Abstract

The SIAP application (Presence Activation Information System) has been implemented at the Personnel and Human Resources Development Agency since 2022. Although good attendance has been the first step, it also requires optimal bureaucratic performance as an effort to achieve institutional goals. The purpose of this study is to evaluate whether the use of the SIAP Application (Presence Activation Information System) has an influence on employee performance at the Personnel and Human Resources Development Agency (BKPSDM). This study used quantitative methods and involved the entire population, namely 38 employees of the Civil Service and Human Resources Development Agency. Data collection was carried out through distributing questionnaires to all BKPSDM employees as respondents, documentation and observation. The results of the analysis using the T test show that the significant value (0.002) is smaller than the probability of 0.05. Therefore, it can be concluded that the null hypothesis (Ho) is rejected and the alternative hypothesis (Ha) is accepted, which means "The use of the SIAP application has an influence on employee performance (Y)." Although the SIAP Application Usage Variable (X) and the Employee Performance Variable (Y) are related, respondents' responses show some shortcomings related to the use of the SIAP Application (Presence Activation Information System), such as unstable network access constraints. Nevertheless, good attendance still has a positive effect on improving employee performance. Employee Performance Evaluation shows deficiencies in the indicators of Quality, Quantity, Timeliness, and Independence.

Abstract

Abstract: Digital governance has been the subject of research in its evolution. Governments can use digital technology to enable citizens to participate in policy discussions, increase accountability, and improve democratic practices in government. Digital governance is increasingly receiving research attention because it involves managing and using digital technology in government practices. The database used in this research is the Scopus database. The keywords used in writing this scientific article are TITLE-ABS-KEY ("digital governance"). The years used in this article selection were from 2006 to March 2024. Next, inclusion and exclusion criteria were determined to select which articles would be analyzed. After the article has been screened, the next step is to enter the CSV data into the R Studio application. A total of 340 journal articles were published from 2006 to March 2024. This research found that the most published trends were carried out in 2023, with 103 articles and six citations in 2015. Then, second place was in 2017 with five citations, and third place was in 2018 with four citations. Research on digital governance has enormous potential that can be developed further. Areas explored in this research include cyber security, integrating the latest technologies such as artificial intelligence (AI), blockchain, and cloud computing into government systems, utilising big data to support better decision-making, and increasing public participation and government transparency through digital platforms. This research provides a comprehensive analysis of trends in digital governance research, particularly highlighting the increasing attention it has received in recent years. For future research, it would be valuable to explore the long-term impacts of digital governance initiatives on public trust and policy outcomes. Additionally, investigating the challenges and barriers to implementing advanced technologies in different governmental contexts could further enrich the understanding of digital governance's potential and limitations. Abstrak: Tata kelola digital telah menjadi subjek penelitian dalam evolusinya. Pemerintah dapat menggunakan teknologi digital untuk memungkinkan warga berpartisipasi dalam diskusi kebijakan, meningkatkan akuntabilitas, dan meningkatkan praktik demokrasi dalam pemerintahan. Tata kelola digital semakin mendapat perhatian penelitian karena melibatkan pengelolaan dan penggunaan teknologi digital dalam praktik pemerintahan. Basis data yang digunakan dalam penelitian ini adalah basis data Scopus. Kata kunci yang digunakan dalam penulisan artikel ilmiah ini adalah TITLE-ABS-KEY (“tata kelola digital”). Tahun yang digunakan dalam pemilihan artikel ini adalah dari tahun 2006 hingga Maret 2024. Selanjutnya ditentukan kriteria inklusi dan eksklusi untuk memilih artikel mana yang akan dianalisis. Setelah artikel disaring, langkah selanjutnya adalah memasukkan data CSV ke dalam aplikasi R Studio. Sebanyak 340 artikel jurnal diterbitkan pada tahun 2006 hingga Maret 2024. Penelitian ini menemukan tren publikasi terbanyak dilakukan pada tahun 2023, yakni sebanyak 103 artikel dan enam sitasi pada tahun 2015. Kemudian, tempat kedua adalah pada 2017 dengan lima kutipan, dan tempat ketiga adalah pada 2018 dengan empat kutipan. Penelitian mengenai tata kelola digital (Digital Governance) memiliki potensi yang sangat besar untuk dikembangkan lebih lanjut. Bidang-bidang yang dieksplorasi dalam penelitian ini mencakup keamanan siber, mengintegrasikan teknologi terbaru seperti kecerdasan buatan (AI), blockchain, dan komputasi awan ke dalam sistem pemerintahan, memanfaatkan big data untuk mendukung pengambilan keputusan yang lebih baik, serta meningkatkan partisipasi publik dan transparansi pemerintah melalui platform digital. Penelitian ini menyajikan analisis komprehensif tentang tren dalam penelitian tata kelola digital, khususnya menyoroti meningkatnya perhatian dalam beberapa tahun terakhir. Saran untuk penelitian selanjutnya dapat mengeksplorasi dampak jangka panjang inisiatif tata kelola digital terhadap kepercayaan publik dan hasil kebijakan. Selain itu prospek penelitian ke depan dapat mengkaji tantangan dan hambatan penerapan teknologi terbarukan untuk memperkaya pemahaman tentang potensi dan keterbatasan dari tata kelola digital.

