Abstract

This research aims to understand and analyze how the online media outlet Ulasan.co frames the news about the leadership of the Governor and Deputy Governor of the Riau Islands, where three months after their inauguration, they were hit by issues of disharmony. Ulasan.co is the most prominent online media platform in the Riau Islands that frequently highlights these issues. This study analyzes the news texts from Ulasan.co titled "Dirty Plates" Amid the Ansar-Marlin Dispute. The research findings indicate that Ulasan.co's news framing is considered to lack "covering both sides" as it tends to present statements from only one party. The analysis is conducted using Robert N. Entman's framing model, yielding the following results: Problem Identification (identifying the problem's causes) is attributed to internal political conflict; Diagnose Causes (assessing the root causes) point to the Deputy Governor; Make Moral Judgements (moral evaluation) involve the professional stance of the Governor in maintaining governance continuity; and Treatment Recommendations (problem-solving and resolution) involve the call for resolving the issues and conflicts between the Governor and Deputy Governor, thereby allowing them to collaborate once again in advancing the Riau Islands Province.

Abstract

Village-Owned Enterprises are institutions that operate in the field of managing village economic resources which aim to optimize village assets, improve community businesses and increase village income. This increasingly narrow agricultural area has caused the people of Batu Belanak Village to complain because some of their harvests have failed, such as coconuts, the quality of the coconut harvest is not good so it is not suitable for sale and consumption by the local community. This research method uses qualitative research. The data collection technique is using interviews and documentation. There are 4 indicators according to Siagian's role theory (2000:142-150), namely Stabilizer, Innovator, Pioneer and Modernizer. The results of this research show that the role as a stabilizer for the sale of electricity tokens and telephone credit, cattle fattening is one of the BUMDes programs that is running in Batu Belanak Village, the need for cattle, especially Midai Island, the price of sacrificial cattle is too high and the cows that come out will get big profits, fishing gear for Village BUMDes fishermen Batu Belanak provides credit for goods. BUMDes provides credit for goods in installments. The role of BUMDes innovator in Batu Belanak Village will be to create a household credit program. The government's role as a pioneer is to first implement innovation to build cooperation with the community in terms of advancing the village. Role as a modernizer from traditional to modern conditions.

Abstract

Kepulauan Riau merupakan salah satu provinsi di Indonesia yang memiliki potensi maritim yang besar. Oleh karena itu, pemerintah Indonesia telah mengimplementasikan berbagai kebijakan untuk meningkatkan pembangunan industri dan jasa maritim di wilayah ini. Namun, masih terdapat kendala-kendala yang mempengaruhi efektivitas kebijakan tersebut. Penelitian ini bertujuan untuk menganalisis faktor-faktor penghambat dan solusi untuk meningkatkan efektivitas kebijakan pembangunan industri dan jasa maritim di Kepulauan Riau. Metode yang digunakan adalah studi literatur dengan mengumpulkan dan menganalisis data dari berbagai sumber penelitian terdahulu dan dokumen kebijakan yang berkaitan dengan permasalahan ini. Hasil penelitian menunjukkan bahwa faktor-faktor penghambat utama meliputi kurangnya infrastruktur dan sumber daya manusia yang berkualitas, serta kurangnya koordinasi antara pemangku kepentingan. Solusi yang diusulkan meliputi pengembangan infrastruktur, pelatihan dan pengembangan sumber daya manusia, serta koordinasi yang lebih baik antara pemerintah, masyarakat, dan sektor swasta. Dengan mengimplementasikan solusi-solusi ini, diharapkan efektivitas kebijakan pembangunan industri dan jasa maritim di Kepulauan Riau dapat meningkat, sehingga potensi maritim yang dimiliki wilayah ini dapat dimanfaatkan secara optimal untuk meningkatkan pertumbuhan ekonomi dan kesejahteraan masyarakat.

