The objectives of this study is analyzing accountability of public service in managementIdentity Card at tatanga District Office and the obstructed factors. The method used in this study is qualitative research, to describe the phenomena based on the fact in the research focus. The population of this study is the stake holders of Tatanga District and the public service users. Sample selection used purposive technique by selecting 6 (six) informants. Technique of data collection in this study consisted of observation, interview and document. The result of the study showed that the accountability of public service in management Identity Card at the offfice of Tatanga District was less maximal. This was proved by 3 (three) indicators considered to be  a starting point, they are service reference, attention to the public and solution. Only 1 (one) indicator showed the accountability of service is the solution. It was given by the goverment of the Tatanga District for the public service users had been maximally implemented. While indicator of service reference and attention to the public had not got maximal categories yet. The factors that obstructed the accountability of public service in management Identity Card at Tatanga District offfice which is found in this study were unavailability of equipment to create ID card. Thus, the duty of the District government officials in service only confined to ID card. Then the people have to complete it to another district office or Civil Registration in Palu. Besides, the service provided from district government in management Identity Card still oriented on arrangement or simply impressed very normative, less committed to adjust servicing values or norms that exist in society in order to create a quality of service that is oriented on customer satisfaction.

Tujuan penelitian yang ingin diperoleh dalam penelitian ini adalah Untuk mengetahui Kinerja Aparat Badan Permusyawaratan Desa (BPD) di Desa Watubula Kecamatan Dolo Kabupaten Sigi. Metode Penelitian ini merupakan penelitian lapangan (field study research) yang bermaksud mempelajari secara intensif tentang latar belakang keadaan sekarang dan interaksi suatu sosial, individu, kelompok, lembaga, dan masyarakat. Secara garis besar penelitian ini menggunakan dua metode yaitu metode interview dan pengamatan atau observasi. Hasil penelitian menemukan bahwa BPD di Desa Watubula Kecamatan Dolo Kabupaten Sigi dilihat pada produktifitas sudah melakukan beberapa kebijakan berdasarkan aspirasi-aspirasi masyarakat yang yang telah di respon dengan baik, Responsivitas atau ketepatan dan kecepatan anggota BPD sudah berjalan dengan baik, kualitas pelayanan belum berjalan dengan baik dikarenakan kesulitan komunikasi baik antara anggota BPD dengan masyarakat dan kurangnya sosialisasi menjadi salah satu faktor, sedangkan akuntabilitas kinerja anggota BPD sudah cukup evektif dalam menjalani tanggung jawabnya yang dapat dilihat dari tiga indikator pengukuran kinerja yang sudah berjalan dengan baik. Seyogyanya Guna meningkatkan pelayanan dari kerja BPD di Desa Watubula Kecamatan Dolo Kabupaten Sigi dalam menampung aspirasi masyarakan harus Saran penelitian Para pihak yang bersengketa hendaknya secara sukarela menghadiri dan mengikuti mediasi dengan itikad baik.Kata Kunci : Badan Permusyawaratan Desa, Kinerja, Sigi

This research aims to find out the evaluation of waste management policiy in Palu City and how to counteract them to be as expected in Regional Regulations. Type of research was qualitative by using descriptive methods. Data collection techniques covered in-depth interviews and observations. The results of research related to the evaluation of waste management policy in Palu city have been carried out but it’s not maximum because there were problems in evaluation criteria such as effectiveness, efficiency, and adequacy. Effectiveness has not been achieved because of the lack of control from the concerned parties and public awareness in waste management. Efficiency has not been achieved because of the behaviour and public awareness of the environment is low. In addition, the specified waste disposal operational time has not been fully adhered to the community, while adequacy criteria have not been able to solve environmental hygiene and health problems due to the presence of TPS, only causing a bad smell in the surrounding environment so that it can indirectly affect the level of cleanliness and public health.

How do oligarchs finance local elections, and what motivates their involvement? This study aims to examine the involvement of oligarchs in funding elections campaigns in Central Sulawesi. The research design uses case studies. This study found that oligarchs were, directly and indirectly, involved in local election activities. They become part of candidates’ campaign teams, finance political activities, play a role in issuing parties’ recommendations, mobilise mass campaigns, pay political consultants, control public opinion, distribute social assistance and design political parties coalitions. The involvement of oligarchs in local election activities is motivated by their desire to promote political parties in Central Sulawesi and the interests of running a business. This orientation of growing political parties is more dominant in influencing oligarchs to be involved in local elections, rather than the orientation of maintaining their business continuity. This finding shows that there is a shift in the orientation of entrepreneurs in providing political support. From previously conducting such support secretly, now oligarchs are bolder to appear in public as administrators of political parties, success teams and supporting political financing.

The author examines this issue with the aim of implementing the Tridharma of higher education through entrepreneurial socialization, which aims to develop entrepreneurial insights for students of the Public Administration Study Program, Faculty of Social and Political Sciences, so that it can be of benefit to society. This research is focused on knowing the interest in entrepreneurship among students of the Public Administration Study Program, Faculty of Social and Political Sciences, Tadulako University, and is expected to make a theoretical contribution to the development of student entrepreneurial interest. This study uses a qualitative descriptive method, and the results show that there are still many students who do not understand entrepreneurship; there is a lack of material to foster interest in entrepreneurship in lecture material; there is no proper role model for students; and there is a lack of space to hone knowledge about entrepreneurship. Therefore, further efforts are needed to increase understanding and interest in entrepreneurship among students of the Public Administration Study Program, Faculty of Social and Political Sciences, Tadulako University, through providing relevant material and developing appropriate platforms to facilitate entrepreneurial learning.