Abstract

Small and Medium Industries (IKM) are the most important pillars of the economy in the city of Tanjungpinang. Of course, Pemko continues to encourage local economic growth through micro, small and medium enterprises. This can be seen from the number of business units in the city of Tanjungpinang which continues to increase every year. It was recorded that in 2019-2022 there were 997 IKMs with various types of businesses including 670 food IKMs, 165 clothing IKMs, 68 crafts IKMs, and 94 other types of business IKMs. Because so far the IKM sector has proven its important role in making a significant contribution to the economy of the city of Tanjungpinang. In line with that, from 2019-2022, the number of workers who received competition-based training reached 359 people. The aim of this research is to find out the Role of the Department of Trade and Industry in Promoting Small and Medium Industries (IKM) in Tanjungpinang City in 2022 by using Ndraha Labolo's theory. The method used is a qualitative research method with as many as 7 informants and uses techniques and data collection in the form of interviews, observation and documentation. The results of this study show that the role of the Trade and Industry Office of the City of Tanjungpinang as a regulator is regulated in Mayor Regulation No. 39 of 2016 concerning Description of the Main Tasks and Organizational Functions and Work Procedures of the Office of Trade and Industry of the City of Tanjungpinang. The role played by the Trade and Industry Office of Tanjungpinang City as a dynamic in advancing the Small and Medium Industries (IKM), namely by providing training, coaching to the Small and Medium Industries (IKM) so that difficulties in obtaining business licenses and obtaining halal certificates can be resolved easily by using PTSP. The role of the Government as a facilitator for Small and Medium Industries (IKM), namely by providing promotion space for Small and Medium Industries (IKM) as well as in obtaining halal certification, the Government's Department of Trade and Industry has facilitated the issuance of halal certification from BPOM. Abstract

Mayoritas developer perumahan yang belum menyerahkan prasarana, sarana, dan utilitas kepada pemerintah kota. Penelitian ini bertujuan untuk mengetahui implementasi kebijakan, jumlah perumahan dan permukiman yang belum menyerahkan prasarana, sarana, dan utilitas, dan faktor penghambat implementasi kebijakan. Penelitian ini menggunakan metode penelitian deskriptif kualitatif dengan teknik pengumpulan data berdasarkan observasi, wawancara dan dokumentasi. Penelitian ini menggunakan teori model implementasi kebijakan oleh Merilee S Grindle. Hasil dari penelitian ini menunjukkan bahwa Pemerintah Kota Tanjungpinang belum bertanggung jawab dalam melaksanakan kewajibannya terkait dengan prasarana, sarana, dan utilitas perumahan dan permukiman di Kota Tanjungpinang ini karena masih kurangnya pengawasan terhadap pembangunan-pembangunan perumahan yang ada di Kota Tanjungpinang yang mengakibatkan banyak terjadinya ketidaksesuaian site plan awal dengan pembangunan akhir perumahan, sedangkan yang memberikan izin untuk membangun perumahan tersebut adalah Pemerintah Kota Tanjungpinang itu sendiri, kemudian kurang tegasnya Pemerintah Kota Tanjungpinang terhadap developer-developer yang tidak membangun sesuai peraturan. Kemudian masih banyak developer perumahan maupun permukiman di Kota Tanjungpinang yang belum menyerahkan prasarana, sarana, dan utilitas dengan berbagai faktor penghambat seperti developer yang menggadai sertifikat utama perumahan tersebut, developer tidak membangun perumahan sesuai dengan site plan yang disetujui di awal. Selanjutnya untuk isi kebijakan masih terlalu kaku sehingga pelaksanaan kebijakan tidak sesuai dengan isi kebijakan itu sendiri, lalu lingkungan kebijakan sudah menunjukkan responsivitas maupun penguasa yang demokratis dan partisipatif. Jumlah perumahan yang sudah menyerahkan prasarana, sarana, dan utilitas perumahan dan permukiman kepada Pemerintah Kota Tanjungpinang sebanyak 13 perumahan, sedangkan yang belum menyerahkan sebanyak 262 perumahan dari total 275 perumahan yang telah disurvei oleh Dinas Perkim. Kata Kunci: Prasarana, sarana, dan utilitas, Perumahan, Developer. Abstract Many housing developers have not submitted infrastructure, facilities, and utilities to the city government. This research aims to find out the policy implementation, the number of housing and settlements that have not submitted infrastructure, facilities, and utilities, and the factors inhibiting policy implementation. This research uses descriptive qualitative research methods with data collection techniques based on observation, interviews and documentation. This research uses the theory of the policy implementation model by Merilee S Grindle. The results of this study indicate that the Tanjungpinang City Government has not been responsible for carrying out its obligations related to housing and settlement infrastructure, facilities and utilities in Tanjungpinang City because there is still a lack of supervision of housing developments in Tanjungpinang City which results in many discrepancies between the initial site plan and the final housing development, while the one who gives permission to build the housing is the Tanjungpinang City Government itself, then the lack of assertiveness of the Tanjungpinang City Government towards developers who do not build according to regulations. Then there are still many housing and settlement developers in Tanjungpinang City who have not submitted infrastructure, facilities and utilities with various inhibiting factors such as developers who pledge the main certificate of the housing, developers do not build housing in accordance with the site plan approved at the beginning. Furthermore, the policy content is still too rigid so that the policy implementation is not in accordance with the content of the policy itself, then the policy environment has shown responsiveness as well as democratic and participatory rulers. The number of housing that has submitted housing and settlement infrastructure, facilities, and utilities to the Tanjungpinang City Government is 13 housing, while those that have not submitted are 262 housing out of a total of 275 housing that have been surveyed by the Perkim Office. Abstract

