Abstract

This study aims to analyze the political strategies used by the candidate pair for Regent and Vice Regent of Malaka, Stefanus Bria Seran and Hendri Melki Simu (SBS-HMS), in winning the 2024 Regional Head Election (Pilkada) in Malaka Regency. This research is based on the local political phenomenon in which the SBS-HMS pair successfully gained broad public support through effective political communication and political marketing approaches. The research method employed is descriptive qualitative, with data collected through interviews, observation, and documentation. Data analysis is carried out using Firmansyah’s (2012) Political Marketing Theory, which includes three main aspects: political segmentation, political targeting, and political positioning. The findings reveal that the political strategy of the SBS-HMS pair was implemented systematically through voter segmentation based on socioeconomic backgrounds such as farmers, fishermen, youth, and women. The main campaign target focused on grassroots communities with strong loyalty. Meanwhile, the political positioning of the SBS-HMS pair was built through an image of experienced leadership, closeness to the people, and a strong commitment to regional development in Malaka. The conclusion of this study is that the success of the SBS-HMS pair in the 2024 Malaka Pilkada cannot be separated from well-planned political and communication strategies, grounded in community needs, and strengthened by an emotional connection between the candidates and voters.

Abstract

This article discusses the impact of cultural context and informal social networks on candidate campaign financing in the Malaka Regency regional elections, East Nusa Tenggara Province. This study employs a qualitative approach, incorporating clientelism and candidate financing theories, to examine candidate financing practices in the Malaka Regency elections. The study's main finding is that all candidate pairs in the elections utilized informal networks based on kinship, ethnicity, and organizations as political vehicles. However, these informal networks did not significantly influence campaign funding. The study concludes that the primary component of candidate financing remains dominated by political party machinery, while informal networks do not receive sufficient financing as political machines.

Abstract

Penelitian ini bertujuan untuk menganalisis hubungan antara intensitas kampanye Politik di Tiktok terhadap elektabilitas Christian Widodo dan Serena Francis pada Pilkada Kota Kupang Tahun 2024. Penelitian ini didasarkan pada teori pemasaran politik, yang memandang kampanye Tiktok sebagai saluran promosi digital untuk memengaruhi keputusan pemilih. Metode penelitian yang digunakan adalah kuantitatif ini menggunakan pendekatan survei terhadap 100 responden yang dipilih menggunakan kombinasi teknik Quota Sampling dan Purposive Sampling untuk menjamin keterwakilan wilayah dan relevansi kriteria pengguna TikTok. Hasil penelitian menunjukkan adanya hubungan yang signifikan secara parsial antara intensitas kampanye Tiktok terhadap elektabilitas. Hal ini dibuktikan dengan nilai signifikansi Uji T sebesar 0,046 (p < 0,05). Meskipun demikian, hasil koefisien determinasi (R2) menunjukkan bahwa kontribusi pengaruh intensitas kampanye tiktok terhadap elektabilitas hanya sebesar 4,0%, dengan sisanya sebesar 96,0% dipengaruhi oleh variabel lain di luar model penelitian yaitu citra, reputasi Christian Widodo dan Serena Francis yang sudah terbentuk jangka panjang, loyalitas pemilih terhadap partai politik, serta peran media sosial lain.

Abstract

This article evaluates the performance and institutional capacity of ad-hoc bodies in the implementation of the 2024 General Election and Regional Head Elections in Malaka Regency and analyzes their implications for strengthening electoral governance towards the 2029 General Election. Ad-hoc bodies—which include the District Election Committee (PPK), the Voting Committee (PPS), and the Voting Organizing Group (KPPS)—are temporary institutions that play a strategic role in ensuring the integrity of election stages at the local level. This community service-based research uses a descriptive qualitative approach through participatory observation, focus group discussions, and in-depth interviews with election organizers and stakeholders. The findings indicate that although the ad-hoc bodies are able to carry out administrative and technical functions in accordance with the regulatory framework, there are structural issues that affect the effectiveness and independence of the institutions, such as limited technical capacity, disproportionate workload, local socio-political pressures, and weak legal protection and welfare systems. These conditions have implications for the vulnerability of electoral governance at the grassroots level. This article emphasizes the need for a more sustainable, professional, and capacity-based reformulation of ad-hoc agency management policies as a strategy to improve the quality of local democracy ahead of the 2029 General Election.
