Abstract

Aquaculture is an important sector in meeting global food needs and maintaining food security, especially in countries with coastal areas. As the largest archipelagic country, Indonesia has great potential in aquaculture that supports domestic food security and exports. However, the sector faces complex challenges such as climate change and environmental degradation. Sustainable management and integration of local wisdom, such as the "sasi" system, are important solutions in facing this challenge. This study aims to explore the role of local wisdom in supporting sustainable aquaculture through a qualitative approach to case studies. The results of the study show that local wisdom plays an important role in maintaining the balance of the ecosystem and supporting environmental sustainability. The combination of modern technology and traditional practices is an effective strategy to create a resilient and environmentally friendly aquaculture system. This research emphasizes the importance of collaboration between the government and the community in recognizing and strengthening custom-based regulations to achieve a balance between environmental sustainability and economic resilience.

Abstract

Traditional games have an important role in developing social skills of elementary school students through interactive and fun learning. In the context of modern education influenced by the development of digital technology, traditional games offer a solution to overcome the decline in children's social interaction. This research explores the application of traditional games as learning media to improve students' communication, cooperation and empathy skills. Through observations, interviews and document analysis, it was found that games such as congklak, engklek and galah asin not only teach moral values such as honesty and responsibility, but also introduce students to the rich local culture. Despite challenges such as limited facilities and teachers' lack of understanding, creative solutions such as training and technology integration can support the implementation of these methods. The results show that traditional games help students build self-confidence, think critically and strengthen social relationships. In addition to being an educational tool, these games are also a means of cultural preservation that is relevant in the midst of globalization. Collaboration between teachers, parents and communities is needed to ensure the sustainability of traditional games in education. With the right approach, traditional games can be an innovative learning alternative that supports students' holistic development.

Abstract

This research examines the dynamics of civil-military relations in post-Reform Indonesia, with a focus on the latest Draft Law (RUU) on TNI, which has the potential to threaten the principle of civilian supremacy and expand the role of the military in the civilian sphere. Through a qualitative approach and document study method, this research analyzes various provisions in the TNI Bill and compares them with similar regulations in countries that have undergone civil-military relations reform, such as Turkey, Chile and Thailand. The results show that although the bill aims to strengthen the TNI in the face of national threats, some provisions that expand the role of the military risk weakening civilian control and opening up opportunities for the militarization of politics. Therefore, this study recommends strengthening civilian oversight through independent institutions, updating military accountability mechanisms, and revising the TNI Bill to ensure the TNI remains focused on defense functions. The findings contribute to the discourse on civil-military relations in Indonesia and offer a new perspective on the importance of maintaining civilian supremacy in the democratization process.

Abstract

The rapid development of information technology has created a complex and widespread digital ecosystem, where digital platforms are becoming massive collectors of personal data. This phenomenon poses a risk of data leakage and misuse that threatens individual privacy. In Indonesia, even though Law No. 27 of 2022 concerning Personal Data Protection (PDP Law) has been passed, its implementation still faces significant challenges, especially related to infrastructure readiness, law enforcement, and public awareness. Existing regulations tend to be normative and have not been able to keep up with rapid technological innovation, so the responsibility of digital platforms in maintaining data security is still weak and formalistic. This study uses a normative juridical approach to examine the effectiveness of the PDP Law in regulating the legal responsibilities of digital platforms. The results of the analysis show the need to strengthen supervision mechanisms, firm law enforcement, and increase technical capacity and human resources. Lessons learned from international standards emphasize the importance of independent oversight bodies and the application of privacy by design principles. With the synergy of adaptive regulations, reliable technology, and collective awareness, personal data protection can be realized effectively to protect users' rights and security in the digital era.

