Abstract

Tujuan penelitian ini untuk mengetahui bagaimana birokrasi pelayanan publik di Indonesia, serta mengetahui bagaimana seharusnya pelayanan publik dilaksanakan. Metode penelitian yang kami gunakan adalah metode kepustakaan (library research). Sumber data utama dalam penelitian ini adalah kumpulan dari beberapa jurnal dan buku yang terindeks nasional dan internasional yang diakui dalam penambahan referensi akademis, yang menyangkut pokok bahasan yang berisi tentang pembahasan pelayanan publik dan birokrasi. Adapun hasil penelitian kami menunjukan bahwa saat ini pemerintah dianggap belum mampu untuk memenuhi pelayanan publik secara nyata melalui pengertian masyarakat. Ketidakpuasan masyarakat akan pelayanan publik masih terus dirasakan. Terlebih karena pelayanan yang diberikan selain berbelit-belit akibat birokrasi yang kaku, juga perilaku aparat yang memberikan pelayanan kepada masyarakat kadangkala kurang bersahabat dan kurang memuaskan masyarakat. Sehingga organisasi birokrasi pelayanan publik diharapkan mampu memberikan kepuasan kepada masyarakat dalam proses berjalannya pelayanan publik saat ini. Dan ini menjadi kewajiban semua pihak terutama pemerintah untuk secara dini mengantisipasi keadaan dan mulai mengambil langkah-langkah untuk memperbaiki sektor-sektor yang sedang dihinggapi penyakit “lemah pelayanan” tersebut.

Abstract

Village development is a process of activities carried out by all village components to incrase community empowerment in achieving prosperity. To create a properous village, effective management of village funds is needed. Effective village financial management can be achieved if the management of village income, village expenditure, and village financing is carried out based on transparent, ccountable and participatory principles and is carried out in an orderly and disciplined budget. The most influential organ to carry out these objectives is the village government apparatus consisting of the village head and assited by village officials such as the village secretariat, regional administrators and technical implementers who are the elements of village administrators. This article aims to determine the role of village government officials in managing village finances and to find out the effectiveness of village financial management. This article uses the literature study method. Therefor, village government planning and budgeting, implementation, administration, reporting, and accountability stages by apllying the four principles mentioned in Permendagri No. 113 of 2014.

Abstract

The competence of a teacher is a combination of personal, scientific, technological, social, and religious competencies which in general are the competencies of a teacher which includes material management, student understanding, pedagogic learning, personal development, and professional development. Teacher competence is a factor that can affect the quality of learning output. This study aims to analyze the effect of teacher personality competence on the moral attitudes of grade XI students. This type of research uses correlational research using quantitative descriptive research methods so that data analysis is carried out using statistical techniques to test hypotheses. Data collection using questionnaires, observation and documentation. The results of this study indicate that the moral attitude of grade XI students has an impact of 15.21% on the teacher's personality competence. This is evidenced by rcount more than rtable or 0.39 more than 0.304 so that the correlation coefficient of the X and Y variables is significant, where rtable n = 42 with an error rate of 50.304. The results of the t test study gave a t value of 2.441 and a t table of 2.021 at a significance level of 5 degrees of freedom (dk) = n-2 (42 -2 = 40), namely .H. t-count is more than t-table (2,441 more than 2,021). This shows that the alternative hypothesis can be accepted, namely the teacher's personality competence influences the moral attitude of grade XI students.
