengalami peningkatan.

Abstract

In 2023, Sampang Regency will still be called the district with the lowest HDI of the 39 cities/districts in East Java. The lack of stakeholder roles in contributing to the success of increasing human resources in the field of Educational Teachers (GTK) will affect the effectiveness of the organization in achieving its goals. Moreover, it will also have an impact on the quality of the organization, because the role of stakeholders and the quality of human resources play a very important role in the success of an organization. The aim of this research is to analyze stakeholders and the role of stakeholders in developing the quality of human resources. The research uses qualitative research with a descriptive approach. Based on the research results, the application of stakeholder analysis in developing the quality of human resources in the Sampang District Education Office is quite good and plays appropriate tasks such as the involvement of primary stakeholders such as GTK staff, school principals and teachers, key stakeholders are played by the Head of the Department, secondary stakeholders such as the Ministry of Education and Accreditation Body. Meanwhile, the role of various stakeholders in developing human resources in the Sampang Regency Education Service is considered very important, here are some of the roles of the stakeholders: Head of the Education Service as policy creator, Head of GTK Division as coordinator, Facilitators such as Secretary and Head of GTK Section, Implementors such as School Principals and Teachers, Accreditation Body and Ministry of Education as accelerators.

Abstract

The study was intended to anlyze evaluations regarding the quality related to online registration of population administration at the Population and Civil Registration of Gresik Regency. The method used in the study is descriptive research with a qualitative approach. This descriptive research method was chosen to present data systematically, factually, and accurately regarding the facts in the field. This research model uses an approach to the implementation of service quality at the Population and Civil Registration Service of Gresik Regency. The results of this study are statutory regulations (Law Of The Republic Of Indonesia Number 25 Of 2009) where publics services is a primary obligation of all government officials to organize activities or a series of activities in order to fulfill service needs in accordance with statutory regulations for every citizen and resident for goods and services provided by public service providers. And from this study we can see together that the supporting factors of the analysis of the quality of online registration service of Gresik Regency.

Abstract

Child marriage remains a serious issue in many regions of Indonesia, including Sampang Regency, Madura. Despite the implementation of laws that set the minimum legal age for marriage, early marriages are still widespread and bring various negative impacts, including educational dropout, reproductive health risks, and socio-economic problems. This study aims to analyze the impact of child marriage using the Street-Level Bureaucracy approach developed by Michael Lipsky (2010). This approach focuses on how front-line policy implementers-such as officials from the Office of Religious Affairs (KUA), Religious Court judges, social service officers, and community leaders-interpret and enforce child marriage prevention policies at the local level. This research employs a qualitative method with data collected through in-depth interviews with policy implementers and affected community members. The findings indicate that policy implementation is heavily influenced by the discretion of street-level bureaucrats and is shaped by local cultural values and social pressures. Variations in how policies are applied lead to inconsistent outcomes in child marriage prevention. The study also highlights that child marriage often results in school dropout, emotional and financial unpreparedness, and reproductive health risks.

Abstract

Street-level bureaucracy refers to the role of frontline bureaucrats who directly engage with the public in the implementation of public policies, including stunting management. In Sidoarjo Regency, stunting remains a critical public health issue with long-term implications for human capital development, despite the government’s continuous efforts to reduce its prevalence. Actors such as posyandu cadres, health center personnel, and officials from the District Health Office serve as the front line in detecting stunting cases, delivering nutritional counseling, monitoring child growth, and connecting communities with essential health services. However, the effectiveness of these roles is often constrained by limited resources, excessive workloads, lack of adequate training, and insufficient incentives that do not reflect the complexity of their responsibilities. Furthermore, policy implementation is frequently hindered by weak inter-sectoral coordination, low community engagement, and the gap between administrative guidelines and the realities faced in the field. The discretionary power held by these street-level bureaucrats becomes both a strength and a challenge—allowing for flexible adaptation to local needs while raising concerns about accountability and service consistency. Addressing stunting effectively at the local level requires strategic capacity-building for implementers through continuous training, fair compensation, and strengthened collaboration among governmental actors and other stakeholders. These efforts must be integrated, holistic, and sustainable in order to truly tackle the root causes of stunting and generate meaningful improvements in public health outcomes.

Abstract

Emergency complaint services are a critical component of public service delivery, requiring speed, coordination, and integration across multiple agencies. The Surabaya City Government developed Command Center 112 as an innovative public service initiative to respond to emergency incidents quickly and in a coordinated manner. This study aims to analyze the implementation of Collaborative Governance in the management of the Command Center 112 service in Surabaya, using the model by Ansell and Gash, which includes four key indicators: starting conditions, institutional design, facilitative leadership, and the collaborative process. A descriptive qualitative approach was employed, with data collected through observation, interviews, and documentation. The findings reveal that collaboration among government agencies, volunteers, and the community has been built functionally and adaptively through regulatory support, standard operating procedures (SOPs), and open communication among stakeholders. However, challenges remain in the form of public perceptions regarding service response quality, which has not been uniformly experienced. These results highlight the importance of strengthening public communication and increasing community involvement in service evaluation. Overall, Command Center 112 in Surabaya serves as a successful example of Collaborative Governance implementation in urban emergency complaint services.