Abstract

Tourism areas have great potential in improving the regional economy, especially when integrated with the creative economy sector. The creative economy, which relies on ideas, creativity and innovation, plays an important role in tourism development, not only to increase tourist attraction but also to create sustainable economic opportunities for local communities. This research aims to explore the role of the creative economy sector in improving community welfare in tourism areas, with a focus on local creative products such as handicrafts, performing arts, culinary, and design. The creative economy can reduce dependence on the seasonal tourism sector and enrich the tourist experience, while creating business opportunities and improving the skills of local communities. This research uses a descriptive qualitative approach in Indonesian tourism regions, such as Bali, Yogyakarta, and Labuan Bajo, which have great potential in this sector. Through interviews, focus group discussions, and observations, the research identified key challenges such as limited capital, market access, and adequate infrastructure. The findings of this study are expected to provide recommendations for the development of policies that support the creative economy sector, in order to create an inclusive and sustainable economy for local communities, and improve the competitiveness of tourism areas

Abstract

The phenomenon of quiet quitting reflects employee disengagement due to an imbalance between organizational demands and the fulfillment of individual psychological needs, especially among the millennial generation. Different from conventional resignations, quiet quitting refers to a passive attitude where employees only work to the minimum without emotional involvement or desire to grow. The millennial generation who demand meaning, autonomy, and life balance tend to do quiet quitting when the organization fails to create an inclusive, supportive, and flexible workspace. This study uses a qualitative approach with a literature study method to examine how human resource management (HR) strategies can respond to this phenomenon adaptively. The results of the study show that conventional managerial approaches that are transactional and hierarchical are no longer relevant. In contrast, strategies based on human-centered management, Agile HR, and personalized employee experience have proven to be more effective in building employee engagement and loyalty. Data-based technology is also an important tool in understanding employee needs and aspirations in real time. Therefore, HR strategy transformation is a must to create a relevant, healthy, and sustainable work culture in the modern work era.

Abstract

The COVID-19 pandemic has changed the paradigm of public administration in dealing with the global health crisis by emphasizing the importance of multilateralism and cross-border cooperation. The government now plays the role of a facilitator that integrates health and political policies to respond more effectively. The study identifies countries with swift and transparent leadership, such as Vietnam, that are better able to respond to the pandemic, while also exposing global inequalities in low-income countries that need international support. Public administration has a crucial role in designing effective policies, providing resources, and implementing measures such as social distancing, with transparent communication to build public trust. The digitization of public services and evidence-based collaboration between governments and scientists have become important pillars in responding to people's needs. This study uses a descriptive-qualitative approach with case studies and comparative analysis of policies in various countries. The results show that adaptation and innovation in public administration, including increasing digital literacy and community participation, are critical to building health system resilience to future crises. This research is expected to contribute to public administration theory and relevant policy recommendations to face similar challenges in the future.

Abstract

This research addresses gender inequality in economic participation in Indonesia, an issue that poses a barrier to sustainable development and social equality. Although there has been an increase in women's participation in the economic sector, women's labor participation rate is still significantly lower than men's, with an average labor participation rate of 83-84% for men and only 50-53% for women (BPS, 2018-2023). Various social and structural barriers, including patriarchal culture and the burden of domestic responsibilities, limit women's role in the public sector. This study uses descriptive analysis to evaluate trends and patterns of gender inequality in the Indonesian economy from 2018 to 2023, utilizing data from BPS. The findings show that gender inequality in economic participation disadvantages women and slows national economic growth. With more inclusive policies, Indonesia can correct this imbalance and increase its potential productivity and economic competitiveness.

Abstract

The development of digital technology, especially social media, has changed the way individuals interact and access information, but it has also had a negative impact on mental health. Excessive use of social media is associated with an increased risk of depression, anxiety, and decreased self-esteem, especially among adolescents and young adults. In addition, gadget addiction and the phenomenon of social comparison worsen an individual's psychological condition. On the other hand, the low level of public understanding of mental health is a major challenge in efforts to prevent and treat psychological disorders. Many individuals still consider mental health problems as taboo or personal weaknesses, which prevents them from seeking help. The Student Creativity Program (PKM) can play an important role in addressing this issue by increasing public awareness through community-based education, which can be done through various digital media and interactive activities. PKM allows students to design educational programs that are socially and culturally relevant, as well as increasing mental health literacy in the community. In the context of rapidly developing digitalization, the use of technology in PKM can expand the reach of mental health education in a more interesting and effective way. Therefore, PKM has the potential to reduce the stigma of mental health and promote psychological well-being in the community.