Abstract

Bintan Regency is a Regency with the largest decrease in the open unemployment rate for the 2022-2023 period in the Riau Islands. This study aims to determine the strategy of the Bintan Regency Regional Government in reducing unemployment in Bintan Regency. The research method used is qualitative descriptive research with interview and documentation data collection techniques. The results of this study indicate that the Bintan Regency Manpower Office has mostly implemented its strategy well from the organizational strategy already having good strategies and policies. The program strategy has a positive impact on the workforce in improving skills and prioritizing the placement of local workers. The resource support strategy is adequate both in terms of human resources, finance, technology and infrastructure. Institutional strategy, responsible for performance targets and exercising its authority in reducing unemployment.

Abstract

Food security is a condition of food fulfillment for the entire community. The phenomenon of the problem that occurs in this study is the imbalance between the food needs of the Bintan community and local production. Over the past four years from 2019 to 2022, the production of local food needs from various commodities such as rice, vegetables, fruits, and so on has experienced a significant decline in production. This condition certainly triggers concerns regarding the ability of the Regional Government of Bintan Regency to maintain food security and meet the needs of the community. This research aims to formulate a food security strategy in Bintan Regency. This research uses Koteen's theory which consists of four strategy indicators, namely Organizational Strategy, Program Strategy, Resource Support Strategy, and Institutional Strategy. This research uses a qualitative approach method with data collection through interviews and documentation. The results show that the vision and mission of regional apparatus organizations are aligned with the district's vision to improve food security. Programs are focused on increasing food production and price stability. Resource support in the form of budget and facilities is important for program success. Institutional strategies emphasize SOPs, monitoring, divisional coordination and employee training to improve program effectiveness. The findings indicate the importance of inter-organizational synergy and resource strengthening in maintaining food security.

Abstract

The maternal mortality is an obstacle in efforts to develop human resources because it can reduce the level of maternal health and community welfare. Cases of maternal deaths in Tanjungpinang City in 2023 have increased compared to 2022, bringing the total to six deaths. Problem in the health sector cannot be separated from the affairs of the regional government, in this case through the Tanjungpinang City Health, Population Control, and Family Planning Service. This research aims to analyse the strategies carried out by the Tanjungpinang City Government in efforts to reduce maternal mortality using Strategy Theory by Geoff Mulgan. The research method used was a qualitative research method with a case study approach was and a total of 11 informants. Data collection techniques were carried out using interviews and documentation and analysed by data collection, data reduction, and data presentation. The research results show that the Tanjungpinang City Government in 2023 has carried out activities related to efforts to reduce maternal mortality in accordance with its vision and mission. This activity involves the Community Health Centre and parties in the field to ensure that pregnant women are monitored and follow the directions given. The challenges faced by the Tanjungpinang City Government with the high maternal mortality in 2023 are the lack of knowledge of pregnant women regarding pregnancy, the low level of delivery which is not carried put in health facilities, and the lack of empowerment of families and communities regarding the KIA Book. Overall, the strategy implemented by the government must be supported by the role of the community as the recipient of the strategy so that the high maternal mortality rate in Tanjungpinang City in 2023 means that the reduction has not been optimal due to a lack of knowledge and community awareness.

