Abstract

The aim of this research is to gain an understanding of the strategies employed by the Department of Social Affairs in addressing street children in the city of Makassar, including the supporting and inhibiting factors influencing the implementation of these strategies. The research conducted is qualitative and descriptive in nature, utilizing sociological and communication approaches, with observation and interview techniques. Primary data sources include information obtained through direct observation at the research location and interviews, while secondary data is derived from documentation, mass media, and journals.The research findings indicate that the strategies of the Makassar City Social Affairs Department align with Regional Regulation No. 2 of 2008 related to the guidance of street children, homeless individuals, street musicians, and beggars. The department addresses these social issues through data collection activities and providing guidance. However, there are several obstacles in dealing with street children, such as the absence of facilities or rehabilitation centers in Makassar that can accommodate street children for personal development, aiming to reduce the number of street children in the area.

Abstract

This study investigates the dynamics of community participation in human resource development within Barakkae Village, Lamuru District, Bone Regency, Eastern Indonesia. The primary objective is to explore the extent to which rural communities shift from being passive recipients of development initiatives to becoming active agents in shaping human capital outcomes. Employing a descriptive qualitative method, data were collected through in-depth interviews, observations, and documentation involving eight community members over the course of one month. The findings reveal a significant gap between theoretical models of participatory development and actual practice. Community involvement remains limited, particularly in decision-making processes, which are largely monopolized by village elites. This exclusion results in a lack of awareness, limited grassroots engagement, and diminished program ownership among the broader population. Additionally, the effectiveness and sustainability of human resource development programs are hindered by inadequate socialization strategies and insufficient funding. Evaluation mechanisms currently employed by village authorities also lack systematic integration of community feedback, further weakening the impact and relevance of ongoing initiatives. The novelty of this research lies in its contextual analysis of participatory barriers in a rural Indonesian setting, contributing to a deeper understanding of how local power structures and institutional limitations influence community agency. The study recommends the adoption of inclusive planning forums, the institutionalization of proposal repositories for bottom-up input, and stronger budget advocacy as pathways to reinforce local participation. These insights provide a valuable contribution to the broader discourse in social sciences and humanities by emphasizing the transformative potential of community-driven human development in peripheral regions.

Abstract

The rapid development of digital transformation in the 4.0 era has significantly impacted work processes and interactions across various sectors, including library management. The Audit Board of the Republic of Indonesia (BPK RI) Representative Office in Bali Province has adopted a strategic approach by transforming its conventional library into a digital library and implementing e-clipping as a tool to modernize its services. This study aims to evaluate the effectiveness of utilizing e-clipping technology in enhancing the quality of digital library services at BPK RI Bali. Using a descriptive qualitative approach, data were collected through observation, in-depth interviews, and documentation. The findings indicate that the implementation of e-clipping not only accelerates information access but also improves operational efficiency and user satisfaction. The novelty of this research lies in revealing the integration of e-clipping technology with a digital library system as an innovative model for government institutional libraries in Indonesia. The study concludes by emphasizing the importance of library digitalization as a strategic step toward modernizing technology-based services. It recommends the broader adoption of e-clipping across other government institutions to enhance public service efficiency and contribute significantly to the advancement of social sciences and humanities, particularly in digital information management.

Abstract

This study aims to describe the role of village governments in the development of cultural ecotourism-based tourism by examining four key tourism components: attractions, supporting facilities, accessibility, and additional services. A qualitative approach was employed, using observation and in-depth interviews as data collection techniques, focusing on Abiansemal Village, Badung Regency. The findings reveal that Abiansemal Village offers main attractions such as jogging trails with natural rice field panoramas, historic traditional bathing facilities, and the Melasti Site for self-purification rituals. However, supporting facilities in the village still require development to enhance tourist comfort. Accessibility to destinations is relatively adequate, but additional services, such as the involvement of investors and community elements, need improvement to ensure tourism sustainability. This study highlights the importance of collaboration between village governments, local communities, and private sectors in managing cultural ecotourism-based tourism. As a novel contribution, this research provides insights into how village governments can play a strategic role in managing sustainable tourism at the local level. Recommendations include strengthening infrastructure, enhancing local community capacity, and implementing collaborative strategies to support the development of social sciences and humanities in the context of sustainable tourism.

