Abstract

Competency development is an important process in employee retention and performance to prepare professional Apparatus Resources (SDA). The agency responsible for the implementation of human resource development for state, district and city governments in accordance with statutory regulations. The location of this research was carried out in one of the local government organizations, namely the Riau Islands Human Resources Development Agency (BPSDM). The study used qualitative methods, collecting data through interviews with resource persons. This study uses data analysis techniques and SWOT analysis. This internal factor analysis was compiled from the strengths and weaknesses of the Riau Islands BPSDM, and external factors taken from the opportunities and threats of the Riau Islands BPSDM in developing ASN competencies.

Abstract

The Election Supervisory Body (Bawaslu) is responsible for overseeing elections and preventing violations. To carry out its duties properly, Bawaslu requires community participation. Therefore, Bawaslu increases participatory supervision by providing facilities to report violations. Bawaslu needs to optimize the use of social media as a means of publication so as to facilitate public participation and ensure integrity and accurate election results. This research was conducted to determine the optimization of social media in the monitoring process. Research using the case study method. Data was collected through in-depth interviews, observation, and documentation. The results of the study show that the Tanjungpinang City Bawaslu has attempted to optimize the management of social media as a means of publication. This effort is illustrated in the public relations strategy used. However, there are still some obstacles to be resolved. This study recommends the need for the Tanjungpinang City Bawaslu to evaluate the strategies implemented.

Abstract

This research aims to understand and analyze how the online media outlet Ulasan.co frames the news about the leadership of the Governor and Deputy Governor of the Riau Islands, where three months after their inauguration, they were hit by issues of disharmony. Ulasan.co is the most prominent online media platform in the Riau Islands that frequently highlights these issues. This study analyzes the news texts from Ulasan.co titled "Dirty Plates" Amid the Ansar-Marlin Dispute. The research findings indicate that Ulasan.co's news framing is considered to lack "covering both sides" as it tends to present statements from only one party. The analysis is conducted using Robert N. Entman's framing model, yielding the following results: Problem Identification (identifying the problem's causes) is attributed to internal political conflict; Diagnose Causes (assessing the root causes) point to the Deputy Governor; Make Moral Judgements (moral evaluation) involve the professional stance of the Governor in maintaining governance continuity; and Treatment Recommendations (problem-solving and resolution) involve the call for resolving the issues and conflicts between the Governor and Deputy Governor, thereby allowing them to collaborate once again in advancing the Riau Islands Province.

Abstract

One form of audio-visual mass media that is capable of conveying information effectively is a film, both in the form of fiction and documentary. Mass art, especially film, can bring a picture of the contemporary world to the public at large, increase political awareness, encourage world surveillance, and bring social critical images. Through film, directors can convey messages and raise a phenomenon that occurs in society. Roland Barthes's semiotic analysis is very relevant to use in studying a film because a film consists of various interrelated signs. The signs include various sign systems that work together to achieve the desired effect. In Roland Barthes' semiotic analysis, the film has a meaning consisting of a signifier and a signified. The research method used is qualitative with primary data sources from the film Our Brand Is Crisis. Researchers used data collection techniques through observation and documentation. Roland Barthes' Semiotic Analysis in this study is used to interpret the meaning of the signs in the film, which consists of five stages: identifying signs, analyzing denotative and connotative meanings, determining social, cultural, and historical contexts, and analyzing the myths contained in signs. the. The goal is to understand and express meaning in film and how the social and cultural context shapes it.

Abstract

This study aims to explore the application of human resource management (HRM) strategies in improving the work motivation of the State Civil Apparatus (ASN). ASN work motivation is a critical factor that affects the performance of government organizations, the efficiency of public services, and the achievement of national strategic goals. In this context, various aspects of HR management such as recruitment, training and development, performance appraisal systems, and provision of incentives and rewards are identified as key factors that can increase ASN work motivation. This research methodology uses a qualitative approach through literature studies. The results showed that transparent and meritocracy-based recruitment, continuous training, and a fair and objective performance appraisal system are very influential in increasing ASN work motivation. In addition, the provision of appropriate incentives and rewards for work achievements has also proven effective in encouraging ASN enthusiasm and productivity. This study also revealed that a conducive work environment and inspirational leadership play an important role in building ASN's intrinsic motivation. The conclusion of this study confirms that strategic and integrated HR management is key to improving ASN work motivation, which in turn will contribute to improving the quality of public services and the effectiveness of government organizations. Practical recommendations from this study include the implementation of more inclusive HR policies, development of training programs relevant to ASN needs, and improvement of performance-based reward and incentive mechanisms. This research provides valuable insights for policymakers and HR managers in an effort to strengthen ASN motivation and performance in Indonesia.

