Abstract

The increasing number of elderly people every year is observed in many countries, including Indonesia, and is projected to peak in 2050. The decline in physical function, limited income, and potential social isolation put the elderly at a vulnerable position regarding various problems; therefore, the government must play a role in ensuring welfare through policies implemented through programs. The objective of this research is to analyze the forms of responsibility in maintaining elderly resilience across three countries, from the perspectives of policy and social welfare. This research employs a qualitative approach, utilising literature study methods. The results show that responsibility towards the elderly in Indonesia involves policy-making and the establishment of integrated health posts (posyandu), social assistance, efforts to create age-friendly facilities, and the establishment of elderly schools, while in Japan, there are long-term care insurance (LTCI) programs, onsen facilities, and education on hobbies and in Denmark has a community-based health and social care system, efforts to reduce carbon emissions to create a clean environment, and the development of informal education in the fields of arts, culture, and recreational programs.

Abstract

Abstrak. Penelitian ini bertujuan untuk menganalisis peran pemerintah desa Talang Benuang dalam pelestarian tradisi Sekujang. Banyak tradisi yang mengalami perubahan, bahkan berpotensi hilang karena tidak lagi dipraktikkan secara aktif oleh masyarakat pendukungnya ditambah dengan kondisi saat ini perkembangan globalisasi, modernisasi, dan perubahan pola hidup masyarakat menimbulkan tantangan besar terhadap keberlangsungan budaya lokal, Oleh karena itu penelitian ini penting untuk dilakukan. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus untuk memahami bagaimana Pemerintah Desa Talang Benuang berperan dalam pelestarian tradisi Sekujang. Hasil penelitian menunjukkan bahwa peran pemerintah desa Talang Benuang dalam pelestarian Tradisi Sekujang terdari dari empat peran, yaitu peran Regulator, Fasilitator, Motivator, dan Dinamisator. Dari Peran Regulator, pemerintah desa Talang Benuang belum memiliki regulasi resmi seperti Perdes yang mengatur pelestarian tradisi Sekujang, peran Fasilisator, pemerintah desa sudah memfasilitasi semua kebutuhan masyarakat dalam pelestarian tradisi khususnya ketika ada festival, peran Motivator pemerintah desa secara aktif mengajak masyarakat untuk berpartisipasi dalam pelaksanaan Sekujang, memberikan dukungan moral kepada para pelaku budaya, serta mendorong keterlibatan generasi muda agar tidak melupakan identitas budaya daerah dan dalam peran dinamisator pemerintah desa Talang Benuang berupaya dalam menggerakkan partisipasi masyarakat untuk terlibat dalam setiap tahapan pelaksanaan tradisi. Kesimpulan dalam penelitian ini adalah pelestarian Tradisi Sekujang di Desa Talang Benuang sudah dilakukan secara optimal meskipun belum memiliki regulasi resmi berupa perdes atau yang lain dan hingga saat ini pelestarian lebih banyak ditopang oleh kuatnya peran pemerintah desa sebagai fasilitator, motivator, dan terutama dinamisator, dibandingkan oleh fungsi regulator Kata Kunci : Peran Pemerintah Desa, Pelestarian, Tradisi Sekujang

Abstract

This study aims to reveal and explain the results of the evaluation of information technology-based inclusive education policies in DIY for the 2017/2018 academic year conducted by researchers in 16 high school inclusion schools in DIY. In this study the authors use two major concepts in evaluating this policy, namely: Policy Design and Policy Implementation. The method used in this research is Mix-Method, which combines two qualitative and quantitative research methods, so that more comprehensive, valid, reliable, and objective data are obtained. The results of this study are the policy design obtained a value of 3.12 and was included in the fairly good category, the implementation of the policy obtained a score of 2.77 and was included in the good enough category so that the results of the evaluation of information technology-based inclusive education policies in DIY for the 2017/2018 academic year were in the fairly good category.