Abstract

The open government concept has been implemented in Denpasar City based on Denpasar Mayor Regulation Number 28 of 2011 concerning Guidelines for Management of Information and Documentation Services in the Denpasar City Environment. One of them is through the Denpasar Open Data website which supports easy access to information for the public regarding the city of Denpasar. The application of the open government concept in Denpasar City in monitoring and evaluating government openness instruments is considered inadequate so it must be considered optimally. Apart from that, there is invalidity of data sources, thereby reducing public trust. The aim of this research is to analyze the application of open government in improving public services in Denpasar City based on the Denpasar Open Data study. The research method used is qualitative with a descriptive approach. Data collection techniques through observation, interviews and documentation. Research data analysis using Miles and Huberman consists of data reduction, data presentation, and drawing conclusions. The research results show that the implementation of open government in Denpasar City has gone well, but there are several obstacles found on the main website in facilitating public participation. There are several platforms that do not provide public access to data so they need to be optimized by the Denpasar City Communications, Information and Statistics Department to meet the needs of the community.

Abstract

Undang-undang Nomor 6 Tahun 2014 tentang Desa mendorong desa untuk lebih mandiri dalam mengelola segala sumber daya dan keuangan dalam meningkatkan kesejahteraan masyarakat desa. Pengelolaan keuangan desa saat ini menggunakan teknologi informasi sebagai bagian dari implementasi Sistem Keuangan Desa (SISKEUDES) dengan tujuan untuk mewujudkan tata kelola keuangan desa yang bersih, akuntabel dan transparan. Penyelenggaraan Sistem Keuangan Desa (SISKEUDES) didukung oleh pemerintah dan masyarakat dalam rangka menciptakan efektivitas pengelolaan keuangan desa. Penelitian ini menggunakan pendekatan kualitatif dengan teknik deskriptif dalam menganalisis efektivitas luaran Sistem Keuangan Desa (SISKEUDES) di Desa Paconne Kecamatan Belopa Utara Kabupaten Luwu. Hasil penelitian menunjukkan bahwa efektivitas sistem keuangan desa (SISKEUDES) ditinjau dari indikator outcomes (hasil): 1) Pemerintah mendapat manfaat dari siskeudes yang mempermudah pemasukan dan penyusunan laporan keuangan, dan; 2) Masyarakat tidak ikut serta dalam penggunaan aplikasi siskeudes; namun diharapkan siskeudes dapat meningkatkan kinerja pemerintah desa dalam pengelola keuangan tingkat desa.

Abstract

Penelitian ini memiliki tujuan untuk menggali lebih dalam mengenai eksistensi perempuan dalam politik, khususnya dalam konteks pemilihan legislatif 2024 di Kabupaten Bone. Selain itu, penelitian ini bertujuan untuk mengeksplorasi persepsi masyarakat terkait keterlibatan perempuan dalam kontestasi pemilihan legislatif Kabupaten Bone. Penelitian ini menggunakan pendekatan deskriptif kualitatif untuk menyelidiki peran perempuan dalam politik, khususnya terfokus pada eksistensi calon legislatif perempuan di Kabupaten Bone. Informan penelitian melibatkan calon legislatif perempuan yang berpartisipasi dalam pemilihan legislatif 2024 dan juga Masyarakat di Kabupaten Bone. Hasil dari Penelitian ini adalah Eksistensi perempuan terbukti mampu memperkaya dimensi keberagaman dalam pengambilan keputusan publik, menciptakan lingkungan politik yang lebih inklusif dan representatif. Selain itu Penelitian juga menyoroti pemenuhan kuota 30% perempuan dalam DPR Kabupaten Bone sebagai instrumen strategis untuk meningkatkan partisipasi perempuan dalam politik lokal. Persepsi Masyarakt mencerminkan beragam pandangan terhadap peran perempuan dalam politik. Dari kebutuhan khusus perempuan hingga urgensi keterwakilan yang adil.