In the face of the digital era's rapid evolution, human resource planning has become increasingly crucial for organizations to maintain competitiveness and sustainability. This abstract explores strategic human resource planning (HRP) as a pivotal approach to navigating the complexities posed by digital transformation. The advent of digital technologies has revolutionized industries, requiring organizations to adapt swiftly to remain relevant and efficient. Strategic HRP involves aligning workforce capabilities and organizational goals with the demands and opportunities presented by digital advancements. Key considerations include forecasting future workforce needs, identifying critical skill gaps, and implementing robust talent acquisition and development strategies. Moreover, effective HRP entails leveraging data analytics and predictive modeling to anticipate HR requirements and optimize workforce planning initiatives.The challenges of the digital era necessitate proactive measures in talent management, such as upskilling current employees and recruiting digitally savvy talent. Organizations must foster a culture of continuous learning and adaptability to thrive in a digitally disrupted environment. Strategic HRP also encompasses developing agile HR policies and practices that can accommodate rapid technological changes and evolving employee expectations. Furthermore, integrating technologies like artificial intelligence and automation into HR processes can streamline operations and enhance decision-making capabilities.In conclusion, strategic human resource planning is indispensable for organizations seeking to harness the opportunities presented by the digital era while mitigating its inherent challenges. Abstract

Dimensi Smart People dan Smart Living sebagai dua dari enam dimensi konsep Smart City, merupakan pondasi untuk suksesi Smart City sekaligus menjadi alternatif dalam menyokong sektor pendidikan dan kesehatan yang dijadikan sebagai instrumen investasi SDM unggul. Penelitian ini bertujuan untuk menemukan langkah-langkah strategis menerapkan Smart People dan Smart Living dalam suksesi Smart City dan mengatasi permasalahan-permasalahan pada sektor pendidikan dan kesehatan di Indonesia sehingga investasi SDM mampu mencapai tujuan yang diharapkan. Penelitian ini merupakan penelitian kualitatif bersifat studi kepustakaan untuk menghimpun informasi yang relevan dengan topik yang dibahas. Sumber data yang digunakan berasal dari buku-buku, artikel ilmiah, dan sumber online. Penelitian ini menghasilkan beberapa langkah strategis: melalui dimensi Smart People dapat dilakukan pengembangan ekosistem pendidikan formal, non-formal, dan inklusif, serta implementasi Smart School dan Smart Campus. Pada dimensi Smart Living dapat dilakukan peningkatan infrastruktur kesehatan, penanganan penyakit kronis, perbaikan kesehatan ibu dan anak, serta peningkatan angka harapan hidup. Diperlukan sinergi antara pemerintah, institusi pendidikan, sektor kesehatan, dan masyarakat untuk mengoptimalkan pembangunan SDM unggul dalam kerangka Smart City, guna menghadapi tantangan global dan mewujudkan Indonesia yang maju.

