Abstract

Abstract

This study aims to analyze the implementation of efficiency, effectiveness, and consistency in the Standard Operating Procedure for goods procurement in the purchasing department of The Oberoi Beach Resort, Bali. This research employed a descriptive qualitative approach, with data collected through semi-structured interviews, observation, and documentation. The informants included parties directly involved in procurement activities, namely the Purchasing Manager, Purchasing Supervisor, Purchasing Staff, Receiving Staff, and user departments. Data were analyzed through data reduction, data display, and conclusion drawing and verification. The findings show that the goods procurement SOP has been implemented in a structured manner through Purchase Requisition submission, document approval, Purchase Order issuance, supplier ordering, and goods inspection by the receiving department. The SOP is effective in supporting hotel operational needs and relatively consistent because control stages are maintained even under urgent requests. However, efficiency has not been fully optimized because administrative and approval processes still rely on a manual paper-based system. Other barriers include inventory data input errors, supplier stock limitations, customs constraints, and weather-related distribution disruptions. This study recommends the implementation of e-procurement, stronger interdepartmental coordination, improved inventory data accuracy, and supplier diversification.

Abstract

Abstract

The hospitality industry requires competent human resources to deliver excellent service. However, the gap between training blueprints and empirical operational realities frequently triggers persistent guest complaints, potentially harming the hotel's reputation in Bali's hypercompetitive tourism market. This research aims to evaluate the effectiveness of employee training and development programs at J4 Hotels Legian using the CIPP (Context, Input, Process, Product) evaluation framework. This study utilizes a qualitative approach with a descriptive phenomenological design. Data sources comprise primary and secondary data. Informants were selected through purposive sampling, involving four key department managers (F&B, Housekeeping, Front Office, and HRD). Data were collected via in-depth semi-structured interviews, covert non-participatory observations, and documentation studies. Data analysis was conducted interactively and validated using method and source triangulation. The CIPP analysis reveals that the Context dimension aligns with operational problem-solving needs. However, the Input dimension exposes a lack of leadership cultivation modules. In the Process dimension, significant temporal friction occurs due to conflicting training schedules and operational surges. Consequently, for the Product dimension, while mechanical work speed improved, the program remains ineffective in resolving guest complaints regarding assertive communication and frontline staff initiative during crises. Kesimpulan/Implikasi] In conclusion, the training implementation is suboptimal due to methods clashing with daily work rhythms. These findings imply that management must promptly apply adaptive strategic interventions. This study recommends transitioning toward immersive simulation methodologies, micro-learning digitalization, and continuous leadership incubation.

Abstract

The rapid growth of the Indonesian coffee industry has intensified competition among local coffee shop MSMEs, particularly in tourism destinations such as Gianyar, Bali. In this context, understanding how consumers evaluate product quality and price through perceived value is essential for sustaining competitiveness. This study investigates the direct effects of product quality and price on purchasing decisions and examines the mediating role of perceived value among consumers of Pandang Kopi, a local MSME coffee shop. A quantitative approach was employed using Partial Least Squares–Structural Equation Modelling (PLS-SEM). Data were collected from 106 consumers through accidental sampling and analyzed using SmartPLS 4.1.1.2. The results show that product quality (β = 0,159; p < 0,05) and price (β = 0,161; p < 0,05) have positive and significant direct effects on purchasing decisions. Perceived value demonstrates the strongest influence on purchasing decisions (β = 0,683; p < 0,001), explaining a substantial proportion of variance (R² = 0,79). Product quality (β = 0,309; p < 0,001) and price (β = 0,590; p < 0,001) also significantly enhance perceived value. Mediation analysis reveals that perceived value significantly mediates the relationship between product quality and purchasing decisions (β = 0,211; p < 0,001) as well as between price and purchasing decisions (β = 0,403; p < 0,001). Notably, the indirect effect of price through perceived value is stronger than its direct effect, indicating that consumers emphasize overall value rather than price alone. Theoretically, this study contributes to value-based consumer decision models by empirically validating perceived value as a central psychological mechanism in MSME coffee shops located in tourism regions. Practically, the findings suggest that local coffee shop MSMEs should prioritize sensory product quality, fair pricing, and holistic consumption experiences to strengthen perceived value and encourage purchasing decisions.