Abstract

Tourism is a strategic sector supporting economic growth and regional development. This study aims to analyze the strategies implemented by the Tourism Office of Klungkung Regency in developing Devil’s Tears tourist attraction in Nusa Lembongan, Nusa Penida District. The research employs a qualitative descriptive method, collecting data through interviews, observations, and document studies. The findings reveal that Devil’s Tears has significant potential as a premier destination due to its natural beauty. The main challenges include limited funding, infrastructure damage, lack of human resources, and overtourism issues. SWOT analysis resulted in four strategic recommendations: (1) leveraging natural attractions and incorporating local cultural performances to attract more visitors (SO), (2) building safe facilities for cultural performances to enhance visitor appeal (WO), (3) designing and constructing more resilient facilities using advanced technology to withstand land shifts (WT), and (4) utilizing natural potential through partnerships with private sectors for sustainable management (ST). The study recommends strengthening collaboration with local communities, enhancing digital promotion, implementing sustainable infrastructure improvements, and developing environmentally-based tourism policies to achieve sustainable tourism. Keywords: Tourism, Development Strategy, Devil’s Tears, SWOT, Sustainable Tourism Abstrak Pariwisata merupakan sektor strategis dalam mendukung pertumbuhan ekonomi dan pembangunan daerah. Penelitian ini bertujuan untuk menganalisis strategi Dinas Pariwisata Kabupaten Klungkung dalam mengembangkan objek wisata Devil’s Tears di Nusa Lembongan, Kecamatan Nusa Penida. Metode penelitian menggunakan deskriptif kualitatif dengan pengumpulan data melalui wawancara, observasi, dan studi dokumen. Hasil penelitian menunjukkan bahwa Devil’s Tears memiliki potensi besar sebagai destinasi unggulan berkat keindahan alamnya. Kendala utama meliputi keterbatasan pendanaan, kerusakan infrastruktur, kurangnya sumber daya manusia, dan tantangan overtourism. Analisis SWOT menghasilkan empat rekomendasi strategi utama: (1) memanfaatkan daya tarik alam dan menambahkan pertunjukan budaya lokal untuk menarik lebih banyak wisatawan (SO), (2) membangun fasilitas yang aman sebagai tempat pertunjukan budaya lokal untuk menambah daya tarik wisatawan (WO), (3) mendesain dan membangun fasilitas yang lebih tahan terhadap pergeseran lahan menggunakan teknologi terbaru (WT), dan (4) memanfaatkan potensi alam dengan melakukan kerja sama dengan pihak swasta dalam pengelolaannya (ST). Penelitian ini merekomendasikan peningkatan kolaborasi dengan masyarakat lokal, promosi digital, perbaikan infrastruktur berkelanjutan, dan kebijakan pengelolaan berbasis lingkungan untuk menciptakan pariwisata yang berkelanjutan. Abstract

This study uses a type of qualitative research with a descriptive approach. The data sources used are primary and secondary data. The technique for determining informants in this study uses purposive sampling. This study uses the theory of measuring the performance of public organizations according to Agus Dwiyanto (2017). The results of the study show that the performance of the Goods and Services Procurement Unit in improving e-government through the local MSME e-catalog in Badung Regency is quite good, which in productivity indicators is not optimal, there is a need for optimization of the number of human resources and cooperation. Service quality indicators are not optimal because there is still a lack of technical guidance provided to providers. The responsiveness indicator can be said to be optimal. Responsibility indicators can be said to be optimal. Accountability indicators can be said to be quite optimal. Therefore, the author recommends providing technical guidance to providers, collaborating with various parties, optimizing existing human resources through training and improving employee skills, and continuing to monitor and evaluate periodically. Keywords: Local E-Catalog, Employee Performance, E-Government, Procurement of Goods and Services Abstrak Penelitian ini mengunakan jenis penelitian kualitatif dengan pendekatan deskriptif. Sumber data yang digunakan yaitu data primer dan sekunder. Teknik penentuan informan dalam penelitian ini menggunakan purposive sampling. Penelitian ini menggunakan teori pengukuran kinerja organisasi publik menurut Agus Dwiyanto (2017). Hasil penelitian menunjukkan kinerja Unit Pengadaan Barang dan Jasa dalam meningkatkan e-government melalui e-katalog UMKM lokal Kabupaten Badung cukup baik, yang mana dalam indikator produktivitas belum optimal perlu adanya pengoptimalan terhadap jumlah SDM dan kerjasama. Indikator kualitas layanan belum optimal dikarenakan masih kurangnya bimbingan teknis yang diberikan kepada penyedia. Indikator responsivitas sudah dapat dikatakan optimal. Indikator responsibilitas sudah dapat dikatakan optimal. Indikator akuntabilitas dapat dikatakan cukup optimal. Oleh karena itu penulis merekomendasikan untuk memberikan bimbingan teknis kepada penyedia, melakukan kerjasama dengan berbagai pihak, mengoptimalisasi SDM yang ada melalui pelatihan dan peningkatan keterampilan pegawai serta tetap melakukan monitoring evaluasi secara berkala. Abstract

Waste management based on the Reduce, Reuse, Recycle (TPS3R) Waste Management Site is one of the strategic efforts implemented at the village level, such as in Abiansemal Village, Badung Regency, Bali Province. This study analyzes the challenges and opportunities in implementing TPS3R-based waste management policies using the Advocacy Coalition Framework (ACF). The ACF identifies advocacy coalitions of actors with similar interests, beliefs, and values in driving policy change. The study results show various problems in the management of TPS3R, including a lack of public awareness, limited infrastructure and facilities, lack of sustainable funding, and weak institutions. External factors, such as regulatory changes and global pressures, affect policy effectiveness. ACF's analysis reveals that multi-stakeholder collaboration, including government, private sector, and community, is essential to achieve the sustainability of these programs. The solutions offered include increasing public awareness, strengthening infrastructure, adopting community-based business models, building institutional capacity, and coordination between stakeholders. With effective implementation, TPS3R can become a model for sustainable waste management at the village level, supporting the achievement of environmental targets and sustainable development.