Abstract

Perkembangan dunia pertelevisian di Indonesia mengalami kemajuan pesat, namun juga membawa tantangan berupa dampak negatif terhadap karakter generasi muda akibat tayangan yang kurang mendidik. Dalam konteks ini, lembaga penyiaran lokal seperti Barelang TV Kabel di Kota Tanjungpinang memiliki potensi besar untuk mendukung pendidikan karakter melalui konten yang relevan dan edukatif. Program Pengabdian Kepada Masyarakat (PKM) ini bertujuan meningkatkan kesadaran dan pemahaman remaja mengenai pengaruh media terhadap pembentukan karakter mental. Kegiatan yang melibatkan mahasiswa Universitas Maritim Raja Ali Haji ini menggunakan pendekatan interaktif berupa ceramah, diskusi, dan survei, yang dilaksanakan pada 19 Oktober 2024. Program ini dirancang untuk memberikan pengalaman belajar yang mendalam serta memotivasi partisipasi aktif peserta. Hasil kegiatan menunjukkan adanya peningkatan pemahaman remaja terkait dampak media sosial dan strategi bijak dalam menghadapinya, seperti memilih konten yang mendidik dan mengelola waktu secara produktif. Selain itu, program ini memperkuat peran Barelang TV Kabel dalam menyediakan tayangan berbasis nilai-nilai lokal yang mendukung penguatan karakter generasi muda. Sinergi antara universitas, lembaga penyiaran, dan pemerintah daerah menjadi kunci keberhasilan kegiatan ini. Dengan mengoptimalkan teknologi digital, Barelang TV Kabel berhasil menjangkau audiens yang lebih luas sambil tetap memprioritaskan konten edukatif. Kesimpulannya, program ini efektif dalam membangun kesadaran remaja akan pentingnya karakter mental yang kuat di era digital, serta memberikan model ideal bagi inisiatif serupa untuk mendukung pembangunan karakter anak bangsa secara berkelanjutan.

Abstract

This study aims to evaluate the implementation of the Public Internet Program in Tanjungpinang City in supporting digital inclusion. Based on the 2018-2023 Strategic Plan document from the target of 100 points, only 34 public wifi points were realized. The evaluation was carried out using the theory of William N Dunn (2003), using six indicators, namely, effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. This research uses a qualitative approach with data collection techniques through observation, interviews, and documentation of 12 informants. The results of this study indicate that the implementation of the program has been running but not optimal. This can be seen in the effectiveness indicator where the placement of access points is less strategic, because it is located in upper-class housing which generally already has its own internet access, then the network quality is less stable with the bandwidth provided of 20 Mbps through a scramble system where the ideal standard according to the IT perspective is 2 Mbps per user outside watching YouTube. In the efficiency indicator, from 2013-2023 the realization did not reach the target set at the beginning, then the lack of maintenance resulted in 8 internet points not working. The adequacy indicator has not been said to be optimal in meeting needs through value, opportunity, and method adjustment as evidenced by the fact that there is no national standard as a reference in program implementation and unclear location data collection. In the equity indicator, there is a mismatch in infrastructure facilities, small areas have not been reached, and there is 1 location point that is locked. The responsiveness indicator is good, but there is still low participation from the community. Finally, the accuracy indicator is directed towards the community, but the implementation is not in accordance with the needs, and has not reached the initial target.

Abstract

The Child Identity Card (KIA) is an official document issued to children aged 0–17 years as a form of early recognition and protection of legal identity. The issuance of the KIA aims to support orderly population administration, facilitate access to public services, and strengthen child protection in various social, educational, and health aspects. In Bintan Regency, this policy has been implemented since 2017 and was reinforced through Regent Regulation No. 6 of 2022. However, in 2024, the KIA ownership rate only reached 53.48%, the lowest figure in the Riau Islands Province. This figure indicates a serious gap between policy and implementation in the field. In fact, the Bintan Regency Population and Civil Registration Office's Work Plan (Renja) set the KIA ownership target for 2024 at 65%, with the final realization being only 62%. This study aims to examine the factors influencing the low KIA ownership rate. The study used a descriptive qualitative approach with data collection techniques through in-depth interviews, observation, and documentation. Informants consisted of Disdukcapil officials and the community as service recipients. The implementation model used was Merilee S. Grindle's theory, which emphasizes six critical variables in policy success, including resources, communication, and implementer characteristics. The results of the study indicate that despite an increase in demand for KIA due to administrative requirements in education services, BPJS, and social programs, significant obstacles remain. These obstacles include limited outreach, a lack of service infrastructure in coastal and remote areas, and technical constraints such as a suboptimal online system. Therefore, acceleration strategies are needed, such as increasing the intensity of cross-sector outreach, integrating KIA services into integrated health post (Posyandu) and school programs, adding mobile services, and training local human resources.