Fenomena permasalahan yang terjadi di lapangan dalam melaksanakan program KIA di Kabupaten Karimun sampai saat ini masih banyak anak yang belum memiliki Kartu Identitas Anak dikarenakan ada beberapa penyebab yaitu minimnya antusias warga khususnya para orang tua di Kabupaten Karimun terhadap KIA dan masih minimnya informasi terkait tentang KIA bahkan setiap anak di wajibkan untuk memiliki kartu identitas dan masih banyak manfaat atau kegunaan KIA di Kabupaten Karimun karena sampai dengan hari ini masih sama belum menjadi prioritas syarat wajib di instansi pemerintah bahkan swasta serta tidak ada berlaku sanksi bagi orang tua atau anak yang belum memiliki KIA dan apa yang dirasakan bagi masyarakat, peneliti ingin mengkaji lebih lanjut mengenai “Implementasi Program Kartu Identitas Anak (KIA) Di Kabupaten Karimun. Objek penelitian ini adalah implementasi Kartu Identitas Anak (KIA) penelitian ini menggunakan metode deskriptif kualitatif dengan pedoman wawancara menggunakan teori David C Korten yang berindikator, Indikator Program yaitu Program adalah berkaitan dengan hal ini adalah tujuan yang ingin dicapai secara jelas yaitu implementasi Kartu Identitas Anak (KIA) adanya tujuan kebijakan dalam mencapai tujuan pengimplementasian Kartu Identitas Anak (KIA) adanya strategi dalam pelaksanaan pengimplementasian KIA. Indikator Pelaksana yaitu Kelompok sasaran harus ada kesesuaian antara kelompok sasaran dengan organisasi pelaksana untuk dapat memperoleh hasil program yang sesuai dengan kelompok sasaran program, dalam hal ini yang menjadi sasaran anak dibawah umur 17 tahun ke bawah. Indikator Sasaran Pelaksana yaitu pelaksanaan harus ada kesamaan antara program organisasi pelaksana yaitu kesamaan antara tugas yang di syaratkan oleh program dengan kemampuan organisasi dalam hal ini dinas kependudukan dan pencatatan sipil dalam pengimplementasian KIA oleh karena itu kemampuan implementator merupakan SDM yang memperngaruhi keberhasilan implementasi dalam hal ini pengimplementasian KIA.

Abstract

This study investigates the relationship between structural transformation and regional inequality in Kepulauan Riau (Kepri), Indonesia, a province strategically located as an industrial and service hub yet marked by persistent disparities. While the Kuznets hypothesis suggests an inverted-U link between growth and inequality, evidence from archipelagic economies remains limited. The main purpose of this research is to assess whether Kepri follows or diverges from the Kuznets trajectory by analyzing sectoral shifts and their implications for inequality dynamics. Using provincial macro and microeconomic data, this study applies panel data econometrics and productivity decomposition techniques to evaluate both within-sector growth and labor reallocation effects. The results reveal that industrial expansion generates high productivity but limited employment opportunities, while services act as a labor sponge with weak welfare contributions. This dualistic pattern, termed the “structural change penalty,” has amplified inequality across sectors and regions rather than reducing it. The findings underscore the need for stronger industrial linkages, service sector upgrading, and inclusive regional policies to ensure that structural transformation fosters broad-based and equitable development. By shifting the analytical focus from the national to the sub-national level, this study contributes new insights into the role of local governance, spatial politics, and policy choices in shaping divergent development paths in Indonesia.