This research is entitled Freedom and Consciousness in the Novel “The Alchemist” by Paulo Coelho (Existentialism study of Jean Paul Sartre). The problem that will be examined in this study is the freedom that focuses on the main character in this novel. The purpose of this study is to describe the form of Sartre’s existentialism towards the main character. The technique used in this study is the technique of reading and note taking with a intellectual and hermeneutic approach. The result of this reasearch shows that the main character in this novel, is someone who has a tendency to be reflective and authentic.

Local taxes and levies have an important role to encourage regional development, and increase regional income in the context of the welfare and prosperity of the people. In addition, with this Regional Regulation, it is expected that there will be an increase in public awareness of fulfilling tax and levy obligations (Year-2015-study-of-potential-management-of-Palu-city-2015, n.d.). Swallow Nest Tax is one of the important sources of local revenue to finance the administration of Government, Implementation of development, and Community development. Referring to the Regional Regulation of Palu City Number 1 of 2011 concerning Regional Taxes. Article 68 paragraph (1) The object of Swallow's Nest Tax is the collection and/or exploitation of Swallow's Nest. And article 69 paragraph (1) Swallow Nest Tax Subjects are individuals or entities that take and/or operate Swallow Nests.The objectives of this research are: To find out the implementation of the swallow's nest tax policy in Palu City. The research design used descriptive qualitative. This research is designed within one year.

This study aims to determine the effectiveness of village-owned enterprises in Poly Village, South Tinombo District, Parigi Moutong Regency. This study uses Duncan's theory cited by Richard M Steers (1985: 53) which includes aspects of achieving integration and adaptation goals. This study uses a qualitative approach with descriptive type. Data collection techniques using observation, interviews and documentation. Based on the results of research on the effectiveness of village-owned enterprises in the village of Poly, shows that the management of village-owned enterprises have not been running effectively and optimally. The lack of optimal management can be seen in the aspect of achieving goals, integration and adaptation shows that the programs and business units run by BUMDes have not been evenly felt by the people of Poly village, this is because there is still a lack of budget in the management of BUMDes so that it affects the purpose of BUMDes in adding business units. Integration aspects, at the socialization stage the formation of village business units has indeed been carried out but has not run optimally due to lack of community participation in the socialization process, so that some people do not know about BUMDes and what programs are being run. Adaptation aspect that the implementation of the BUMDes program in Poly Village is in accordance with the potential of the village, the majority of the population are farmers but have not fully utilized the potential of the existing village. Business units such as tunnel rentals, tractors, rice fertilizers, and rice pawns greatly help the community overcome difficulties in meeting their work needs at a more affordable cost. However, there are obstacles in the management and implementation of the program due to lack of knowledge and skills of BUMDes administrators and the community about the importance of BUMDes effectiveness for community welfare and village progress.

The aim of this research is to find out the extent of the role of the Civil Service Police Unit in controlling Creative Field Traders at the Manonda Inpres Market, Palu City. The basis of this research is descriptive qualitative. Data and material collection was carried out through observation, interviews and documentation. Interviews were conducted with 8 informants. The location of this research is at the Civil Service Police Unit Office and Manonda Inpres Market, Palu City. This research uses Sutarto's theory which includes: (1) Role Conceptions, (2) Role Expectations, (3) Role Implementation. The data analysis used in this research is Miles, Huberman and Saldana, including data collection, data condensation, data presentation and drawing conclusions. The results of this research show that the role of the Civil Service Police Unit in controlling Creative Field Traders at the Manonda Inpres Market, Palu City has not been fully implemented well, which can be seen from 1 aspect that is implemented well and 2 aspects that are not implemented well starting from the Civil Service Police Unit have carried out control of the Creative Field Traders in accordance with the concept they prepared to carry out the control. It is the hope of the Civil Service Police Unit that Creative Field Traders comply with the applicable rules and regulations. The implementation of control is not yet running optimally because there are Creative Field Traders who are still violating existing rules and this has resulted in the expectations and implementation of control by the Civil Service Police Unit not going well.

This research aims to determine the effectiveness of the integrated toddler service post program in Salumpaku Village, South Banawa District, Donggala Regency. The theory used in this research is the theory from Richard M Steers in Duncan (1985:53)) which consists of 3 indicators. The data collection technique used is in-depth observation of informant interviews and documentation to collect the required data in the form of primary data and secondary data. Based on the research results obtained, it can be concluded that the effectiveness of the integrated postal service program for children under five in Salumpaku Village is not yet fully effective, in which the indicators of goal achievement, integrity and adaptation have not been effective because the goal has not been achieved. It cannot be said that the goal has been achieved in Salumpaku Village due to not being educated. well because the community of mothers of toddlers tends to still be ignorant and still affected by an unfavorable environment, the distance is also a barrier, and. Then, integrity can be said to be ineffective because the aim of the cadres is not being able to provide an understanding of the program, especially for toddlers aged 0-5 years, which is the golden age for children's growth which must be monitored optimally, as well as a lack of education regarding the importance of Posyandu for toddlers. Next, the adaptation indicator is not yet effective. This indicator is not yet fully effective due to the lack of quality cadres and lack of infrastructure for implementing posyandu.