Abstract

In 2023, Batam City will record 550 homeless people and beggars undergoing rehabilitation. In 2024 (January-July), this number will drop significantly to 237. The aim of this research is to determine government collaboration in handling homeless people and beggars in Batam City. The method used is descriptive qualitative, there are eight informants with data collection techniques through interviews, observation and documentation. Data analysis was carried out through data reduction, data presentation, and drawing conclusions. This research uses Collaborative Governance theory from Deseve, namely Network Structure (Organizational Structure), Commitment to a Commom Purpose (Commitment to the goal), Trust Among the Participants (mutual trust between actors), the existence of Governance Certainty, Access to Authority (Access to power), Distributive Accountability (Sharing responsibility), Information Sharing (Sharing Information), Access to Resources (Access to Resources. The findings obtained are (1) Network Structure: Satpol PP carries out patrols and the Social Service supports it through the formation of a Rapid Response Team (TRC). (2) Commitment to a Common Purpose: Satpol PP and the Social Service are committed to outreach and reducing the number of Social Welfare Recipients, which is evaluated based on the budget. (3) Trust Among the Participants: collaboration between Satpol PP and the Social Service is running well thanks to open communication, regular coordination meetings, and mutual assistance. (4) There is certainty of governance: the role of Satpol PP and the Social Service is regulated in Regional Regulation No. 6 of 2002 and received support from other institutions. (5) Access to Authority: handling homeless people is regulated by Law no. 23 of 2014, with Satpol PP on patrol duty and the Social Service handling social problems through a budget supervised by the Inspectorate and BPK. (6) Distributive Accountability: The Social Service appoints the relevant OPD and forms a TRC which collaborates with Satpol PP in networking, while the TRC supports large or special activities. (7) Information Sharing: The Social Service shares the latest data and regulations in coordination meetings. (8) Access to Resources: Satpol PP and TRC have resources with a supporting budget as well as contributions from Srikandi PLN in counseling, equipment, and Pelni for the repatriation of homeless people and beggars. Therefore, researchers put forward suggestions, namely that the government should reach out more to the community and provide full assistance so that homelessness and beggars can be reduced.

Abstract

As long as a fisheries court other than the fisheries court has not been established, criminal cases in the fisheries sector that occur outside the jurisdiction of the fisheries court will still be examined, tried and decided by the competent district court. Such provisions create a dualism in the legal regime, namely the legal regime of the district court and the regime fisheries court law. With the examination of criminal acts in the fisheries sector carried out by the fisheries courts and district courts, there is dualism and legal uncertainty in the handling of fisheries crimes. Several formal laws are specifically regulated in the Fisheries Law, namely the existence of Ad Hoc Judges, Trials without the Presence of the Defendant (In Absentia), Periods of Court Decisions, Determinations and Detention Periods by Judges and Registrars. Fisheries Courts that have been established have made a major contribution in law enforcement, all established fisheries courts have issued several decisions on fisheries cases. Abstract

Stunting in Batu Belanak Village has been widespread since 2023. There are three villages in Suak Midai District, these three villages are Batu Belanak Village which holds the highest ranking for stunting problems. Batu Belanak village has 7 stunted children, 4 people in Gunung Jambat village and 6 people in Air Kumpai village. Therefore, there needs to be a responsible role for the village government in this matter. The aim of this research is to find out how the Village Government handles stunting in Batu Belanak Village. This research uses a qualitative approach method. Data collection techniques include observation, interviews and documentation. This research uses according to Ryas Rasyid which consists of the Government's Role as Regulator, the Government's Role as Dynamisator, and the Government's Role as Facilitator. The results of the findings are that the role of the village government in handling stunting is carried out by the village government is quite good, both from the role of the Government as a Regulator, the Village directs it to socialize with the community so that it becomes better. The government has added a program for stunted children in the form of vitamins. The role of the Government as a village government dynamist provides good new innovations. Findings for the role of the dynamist include the community not being timely when there is socialization. The government's role as a facilitator is quite good and appropriate in handling stunting in Batu Belanak village.

Abstract

This research discusses the increasing child violence in Bintan Regency every year. The purpose of this research is to analyze the implementation of collaborative governance in addressing violence against children. The research uses a descriptive qualitative method with data collection techniques through observation, interviews, and documentation. The theory used is the collaborative governance theory by Ansell & Gash, which consists of five indicators: face to face, trust building, commitment to process, shared understanding, and intermediate outcomes. The conclusion of this research shows that collaborative governance in addressing child violence in Bintan Regency has been implemented, with collaboration between the government, child protection agencies, and the community. The indicators of face to face, trust building, and shared understanding have been quite good through communication and coordination among the actors. However, the indicators of commitment to process and intermediate outcomes still face challenges such as changes in positions, sectoral egos, and time constraints. Although services for victims have started to improve, the rate of child violence remains high and many cases are resolved peacefully. An increase in commitment and coordination is needed to strengthen protection efforts and elevate the status of Child-Friendly Districts.
